"Evaluasi terhadap pengusahaan pertambangan hatuhara arialab untuk mengetahui perkembangan penyelenggaraan usaha pertambangan uatubara di Indonesia. Hal ini dilakukan guna mendapatkan gambaran atas pasang-surutnya industri pertambangan batubara dalam rangka pelaksanaan Otonomi Daerah.
Pelaksanaan Otonomi Daerah akan memberikan kewenangan yang lebih luas kepada Pemerintah Kabupaten/Kota, yang lebih terbatas kepada Pemerintah Propinsi dan Pemerintah Pusat. Disini terjadi perpindahan kewenangan yang dulunya merupakan kewenangan Pemerintah Pusat bergeser menjadi kewenangan Pemerintah Daerah dengan segala konsekuensinya.
Penelitian akan dilakukan dengan tujuan untuk mengetahui perkembangan usaha pertambangan batubara pada saat ini dibandingkan dengan pada saat sebelurn pelaksanaan otonomi. Kemudian mengkaji guna mendapatkan snafu strategi didalam pengelolaan pengusahaan pertambangan batubara yang tepat agar adanya pergeseran paradigma dari sentralistik ke desentralistik tidak sampai mengganggu kelangsungan investasi pada sub sektor pertambangan batubara.
Kajian dilakukan dengan metode Analytical Hierarchy Process (AHP). Data-data didapat dengan cara studi literatur, dan kuesioner serta diskusi. Kemudian membangun hirarki yang tersusun dari empat level terdiri ats tujuan. faktor/kriteria, sub faktor/kriteria serta alternatif.

The evaluation on the coal mining business is to identify the development of the coal mining business in Indonesia. The evaluation is carried out to get u description on the up-down of the coal mining industries with connection with the Local Autonomy.
The enactment of local autonomy will give more authorities to the regency and municipality government, and less authorities to the provincial and central government. There is a shift of the authorities from the central government to local governments with all its consequences.
The objective of this research is to identify the development of coal mining business at present compared to that of before the enactment of the local autonomy.
A study is carried to formulate a proper strategy in coal mining b'.lsiness management so as to achieve a new paradigm from centralistic to decentralistic in order not to hinder the sustainability of the investment in coal mining sub-sector.
The study is carried out under the Analytical Hierarchy Process (Al-IP). The data is collected by the literature study, questionnaires and discussion. A structured hierarchy of four levels consisting of objectives, factors/criteria, subfactor/criteria and alternatives is formulated."

"Analisa strategi manajemen pengusahaan pertambangan mineral dalam pelaksanaan otonomi daerah di Kabupaten Musi Rawas" ini, merupakan satu kajian manajemen strategi terhadap Dinas Pertambangan dan Energi yang dibentuk berdasarkan Perda No 2 Tahun 2001 sebagai unit pelaksana teknis Pemerintah Kabupaten dalam menyusun strategi dan peraturan daerahnya guna melaksanakan otonomi daerah kegiatan pengusahaan pertambangan kontrak karya diwilayahnya.
Melalui wawancara, diskusi dan kuesioner serta analisa terhadap lingkungan eksternal Dinas tersebut penulis mendapatkan 5 faktor strategis peluangnya dan 5 faktor strategis ancamannya. Selanjutnya dari analisa lingkungan internal didapatkan 5 faktor strategis kekuatan dan 5 faktor strategis kelemahannya.
Dari hasil pengolahan data-data Dinas Pertambangan dan Energi tersebut sesuai hasil analisa matrik SPACE posisi Dinas ada pada kuadran Competitive, sehingga alternatif strateginya adalah strategi Market Penetration dan dari analisa matrik TOWS posisi Dinas berada di kuadran WT dengan alternatif strateginya adalah Joint Venture / Kerjasama. Pada tahap keputusan yang didasarkan analisa matrik QSPM didapatkan nilai strategi Joint Venture 22,29 dan nilai strategi Market Penetration 21,84.
Dalam penetapan keputusan strategi dalam Dinas Pertambangan dan Energi yang merupakan organisasi pemerintahan, maka berdasarkan pertimbangan faktor-faktor efektivitas dan efisiensi desentralisasi kewenangan [6] (Dr. Ir. Dharma Setyawan Salam, Manajemen Pemerintahan Indonesia 2002, Jakarta hal 119), strategi yang tepat dipergunakan untuk melaksanakan kegiatan pengusahaan pertambangan kontrak karya adalah strategi kombinasi antara strategi Market Penetration dan strategi Kerjasama dengan Dep. Energi dan Sumberdaya Mineral. Sesuai hasil analisa faktor-faktor strategis di atas, maka di usulkan materi Perda Pengusahaan Pertambangan di kabupaten Musi Rawas meliputi hal-hal; Peranan pemerintah (regulasi); iklim pengusahaan (teknologi dan finansial); kepemilikan dan sistem perijinan; kepentingan masyarakat dan pengelolaan lingkungan.

