"Pelaksanaan kebijakan sistem ganjil genap ini merupakan program Pemerintah Provinsi DKI Jakarta untuk mengatasi kemacetan di DKI Jakarta. Kebijakan pembatasan kawasan lalu lintas dengan sistem ganjil genap merupakan kebijakan yang membatasi kendaraan beroda 4 (empat) dengan nomor plat ganjil dilarang melintasi ruas jalan pada tanggal genap dan nomor plat genap dilarang melintasi ruas jalan pada tanggal ganjil. Provinsi DKI Jakarta sebagai Ibukota Negara Republik Indonesia memiliki tingkat kemacetan yang cukup tinggi. Oleh sebab itu, penelitian ini bertujuan untuk menggambarkan bagaimana tingkat persetujuan masyarakat tentang implementasi kebijakan sistem ganjil genap di DKI Jakarta menggunakan teori implementasi kebijakan publik Implementation as a Political and Administrative Process oleh Merilee S. Grindle dan teori faktor-faktor yang mempengaruhi implementasi kebijakan The Policy Implementation Assesment Tools oleh Bhuyan, Jorgensen, dan Sharma. Metode yang digunakan dalam penelitian ini adalah kuantitatif, teknik pengumpulan data dengan survei, wawancara mendalam dan studi kepustakaan, serta analisis yang digunakan yaitu analisis univariat. Hasil dari penelitian ini didapatkan bahwa implementasi kebijakan sistem ganjil genap di Provinsi DKI Jakarta sudah dapat dikatakan baik, namun ada beberapa hal yang harus ditingkatkan dan ditinjau kembali agar mendapatkan hasil yang maksimal.

The implementation of the even-odd system policy is a city government in DKI Jakarta to reduce traffic jams in DKI Jakarta. The even-odd traffic restriction system policy is a policy that restricts 4 (four) wheel vehicles with odd license plates are banned from across the road on the date the even and even license plates are banned to pass the road on the odd. DKI Jakarta Province as the State Capital of the Republic of Indonesia has a level of high congestion. Therefore, this study aims to illustrate how the level of the approval of the public on the implementation of the even-odd system policy in DKI Jakarta by using the theory of public policy implementation “Implementation as a Political and Administrative Process” by Merilee S. Grindle, and factors influencing that affects the policy implementation theory: The Policy Implementation Assessment Tools” by Bhuyan, Jorgensen, and Sharma. The method uses in this research is quantitative, data collection techniques with a survey, in-depth interviews, and literature studies, and the analysis conducted is univariate analysis. The results of this study found that the implementation of the even-odd system in DKI Jakarta has been good, but there something must be improved and be reviewed in order to get maximum results."

"Skripsi ini berupaya untuk menganalisis proses formulasi kebijakan pembatasan ganjil-genap di Provinsi DKI Jakarta dalam perspektif evidence-based policy. Peneliti menggunakan konsep evidence-based policy (Head, 2008) untuk memahami penggunaan bukti dalam tiga dimensi, yaitu political knowledge, scientific (research-based) knowledge, dan practical implementation knowledge yang dapat memengaruhi efektivitas kebijakan. Pendekatan post-positivist peneliti gunakan dalam penelitian ini untuk mendapatkan gambaran yang utuh dan memahami kemungkinan adanya variabel-variabel lain yang belum ditemukan pada teori melalui wawancara mendalam dan studi kepustakaan. Penelitian ini menemukan adanya pelibatan pemangku kepentingan dalam proses partisipatif sistemik yang terbatas pada NGO dan Akademisi. Sementara itu, kelompok kepentingan bisnis terlibat secara reaktif melalui dukungan media massa. Penggunaan data dan informasi telah dilakukan oleh Dinas Perhubungan Pemerintah Provinsi DKI Jakarta meskipun menunjukan adanya keterbatasan data yang berakibat ketidakmampuan dalam memberikan gambaran holistik terkait kondisi lalu lintas dan pengaruh yang diberikan kebijakan ganjil-genap di Jakarta. Sementara secara praktis, formulasi kebijakan ganjil-genap telah berhasil membentuk kesiapan instrumen pelaksana dalam implementasi kebijakan ganjil-genap. Secara teoritis, penelitian ini menemukan dua faktor determinan dalam pembentukan political knowledge yang belum dikemukakan oleh Head (2008), yaitu kepastian hukum dan peran media massa.

