"ABSTRACT
This research aims at proposing a model for designing English for specific purposes (ESP) courses appropriate for Indonesian universities. The model is formulated on the basis of the results of a survey on two research questions: what are the stakeholders' opinions on the needs to the ESP course at universities and how far have the ESP theories been implemented in designing ESP courses at universities? The survey was conducted at three universities, University of Indonesia (UI), Padjadjaran University (UNPAD), and Andalas University (UNAND). The survey involved groups of respondents from three different departments of each university: International Law, Chemistry, and Economics. The total number of each group of the respondents was: 320 students taking ESP courses, 11 ESP lecturers, 9 senior lecturers, and 9 heads of the departments. Besides, 7 experts in the teaching of English as a foreign language (TEFL) in Indonesia who are particularly interested in ESP programs and designing curricula and syllabi were also involved as respondents.
The data were collected through questionnaires (for students), interviews (for other respondents), and document analyses. The results of the data analysis show that the most important skill to develop and to be the focus in ESP courses at the three departments is reading comprehension skills for academic purposes. Other English skills and knowledge of vocabulary and grammar should be taught integratively with the reading skill. This skill should be the main concern of the lecturers of ESP courses. In reality, the objectives formulated for some courses did not characterize that they were ESP courses, but general English.
The data analysis also shows that the ESP theories have never been adequately implemented. The lecturers responsible for the ESP courses were mostly untrained and unprofessional teachers. A great number of the ESP lecturers were not English teachers, but subject-matter teachers who did not realize the main and specific objective of the ESP courses. Besides, other groups of stakeholders have never been involved in designing the ESP courses.
On the basis of the analysis presented above, the researcher proposes a model called Collective Collaboration Model in designing ESP courses for Indonesian universities. This model shows that there are several phases to follow in designing an ESP course involving intensive and mutual collaboration among different parties of the stakeholders. They are the ESP teachers, ESP its, subject-matter experts, heads of the departments, students, and the users of the graduates. For a long-team improvement, designing the ESP courses should not be the responsibility of an ESP teacher alone, but together with the other stakeholders in a particular collective collaboration forum.

"Design Program of Microcredit Activity (Revolving Fund)For Students in Higher Education. Systems design of microcredit is generally conducted by financial institutions of which credit is mostly provided for private sectors, both large and small / medium Enterprises (SMEs). However, credit for new entrepreneurs, especially for college students, who want to start a business has never been provided formally due to numerous factors and among others is because of the absence of collateral. Meanwhile, in order to stimulate the eagerness of running a business, credit is inevitably essential. Hence, this study is proposing a comprehensive systems design to overcome any potential problems between new entreprenurs in getting credit from financial intitutions. This systems design handles a series of processes in granting credit which starts from screening and selecting business proposals. When the proposals are accepted and the credit is granted, then they will get processes of mentoring, training, exhibition and finally process of monitoring through financial reports. Also there will be internet facility of integrated microcredit information system to ease communication between the new entrepreneurs, mentors and financial institutions. This systems design can enhance success for the new entrepreneurs and diminish any potential risks of unable to repay the credit So when the business starts to grow, they can apply for
bigger credit."

"Beberapa Perguruan Tinggi Negeri di Indonesia telah menerapkan Sistem Manajemen Mutu (SMM) ISO 9001:2008, Badan Akreditasi Nasional Perguruan Tinggi (BAN-PT) dan ASEAN University Network Quality Assurance (AUN-QA) pada program studinya. Ketiga SMM tersebut memiliki kesamaan prinsip dan teknik manajemen. Tapi sayangnya Perguruan Tinggi tersebut melakukan pengelolaan secara terpisah, baik dalam sistem proses manajemen, tata kelola, maupun dalam pendokumentasiaannya. Hal ini mengakibatkan sistem kerja atau proses manajemen terutama dalam pendokumentasiannya tidak terstruktur dengan baik. Oleh karena itu penelitian ini bertujuan untuk merancang SMM khususnya sistem pendokumentasiannya secara terintegrasi dengan mempertimbangkan persyaratan ISO 9001:2008, BAN-PT dan AUN-QA pada program studi/perguruan tinggi di Indonesia. Penelitian ini diawali dengan menganalisa tingkat keterkaitan antara klausul ISO 9001:2008, standar BAN-PT dan kriteria AUN-QA. Hasilnya terdapat kesamaan prinsip yang mendukung dalam pengintegrasiannya, terutama prinsip P-D-C-A. Selanjutnya penelitian ini melakukan identifikasi dokumen yang dipersyaratkan ketiga SMM tersebut. Identifikasi tersebut digunakan untuk merancang sistem proses manajemen program studi/perguruan tinggi.

Several state universities in Indonesia has implemented a Quality Management System (QMS) ISO 9001:2008, Badan Akreditasi Nasional Perguruan Tinggi / BAN-PT (the National Accreditation Agency for Higher Education in Indonesia), and the ASEAN University Network Quality Assurance (AUN-QA) on this management. All these QMS have in common principles and management techniques. Unfortunately the universities manage this QMS separately, both in systems management processes, governance, and in documentation. This condition resulted poor structure in a working system or process management, especially in documentation. Therefore this study aims, to design a specific Integrated Quality Management System that include ISO 9001:2008, BAN-PT and AUN-QA on a Higher Education in Indonesia. This study begins by analyzing the links between QMS ISO 9001:2008, BAN-PT and AUN-QA. The results showed that there are similiarities in principles that support the integration, especially the principle of PDCA. Furthermore, this study identifies the documents required by these three QMS. Identification is used to design Process Management System in Higher Education. "
