"This research analyzes exit strategy of telecommunication company f om a declining industry. The research uses a post positivist approach refe1Ting to the modified Porter's notion of competitive strategy with a focus on discussing exit barriers and efforts to overcome such barriers. This research found that Telkom left CDMA industry due to the development of global CDMA technology ecosystem along with the declining number of Flexi subscribers, declining revenue, and business loss. Meanwhile, the exit barriers include assets such as infastructure, license and frequencies, human resources and customer-related cost, employee and management emotional ban-iers, and political baniers. Telkom was able to overcome the exit batTiers due to government support through the Jrrangemcnt of frequency. Moreover, the company has a diverse business portfolio to facilitate the transfer of human resources and rnbust subsidiary in the field of wireless telecommunication."

"Penelitian ini menganalisis exit strategy perusahaan telekomunikasi dari industri yang sedang menurun dengan mengambil studi kasus keluarnya PT Telekomunikasi Indonesia Tbk (Telkom) dari industri CDMA (code division multiple access). Penelitian menggunakan pendekatan post positivis dengan metode pengumpulan data campuran antara kuantitatif dan kualitatif. Penelitian ini mengacu pada pendapat Porter yang dimodifikasi mengenai strategi bersaing dengan fokus membahas exit barrier dan upaya mengatasinya.
Penelitian menemukan bahwa perkembangan ekosistem teknologi CDMA global, penurunan jumlah pelanggan Flexi, penurunan pendapatan, serta kerugian usahatelah mendorong Telkom untuk keluar dari industri CDMA. Adapun hambatan keluar yang dihadapi mencakup aset berupa infrastruktur, lisensi dan frekuensi, biaya terkait SDM dan pelanggan, hambatan emosional karyawan dan manajemen, hambatan pemerintah dan sosial terutama terkait dengan aspek politik sebagai BUMN, serta mekanisme penjualan harta kekayaan. Hambatan berupa aspek politik merupakan hambatan terbesar.
Telkom dapat mengatasi berbagai hambatan keluar karena dukungan pemerintah melalui penataan frekuensi, memiliki beragam portofolio bisnis sehingga mudah dalam memindahkan SDM, dan Telkom memiliki anak usaha yang kuat di bidang telekomunikasi nirkabel.

This research analyzes the exit strategy of telecommunication companies from a declining industry with a case study on the exit of PT Telekomunikasi Indonesia Tbk. (Telkom) from code division multiple access (CDMA) industry. The research uses a post positivist approach with a mixed data collection method between quantitative and qualitative. This research refers to modified Porter?s notion of competitive strategy with a focus on discussing exit barrier and effort to overcome the barrier.
This research found that Telkom exited from CDMA industry due to the development of global CDMA technology ecosystem along with the declining number of Flexi subscribers and revenue as well as loss of business. Meanwhile, the exit barriers faced by the company include assets such as infrastructure, license and frequencies, human resources and customer-related cost, employee and management emotional barriers, government and social barriers primarily associated with political aspect as a state-owned company, and mechanism of asset sales. Political aspect became the biggest barrier.
Telkom was able to overcome the exit barriers due to government support through the arrangement of frequency alocation. Moreover, the company has a diverse business portfolio to facilitate redeployment of human resources, and the company has a strong subsidiaries in the field of wireless telecommunication.

