"ABSTRACTIndonesia government pursue to established freedom of information for their civilisation in order to enhance good governance in the public sector by implementing the Disclosure of Public Information Act number 14 year 2008 popularly known as UU KIP. This study is aimed to describe and draw the factors that affected the implementation of UU KIP in the Surakarta City and Lombok Barat Municipality. This research uses mixed method both quantitative through survey and qualitative through in-depth interview and focus group discussion. The research concluded that there are numerous factor whis affected the implementation of UU KIP such as; political will both from central government and local leader, aparatur readiness, the lack of the UU KIP itself, minimum budget, infrastructure and the culture of the society. UU KIP also perceived as the Act that regulate the public information and bring enhancement in implementing good governance for the public institution. It believes that the local government will be more accountable, transparent and increase public participation."

"Undang-undang no.14 tahun 2008 tentang Keterbukaan Informasi Publik merupakan stimulus perubahan paradigma mengenai informasi, data dan layanan. Sehingga diasumsikan badan publik harus melakukan persiapan dengan membentuk sistem untuk memisahkan dan memilah informasi publik yang dapat diakses dan yang dikecualikan, pendokumentasian, katalogisasi semua informasi publik, mekanisme pelayanan informasi baik secara internal maupun interkoneksi antar lembaga/ Badan publik, menyiapkan infrastruktur baik berupa teknologi informasi, SDM dan sistem informasi. Beberapa teori yang digunakan dalam tesis ini adalah Teori Kesiapan Perubahan Organisasi dari Thomas Cummings dan Christopher Worley, Teori Organisasi dari Stephen Robbins, Teori Perubahan Organisasi dari Johnson dan Luecke, dan John Kotter. Penelitian ini menggunakan metode penelitian kualitatif, dengan teknik analisa deskriptif analitis. Sistem penarikan sampel yang digunakan adalah sistem purposive untuk informan dari pejabat Kementerian Hukum dan HAM, Kementerian Komunikasi dan Informatika dan organisasi terkait pengembangan organisasi Kementerian Hukum dan HAM. Hasil temuan yang didapat dari penelitian ini adalah Kementerian Hukum dan HAM belum siap menghadapi implementasi UU KIP. Ketidak siapan ini terlihat dari minimnya langkah-langkah persiapan yang dilakukan organisasi. Teori Kesiapan Perubahan, Teori Perubahan dan Pengembangan Organisasi berimplikasi positif terhadap kondisi organisasi karena dalam prakteknya organisasi tidak menjalankan apa yang ada dalam teori, akibatnya kesiapan organisasi menyongsong implementasi UU KIP tidak maksimal.

The law no.14 of 2008 on the Public Information Openness is a stimulus that enforce paradigm shift on the information, data and Services. It was assumed that every public agency has to set up supporting preparation to establish a system for separating and sorting public information that can be accessed and which excluded, documentation, cataloging all public information, the mechanism of information Services both intemally and interconnection among agencies / public agency, set up infrastructure of information technology, human resources and information systems.

Several theories used in this thesis were: Organizational Change Readiness Theory by Thomas Cummings and Christopher Worley, Organization Theory by Stephen Robbins, Organizational Change Theory by Luecke and Johnson, and John Kotter. This research applied qualitative methods using descriptive analytical technique. The Sampling method used was purposive systems to informants from the Ministry of Law and Human Rights officials, Ministry of Communications and Information Technology official- also from related organizations.

The research fidings were: the Ministry of Justice and Human Rights was not ready to face the implementation of Law no. 14/2008 and the organization did not have the sufficient preparation. The lack of preparation was seen from the lack of preparatory steps that the organization has made. Change Readiness Theory and Organization Development and Change Theory had positive implications for organizational conditions since in practice the organizations did not apply the activities stated in theory, resulting organization's readiness to meet the implementation was not optimal."

