"This article discusses the national sovereignty and regionalism in the context
of the membership of a state into regional economic organisations. It concludes
that in nowadays-shrinking world the traditional concept of sovereignty is less
relevant since states have suffered a loss in their sovereignty. It found that
member states of regional economic organisations have to cede a degree of
sovereignty, such as in the EU. This phenomenon however is not the case for
NAFTA and AFTA."

Shaw, Visiting Professor, University of Massachusetts Boston, USA and Emeritus Professor, University of London, UK This books provides a timely comparative case study that reveals the factors driving the International Monetary Fund's policy reform in Low Income Developing Countries (LIDCs), as a resurgent IMF expands its footprint in the world's poorest states. Through a research design that employs both mainstream and critical IPE theory, Mark Hibben uncovers three major tendencies. Principal-agent analysis, he argues, demonstrates that coalition formation among powerful states, IMF staff and management, and other influential actors is necessary for policy reform. At the same time, he uses constructivist analysis to show that ideational frameworks of what merits appropriate macroeconomic policy response also have an impact on reform efforts, and that IMF management and staff seek legitimacy in their policy choices. In response to the crises in 1999 and 2008, the author maintains, poverty and inequality now 'matter' in IMF thinking and serve as an opportunity for policy insiders and external actors to deepen the institution's new commitment to 'inclusive' growth. Finally, Hibben draws on neo-Gramscian analysis to highlight how the IMF looked to soften the destabilizing effects of globalization through reforms focused on stakeholder participation in poor states and will continue to do so in its support of the new United Nation Sustainable Development Goals. This means that the 2015-2030 time period will be a critical juncture for IMF LIDC reform. By drawing from diverse theoretical traditions, the author thus provides a unique framework for the study of contemporary IMF change and how best those interested in LIDC policy reform can meet this objective. "Penelitian ini membahas penyebab terhambatnya implementasi kebijakan transisi energi di Prancis. Prancis merupakan negara industri pertama yang meratifikasi perjanjian Paris Agreement dan memiliki kebijakan transisi energi lainnya seperti La loi de transition énergétique pour la croissance verte (LTECV) dan Programmation Pluriannuelle de l’Énergie (PPE). Namun pada masa Emmanuel Macron, implementasi tersebut terhambat. Macron gagal untuk memenuhi target tahunan penggunaan energi baru terbarukan dan juga mengundur target transisi energi yang mana pada masa Hollande target tersebut sampai dengan tahun 2025 menjadi tahun 2035. Melalui metode penelitian sequential transformative mixed methods, penelitian ini mengangkat studi kasus implementasi kebijakan transisi energi di Prancis pada masa Emmanuel Macron tahun 2017-2019. Skripsi ini menghasilkan empat temuan. Pertama, implementasi transisi energi di Prancis dipengaruhi oleh ideologi partai penguasa dan tidak semua région bekerja sama dengan baik untuk implementasi kebijakan tersebut. Kedua, implementasi transisi energi di Prancis melibatkan delapan klaster pengaruh dengan klaster EDF Renouvelables yang paling dominan. Ketiga, EDF Renouvelables tidak memonopoli tetapi mendominasi implementasi transisi energi Prancis. Keempat, kerugian dalam ekonomi menghambat implementasi kebijakan tersebut. Penelitian ini menyimpulkan bahwa implementasi transisi energi memiliki karakter issue networks. LREM sebagai partai penguasa saat ini tidak memiliki dukungan yang signifikan terhadap implementasi transisi energi dan lebih berpihak pada isu ekonomi.

This study discusses the causes of impeded implementation of energy transition policies in France. France is the first industrialized country to ratify the Paris Agreement and has other energy transition policies such as La loi de transition énergétique pour la croissance verte (LTECV) and Programmation Pluriannuelle de l'Énergie (PPE). However, during Emmanuel Macron, the implementation was hampered. Macron failed to meet the annual target for the use of new renewable energy and also delayed the energy transition target which during the Hollande period until 2025 to 2035. Through sequential transformative mixed methods research, this study raised the case study of the implementation of energy transition policies in France during the period of Emmanuel Macron in 2017-2019. This thesis produces four findings. First, the implementation of the energy transition in France is influenced by the ideology of the ruling party and not all regions work well together for the implementation of the policy. Second, the implementation of the energy transition in France involves eight clusters of influence with the most dominant EDF Renouvelables cluster. Third, EDF Renouvelables does not monopolize but dominates the implementation of the French energy transition. Fourth, losses in the economy hinder the implementation of the policy. This study concludes that the energy transition implementation has the issue network character. LREM as the ruling party does not currently have significant support for the implementation of the energy transition and is more pro-economic."