The Analysis of the Management Strategy for Mining Enterprise in Implementing the Local Autonomy in Musi Rawas Regency"The Analysis of the management strategy for Mining Enterprise in implementing the local autonomy in Musi Rawas Regency" constitutes a strategic management study on the District of Mining and Energy which was established based on the Local Regulation No. 2 of 2001 as a technical implementer unit of Regional Government in drafting its local regulation in order to implement the local autonomy on the exploitation activity of mining contract of work around its area.
Through interview, discussion and questioner and analysis for its external environment, writer has found 5 (five) opportunity factors and 5 (five) strategic threat factors. Therefore, in the internal environment analysis has been found 5 (five) strategic strengths and 5 (five) strategic weaknesses. Of the data processing of the District of Mining and Energy in accordance with the SPACE matrix analysis, District position is on the Competitive Quadrant, so its strategy alternative is Market Penetration Strategy, and based on the TOWS matrix analysis, Department position is on the WT quadrant with its alternative strategy is a Joint Venture. On the decision stage based on the QSPM matrix analysis has been found that the value of Joint Venture Strategy is approximately 22.29 and Market Penetration strategy is 21.84.
In taking strategy decision at the District of Mining and Energy as a government organization, therefore in consideration with the effective factors and authority efficiency [6] (Dr. Ir. Dharma Setyawan Salam, Manajemen Pemerintahan Indonesia 2002, Jakarta p. 119), the precise strategy used in implementing the exploitation activity of mining contract of work is a Combination between Market Strategic Penetration and Joint Venture Strategic with the Department of Energy and Mineral Resources. In accordance with analysis for such strategic factors mentioned above, it is proposed the draft of local regulation for Mining Efforts in Musi Rawas including the following matters: the government role (regulation), condition of exploitation (technology and financial); the ownership and license system, the interest of public and environment preservation."

Pertambangan mineral dan batuan merupakan salah satu sektor strategis dalam perekonomian dunia. Nilai guna yang tinggi serta diharuskannya suatu perusahaan tambang untuk menetap dalan jangka waktu yang lama di dalam wilayah suatu negara menjadikan sektor ini menjadi sangat strategis baik secara ekonomi maupun politik. Sektor pertambangan mineral dan batuan seperti layaknya pertambangan migas, umumnya masih dikuasai oleh MNCs dan perusahaan pertambangan dari negara maju, sementara sumber daya mineral dan batuan mayoritas berada pada negara berkembang yang miskin teknologi. Hal ini menciptakan suatu kondisi dimana negara berkembang sering merasa dirugikan dengan kondisi dimana mereka hanya dapat memproduksi barang tambang mentah dan diharuskan membeli kembali hasil olahan dari barang tambang mentah yang berasal dari negara mereka. Hal ini pula yang membuat banyak negara berkembang mengeluarkan kebijakan yang bercorak resource nationalism guna mengejar kepentingan ekonomi maupun kepentingan politik.
Indonesia merupakan salah satu negara penghasil komoditas tambang mineral dan batuan yang cukup besar. Sedikitnya dua puluh komoditas tambang mineral dan batuan diproduksi oleh Indonesia. Namun sebagaimana negara berkembang lain, sektor pertambangan mineral dan Batuan Indonesia masih didominasi oleh MNCs dan perusahaan pertambangan Asing. Hal yang mengejutkan kemudian dilakukan oleh Pemerintah Indonesia dimana pada periode tahun 2009 hingga tahun 2014, pemerintah Indonesia mengeluarkan kebijakan yang bercorak resource nationalism. Pergeseran kebijakan ini menjadi suatu hal yang menarik dimana sebelumnya kebijakan di sektor tersebut cenderung bercorak liberalis. Penelitian ini bertujuan untuk mengetahui penyebab dilakukannya pergeseran kebijakan di sektor pertambangan mineral dan batuan Indonesia menuju penerapan prinsip-prinsip resource nationalism pada periode tersebut.

