"Keterbukaan informasi publik merupakan salah satu bentuk pertanggungjawaban yang diberikan oleh pemerintah kepada masyarakat untuk memenuhi akuntabilitas publik guna menunjang terwujudnya good governance. Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanaan kebijkan keterbukaan informasi publik di Dinas Komunikasi dan Informatika Kota Depok pada tahun 2018. Penelitian ini menggunakan pendekatan positivisme dengan metode pengumpulan data kualitatif yakni wawancara mendalam, studi kepustakaan. Hasil penelitian memperlihatkan bahwa implementasi kebijakan keterbukaan informasi publik di Dinas Komunikasi dan Informatika Kota Depok pada tahun 2018 belum sepenuhnya berjalan dengan baik sehingga masih memerlukan perbaikan. Hal tersebut dikarenakan masih terdapat hambatan-hambatan dalam pelaksanaan kebijakan seperti perubahan Susunan Organisasi Tata Kerja (SOTK) dan minimnya pengetahuan masyarakat terhadap kebijakan ini.

Public information openness is one form of accountability given by the government to the public to fulfill public accountability to support the realization of good governance. This study aims to find out how the implementation of public information openness policy at Dinas Komunikasi dan Informatika Kota Depok in 2018. This study uses a positivist approach with qualitative data collection methods, namely in-depth interviews, literature studies and observations. The results showed that the implementation of the public information openness policy at Dinas Komunikasi dan Informatika Kota Depok in 2018 had not been fully implemented well so it still needed improvement. That is because there are still obstacles in the implementation of policies such as changes in the Organizational Structure of Work Procedures (SOTK) and the lack of public knowledge of this policy."

"Keterbukaan Informasi Publik (KIP) merupakan salah satu bentuk pertanggungjawaban yang diberikan oleh pemerintah kepada masyarakat untuk memenuhi kebutuhan akuntabilitas publik guna mendukung pelaksanaan open governance di Indonesia. Penelitian ini bertujuan untuk menganalisis pelaksanaan kebijakan Keterbukaan Informasi Publik di Dinas Komunikasi, Informatika dan Statistik Provinsi Riau tahun 2018-2019. Penelitian ini menggunakan pendekatan post-positivist dengan metode pengumpulan data kualitatif, yakni wawancara mendalam dan studi kepustakaan. Hasil penelitian memperlihatkan bahwa Provinsi Riau mampu menunjukan peningkatan penilaian KIP yang signifikan dari tahun 2018 ke 2019 karena cukup memenuhi enam dimensi teori implementasi Van Meter dan Van Horn, terutama pada ketersediaan sumber daya dan political will yang kuat. Namun, masih ditemukan beberapa hambatan yang memerlukan perbaikan, yaitu: Proses mutasi jabatan di berbagai perangkat daerah yang frekuensinya cukup sering, pelaksana yang kurang memprioritaskan pemberian layanan Informasi Publik; dan masih minimnya sosialisasi pemerintah kepada masyarakat sehingga tingkat partisipasi masyarakat rendah terhadap kebijakan ini

Public information openness (KIP) is one form of responsibility given by the-Governmet to the community to fulfill public accountability demand in order to support the implementation of open governance in Indonesia. This study aims to investigate the extent to which the Public information openness policy in the Riau Province Communication, Informatics and Statistics Office had been implemented in 2018-2019 year. This study employs post-positivist approach by using qualitative data collection method with the in-depth interviews and literature study. The research shows that Riau Province was able to show a significant increase in KIP assessments from 2018 to 2019 because it was sufficiently fullfiling all six dimensions proposed by the Van Meter and Van Horn’s theory, particularly on the availability of resources and strong political will. However, there are several obstacles that need to be addressed, including: Frequent transfers of higher level officers, the existence of officers who did not prioritize the provision of Public Information services; and also lack of public socialization from the-Governmet to the community which has contributed to low public participation to support the policy

"Skripsi ini membahas tentang implementasi kebijakan yakni Undang Undang Keterbukaan Informasi Publik Nomor 14 tahun 2008 pada Dinas Komunikasi, Informatika dan Statistik Provinsi DKI Jakarta. Dinas Komunikasi, Informatika dan Statistik berperan penting dalam memberikan layanan informasi yang dibutuhkan oleh masyarakat. Penelitian ini menggunakan pendekatan post positivist dengan metode pengumpulan data kualitatif yakni wawancara mendalam dan studi kepustakaan. Keterbukaan informasi merupakan salah satu upaya untuk melihat transparansi Badan Publik.
Hasil penelitian memperlihatkan bahwa implementasi UU KIP telah dilakukan pada Diskominfotik DKI Jakarta belum sepenuhnya berjalan dengan baik sehingga memerlukan perbaikan. Hal ini dikarenaka terdapat hambatan seperti penggunaan Sumber Daya Manusia SDM , kegiatan sosialisasi dan koordinasi antar lembaga.