"Keterbukaan informasi publik merupakan salah satu bentuk pertanggungjawaban yang diberikan oleh pemerintah kepada masyarakat untuk memenuhi akuntabilitas publik guna menunjang terwujudnya good governance. Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanaan kebijkan keterbukaan informasi publik di Dinas Komunikasi dan Informatika Kota Depok pada tahun 2018. Penelitian ini menggunakan pendekatan positivisme dengan metode pengumpulan data kualitatif yakni wawancara mendalam, studi kepustakaan. Hasil penelitian memperlihatkan bahwa implementasi kebijakan keterbukaan informasi publik di Dinas Komunikasi dan Informatika Kota Depok pada tahun 2018 belum sepenuhnya berjalan dengan baik sehingga masih memerlukan perbaikan. Hal tersebut dikarenakan masih terdapat hambatan-hambatan dalam pelaksanaan kebijakan seperti perubahan Susunan Organisasi Tata Kerja (SOTK) dan minimnya pengetahuan masyarakat terhadap kebijakan ini.

Public information openness is one form of accountability given by the government to the public to fulfill public accountability to support the realization of good governance. This study aims to find out how the implementation of public information openness policy at Dinas Komunikasi dan Informatika Kota Depok in 2018. This study uses a positivist approach with qualitative data collection methods, namely in-depth interviews, literature studies and observations. The results showed that the implementation of the public information openness policy at Dinas Komunikasi dan Informatika Kota Depok in 2018 had not been fully implemented well so it still needed improvement. That is because there are still obstacles in the implementation of policies such as changes in the Organizational Structure of Work Procedures (SOTK) and the lack of public knowledge of this policy."

"Pemerintahan Kota Depok merupakan salah satu badan publik yang telah menunjuk PPID dalam rangka pelaksanaan UU KIP. Setelah munculnya PPID sejak 2011, ternyata masih ditemukan beberapa informasi yang belum dipublikasikan sesuai UU KIP dan banyaknya sengketa informasi. Penelitian ini bertujuan untuk menjelaskan implementasi kebijakan Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik terkait kewajiban badan publik di Pemerintahan Kota Depok. Penelitian ini menggunakan pendekatan kualitatif dan termasuk jenis penelitian deskriptif dengan metode pengumpulan data berupa wawancara mendalam, observasi, dan studi kepustakaan. Implementasi kebijakan keterbukaan informasi publik berdasarkan UU No.14 Tahun 2008 di Pemkot Depok belum menggunakan sumberdaya dan struktur birokrasi, disamping masalah dalam komunikasi kebijakan dan disposisi pelaksanaanya. Pelaksanaan UU tersebut juga terhambat pada proses penegakkan hukumnya.

The City Government of Depok is one of the public institution that has appointed PPID in the framework of the implementation of the KIP Act. After the emergence of the PPID since 2011, it still found some information that has not been published according to KIP Act and many of information dispute. This research aims to explain policy implementation of Act No 14 of 2008 about the openness of public information related to the public body responsibility in Depok City Governement.

This research using a qualitative approach and it is a kind of descriptive research with data collection method in the form of deep interview, observation, and literature study. Policy implementation of the public openess information based on the Act No 14 Year 2008 in Depok City Government haven’t used resources and bureaucratic structure, beside policy communication matters and the disposition in practice. The implementation of the Act also hampered in the process of law enforcement."

"The objectives of this research are 1) analyses the influence of exposure innovation information, human capital , innovation promotion, and rate of adoption of corn innovation toward social capital ; and 2) analyses the influence of social capital exposure innovation information. The research was conducted in East Lombok regency, west Nusa Tenggara Province, from July to October 2008. The research it used survey method with combining quantitative and qualitative approaches. data of the research were collected through an in-depth interview on 220 respondents and 12 informants. Based on result of the research , it is concluded that social capital was significantly influenced by factors such us the innovation communication intensity, work motivation, farmer's attitude, innovation economic benefit value, market availability and rate of adoption of corn innovation. The factors was significantly influenced toward rate of adaption of corn innovation were social capital, information access of innovation, innovation availability, and market availability. However, in adoption process of corn innovation, farmer's exposure toward innovation information, human capital and innovation promotion worked through the social capital. The capital is one of the factors required to consider in improving the adaption of corn innovation, so the revitalization of social capital should be done by using various of cohesively approaches."