ABSTARCT
Mineral and ores mining is one of the most strategic sectors in world economy. High value of usage and the obligation of the mining companies to stay in other country's sovereign territory for a long period of time makes this sector very strategic economically and politically. Mineral and ores mining just like oil and gas mining, is usually dominated by MNCs and mining companies from the developed countries, while the mineral and ores resources is often located in developing countries that are lacking in technology to exploit it. This creates condition where the developing countries often feels at disadvantages, because they can only produce the raw materials, and in return they have to purchase the processed products which originally made from the raw materials from their own countries. This also causes many developing countries create policies that are associated with resource nationalism to pursue economic ends and also political ends.
Indonesia is one of the biggest mineral and ores commodities producing countries. At least twenty kind of mineral and ores commodities are produced by Indonesia. However, just like many other developing countries, mineral and ores mining sector in Indonesia is still dominated by MNCs and foreign mining companies. In the period between 2009 and 2014, Indonesian government created some shocking policies in their mineral and ores mining sector that associated with resource nationalism. This political shift towards more resource nationalist policies is interesting to observe because previously mineral and ores mining policies in Indonesia is considered to be more liberal. "ABSTRAK
Material karbon aktif berukuran mikro (mikro-karbon aktif) dikembangkan untuk
memperoleh material penyimpan hidrogen. Penelitian ini bertujuan untuk
mempelajari efektivitas penggunaan penggilingan bola planetari dengan
parameter, ratio sampel terhadap bola 1:5 selama 30 jam, kecepatan 200
putaran/menit dalam kondisi penggilingan non-inert. Karbon aktifasi hasil
pemilingan kemudian dibentuk pelet dengan penambahan gula cair sebagai
pengikat dan KOH sebagai larutan aktifasi. Material karbon aktif berukuran 36,41
mikron meningkat setelah penggilingan bola sebanyak 13,6 % untuk batok kelapa
dan 0,74 % untuk batubara. Pelet karbon aktif (batok kelapa) memiliki nilai
penyerapan yang lebih tinggi jika dibandingkan serbuk karbon aktif. Kapasitas
penyerapan pelet karbon aktif meningkat hingga ± 75,87% pada temperatur
rendah -5oC dan ± 78 % pada temperatur ruang 25oC.

ABSTRACT
Micro-activated carbons have been developed for hydrogen storage materials. The
research was conducted to observe the effect of planetary ball milling with the
ratio sample to ball 1:5 for 30 hours, 200 rev / min in non-inert conditions. Ball
milled activated carbon material were then formed as pellet with addition of liquid
sugar as binder and KOH as activated reagents. The pellet was reactivated at 550o
C for 1 hour. Fraction of activated carbon material with the size of less than 36.41
microns increased after ball milled as mucs as 13.6% for coconut shell and 0.74
for coal. Pellet activated carbon has higher adsorption capacity than powdered
activated carbon. Adsorption capacity of pellet activated carbon up to ± 75.87% in
low temperature -5oC and 78% in room temperatur 25oC."

"Penelitian berlokasi di daerah Kabaena Tengah, Kabupaten Bombana, Sulawesi Tenggara. Penelitian ini bertujuan untuk memetakan distribusi zona profil nikel laterit, memodelkan endapan nikel laterit di daerah penelitian dengan software, mengklasifikasi tipe sumber daya mineral di daerah penelitian dan mengestimasi kadar dan tonase nikel laterit di daerah penelitian. Metode Ordinary Kriging merupakan metode yang digunakan dalam penelitian estimasi nikel ini. Kemudian digunakan validasi hasil estimasi yang berguna dengan menggunakan Inverse Distance Weighted (IDW) dan Nearest Neighbour (NN) sebagai pembanding. Ni, Fe, Co, SiO2, MgO, dan Al2O3 merupakan variabel data assay hasil eksplorasi dengan Ni sebagai variabel utama. Domain geologi pada penelitian ini terbagi menjadi 3, yaitu limonit, saprolit, dan bedrock. Limonit dan saprolit termasuk kedalam zona mineralisasi yang akan diestimasi. Densitas limonit sebesar 1,8 gr/cm3 dan saprolit 1,7 gr/cm3 . Estimasi domain limonit menghasilkan jumlah volume sebesar 119.744 m3 dan tonase sebesar 215.544 ton dengan rata-rata Ni 1,39%, sedangkan domain saprolit menghasilkan jumlah volume sebesar 619.570 m3 dan tonase sebesar 1.053.270 ton dengan rata-rata Ni 1,66%. Domain saprolit memiliki kadar Ni yang lebih tinggi jika dibandingkan dengan domain limonit. Tingginya kadar Ni yang terdapat pada domain saprolit terjadi karena adanya supergene enrichment atau pengayaan sekunder. Klasifikasi sumber daya di daerah penelitian adalah terukur dan tertunjuk.