This thesis discusses about the implementation of Policy on Public Information Openness at Diskominfotik DKI Jakarta. Diskominfotik plays an important role in providing information services needed by the community. This research uses post positivist approach with qualitative data collection method through in depth interview and literature study. Disclosure of information is an effort to see the transparency of Public Agency.
The results of the study show that the implementation of UU KIP has been done on Diskominfotik DKI Jakarta has not completely run well so that need to do an improvement. This is because there are obstacles such as the use of Human Resources HR , socialization activities and inter agency coordination.

"Penelitian ini membahas mengenai strategi dan implementasi program pelayanan informasi publik yang tepat diperlukan untuk mendukung kesuksesan penerapan KIP di organisasi pemerintah. Penelitian ini bertujuan untuk mengevaluasi strategi dan implementasi keterbukaan informasi publik di organisasi pemerintah, yang meliputi evaluasi perencanaan, pelaksanaan, dan jenis model PR yang diterapkan sesuai dengan model sembilan langkah perencanaan strategis untuk PR dan Excellence Theory.
Hasil evaluasi perencanaan menunjukkan analisis formatif belum dilakukan secara mendalam, sedangkan strategi yang digunakan adalah kinerja organisasi dan komunikasi transparan. Hasil evaluasi pelaksanaan menunjukkan taktik yang dipergunakan adalah pertukaran informasi. Hasil evaluasi tipe model PR yang digunakan adalah simetris dua arah.

This study focus on good strategy and implementation of public information services program that needed to support the success of public information transparency implementation in governmental organization. The purpose of this study is to evaluate the strategy and implementation that include planning, implementing, and PR model evaluation that fit to nine steps model of strategic planning and Excellence Theory.
The result of the planning evaluation shows that formative research was not deeply done. Moreover, they use organizational performances and transparent communication as their strategy. The result of implementation evaluation shows that they use information exchange as their tactics. Finally, the result of PR model evaluation shows that they use two way symmetrical model to communicate.

"Penelitian ini tentang pengaruh budaya organisasi terhadap kinerja pegawai Dinas Komunikasi dan Informatika Kota Depok. Tujuan penelitian ini adalah untuk menganalisis pengaruh budaya organisasi terhadap kinerja pegawai; Penelitan ini menggunakan pendekatan  dengan teknik kuantitatif survei dengan kuesioner dan teknik kualitatif dengan wawancara mendalam. Sampel yang digunakan adalah sebanyak 49 orang pegawai. Metode analisis menggunakan regresi linier. Dari hasil penelitian diperoleh bahwa budaya organisasi secara signifikan memiliki pengaruh positif terhadap peningkatan kinerja pegawai di Diskominfo  Kota Depok. Indikator dari variabel budaya yang berpengaruh terhadap kinerja pegawai di Diskominfo  Kota Depok adalah pimpinan mendorong pegawai untuk melakukan inovasi, kerjasama antar tim, komunikasi dengan atasan, dukungan pimpinan dalam menyelesaikan masalah dan penghargaan atas prestasi kerja sehingga dari indikator yang berpengaruh tersebut, dapat dilakukan langkah - langkah strategis peningkatan kinerja pegawai yang tepat sasaran.

This research is about the influence of organizational culture on the performance of the communication and informatics office of the city of Depok. The purpose of this study was to analyze the effect of organizational culture on employee performance; This research uses a mixed method approach with quantitative survey techniques with questionnaires and qualitative techniques with in-depth interviews. The sample used was 49 employees. The analysis method uses linear regression. From the research results obtained that Organizational Culture significantly has a positive influence on improving employee performance in the Diskominfo of depok city. Indicators of cultural variables that affect employee performance at Diskominfo Depok City are leaders encouraging employees to innovate, teamwork, communication with superiors, leadership support in solving problems and appreciation for work achievements. So, from these influential indicators, strategic steps can be taken to improve employee performance that are right on target."

