"ABSTRAKTulisan ini menganalisis faktor-faktor penghambat penyatuan isan kajok di KoreaSelatan dan Korea Utara. Pada tahun 1950 hingga 1953, kedua Korea berseteru dalamPerang Korea yang menimbulkan berbagai pengaruh, salah satunya kemunculan isumengenai keluarga terpisah (isan kajok). Penyelenggaraan reuni isan kajok telahdirencanakan sejak tahun 1953. Namun, proyek yang pelaksanaannya direncanakansecara berkala ini terhambat beberapa tahun sebelum dilanjutkan terakhir kali pada2018. Meskipun acara reuni telah digelar, masih terdapat ratusan keluarga yangbelum bertemu satu sama lain. Berbeda dengan penelitian sebelumnya, penelitianini berfokus pada analisis tentang faktor penghambat apa yang dialami oleh KoreaSelatan dan Korea Utara terkait reuni isan kajok. Penelitian dilakukanmenggunakan metode sejarah serta pendekatan ekonomi, politik, dan sosial.Analisis menggunakan pendekatan ini berfokus pada isu yang berkaitan dengankondisi ekonomi, politik, serta sosial Korea Selatan dan Korea Utara. Hasilpenelitian menunjukkan bahwa hubungan diplomatik antara kedua negara dalambidang-bidang tersebut menjadi faktor paling penting yang menyebabkan reuni isankajok terhambat.

ABSTRACTThis paper analyzes the inhibiting factors for isan kajok reunion in South Korea andNorth Korea. In 1950 to 1953, the two Koreas involved in the Korean War whichcaused various influences, including separated families issue (isan kajok). Isankajok reunion has been planned since 1953. This periodically planned project wasobstructed several years before being continued in 2018. Although the reunion hasbeen held, there are still hundreds of families who have not met each other. Incontrast to previous research, this study focuses on an analysis of the inhibitingfactors experienced by South Korea dan North Korea regarding the reunion. Thestudy was conducted using historical methods and economic, political, socialapproaches. This approach focuses on issues related to the economic, political,social conditions of South and North Korea. The results showed that the diplomaticrelations in these fields became the most important factors which obstructed isankajok reunion."

"Penelitian ini berfokus pada dampak kebijakan luar negeri terhadap identitas kolektif suatu negara dengan menggunakan disain penelitian studi kasus dimana kasus yang digunakan adalah hubungan internasional di Semenanjung Korea. Analisis dilakukan melalui dua tahap: (1) analisis pada kebijakan luar negeri yang berfokus pada hasil kebijakan luar negeri, (2) analisis yang menjelaskan hasil kebijakan luar negeri pada empat aspek identitas kolektif: ketergantungan, kesenasiban, keseragaman, dan ketahanan diri. Kesimpulan dari penelitian ini adalah kebijakan Trust Building Process Korea Selatan dan kebijakan denuklirisasi Amerika Serikat serta Tiongkok terhadap Korea Utara mempunyai pengaruh pada identitas kolektif Korea Selatan.

This study focuses on the impact of foreign policies toward a state?s collective identity. The study was conducted by implementing a case study design which used international relation in Korea peninsula as the main case. The data of the study was analyzed in two phases: first, analysis focused on the outcomes of South Korea's, China?s, and the U.S.? foreign policies and, second, analysis on the results of the foreign policies in four aspects of collective identity, which are interdependence, common fate, homogeneity, and self-restrain. Eventually, the study concludes that South Korea's Trust Building Process policy, as well as the U.S.? and China?s denuclearization policy toward North Korea had an influence on South Korea?s collective identity."

Penelitian tesis adalah penelitan kualitatif dengan menggunakan metode studi kepustakaan. Hasil penelitian ini menyimpulkan bahwa pendekatan secara halus (soft power) terkadang dapat menjadi senjata utama untuk mempengaruhi lawan. Hal ini terbukti dalam kasus Korea Selatan dan Korea Utara. Korea Selatan melancarkan Sunshine Policy sebagai bentuk pendekatan secara ekonomi dan kemanusiaan untuk memperlunak perilaku Korea Utara yang agresif. Sunshine Policy dinilai efektif pada masanya walaupun pada akhirnya kebijakan tersebut dihapus.

This thesis discusses the Sunshine Policy as a form of South Korean government's approach to soften North Korea's behavior. This thesis research is qualitative research using literature study. Results of this study concluded that soft approach (soft power) can sometimes be the main weapon to influence the opponent. This is evident in the case of South Korea and North Korea. South Korea launched the Sunshine Policy as a form of economic and humanitarian approach to soften the aggressive behavior of North Korea. Sunshine Policy is considered effective in that time although in the end the policy is removed."
