"Tulisan ini menganalisis peran Humanity & Inclusion (H&I) dalam proses sosialisasi norma Convention on Rights of Persons with Disabilities (CRPD) di Indonesia. Dengan menggunakan metode process tracing, penulis mengaplikasikan konsepsi mengenai norma internasional dalam melihat bagaimana peran H&I dalam proses sosialisasi norma HAM disabilitas di Indonesia berdasarkan teori sosialisasi norma internasional oleh Risse & Ropp (2013) yang terdiri dari lima fase. Dalam setiap fase, penulis menganalisis kondisi domestik yang melatari serta mekanisme sosialisasi norma oleh H&I. Hasil pembahasan menunjukkan bahwa H&I baru mulai berperan dalam sosialisasi norma CRPD pada fase tactical concession dengan mekanisme peningkatan kapasitas dan persuasi mengingat kondisi domestik Indonesia yang cenderung represif terhadap isu disabilitas. Pada fase selanjutnya yaitu prescriptive status, dengan kondisi domestik Indonesia yang telah memberikan ruang bagi isu-isu HAM, H&I menggunakan tiga mekanisme utama yakni peningkatan kapasitas, persuasi, dan pemberian insentif. Selanjutnya, tesis ini menemukan bahwa peran H&I tidak berlanjut pada fase rule-consistent behavior menimbang masih adanya ketidaksesuaian antara perilaku Indonesia dengan norma CRPD.

This paper delves on investigating the role of Humanity & Inclusion (H&I) in the process of socialization of the Convention on Rights of Persons with Disabilities (CRPD) as human rights norm in Indonesia. By using process-tracing method, the author applied framework of international human right norm in elaborating the role of H&I in socializing disability human rights norms in Indonesia based on the theory of international norm socialization by Risse & Ropp (2013) which consists of five phases. In each phase, the author analyzes the underlying domestic conditions and the norm socialization mechanism by H&I. The result shows that H&I begun to contribute in socialization of CRPD in tactical concession phase with two mechanisms, i.e. capacity building and persuasion; considering Indonesias domestic condition during the phase that tended to be repressive towards disability issues. In the next phase, prescriptive status, as Indonesias domestic conditions began to provide space for human rights issues, H&I implements three mechanisms, i.e. capacity building, persuasion, and incentives. Further, the author finds that H&Is role does not progress to the rule-consistent behavior phase considering that Indonesia does not fully comply with the norm."

"Penelitian ini bertujuan mengetahui peran jaminan kesehatan dan determinan yang mempengaruhi pemanfaatan pelayanan kesehatan oleh penyandang disabilitas di Indonesia pada tahun 2021 menggunakan data Susenas Maret 2021. Variabel terikat penelitian ini adalah pemanfaatan pelayanan kesehatan rawat jalan dan rawat inap di FKTP dan FKRTL. Data dianalisis secara bivariat dan multivariat dengan metode Binary Regression menggunakan model logit. Diketahui variabel kepemilikan jaminan kesehatan, pemanfaatan JKN, jenis disabilitas, tingkat keparahan disabilitas, jenis kelamin, pendidikan, status pekerjaan, status kawin, jumlah anggota rumah tangga, dan karakteristik tempat tinggal serta status ekonomi berpengaruh signifikan pada pemanfaatan layanan rawat jalan dan rawat inap (p-value 0,000 <0,005). Kepemilikan jaminan kesehatan non JKN atau kepemilikan jaminan kesehatan ganda (JKN dan non JKN) meningkatkan peluang pemanfaatan layanan baik rawat inap maupun rawat jalan. Terjadi penurunan kepemilikan jaminan kesehatan terhadap peningkatan status ekonomi penyandang disabilitas (propoor). Sebaliknya terjadi tren peningkatan pemanfaatan jaminan kesehatan terhadap peningkatan status ekonomi keluarga penyandang disabilitas (prorich).

This research aims to determine the role of health insurance and the determinants that influence the use of health services by people with disabilities in Indonesia in 2021 using Susenas data for March 2021. The dependent variable of this research is the use of outpatient and inpatient health services at FKTP and FKRTL. Data were analyzed bivariately and multivariately using the Binary Regression method using the logit model. It is known that the variables of ownership of health insurance, utilization of JKN, type of disability, severity of disability, gender, education, employment status, marital status, number of household members, and characteristics of residence and economic status have a significant effect on the utilization of outpatient and inpatient services ( p-value 0.000 <0.005). Ownership of non-JKN health insurance or ownership of dual health insurance (JKN and non-JKN) increases the chances of utilizing both inpatient and outpatient services. There has been a decrease in ownership of health insurance due to an increase in the economic status of people with disabilities (propoor). On the contrary, there is a trend of increasing use of health insurance towards increasing the economic status of families of people with disabilities (prorich). "

