"Dalam mendukung reformasi birokrasi menuju penerapan konsep interpreuner the government perlu dilakukan perbaikan prosedur pelaksanaan KSO dan sinkronisasi peraturan perundang-undangan pada Instansi BLU. Dalam melaksanakan KSO, BLU menemui berbagai kendala. Kendala yang dihadapi adalah prosedur pelaksanaan KSO belum diatur secara jelas dan terdapat peraturan perundang-udangan yang belum sinkron. Tesis ini disusun menggunakan metode penelitian deskriptif analitis. Dari analisis yang dilakukan permasalahan dapat diatasi dengan melakukan sinkronisasi, kemudian dibuat aturan prosedur pelaksanaan KSO yang sesuai dengan asas-asas umum pemerintahan yang baik.

In supporting the reform of beraucracy towards the application of the interpreuner the government concept, needs a revision of the execution procedure and synchronization of the regulation of JO on PSA. In Implementing JO, PSA meets some obstacles. The obstacles is the procedure not clearly defined and there are some unsynchronize regulation. This thesis is prepared using descriptive analytical research method. The problems can be solved by syncrhronize the regulation and prepare the rule about JO procedure that consistent with the general principle of good governance."
