"Artikel ini membahas tentang model pembangunan pariwisata berkelanjutan (sustainable tourism development) yang dikembangkan oleh Maroko, sebuah negara di wilayah Timur Tengah. Pariwisata di Maroko adalah salah satu sumber devisa utama di Maroko. Sejak 2013 negara Maroko merupakan negara di Afrika dengan kunjungan wisatawan tertinggi. Keseriusan otoritas Maroko dalam pembangunan pariwisata terlihat dari strategi pariwisata "Visi 2020". Artikel ini bertujuan menjelaskan alasan Maroko menjadikan pariwisata sebagai pembangunan utama Visi 2020 dan juga menjelaskan mengenai implementasi Visi 2020 di bidang pariwisata selama satu dekade (2010—2020). Artikel disusun dari suatu penelitian dengan metode analitis kualitatif. Pengumpulan data dilakukan dengan studi pustaka dengan memanfaatkan artikel jurnal, buku, dan informasi digital. Teori yang digunakan dalam penelitian ini adalah teori kebijakan publik yang dikemukakan oleh James E. Anderson. Temuan dari penelitian ini adalah pembangunan pariwisata berkelanjutan di Maroko merupakan model pariwisata berbasis sumber daya alam dan sejarah kebudayaan. Model ini memperlihatkan upaya pembangunan pariwisata yang tidak sekedar menciptakan produk pariwisata, namun suatu upaya yang berkelanjutan dalam meningkatkan kapasitas sumber daya alam yang dimiliki oleh Maroko. Selain itu juga memberi kesempatan kepada sumber daya manusia Maroko untuk terlibat dalam proses pembangunan industri pariwisata ini.

This research discusses about the sustainable tourism development model developed by Morocco, a country in the Middle East region. Tourism is one of the main sources of foreign exchange in Morocco. Since 2013 the country of Morocco is a country in Africa with the highest tourist arrivals. The seriousness of the Moroccan authorities in tourism development can be seen from the "Vision 2020" tourism strategy. This article aims to explain why Morocco has made tourism the main development of Vision 2020 and also explains the implementation of Vision 2020 in tourism for a decade (2010-2020). The article is compiled from research with qualitative analysis method. Data collection is done by literature study by utilizing journal articles, books, and digital information. The theory used in this study is the theory of public policy proposed by James E. Anderson. The findings of this study are sustainable tourism development in Morocco is a tourism model based on natural resources and cultural history. This model shows that tourism development efforts are not only creating tourism products, but also increasing the capacity of Morocco's natural resources sustainably. In addition, it also provides the opportunity for Moroccan human resources to be involved in the process of developing this tourism industry."

"Kebijakan pembangunan sosial masih terlihat asing diantara mayoritas realitas yang terjadi pada pembangunan dengan perspektif ekonomi, namun pada kasus Pembangunan Kampung Akuarium, ini dilandasi pada pembangunan sosial yang melibatkan peran serta masyarakatnya dalam perumusan kebijakan. Pada kasus ini penulis memakai metode kualitatif dalam menjelaskan fenomena yang terjadi dibantu dengan landasan pemikiran yang di cetuskan Bruno Latour, John Law, dan Michel Callon yaitu Actor Network Theory (ANT). ANT mencoba mengungkap fenomena yang terjadi berdasarkan dari berbagai peran aktor yang menghasilkan dinamika yang melahirkan suatu pandangan yang sama antara aktor. Hasil dari penelitian menjelaskan bahwa pembangunan sosial pada masyarakat khususnya Kampung Akuarium dapat terwujud dengan peran variatif aktor yang terlibat, serta faktor-faktor lain seperti faktor politik dan entitas kampung sebagai aktan atau aktor non-human (bukan manusia) yang dirumuskan sebagai strategi daya tawar komuniti terhadap pemerintah dalam mewujudkan kebutuhan kampung.

The study of development is frequently analyzed from an economic perspective without considering public participation. By using qualitative methods, this research analyzes the case of developing of the Kampung Akuarium from the perspective of social development policy by using the framework of Bruno Latour, John Law, and Michel Callon on Actor Network Theory (ANT) to explain the dynamics and roles of actors when determining collective views. The finding shows that social development in the community of Kampung Akuarium is realized because of the role of actors with different backgrounds. Other supporting factors such as political factors and Kampung Aquarium are also Urban Kampong as actant or non-human actor that can be a bargaining power strategy against the government for the government to provide for the needs of the village."
