"In Indonesia, the concept of Internally Displaced Persons (IDPs) has not obvious enough and become the basis of thought yet. It can be seen from the regulation that regulate the IDPs which none of those regulations uses IDPs terminology. Another provides evidence is no regulation in act level regarding IDPs. The best regulation regarding IDPs in Indonesia is Presidential Decree Number 3 Year 200}. The consequence of this condition, IDPs problems could not handle properly. Contrary condition with international, there are several instruments can be apply to resolve the IDPs problem such as The 1951 Refugee Convention, the 1949 Geneva Convention relative to the Protection of Civilian Persons in Time of War. The Second Additional Protocol 1977 The protection of victims of non-international armed conflicts, and The Guiding Principles on Internal Displacement (Guiding Principles). International bodies dealing with IDPs, like UNHCR could not directly access IDPs in Indonesia because of state sovereignty. This article is trying to provide the big picture of IDPs condition and the policy in Indonesia relating to the international law."

"ABSTRAK
Konflik bernuansa SARA di Maluku tahun 1999 hingga saat ini masih menyisakan masalah pengungsi yang belum terselesaikan dengan tuntas. Mereka masih merasakan trauma konflik, sehingga rentan konflik dan bersikap intoleran. Di ruang publik, mereka tidak menunjukkan adanya sikap intoleran, namun di ruang privat masih terdapat sikap intoleran. Dari tiga konstruk intoleran, yaitu prejudice, stereotype dan racism, konstruk yang dinilai paling dominan adalah prejudice terhadap kelompok masyarakat lain. Oleh karena itu, untuk meningkatkan sikap toleran pengungsi konflik dilakukan intervensi dengan menurunkan tingkat prejudice-nya. Teknik intervensi yang digunakan adalah Living Values Education (LVE) dan teknik kontak berdasarkan contact hyphotesis theory. Setelah dilakukan intervensi terhadap target, evaluasi data kuantitatif pre test dan post test dilakukan dengan teknik analisis t-test, dengan N = 11 dan pernyataan yang terdiri dari 31 item. Hasil analisa menunjukkan adanya perubahan yang signifikan dengan nilai p = 0,001 dan interval nilai mean pre test dan mean post test sebesar 17,09.

ABSTRACT
SARA nuanced conflict in Maluku in 1999 until today still leaving unresolved internally displaced persons problem completely. They still feel the trauma of conflict, leaving it vulnerable conflict and being intolerant. In public spaces, they do not indicate intolerance, but in the private sphere there is still intolerance. Of three construct intolerant, namely prejudice, stereotype and racism, the construct considered the most dominant is the prejudice against other groups. Therefore, to increase the tolerance for internally displaced person, intervention to reduce the level of its prejudice. Intervention techniques used are Living Values Education (LVE) and contact technique based contact hypothesis theory. After the intervention of the targets, evaluating quantitative data pre test and post test was performed using t-test analyzes, with N = 11 and a statement that consists of 31 items. Results of the analysis indicate a significant change in the value of p = 0.001 and the interval of the mean pre-test and post-test mean of 17.09."

"Penelitian ini bertujuan untuk mengetahui hubungan antara resiliensi dan nilai pada pengungsi Halmahera di Bitung. Menurut Connor dan Davidson (2003) resiliensi adalah kualitas personal yang memampukan seseorang untuk berjuang menghadapi kesulitan. Pengertian nilai menurut Schwartz (2006) adalah tujuan abstrak yang ingin dicapai dan memiliki tingkat kepentingan yang bervariasi dan digunakan sebagai prinsip dasar yang menuntun kehidupan seseorang. CD-RISC 10 (Connor Davidson Resilience Scale 10 Items) dipakai untuk mengukur resiliensi sedangkan PVQ (Portrait Value Questionnaire) untuk mengukur nilai. Partisipan dalam penelitian adalah 58 orang pengungsi dari Halmahera yang saat ini tinggal di Bitung, Sulawesi Utara. Hasil penelitian terhadap resiliensi menunjukkan terdapat perbedaan resiliensi yang signifikan antara laki-laki dan perempuan. Untuk nilai, ditemukan perbedaan yang signifikan pada nilai security, hedonism dan power antara laki-laki dan perempuan. Selain itu, ada hubungan yang signifikan antara resiliensi dengan nilai security, conformity dan tradition. Tiga urutan nilai yang paling penting adalah security, tradition, conformity dan benevolence sedangkan tiga nilai yang kurang penting adalah power, hedonism dan achievement. Nilai security, tradition dan conformity sebagai nilai yang berhubungan secara signifikan dengan resiliensi pengungsi Halmahera di Bitung sebaiknya dijaga dan dikembangkan untuk menjaga dan meningkatkan resiliensi mereka.

This research is intended to find out the description of resilience, values and the relationship between resilience and values of IDPs from Halmahera who lives in Bitung, North Sulawesi. Connor and Davidson (2003) theorized that resilience embodies the personal qualities that enable one to thrive in the face of adversity. The Values Theory defines values as desirable, trans-situational goals, varying in importance that serves as guiding principles in people’s lives (Schwartz, 2006). This research used CD-RISC 10 (Connor-Davidson Resilience Scale 10 Items) to measure resilience and PVQ (Portrait Values Questionnaire) to measure values. Participants of this research are 58 IDPs who live in Bitung, North Sulawesi. The results show that there are significant differences between males and females n resilience. There are significant differences of security, hedonism and power values between males and females. There are significant relationships between resilience and security, between resilience and conformity and between resilience and tradition values. Furthermore, the most important values of IDPs from Halmahera in Bitung are security, tradition, benevolence and conformity while the most unimportant values are power, hedonism and achievement. Security, tradition and conformity as some values which have significant relationship with resilience should be kept and developed among IDPs to enhance their resilience. "