"ABSTRAK
Teknologi digital atau Teknologi Informasi dan Komunikasi TIK telah mengalami perkembangan yang sangat pesat. Perkembangan teknologi saat ini juga dipengaruhi atas konvergensinya layanan penyiaran, telekomunikasi dan informatika. Seiring dengan konvergensinya layanan TIK maka jumlah penggunaan perangkat telekomunikasi yang berupa terminal bagi pengguna akan semakin meningkat seperti contohnya smartphone. Seperti halnya negara lain, Indonesia menerapkan type approval untuk perangkat telekomunikasi. Kecenderungan type approval diperkirakan juga akan semakin meningkat mengingat tren Internet of Things IoT . Pengujian merupakan tahapan paling lama dalam proses sertifikasi yaitu selama 17 hari dari 23 hari waktu proses sertifikasi perangakat telekomunikasi. Untuk mempercepat proses sertifikasi dan simplifikasi regulasi maka dikeluarkan kebijakan sertifikasi dengan cara Deklarasi Kesesuaian Declaration of Conformity untuk pesawat telepon seluler, komputer genggam dan komputer tablet. Pemerintah fokus terhadap tiga jenis perangkat tersebut karena secara market share ketiga produk tersebut paling banyak digunakan masyarakat. Kebijakan tersebut dianggap mempercepat alternatif sertifikasi akan tetapi lebih menguntungkan merek asing dibandingkan merek lokal dalam hal kesiapan laboratorium uji.Pada tesis ini, kebijakan sertifikasi alat dan perangkat telekomuniksi akan dievaluasi. Metode yang digunakan adalah Regulatory Impact Analysis RIA dan menghasilkan usulan solusi alternatif berupa pengkategorian perangkat telekomunikasi menjadi dua kategori yang terdiri dari Kategori 1 untuk perangkat menggunakan teknologi baru dan perangkat yang risiko tinggi apabila tidak sesuai seperti aspek keamanan, kesehatan dan dampak lingkungan dimana untuk Kategori 1 akan menerapkan skema Sertifikasi sementara Kategori 2 untuk kategori perangkat risiko rendah dan produk yang telah mature dimana untuk Kategori 2 akan diterapkan skema Supplier Declaration of Conformity SDoC .

ABSTRACT
Digital Technology or Information and Communication Technology ICT has been progressing very rapidly. Current technological developments also affected on service convergence of broadcasting, telecommunications and informatics. As the convergence of ICT services, the number of telecommunications devices like customer premises equioment will be increased for example a smartphone. Like other countries, Indonesia applying for type approval for telecommunications equipment. The tendency of type approval expected to increase given the trend of the Internet of Things IoT . Testing is the longest stage of the certification process which is 17 days of the 23 day of telecommunication equipment certification time. To accelerate the certification process and simplification of regulation, certification policy is issued by Declaration of Conformity for mobile phone, handheld computer and tablet computer. The government focus on three types of these devices because the market share of these three products is the most widely used. The policy is considered to accelerate certification alternatives but more favorable to foreign brands than local brands in terms of test lab readiness.In this thesis, the certification policy of telecommunication equipment will be evaluated. The method used is Regulatory Impact Analysis RIA and developed the Alternative Solution the form of categorization of telecommunication equipment into two categories consisting of Category 1 for devices using new technologies and devices that are high risk if not appropriate such as aspects of safety, health and environmental impacts where Category 1 will apply the Certification Scheme and Category 2 for low risk device and mature products which for Category 2 will apply the Supplier Declaration of Conformity SDoC scheme."

"Di tengah era persaingan telekomunikasi saat ini, yang ditandai dengan semakin banyaknya jumlah operator yang menawarkan layanan yang sejenis, persaingan yang timbul bukan hanya segi tarif tetapi juga dari segi kualitas. Sebagai salah satu perusahaan telekomunikasi seluler nomor dua terbesar di Indonesia saat ini, PT Indosat mempunyai misi utama untuk selalu mengutamakan kualitas layanan. Oleh karena itu dipandang perlu untuk selalu meningkatkan layanan seluler yang ada saat ini, khususnya layanan voice dari teknologi 2G, yang merupakan sumber revenue Indosat terbesar.
Untuk mewujudkan hal itu, maka digunakan teknologi AMR sebagai salah satu cara untuk meningkatkan kualitas layanan voice. Adaptive Multi-rate (AMR) merupakan sistem kompresi yang diterapkan pada teknologi 3G, dimana AMR merupakan sistem kompresi/pengkodean dengan laju kecepatan bit yang berbeda-beda, mulai dari 4,75 kbps sampai 12,2 kbps. Dengan AMR, laju bit pengkodean suara secara terus menerus akan disesuaikan dengan kondisi kanal radio. Penerapan AMR pada teknologi 2G ini dipandang akan menguntungkan Indosat, karena selain dapat meningkatkan kualitas layanan voice yang ada, juga dapat menambah revenue bagi perusahaan.
Dari beberapa analisis yang telah dilakukan, didapatkan bahwa implementasi AMR pada teknologi 2G adalah layak dan memberikan keuntungan kepada perusahaan. Dengan menggunakan proyeksi pertumbuhan trafik moderat, dimana pencapaian trafik adalah 95 % dari prediksi tren trafik, yang didapatkan dari data historikal trafik, diperoleh Internal Rate of Return (IRR) = 18,18 %, Net Present Value (NPV)= Rp. 35.850.078.399,- dan Payback Period (PP) selama dua tahun enam bulan. Hal ini menunjukkan bahwa dari segi kelayakan bisnis, implementasi AMR ini adalah layak dan dapat diterima serta menguntungkan kepada perusahaan. Proyeksi trafik moderat ini diambil dengan pertimbangan bahwa effort yang dibutuhkan untuk pencapaian tren trafik juga tidak terlalu sulit.