"Penyandang disabilitas (PD) akan cenderung memutuskan bekerja untuk dapat memenuhi kebutuhan hidupnya dan menjadi mandiri. Untuk melihat probabilitas bekerja diantara PD di Indonesia, penelitian ini akan mengestimasi probabilitas bekerja diantara PD dengan menggunakan metode Probit. Penelitian ini menggunakan unit analisis sebanyak 34.200 sampel penduduk usia kerja PD dengan single impairment dan bersumber dari Survei Angkatan Kerja Nasional (Sakernas) Agustus 2018. Hasil analisis menunjukkan bahwa PD yang mengalami gangguan penglihatan, pendengaran, jari/ tangan, komunikasi, dan mental berpengaruh signifikan meningkatkan probabilitas bekerja diantara PD dibandingkan PD yang mengalami gangguan berjalan. Minimnya aksesibilitas menyebabkan PD dengan gangguan berjalan mengalami kesulitan dalam bermobilitas dalam kehidupan sehari-hari seperti bekerja.

Persons with disabilities (PWD) will tend to decide to work to be able to meet their needs and become independent. To see the probability of working among PWDs in Indonesia, this study will estimate the probability of working among PWDs using the Probit method. This study used an analysis unit of 34,200 samples of working age population with PWD with single impairment and sourced from the National Labor Force Survey (Sakernas) in August 2018. The results of the analysis showed that PWD with visual, hearing, finger/hand, communication, and mental disorders had a significant effect increase the probability of working among PWDs compared to PDs who experience walking disorders. The lack of accessibility causes PWD with impaired walking have difficulty in mobility in daily life such as work.

"Penelitian ini dilatarbelakangi adanya sikap negatif terhadap penyandang disabilitas yang menghambat partisipasi dan integrasi sosial penyandang disabilitas di masyarakat; dan adanya lembaga keswadayaan di Kabupaten Kebumen, Jawa Tengah bernama Rumah Inklusif yang bergiat mendorong terwujudnya masyarakat inklusif melalui program dan kegiatannya. Urgensi penelitian ini untuk mengkaji peran Rumah Inklusif dalam mengatasi hambatan sikap yang dihadapi penyandang disabilitas di Kebumen dari perspektif kesejahteraan sosial. Penelitian ini menggunakan pendekatan kualitatif dengan tujuan deskriptif. Penelitian dilakukan dalam rentang waktu dari bulan Juni 2023 sampai Juni 2024, dengan pengumpulan data melalui studi dokumentasi, observasi, dan wawancara pada lima informan yang terpilih secara purposive sampling. Penelitian ini menggunakan konsep peran kerja masyarakat/pelaku perubahan yang dikelompokan ke dalam empat golongan yaitu peran fasilitatif, peran edukasi, peran representasi, dan peran teknis. Hasil penelitian ini mengungkapkan bahwa hambatan sikap yang dihadapi oleh informan penyandang disabilitas yaitu: (a) sikap negatif keluarga yang meliputi: sikap penolakan dan kesulitan menerima; sikap pengabaian dan kurangnya dukungan emosional; kurangnya sikap dan kesadaran keluarga yang memiliki anak tuli untuk belajar bahasa isyarat; (b) sikap negatif masyarakat yaitu adanya stigma bahwa penyandang disabilitas adalah seseorang kotor dan menjijikan. Peran Rumah Inklusif dalam mengatasi hambatan sikap yang dihadapi penyandang disabilitas tersebut yaitu berupa: (a) peran fasilitatif yang meliputi: semangat sosial yaitu dengan memotivasi, menggerakan, dan mendorong penyandang disabilitas dan keluarga untuk aktif dalam komunitas/lembaga guna membangun jaringan untuk mendorong keberdayaan; fasilitasi kelompok yaitu dengan memfasilitasi berbagai tindakan kelompok, diantaranya diskusi untuk berbagi pengetahuan dan mencari solusi untuk tantangan yang tengah dihadapi, dan mewadahi teman-teman anggota komunitas untuk mengembangkan keterampilan dan berkarya; pemanfaatan berbagai keterampilan dan sumber daya yaitu dengan merangsang perkembangan ekonomi dengan memaksimalkan potensi teman-teman anggota komunitas dalam kegiatan wirausaha di Rumah Inklusif; peran dukungan yaitu dengan selalu memberikan dorongan dan menyediakan diri apabila teman-teman anggota komunitas perlu membicarakan sesuatu atau mendiskusikan masalah yang tengah dihadapi; (b) peran edukasi yang meliputi: peningkatan kesadaran yaitu dengan membangun kesadaran keluarga untuk mengajak anak penyandang disabilitas bersosialisasi dan dan menghilangkan stigma serta rasa malu, membangun mental positif penyandang disabilitas melalui pengembangan keterampilan dan karya, membangun kesadaran inklusif dalam masyarakat; pelatihan yaitu membantu teman-teman anggota komunitas menciptakan sebuah karya, dan membantu merespon kebutuhan teman-teman tuli dalam mengatasi hambatan komunikasi melalui pelatihan bahasa isyarat.