The research is located in the Central Kabaena area, Bombana Regency, Southeast Sulawesi. This study aims to map the distribution of the nickel laterite profile zones, model the nickel laterite deposits in the study area using software, classify the types of mineral resources in the study area, and estimate the grade and tonnage of nickel laterite in the study area. The Ordinary Kriging method is used in the nickel estimation research. Validation of the estimation results is then performed using Inverse Distance Weighted (IDW) and Nearest Neighbor (NN) as comparisons. Ni, Fe, Co, SiO2, MgO, and Al2O3 are the assay data variables resulting from the exploration, with Ni as the primary variable. The geological domain in this study is divided into three: limonite, saprolite, and bedrock. Limonite and saprolite are part of the mineralized zones to be estimated. The density of limonite is 1.8 g/cm³ and saprolite is 1.7 g/cm³. The limonite domain estimation results in a total volume of 119,744 m³ and a tonnage of 215,544 tons with an average Ni grade of 1.39%, while the saprolite domain results in a total volume of 619,570 m³ and a tonnage of 1,053,270 tons with an average Ni grade of 1.66%. The saprolite domain has a higher Ni grade compared to the limonite domain. The high Ni grade in the saprolite domain occurs due to supergene enrichment or secondary enrichment. The resource classification in the study area is measured and indicated."

"This dissertation discusses about the tin mining in Bangka community in Penagan village, Province of Bangka-Belitung Islands, particularly on relations of strength in the activity structure of tin mining performed by the miners (individuals or groups) in organizing the control, exploitation, management and distribution of the resources in the area. Tin mining activities performed by Bangka people in Penagan is called TI forming inseparable part of Bangka people life. In these activities, the miners are connected in the context of relation of power based on the strength of each miner. The relation of strength and powers is not only demonstrated by the statue and role between Boss and subordinates in TI activities but also among TI with other miners interested in tin resources.
In this dissertation, i will show the relation of power in the social structure being the function of mutual relations of strength among the miners based on the capabilities and capacity of each miner in such structure. The powers of each miner includes capital and symbols of relaionship regularly reproduced to strengthen the existing relation. Mutual relation is functionally empowered by the miners to maximize the economic benefit from available resources in the walks of life of the ccommunity. Tin mining structure is a siymbiotic and mutual cooperation network (mutual and profit exchange) primarily among the miners based on economic benefit of tin resource, where the fund will then become collective standard of the miners and business groups. The strength held by each miner in the context of tin resources control and tin mining activities indicate no dualism of the strength of the miner binding of free. In term of mining context, the existing strength is independent or binding. There is no miner who can directly control by the power it owns in tin mining activities. This is attributable to the fact that tin, as a resource in social system of tin mining is considered as collective resources.
Research methodology used in this dissertation is qualitative research method with observation technique and in-depth interview. Specifically, it uses ethnography method resulth in deep and holistic examination on tin mining performed by Bangka community in Penagan. The period of data collection began from the early 2005 until August 2006. I use the approach referring to the relations of power and strength among the miners in the tin mining structure which includes control, management and organizing of tin resources. The relation of powers among the miners is based upon the strength of the miners to influence and or to control other miners."

"Tesis ini membahas mengenai Pengaturan Hak Penguasaan Negara Atas Pertambangan dalam meningkatkan penerimaan negara bukan pajak dan mengambil kasus pada pertambangan timah Pulau Bangka. Pokok permasalahan dalam penelitian ini adalah pengaturan pertambangan pada umumnya di Indonesia, pengaturan pertambangan timah di Pulau Bangka pada khususnya dan analisa yuridis terhadap pertambangan timah di Pulau Bangka tersebut. Metode penelitian yang digunakan adalah penelitian hukum yuridis normatif, dengan metode pendekatan studi kepustakaan.
Penelitian ini dapat disimpulkan bahwa bentuk keterlibatan negara dalam pengelolaan sumber daya mineral ada tiga, yaitu pengaturan (regulasi), pengusahaan (mengurus) dan pengawasan. Aspek pengaturan merupakan hak mutlak bagi negara dan merupakan aspek yang paling utama yang diperankan negara diantara aspek lainnya. Selain itu dalam pengaturan pertambangan timah Pulau Bangka dari segi penerimaan negara khususnya penerimaan negara bukan pajak sudah tidak sesuai lagi dengan ketentuan perundang-undangan tentang penerimaan negara bukan pajak.

This thesis discusses the right setting up state control of mining in increasing Non-Tax Revenues and take the case of tin mining on Bangka Island. The subject matter is the regulation of mining in Indonesia, the regulation of the tin mining on Bangka Island in particular and juridicial analysis of the mining of tin in Bangka Island. The research method used is the juridical normative legal research, the method of approach to the literary study.
This study concluded that the form of state involvement in the management of mineral resources, there are three, namely regulation, exploitation and supervision. Aspect of regulation is an absolute right for the country and is the most important aspects of the state played between other aspects. Also in the island of Bangka tin mining regulation in term of state revenues, especially non-tax revenues are no longer in accordance with the provisions of the legislation on state revenues.