"ABSTRAK
Penganggaran berbasis kinerja menitikberatkan pada indikator kinerja dan outcome yang jelas serta terukur. Namun, indikator kinerja dan outcome di Direktorat Jenderal Informasi dan Komunikasi Publik Kementerian Komunikasi dan Informatika tahun anggaran 2015 masih ditemukan indikator kinerja dan outcome yang sulit diukur seperti persentase masyarakat daerah yang melek informasi dan indikator kinerja utama yang terlalu mudah untuk dicapai seperti jumlah lembaga sosial yang menerima konten informasi. Penelitian ini menggunakan pendekatan Post Positivis melalui wawancara mendalam dan studi kepustakaan. Hasil penelitian ini menunjukkan masih terdapat dasar-dasar penganggaran berbasis kinerja yang belum terpenuhi yaitu performance measures serta faktor-faktor yang mempengaruhinya antara lain komunikasi dan sumber daya.

ABSTRACT
Performance based budgeting emphasize on a clear performance indicator and clear outcome. However, performance based budgeting at Directorate General of Public Information and Communication still can be found a performance indicator and outcome that difficult to measure like persentage of local people who understand the information and key performance indicator that too easy to achieve it like number social institutions which receive information content. This research used post positivist approach with in depth interview and literature studies. The result of this research is one of the basic of performance based budgeting is not applied, which is performance measurement and the factors that influence the implementations are communications and resources. "

"Penelitian ini dilatarbelakangi oleh rendahnya penerapan keterbukaan informasi pada badan publik dan minimnya partisipasi masyarakat menggunakan hak untuk tahu (Rights to Know) oleh karena itu perlu adanya manajemen komunikasi pemerintah dari Ditjen Informasi dan Komunikasi Publik (IKP) yang efektif.
Tujuan penelitian untuk mengetahui bagaimana metode manajemen dan evaluasi komunikasi pemerintah dalam kebijakan transparansi informasi. Metodologi penelitian menggunakan paradigma positivis dengan perspektif manajemen pada pendekatan kualitatif studi kasus. Metode manajemen komunikasi dibahas dengan proses empat langkah metode manajemen Cutlip, Center, dan Broom, Metode Transparansi Rawlin dan teori pengait yaitu teori pemangku kepentingan.
Hasil penelitian menemukan bahwa komunikasi pemerintah sudah menerapkan metode manajemen dalam menganalisis dimensi transparansi dan belum maksimal. Disimpulkan bahwa manajemen komunikasi pemerintah mempunyai perencanaan yang komprehensif dan terstruktur, akan tetapi ada kelemahan dalam melakukan identifikasi masalah, aksi dan komunikasi serta evaluasi.

The research was motivated by the lack of implementation in the information transparency in public institutions and the lack of public participation in using their right to know. therefore, it needed an effective government communication management from the Directorate General of Information and Public Communication.
The purpose of this research is to find out how the government communication evaluation and management method in information transparency policy. The methodology in this research is positivist with a management perspective on qualitative case study. The method of communication management that is used are the four steps management process of Cutlip, Center and Broom, The Rawlin Transparency Method and related theory on stakeholder.
Result of the study shows that the government's implementation on transparency management has not been on the maximum. It is concluded that government communication management has a comprehensive and organized plan but there are some weaknesses in identifying the problem, action, communication and evaluation.

"[Undang Undang Keterbukaan Informasi Publik merupakan pedoman hukum bagi setiap badan publik untuk menghindari terjadinya pelanggaran hak masyarakat atas informasi sekaligus menjadi jaminan agar keterbukaan tidak merugikan kepentingan pihak lain Sasaran Pemkot Depok dalam menjalankan amanat UU KIP adalah tercapainya 100 layanan informasi publik dan menjadi badan publik terbaik dalam implementasi UU KIP Namun sayangnya pelayanan informasi publik yang dilakukan oleh Pemkot Depok saat ini belum optimal Hal ini ditunjukkan antara lain dengan belum terpenuhinya penyediaan informasi publik sesuai ketentuan dan belum maksimalnya penanganan permohonan informasi serta pengaduan dari masyarakat Kendala yang dihadapi seperti keterbatasan SDM keterbatasan penguasaan informasi dan kendala koordinasi internal dan lintas unit organisasi menyebabkan belum tercapainya sasaran yang telah ditetapkan Penelitian ini akan fokus pada bagaimana teknologi informasi dapat dimanfaatkan untuk menyelesaikan permasalahan terkait pelayanan informasi publik sehingga Pemkot Depok dapat meraih tujuan strategisnya Penelitian ini menggunakan matriks IFE EFE dan analisis PEST untuk menganalisis lingkungan internal dan eksternal matriks SWOT untuk perumusan alternatif strategi dan QSPM untuk pemilihan prioritas strategi Analisis terhadap faktor faktor internal dan eksternal menghasilkan 10 strategi pemanfaatan TI untuk membantu Pemkot Depok meraih sasaran dalam pelayanan informasi publik dengan meningkatkan kualitas informasi publik meningkatkan kualitas pelayanan dan mempermudah serta mempercepat akses informasi publik.

