"Tesis ini membahas tentang sistem pengamanan Markas Besar Kepolisian yaitu kantor pusat pelaksanaan kegiatan institusi Kepolisian Negara Republik Indonesia yang menganut sistem Kepolisian Terpusat (Centralized System of Policing) yaitu sistem kepolisian yang terpusat/ tersentralisasi dimana sistem kepolisian berada di bawah kendali atau pengawasan langsung Markas Besar Polri. Dalam melaksanakan peran dengan sistem terpusat ini, sehingga Polri memiliki ciri yakni menggunakan sistem komando secara terpusat, terdapat standarisasi profesionalisme, wilayah kewenangan hukum lebih luas. Tesis ini khusus membahas terkait sistem pengamanan Mabes Polri dalam perspektif manajemen sekuriti fisik. Menggunakan metode kualitatif dengan observasi, wawancara dan studi dokumen. Hasil tesis ini menunjukkan bahwa sistem pengamanan Mabes Polri dalam persepktif sekuriti fisik masih kurang dikarenakan hasil penentuan level sistem pengamanan sekuriti fisik Mabes Polri pada level 2 dan belum pada level 1 atau level optimal, hasil ini juga dikuatkan oleh perhitungan Obyek vital tertentu yang menguatkan nilai level tersebut. Dari hasil observasi, wawancara dan studi dokumen kajian di Mabes Polri masih terbatas pada level kepolisian wilayah. Rekomendasi dalam tesis ini yaitu agar dibuat kajian khusus level Markas besar secara spesifik terkait sekuriti fisik, baik dalam hal menentukan level keamanan Markas Besar hingga secara jelas menyusun dan melaksanakan standar personil, alat, serta prosedur yang terpusat, kemudian sebaiknya Polri dapat membuat acuan sistem pengamanan agar masyarakat dapat menerapkannya di tempat tinggal, lingkungan, perkantoran, maupun sarana publik lainnya, karena seperti yang kita ketahui bahwa Polri berwenang terhadap penyelenggaraan Pengamanan Swakarsa (Pam Swakarsa), Namun terkait manajemen sekuriti fisik Polri belum mempunyai acuan dan standar baku. Rekomendasi lain bagi Markas Polri dari penulis yakni sebaiknya Markas Polri mengatur ulang pemetaan zona, mulai dari zona publik, zona semi khusus hingga zona sangat khusus misalnya area Densus, intel dan ruang-ruang penyimpanan senjata.

This thesis discusses specifically related to the security system of the Indonesia National Police Headquarters in the perspective of physical security management related to various events that have occurred such as fires, bomb explosions, and threats, besides those that often occur today such as large demonstrations, then the Headquarters security system. The results of this thesis indicate that the police Headquarters security system in terms of physical security is still lacking and the reach level is 2, not reach level 1 yet. Existing documents studies in Indonesia National Police Headquarters are still limited to the regional police level. Recommendations in this thesis for security systems in Headquarters so that specific Headquarters level studies are specifically made regarding physical security, both in terms of determining the security level of Headquarters to clearly formulate and implement centralized standard so the community can apply it in residences, environment, offices, and other public facilities, as we know that the National Police has the authority to organize the Swakarsa Security (Pam Swakarsa). Another recommendation for the Indonesia National Police is that doing rearrange the mapping of zones, starting from public zones, public reports, semi-special to zones very special for example Detachment area, intelligence and weapons storage rooms."

"Penelitian ini membahas mengenai manajemen sekuriti fisik di Markas Polda Metro Jaya untuk mengantisipasi demo anarkis. Kendala tahap pengorganisasian terhadap penyelenggaraan manajemen sekuriti fisik markas Polda Metro Jaya adalah keterbatasan kemampuan Polda Metro Jaya dalam sisi pengorganisasian, ketersediaan alat, dan anggota. Penelitian ini dilakukan dengan menggunakan metode kualitatif. Penelitian ini dianalisis dengan menggunakan Konsep Manajemen Sekuriti, Konsep Sekuriti Fisik, Konsep Kebutuhan, Konsep Crime Prevention, Konsep Ancaman, dan Konsep Upaya Taktis Pengamanan. Penelitian ini menemukan bahwa kendala tahap pengawasan dan pengendalian terhadap penyelenggaraan manajemen sekuriti fisik Markas Komando Polda Metro Jaya saat ini adalah keterbatasan kemampuan dalam merumuskan kegiatan pengawasan dan pengendalian pelaksanaan tugas Petugas dan peralatan. Keterbatasan tersebut tentang berapa kali melakukan audit terhadap dokumen administrasi, kapan melakukan supervisi dan evaluasi, kapan memberikan penilaian dan teguran serta penghargaan terhadap pelaksanaan kegiatan pengamanan, belum dapat memberikan tanggapan pasti. Kurang optimalnya tersebut membuka peluang terjadinya ancaman pada Markas Polda Metro Jaya Sekuriti Fisik Petugas yang mengakibatkan membahayakan keamanan markas Polda Metro Jaya apabila terjadi demo anarkis.