This thesis describes the policy formulation of even-odd traffic restriction system in DKI Jakarta from the perspective of evidence-based policy. Researcher used the concept of evidence-based policy (Head, 2008) to understand three dimensions of evidence, namely political knowledge, scientific (research-based) knowledge, and practical implementation knowledge. Researcher used post-positivist paradigm in this study to get a holistic analysis and understand the possibility of other variables that have not been discussed in previous theory through in-depth interviews and literature studies. The result shows that there was stakeholder involvement in a systemic participatory process that was limited to NGOs and academics. Meanwhile, business interest groups are reactively involved through mass media support. Transportation Department of DKI Jakarta had used data and information in even-odd traffic restriction system policy formulation. Even though it shows the limitations of the data which results in the inability to provide a holistic picture related to traffic conditions and the effects of even-odd policies in Jakarta. While practically, even-odd policy formulations had succeeded in shaping the readiness of implementing instruments in the implementation of even-odd traffic system policy. Theoretically, this study found two determinant factors in the formation of political knowledge that have not been stated by Head (2008), namely legal certainty and the role of the mass media."

"Fokus pembahasan dalam penelitian ini adalah mengenai alasan mengapa implementasi kebijakan sistem ganjil-genap yang tidak berhasil dalam mengurangi kemacetan di DKI Jakarta tahun 2018 - 2019. Hal yang juga menjadi fokus pembahasan dalam penelitian ini yaitu mengenai adanya perubahan teknis kebijakan dan juga peran aktor terkait baik dari aktor pelaksana kebijakan maupun kelompok sasaran kebijakan. Dalam penelitian ini, penulis menggunakan teori model implementasi kebijakan dari Merilee S. Grindle dan menggunakan metode penelitian kualitatif untuk meneliti mengenai implementasi kebijakan sistem ganjil genap yang tidak mengurangi kemacetan di DKI Jakarta tahun 2018 – 2019. Faktor apa saja yang membuat dan berpengaruh terhadap implementasi kebijakan tersebut sehingga tidak berhasil mengurangi kemacetan di Ibukota. Hasil penelitian ini menemukan bahwa tingkat kepatuhan dan daya tanggap kelompok sasaran serta keterbatasan sumber daya yaitu pengawas dan alat pengawas menjadi hambatan juga tantangan dalam implementasi kebijakan sistem ganjil-genap di DKI Jakarta tahun 2018 – 2019 yang mempengaruhi ketidakberhasilan implementasi kebijakan sistem ganjil - genap untuk mengurangi tingkat kemacetan di DKI Jakarta

The focus of the discussion in this research is on the reasons why the implementation of the odd-even system policy is not successful in reducing congestion in DKI Jakarta in 2018 - 2019. What is also the focus of discussion in this research is the existence of technical changes in policies and also the role of related actors both from policy implementing actors and policy target groups. In this study, the author uses the theory of policy implementation model from Merilee S. Grindle and uses qualitative research methods to examine the implementation of the odd-even system policy that does not reduce congestion in DKI Jakarta in 2018 - 2019. What factors make and influence the implementation This policy has not succeeded in reducing congestion in the capital city. The results of this study found that the level of compliance and responsiveness of the target group as well as limited resources, namely supervisors and supervisory tools, became obstacles as well as challenges in implementing the odd-even system policy in DKI Jakarta in 2018 - 2019 which affected the unsuccessful implementation of the odd-even system policy to reduce congestion in DKI Jakarta."