This research is motivated by the presence of negative attitudes toward people with disabilities, which hinder their social participation and integration in society. It also considers the existence of a self-help organization in Kebumen, Central Java, named Rumah Inklusif, which actively promotes the realization of an inclusive society through its programs and activities. The urgency of this research is to examine the role of Rumah Inklusif in overcoming attitudinal barriers faced by people with disabilities in Kebumen from a social welfare perspective. This study employs a qualitative approach with a descriptive aim. The research was conducted from June 2023 to June 2024, with data collection through documentation studies, observations, and interviews with five informants selected by purposive sampling. This study uses the concept of community work/change agent roles, categorized into four groups: facilitative role, educative role, representative role, and technical role. The research findings reveal that the attitudinal barriers faced by disabled informants are: (a) negative family attitudes, including rejection and difficulty in acceptance; neglect and lack of emotional support; and a lack of attitude and awareness among families with deaf children to learn sign language; (b) negative societal attitudes, including the stigma that people with disabilities are dirty and disgusting. The roles of Rumah Inklusif in overcoming these attitudinal barriers include: (a) facilitative role, encompassing social motivation by encouraging, moving, and motivating people with disabilities and their families to be active in the community/organization to build networks and empowerment; group facilitation by facilitating various group actions, including discussions to share knowledge and find solutions to challenges faced, and providing a platform for community members to develop skills and create; utilizing various skills and resources by stimulating economic development by maximizing the potential of community members in entrepreneurial activities at Rumah Inklusif; support role by always providing encouragement and making themselves available when community members need to talk or discuss problems they are facing; (b) educational role, including raising awareness by building family awareness to encourage disabled children to socialize and eliminate stigma and shame, building a positive mentality for people with disabilities through skill development and creation, fostering inclusive awareness in society; training by helping community members create a work and responding to the needs of deaf friends in overcoming communication barriers through sign language training."

"Adanya Undang-Undang Nomor 6 Tahun 2014 tentang Desa memungkinkan Desa merencanakan, mengatur dan mengelola anggaran dan program pembangunan secara mandiri untuk kemajuan desa itu sendiri serta meningkatkan kesejahteraan masyarakat. Salah satu syarat kemajuan desa adalah keterlibatan dan partisipasi seluruh masyarakat. Di sisi lain, selama ini penyandang disabilitas yang ada di desa menghadapi permasalahan seperti kemiskinan, kualitas sumber daya manusia yang rendah hingga stigma negatif dari lingkungan sekitar. Konsep desa inklusi kemudian dipandang sebagai solusi masalah para penyandang disabilitas tersebut sekaligus pendukung pembangunan desa. Penelitian ini dimaksudkan untuk mengeksplorasi konsep serta implementasi desa inklusi disabilitas dan mengetahui strategi pemberdayaan warga penyandang disabilitas di Desa Sendangtirto, Berbah-Sleman. Metode penelitian yang digunakan kualitatif deskriptif dengan instrumen pengumpulan data melalui observasi, wawancara, serta kajian literatur. Hasil penelitian menunjukkan bahwa implementasi desa inklusi cukup efektifmemenuhi kebutuhan warga penyandang disabilitas, meningkatkan kepercayaan diri dan kemandirian, serta menjadikan mereka lebih aktif terlibat dalam pembangunan di Desa Sendangtirto. Strategi pemberdayaan warga penyandang disabilitas dilakukan pemerintah desa dengan memberikan layanan optimal kepada warga penyandang disabilitas, berupa penyediaan fasilitas umum yang aksesibel, pemberian pelatihan keterampilan serta pelibatan mereka dalam musyawarah desa. Namun, penelitian juga menemukan masih adanya permasalahan berupa data penyandang disabilitas yang tidak ter-update serta penanganan penyandang tuna grahita yang menjadi mayoritas warga disabilitas di Desa Sendangtirto belum dilakukan dengan tepat. Implikasi hasil penelitian ini adalah bahwa data warga penyandang disabilitas perlu dikelola dengan baik oleh KDD (Kelompok Difabel Desa) dan pemerintah desa dan melakukan penguatan keluarga penyandang tuna grahita. Untuk itu pemerintah desa dan KDD perlu bekerja sama dengan lembaga sosial atau panti sosial untuk mengatasi perawatan warga tuna grahita tersebut.

