The struggle of the nation’s health in the perspective of structural and participatory strength starts with the ability to drive leadership, metabolic health community and agent of change that meets the reliability value of High Reliability Organization (HRO). The reliability that is formed will trigger the innovation and out of the box spirit to assemble a network (networking) for change, so that it is manifested as a performance of professional reliability that heightens the potential of the nation’s health and national resilience. Synergy of the National Health System (SKN) and the Defense Health System (Siskeshan) is a web of links to support the effort on the empowerment of the strategic value of national health.This strategy strengthens the national health network (one health) against the global health threats complexity that threaten the national resilience. The existence of Public Health Emergency global challenges in a form of outbreaks which spreads rapidly with unpredictable problematic, that triggers every nation to strengthen the nation struggle for synergizing the health development under the basis of national defense system."

"The development of the strategic environment has an impact on the rapid development of asymmetrical threats. The Southeast Asian region is one that faces this threat. Indonesia, as one of the countries in the Southeast Asian Region, has conducted a Trilateral Cooperation Arrangement to prevent the asymmetrical threat, especially in the Sulu Sea. This study aims to analyze the Trilateral Cooperation Arrangement strategy as Indonesia's defense strategy in overcoming asymmetrical threats in the Southeast Asian Region. The research method used is a qualitative research method with a phenomenological approach. This study uses the theory of defense science, the concept of strategy, counter terrorism, asymmetric warfare, defense cooperation, cooperative security, and deterrence theory. The results of this study can be divided into three namely, first, the asymmetrical threat that occurs in Southeast Asia, especially the Sulu Sea continues to grow and specifically divided into terrorism; transnational crime namely armed piracy and kidnapping for ransom; and illegal migration. Second, in its implementation, the Trilateral Cooperation Arrangement (TCA) in the Sulu Sea consists of Coordinated Sea Patrol, Air Patrol, Information and Intelligent Sharing and Land Exercise. The four patrols are strategic cooperation which constitutes a unity so that they cannot be separated in parts or functions. However, in its implementation, there are opportunities and challenges that need to be a concern of both policy makers or operational parties. Third, the Trilateral Cooperation Arrangement is a strategy that can overcome the asymmetrical threats that have occurred in Southeast Asia, especially in the Sulu Sea since 2016-2018, but in 2019 the asymmetrical threats in the Sulu Sea have increased. The strategy used is to use defense cooperation as well as using soft power and hard power which provide deterrence effects for asymmetric threat actors. In addition, it strengthens the collaboration of Ministries and Institutions as policy makers, as well as the military army and local governments as operational implementers and supporting rules such as operational procedure rules."

"Perkembangan teknologi informasi yang sangat massif telah membawa perubahan sosial dalam bentuk komunikasi antar individu maupun kelompok manusia melalui penggunaan media sosial. Perubahan tersebut telah menciptakan cara atau metode baru untuk memudahkan pengguna agar dapat menerima pesan dari pengirim. Istilah buzzer pada awalnya tercipta untuk membantu melakukan pemasaran suatu barang, produk, atau jasa. Namun dalam perkembangannya, buzzer telah menjadi sebuah fenomena yang dijadikan sebagai alat politik untuk melakukan manipulasi publik melalui media sosial. Penelitian ini bertujuan untuk menganalisis pola dan strategi buzzer politik dalam operasi media sosial serta potensi ancaman yang ditimbulkan. Kemudian, penelitian ini diharapkan dapat memberikan gambaran mengenai pemahaman keberadaan dan aktivitas buzzer politik terhadap stabilitas politk dan keamanan nasional.Penelitian ini dilakukan dengan metode kualitatif melalui studi literatur, wawancara mendalam dengan informan, serta melakukan analisis framing dan propaganda terhadap konten-konten yang disebarkan oleh buzzer politik. Berdasarkan penelitian ini telah teridentifikasi pola, strategi, dan metode buzzer politik untuk menarik perhatian khalayak dengan menggunakan metode propaganda yang berpotensi menganggu stabilitas politik dan keamanan nasional

The development of information technology that is very massive has brought social changes in the form of communication between individuals and groups of people through the use of social media. The changes have created new ways or methods to make it easier for users to receive messages from senders. The term buzzer was originally coined to help do marketing of a good, product, or service. But in its development, the buzzer has become a phenomenon that has been used as a political tool to carry out public manipulation through social media. This study aims to analyze patterns and strategies of political buzzers in social media operations as well as the potential threats posed. Then, this research is expected to provide an overview of the understanding of the existence and activity of political buzzers towards political stability and national security.

This research was conducted using qualitative methods through literature studies, in-depth interviews with informants, as well as conducting framing and propaganda analysis of content spread by political buzzers. Based on this research, patterns, strategies, and methods of political buzzers have been identified to attract the attention of the public by using propaganda methods that have the potential to disrupt political stability and national security."

"The ratification of Government Regulation in Lieu of Law No. 2/2017 concerning Community Organization (Perppu Ormas) and Law No.5/2018 concerning Terrorism is a strategic policy achievement in the national security sector that can be utilized by the government and civil society to stem the progress of radical groups in Indonesia, especially (but not limited to) those associated with radical Islamic movements, both those who are known to use violent approaches and those who do not. Appropriate mapping of the development of radical groups, at the level of global, regional and national strategic environments, is important because it will become the basis for the formation of broader and deeper public policies related to the fight against radicalism and radical movements in the future. Descriptive qualitative analysis based on the data, documents and phenomena that occur shows that the ratification of those laws have a significant impact if followed by decisive actions by law enforcement."