Penelitian ini mengkaji dampak dari padatnya alur transportasi jalan raya berupa kemacetan parah dan antrian kendaraan yang sangat panjang. Solusi dari masalah ini adalah dengan mengatur panjang antrian secara dinamis pada tiap-tiap titik persimpangan secara seimbang. Model yang digunakan adalah model stokastik pada antrian kendaraan dengan tingkat kedatangan ditentukan berdasarkan distribusi Poisson dan pelayanan pada titik-titik persimpangan berdasarkan pada distribusi eksponensial. Demontrasi dari model antrian dinamis ditunjukkan dengan simulasi menggunakan SimEvents MATLAB-Simulink. Hasil dari simulasi menunjukkan bahwa mode antrian dinamis dapat meminimalisir dampak kepadatan kendaraan yang lebih teratur dibandingkan dengan menggunakan cara konvensional."

"Data telah menunjukkan bahwa terjadi fluktuasi dalam tren pelanggaran lalu lintas di wilayah hukum Polda Metro Jaya sejak 2018-2023. Skripsi ini bertujuan untuk menelaah lebih dalam implementasi kebijakan Electronic Traffic Law Enforcement (ETLE) dalam rangka mewujudkan kawasan tertib lalu lintas di wilayah hukum Polda Metro Jaya. Peneliti menggunakan model implementasi kebijakan menurut Grindle dalam melihat keterlaksanaan kebijakan. Adapun peneliti menggunakan pendekatan post-positivist dengan melakukan teknik analisis data secara illustrative methods terhadap data primer berupa wawancara mendalam. Wawancara mendalam dilakukan ke beberapa pemangku kebijakan krusial, termasuk Direktur Lalu Lintas Polda Metro Jaya yang memimpin jalannya kebijakan ETLE di wilayah hukum Polda Metro Jaya. Hasil penelitian menunjukkan implementasi kebijakan ETLE di wilayah hukum Polda Metro Jaya belum berjalan dengan optimal dalam mewujudkan kawasan tertib lalu lintas. Walaupun terdapat kemajuan dalam implementasi, namun terdapat beberapa catatan kritis yang harus dibenahi untuk memaksimalkan tujuan kebijakan.

Data has shown that there’ve been fluctuations in the trend of traffic offences in the Greater Jakarta Metro Area Police Jurisdiction from 2018-2023. This thesis aims to further examine the implementation of the Electronic Traffic Law Enforcement (ETLE) policy in order to realise an orderly traffic area in the Greater Jakarta Metro Area Police Jurisdiction. Researchers use Grindle's policy implementation model in looking at policy implementation. The researchers used a post-positivist approach by conducting data analysis techniques in illustrative methods on primary data in the form of in-depth interviews. In-depth interviews were conducted with several crucial policy makers, including the Traffic Director at the Greater Jakarta Metro Area Police who led the ETLE policy in its jurisdiction. The results showed that the implementation of the ETLE policy in the Polda Metro Jaya jurisdiction has not run optimally in realising an orderly traffic area. Although there is progress in implementation, there are several critical notes that must be addressed to maximise policy objectives. "

"[ABSTRAK
Tesis ini membahas tentang implementasi kebijakan peletakan reklame di provinsi DKI Jakarta, dengan melihat permasalahan-permasalahan berkaitan dengan masalah pada pola penyebaran reklame yang menyangkut dengan estetika kota atau keindahan kota, kebijakan yang berkaitan dengan peletakan reklame dan bagaimana peran pemerintah terhadap pengimplementasian kebijakan peletakan reklame di Provinsi Daerah Khusus Ibukota Jakarta tersebut.
Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menyarankan bahwa implementasi kebijakan peletakan reklame di DKI Jakarta belum berjalan secara efektif dan optimal. Masalah perijinan reklame dan administrasi pajak reklame hendaknya mendapat pengawasan serius dari pemerintah, masih ada beberapa reklame yang belum berizin atau yang menyalahi aturan tidak mendapat tindakan. Hal yang sering terjadi adalah lemahnya pengawasan dan penertiban yang terjadi sehingga menimbulkan beberapa contoh kasus yang merugikan, baik terhadap masyarakat (publik) maupun kepada pemerintah provinsi dalam hal ini Pendapatan Anggaran Daerah (PAD). Hal lain yang menjadi patut mendapat perhatian adalah upaya dari Pemprov DKI Jakarta melalui kebijakan kebijakan dalam membenahi empat faktor pendukung didalam keberhasilan implementasi kebijakan publik, dalam hal ini terkait kebijakan penyelenggaraan dan peletakan reklame.