"[ABSTRAK
Dinas Kominfomas telah menetapkan target capaian tingkat kepuasan masyarakat terhadap kualitas layanan informasi publik selama periode 2013-2017. Namun, pencapaian selama tahun 2013-2014 tidak diketahui. Penelitian ini bertujuan merancang model evaluasi kualitas layanan informasi publik yang cocok diterapkan oleh Dinas Kominfomas. Penelitian ini menggunakan metode kualitatif dan kuantitatif. Tahapan penelitian meliputi tahap pengumpulan data, pengujian model, serta tahap analisis menggunakan pendekatan Confirmatory Factor Analysis dengan bantuan perangkat lunak SmartPLS. Penelitian ini menghasilkan model EPIS-Qual yang terdiri dari 10 dimensi dan 43 indikator yang dapat digunakan oleh Dinas Kominfomas untuk mengukur tingkat kepuasan masyarakat terhadap kualitas layanan informasi publik.

"Pemerintah telah menerbitkan Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik, sebagai upaya memberikan jaminan kepada setiap warga negara untuk memperoleh informasi mengenai pembuatan kebijakan publik. Penelitian ini bertujuan menganalisis implementasi kebijakan Keterbukaan Informasi Publik di Kementerian Sekretariat Negara. Penelitian ini menggunakan pendekatan post positivist dengan metode kualitatif. Dengan mengunakan rujukan teori implementasi kebijakan oleh Edward III. Hasil penelitian ini menunjukkan bahwa 1 Komunikasi dan koordinasi yang belum efektif antar PPID utama, PPID pelaksana, dan unit kerja yang menguasai dokumen dan informasi, disebabkan adanya distorsi komunikasi dalam hal pemilihan informasi publik yang dikecualikan, 2 kualitas sumber daya manusia yang belum memadai dalam PPID dan sarana serta prasarana yang belum sepenuhnya memadai, termasuk minimnya anggaran pelaksanaan PPID, 3 adanya aturan terkait kearsipan dan keterbukaan informasi publik yang saling bertentangan dan 4 struktur PPID yang menangani pengelolaan informasi publik hanya bersifat ex-officio. Tindakan yang disarankan untuk memperbaiki kebijakan keterbukaan informasi publik di Kementerian Sekretariat Negara yaitu 1 Melakukan uji konsekuensi untuk daftar informasi publik yang dikecualikan, 2 Meningkatkan kualitas sumber daya, baik sumber daya manusia dan lainnya, dan 3 Mereviu kembali peraturan kearsipan dan keterbukaan informasi publik di Kementerian Sekretariat Negara, serta 4 Membentuk Unit Layanan Pengelolaan Informasi Publik yang mandiri.

The Government has issued Law Number 14 Year 2008 on Public Information Openness, in an effort to provide assurance to every citizen to obtain information on public policy making. This study aims to analyze the implementation of Public Information Openness policy in the Ministry of State Secretariat. This research uses post positivist approach with qualitative method. By using the reference theory of policy implementation by Edward III. The results of this study indicate that 1 ineffective communication and coordination between main PPIDs, excecutor PPIDs, and work units controlling documents and information, due to communication distortions in terms of the selection of exempt public information, 2 quality of human resources inadequate in the PPID and inadequate facilities and infrastructure, including the lack of budget for the implementation of the PPID, 3 the existence of conflicting rules of public records and public information openness, and 4 the structure of the PPID that handles the management of public information is only ex officio. Suggested actions to improve public information openness policy in the Ministry of State Secretariat are 1 Conduct consequential test for list of excluded public information, 2 Increase the quantity and quality of resources, both human and other resources, and 3 Review regulation of public records and information openness in the Ministry of State Secretariat, and 4 Establishing an independent Public Information Management Services Unit. "