The study discusses about physical security management at Jakarta Metropolitan Police Region Headquarters in anticipating anarchic demonstrations. The obstacle in organizing the implementation of physical security management at Jakarta Metropolitan Police Region Headquarters is the limited ability as well as capability of the police region to organize such implementations and to provide sufficient equipments as well as human resources. The research employs the qualitative method. Data are analysed using concept of security management, concept of physical security, concept of need, concept of crime prevention, concept of threat, and concept of tactical security measures. The results of the study reveal that the obstacle in stages of supervision and control of the implementation of physical security management at Jakarta Metropolitan Police Region Headquarters is currently the limited ability as well as the capability to formulate supervisory and control activities to be implemented by duty officers. The limitation relates to the frequency of auditing administrative documents, when to conduct supervisions and evaluations, when to provide assessments and warnings as well as appreciations for good implementations of security activities. Such conditions may cause threats to appear and will endanger the physical security of Jakarta Metropolitan Police Region Headquarters in the event of anarchic demonstrations."

"Teknologi Informasi TI menyentuh hampir semua aspek kehidupan. Dalam bidang pertahanan, TI digunakan dalam penyelenggaraan pertahanan negara dan mendorong munculnya konsep keunggulan informasi. Keunggulan informasi bagi TNI AD penting agar dapat menghadapi ancaman militer, nonmiliter dan hibrida. Keunggulan informasi dapat dicapai melalui pengelolaan informasi menggunakan sistem informasi SI yang terintegrasi. Untuk mewujudkan integrasi SI yang menjadi permasalahan dalam organisasi diperlukan adanya enterprise architecture EA yang saat ini belum dimiliki. Penelitian ini ditujukan untuk merancang EA yang dapat menggambarkan kondisi organisasi secara utuh dan EA yang disusun dapat dipakai mengatasi tantangan yang dihadapi. Untuk merancang EA yang sesuai dengan kebutuhan Mabes TNI AD, dilakukan dengan membandingkan kerangka kerja EA yang dapat menggambarkan sektor pertahanan dan militer, yaitu Department of Defense Architecture Framework DODAF, Ministry of Defense Architecture Framework MODAF, NATO Architecture Framework NAF dan The Open Group Architecture Framework TOGAF. Perbandingan keempat kerangka dilakukan pada level arsitektur, artefak dan metamodel serta pada layer operasional, data, aplikasi dan teknologi. Analisis menghasilkan kerangka EA yang mempunyai karakteristik organisasi militer dengan menggambarkan pencapaian kapabilitas melalui aktivitas yang dilakukan. Kerangka EA tersebut diberi nama Indonesian Army Architecture Framework IA2F yang tersusun atas 25 artefak yang dikelompokkan ke dalam lima layer arsitektur. Penerapan IA2F memperlihatkan service yang dapat dilakukan integrasi SI sehingga mendukung pencapaian kapabilitas.

Information Technology IT touches almost all aspects of life. In the field of defense, IT is used to conduct state defense and drive the emergence of the concept of information superiority. Information superiority for Indonesian Army is vital in order to face military, non-military and hybrid threats. Information superiority can be achieved through management of information using integrated information system IS . To realize the integration of IS, which is a problem in the organization, the existence of enterprise architecture EA is mandatory. The EA is currently not exists yet in the organization.

This research is aimed to design EA that describe the holistic condition of the organization and can be used to overcome the challenges faced. To design an appropriate EA for the Indonesian Army Headquarters, it is performed by comparing the EA framework that can describe the defense and military sectors, ie. The Department of Defense Architecture Framework DODAF , the Ministry of Defense Architecture Framework MODAF, the NATO Architecture Framework NAF and The Open Group Architecture Framework TOGAF. Comparison of the four frameworks is performed at the level of architecture, artifact and metamodel as well as at the operational, data, application and technology layer.

The result shows an EA framework that has the characteristics of military organization, by illustrating the achievement of capability through the activities. The EA framework is named Indonesian Army Architecture Framework IA2F composed of 25 artifacts grouped into five architecture layers. Implementation of IA2F shows services to integrate IS in order to achieve capabilities. "