The results of research suggesting that the implementation of the policy of the advertising placement in DKI Jakarta not yet operating effectively and optimal. The problem of tax administration and the licensing billboard ads should get serious supervision of the government because there are still some ads that has not been licensed or that which violating the rules. It often happens because of the lack of supervision and control of what happens and that generate some examples of cases of adverse, both to the community public as well as to the provincial government in this budget income local revenue. "Sistem ganjil genap adalah kebijakan pembatasan kendaraan bermotor dengan plat ganjil atau genap sesuai dengan waktu dan ruas jalan yang berlaku. Sistem ganjil genap merupakan implementasi untuk menyelesaikan masalah akibat transportasi seperti kemacetan lalu lintas dan polusi udara. Dalam proses pengoperasiannya sistem ini dapat mengurangi eksternalitas akibat polusi kendaraan di ruas jalan Jakarta.
Tujuan dari penelitian ini adalah untuk menganalisis efektivitas dari sistem ganjil genap berdasarkan aspek eksternalitas. Analisa kecepatan dan volume kendaraan dilakukan dengan survei menggunakan video cctv pada ruas jalan. Kecepatan rata-rata kendaraan sebelum perluasan sistem ganjil genap pada ruas Jalan Gunung Sahari adalah 25,42 km/jam dan pada ruas Jalan Pramuka adalah 36,18 km/jam. Kecepatan rata-rata kendaraan setelah perluasan sistem ganjil genap dengan asumsi mengalami kenaikan dengan angka dari Dinas Perhubungan DKI Jakarta menjadi 10,83 km/jam untuk ruas Jalan Gunung Sahari dan 15,42 km/jam untuk ruas Jalan Pramuka. Jumlah volume kendaraan sebelum perluasan sistem ganjil genap adalah 6613 kendaraan untuk ruas Jalan Gunung Sahari dan 12.663 kendaraan untuk ruas Jalan Pramuka. Volume kendaraan setelah perluasan sistem ganjil genap dengan asumsi mengalami penurunan dengan angka dari Dinas Perhubungan DKI Jakarta menjadi 5066 kendaraan untuk ruas Jalan Gunung Sahari dan 9702 kendaraan untuk ruas Jalan Pramuka.
Sistem ganjil genap telah menurunkan biaya eksternal sebanyak 37% pada ruas Jalan gunung Sahari dan 34% untuk ruas Jalan Pramuka. Hasil ini berdasarkan pada jenis kendaraan dan bahan bakar yang digunakan. Sistem ganjil genap dapat dengan efektif mengurangi biaya eksternal akibat CO2 dan juga mengurangi kemacetan dengan mengurangi volume kendaraan dan menambah kecepatan kendaraan.

Even-odd system is a policy of limiting vehicles with odd or even license plates in accordance with the applicable time and road sections. Even odd system is an implementation to solve problems due to transportation such as traffic jams and air pollution. In the process of operating this system can reduce eksternalities due to vehicle pollution on Jakarta's roads.
The purpose of this study is to analyze the effectiveness of even odd systems based on eksternalities. Vehicle speed and volume analysis is done by survey counting using CCTV video on the road section. The average speed of the vehicle before the expansion of the even odd system on the Gunung Sahari Road section was 25.42 km / hr and on the Pramuka Road segment was 36.18 km / hr. The average speed of the vehicle after the expansion of the odd-even system with the assumption of an increase with the figures from the DKI Jakarta Transportation Department to 10.83 km / hour for the Gunung Sahari Road section and 15.42 km / hour for the Pramuka Road section. The total vehicles before the even-number system expansion was 6613 vehicles for the Gunung Sahari Road section and 12,663 vehicles for the Pramuka Road section. The total vehicles after the expansion of the odd even system is assumed to have decreased with the figure from the DKI Jakarta Transportation Department to 5066 vehicles for the Gunung Sahari Road section and 9702 vehicles for the Pramuka Road section.
The odd even system has reduced eksternal costs by 37% on the Gunung Sahari road section and 34% on the Pramuka Road section. This result is based on the type of vehicle and fuel used. Even odd systems can effectively reduce eksternal costs due to CO2 and also reduce congestion by reducing vehicle and increasing vehicle speed.