The existence of Law Number 6 of 2014 concerning Villages allows villages to plan, regulate and manage budgets and development programs independently for theprogress of the village itself and improve community welfare. One of the conditions for village progress is the involvement and participation of the entire community. On the other hand, so far people with disabilities in the village face problems such as poverty, low quality of human resources to negative stigma from the surrounding environment. The concept of an inclusive village is then seen as a solution to the problems of persons with disabilities as well as a supporter of village development. This research is intended to explore the concept and implementation of a disability inclusion village and to find out strategies for empowering people with disabilities in Sendangtirto Village, Berbah-Sleman. The research method used is descriptive qualitative with data collection instruments through observation, interviews and literature review. The results showed that the implementation of inclusive villages was quite effective in meeting the needs of people with disabilities, increasing self-confidence and independence, and making them more actively involved in development in Sendangtirto Village. The village government has implemented a strategy of empowering people with disabilities by providing optimal services to residents with disabilities, in the form of providing accessible public facilities, providing skills training and involving them in village meetings. However, the research also found that there were still problems in the form of data on persons with disabilities that were not updated and the handling of mentally disabled people who were the majority of people with disabilities in Sendangtirto Village had not been carried out properly. The implication of the results of this study is that data on people with disabilities needs to be managed properly by the KDD (Village Disability Group) and the village government and to strengthen families of people with mental disabilities. For this reason, the village government and KDD need to work together with social institutions or social institutions to address the care of these mentally disabled people."

"Tesis ini membahas mengenai pengelolaan tenaga kerja penyandang disabilitas (Diversity Management) di PT. Trans Retail Indonesia. Dengan pendekatan kualitatif, pengumpulan data melalui studi literatur, wawancara dan observasi. Hasil penelitian ini menggambarkan pemahaman perusahaan mengenai tenaga kerja penyandang disabilitas, pelaksanaan pengadaan tenaga kerja, pengembangan, pemberian balas jasa dan pemeliharaan tenaga kerja. Faktor pendukung yang ditemukan yaitu kerjasama stakesholders, dukungan rekan kerja, pendampingan serta konseling kerja. Sedangkan faktor penghambatnya yaitu komunikasi, ketersediaan cabang, tenaga profesional dan produktivitas kerja karyawan penyandang disabilitas. Meskipun demikian, perusahaan dianggap telah memiliki modal yang cukup untuk menuju workplace inclusion yang terstruktur di kemudian hari.

The focus of this study is the managing worker with disabilities as efforts to achieve workplace inclusion in PT. Trans Retail Indonesia. This research used a qualitative approach. While collecting data using literary studies, observation and in-depth interview. The result shows the knowledge level of company on worker with disabilities, the selection of employs, development of employs, the compensation and the maintain of employs. Several key factors such as stakesholders, associate support, mentoring and counseling. At the same time, the obstacles are profesional worker, communication, and productivity of disabled employs which lead to an attempt of firing. In spite of that, company has been known to have what it takes to develop organized workplace inclusion in the future.

"Skripsi ini memberikan penjelasan yang komprehensif mengenai bagaimana peraturan yang diatur dalam International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families mengenai pekerja migran di suatu negara, dan memberikan penjelasan bagaimana pengaturan tenaga kerja asing berdasarkan ketentuan perundang-undangan yang berlaku di Indonesia (UU Ketenagakerjaan), berikut dengan penerapan dari kedua instrumen tersebut terhadap studi beberapa kasus tenaga kerja asing yang terjadi di Indonesia. Dalam melakukan penelitian ini, Penulis melakukan studi literatur dan wawancara ke beberapa pihak diantaranya yaitu Kementrian Tenaga Kerja dan Transmigrasi, dan Kantor Imigrasi.
Hasil penelitian ini mengungkapkan bahwa International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families belum diimplementasikan secara maksimal dalam ketentuan mengenai ketenagakerjaan di Indonesia (UU Ketenagakerjaan). Hal ini dikarenakan masih ada beberapa isi Konvensi yang belum diterapkan, dan belum dilakukan pengawasan terhadap penerapannya. Oleh karena itu diperlukan kajian lebih lanjut mengenai implementasi Konvensi dalam UU Ketenagakerjaan di Indonesia.

This mini-thesis is to give a comprehensive explanation on how the rules set out in the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families in the country, and provides information about how foreign workers is set up based on statutory provisions that apply in Indonesia (Law of Workers), as well as the application of both instruments on studying of foreign worker cases that happens in Indonesia. In conducting this research, the author do some literature review and interviews were held with representatives from the Indonesian Ministry of Manpower and Transmigration, and Immigration Office.
The results of the study have shown that International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families has not been implemented to the statutory provisions of employment in Indonesia (Law of workers). This is because there are still some of the Convention that have not implemented, and has not performed oversight of its implementation. The results recommend in-depth review is needed to make sure that the Convention is well- implemented on Law of Workers Indonesia.