In this telecommunication competition era which is indicated by increasingly number of new operators that offer similar services, the resulted competition not only on tariff perspective but also on service quality. As the second biggest telecommunication company in Indonesia, PT INDOSAT has main mission to always put service quality as the first priority. Since that, it is considerably important to always improve currently running cellular services, especially voice service from 2G technology which is as the main source of revenue for the company.
Taking into action, AMR technology will be utilized as the one of method/way to increase voice services quality. Adaptive Multi-rate (AMR) is a compression/coding system implemented on 3G technology, which has different bit speed, starting from 4,75 kbps to 12,2 kbps. By using AMR, the bit speed of voice coding will be adjusted continously to radio channel condition. The utilization of AMR in 2G technology is considered as an advantage for INDOSAT because it is not just enhancing current voice service quality but also increasing the company`s revenue.
From several previous analysis, it is concluded that the AMR implementation on 2G technology is feasible and gives an advantage to the company. Using moderate traffic growth projection, which has traffic target about 95% from traffic trend prediction, derived from traffic historical data, this analysis shows that Internal Rate of Return (IRR) is 18.18%, Net Present Value (NPV) is Rp 35,850,078,399 and Payback Period (PP) is within two years and six months. From the business feasibility perspective, these result show us that the implementation of AMR is reliable/feasible and acceptable and also profitable for the company. This moderate traffic growth projection is taken with the consideration that the effort needed to reach some traffic trend is not that difficult."

"Tesis ini membahas salah satu cara untuk meningkatkan penetrasi pemakai internet di Indonesia, hal ini dilatarbelakangi bahwa penetrasi pemakai internet masih cukup rendah serta jumlah kekosongan jaringan masih cukup banyak serta masih mahalnya harga sewa jaringan langsung ke pengguna.
Tujuan pembahasan ini adalah menghitung besar sewa jaringan dengan pola LLU serta menghitung kelayakan investasi bagi new entrant (operator baru) dengan asumsi bahwa yang berubah adalah besaran sewa jaringan.
Hasil perhitungan untuk sewa jaringan diperoleh harga minimal (replacement cost) Rp.38.812,68, Bagi new entrant (investor baru) agar tertarik untuk melakukan investasi maka dilakukan perhitungan kelayakan investasinya dan dikategorikan layak apabila NPV >0 serta IRR > WACC, yang memenuhi syarat dalam kategori tersebut adalah untuk sewa jaringan yang besarannya adalah minimal Rp. 38.812,68 sampai dengan Rp.142.300,00.
Dari hasil diatas disarankan agar di Indonesia disusun regulasi yang
mengatur pengembangan infrastruktur telekomunikasi dengan pola LLU. Dampak positifnya adalah perekonomian meningkat dan dampak negatifnya bisa terjadi penurunan kualitas pelayanan.

This thesis describes one way to increase penetration of Internet users in
Indonesia, this backdrop that the Internet user penetration is still quite low and the number of vacancies is still quite a lot of network and still high prices of leased line directly to the user.
The purpose of this discussion is to calculate the lease of the network with the pattern of investment in LLU and calculate eligibility for the new entrant (new operators) with the assumption that the change is the amount of rental network.
Results of calculation for the network lease obtained a minimum price (replacement cost) Rp.38.812, 68, For the new entrant (new investors) so interested in investing then count feasibility of the investment and categorized feasible if NPV> 0 and IRR> WACC, qualified in that category is to lease network that amount is at least Rp. 38812.68 up to Rp.142.300, 00.
From the above results it is suggested that Indonesia has been formulated regulations governing the development of telecommunication infrastructure with the pattern of LLU. Its positive impact is the economic rise and its negative impact can decrease the quality of service."