"Tujuan dari penelitian ini adalah Menganalisis Implementasi program ETLE dan menganalisis faktor-faktor yang mempengaruhi implementasi program ETLE dalam rangka menciptakan kamseltibcarlantas di wilayah Kota Serang. Metode penelitian yang digunakan adalah menggunakan metode kualitatif deskriptif. Keamanan, keselamatan, ketertiban, kelancaran lalu lintas (Kamseltibcarlantas) merupakan tujuan yang diinginkan setiap pengguna jalan. Perilaku pengguna jalan sangat berpengaruh terhadap terwujud atau tidaknya Kamseltibcarlantas. Dalam menganalisis program ETLE, penulis menggunakan teori model implementasi kebijakan untuk mengetahui aspek-aspek yang mempengaruhi implementasi program ETLE tersebut. Berdasarkan teori Implementasi Kebijakan, terdapat beberapa kendala dalam implementasi ETLE dan beberapa solusi yang penulis dapatkan antara lain aspek Sumber daya baik SDM maupun Sarana Prasarana, Aspek Sosial, dan Aspek Komunikasi dan Aspek Sikap Pelaksana. Dengan solusi tersebut maka diharapkan dapat menjadi perbaikan terhadap Implementasi ETLE agar menjadi lebih baik kedepannya.

The purpose of this study is to analyze the implementation of the ETLE program and analyze the factors that influence the implementation of the ETLE program in order to create traffic security and security in the Serang City area. "ABSTRAK
Kebijakan Nomor Ganjil-Genap yang bertujuan untuk membatasi lalu lintas kendaraan sudah diterapkan oleh Pemerintah Provinsi DKI Jakarta. Sejak diterapkan pertama kali pada tahun 2016, kebijakan ini mengalami beberapa kali perubahan, yaitu pada pemberlakuan jumlah ruas jalan dan waktu berlaku kebijakan. Tujuan dari penelitian ini adalah untuk menganalisis dan mengevaluasidata-data lalu lintas antar periode pemberlakuan kebijakan. Metode penelitian yang digunakan adalah menganalisis secara statistik desriptif dan uji korelasi dari tiap
variabel lalu lintas dengan variabel periode kebijakan ganjil-genap dengan menggunakan data sekunder yang didapat dari instansi terkait. Hasil yang didapat
adalah tiap variabel mempunyai analisis data yang berbeda-beda dan hubungan yang berbeda-beda dengan periode kebijakan ganjil-genap, yang berarti kebijakan
ganjil-genap mempengaruhi sebagian variabel lalu-lintas yang terdampak. Hasilnya, terdapat penurunan waktu tempuh rata-rata Periode Ganjil-Genap I hingga Periode Ganjil-Genap IV sebesar 42,97 %, peningkatan kecepatan rata-rata

Genap IV sebesar 6,67 %.

ABSTRACT
The Odd-Even Number Policy intended to limit vehicle traffic has been
implemented by the DKI Jakarta Provincial Government. Since the time it was first
implemented in 2016, this policy has undergone several changes on the
implementation of the number of roads and the time of the policy. The purpose of
this study is to analyze and evaluate between traffic data and periods of policy
enactment. The research method used in this study are descriptive statistical
analysis and correlation test of each traffic variable with odd-even policy period
variables using secondary data obtained from the relevant agencies. The results
obtained are that each variable has a different data analysis and different
relationships with odd-even policy periods, which means that odd-even policies
affect some of the affected traffic variables. As a result, there is a decrease in the
number of average travel time from Odd-Even Period I to Odd Period IV by
42.97%, an increase in the number of average speed from Odd-Even Period I to
Odd Period IV by 76.36%, a decrease in the number of average vehicle volume
from the Odd-Even Period II to the Odd-Even Period III by 21.53%, and an increase
in the average number of BRT passengers from the Odd-Even Period I to the Odd-
Even Period IV of 6.67 %.
