"ABSTRAK
Artikel ini membahas Kebijakan One Belt One Road OBOR yang dicanangkan oleh Xi Jinping pada tahun 2013, dengan berfokus pada peran kebijakan tersebut dalam mewujudkan Zhongguomeng. Kebijakan OBOR adalah proyek pembangunan infrastruktur baru dengan menggunakan konsep lsquo;Jalur Sutra Baru rsquo; yang mencakup aspek geopolitik dan geoekonomi untuk menghubungkan wilayah-wilayah Eurasia dengan Cina sebagai pusatnya. Penulis memulai penelitian dengan menginterpretasi latar belakang yang mendorong pemerintah Cina untuk menerapkan Kebijakan OBOR menggunakan pendekatan historis dan studi kualitatif, kemudian menganalisis sejauh mana kebijakan OBOR dapat berguna bagi Xi Jinping untuk mencapai target Zhongguomeng. Hasil penelitian menunjukkan Kebijakan OBOR memiliki peran sebagai alat untuk mewujudkan Zhongguomeng melalui pembangunan infrastruktur yang menunjang arus perdagangan industri, menyediakan wadah pemersatu Cina, serta hubungan kerja sama yang damai secara global.

ABSTRACT
This article discusses the One Belt One Road OBOR Initiative launched by Xi Jinping in 2013, focusing on the role of the initiative in realizing Zhongguomeng. OBOR initiative is a new infrastructure development project that using the concept of 39;New Silk Road 39; which covering geo-political and geo-economic aspects to connect Eurasian regions with China as its center. The authors began the study by interpreting the background that prompted the Chinese government to implement the OBOR Initiative using historical approaches and qualitative studies, then analyzed the extent to which OBOR policy could be useful for Xi Jinping to achieve the Zhongguomeng rsquo;s targets. The results show that OBOR Initiative has a role as a tool for realizing Zhongguomeng through infrastructure development that supports industrial trade flows, provides an unifying container of China, and a global peaceful cooperation relationship."

"Sejarah pertukaran perdagangan dan budaya sudah sejak lama terjadi antara China dan Indonesia, sejak zaman Jalur Sutra pada abad-13 SM. Kedua bangsa ini sudah mulai berkomunikasi melalui perdagangan. Salah satu peristiwa yang terkenal
terkait kontak dagang ini adalah kisah pelayaran Zhenghe (郑和atau lebih dikenal dengan sebutan Chengho, seorang navigator dan Laksamana armada laut pada Dinasti Ming/1368-1644 M ) ke Indonesia. Kontak dagang China-Indonesia melalui Jalur Sutra di masa lalu bangkit kembali di masa sekarang dalam bentuk kerja sama bisnis, seiring dengan program One Belt One Road yang digagas oleh pemerintah China. Penelitian ini bermaksud untuk mengetahui sejauh mana interaksi budaya Indonesia-China di dalam dunia bisnis, konflik budaya yang terjadi, serta cara mengatasinya. Selain itu, penelitian ini bermaksud mengetahui seberapa jauh para pekerja di perusahaan multinasional China di Indonesia mengenal program One Belt One Road, khususnya dalam hubungan China dan Indonesia sebagai dasar pemahaman mereka atas kerja sama bisnis kedua
pihak tersebut. Melalui metode deskriptif-kualitatif, penulis melakukan penelitian
lapangan dan mewawancarai langsung para pelaku bisnis etnis Tionghoa di Indonesia dan beberapa pelaku bisnis China yang bekerja di Indonesia untuk menemukan jawabannya. Konsep yang digunakan untuk menganalisis adalah konsep konflik budaya. Penelitian ini menemukan bahwa pemahaman tentang OBOR tidak mempengaruhi interaksi bisnis antara etnis Tionghoa dengan China, serta menemukan bahwa perbedaan budaya kerja di Indonesia dan di China memungkinkan terjadinya konflik budaya.

The history of trade and cultural exchanges has been going on for a long time
between China and Indonesia, since the time of the Silk Road in the 13th century BC. The two nations have begun to communicate through trade. One of the well-known events related to this trade contact is the story of the voyage of Zheng He, or better known as Chengho, a navigator and Admiral of the naval fleet in the Ming Dynasty/1368-1644 AD) to Indonesia.
Chinese-Indonesian trade contacts through the Silk Road in the past have revived in the present in the form of business cooperation, following with the One Belt One Road program initiated by the Chinese government. This study intends to find out theextent of Indonesian-Chinese cultural interaction in the business world, cultural conflicts that occur, and how to overcome them. In addition, this study aims to figure out how far the workers in Chinese multinational companies in Indonesia are familiar with the One Belt One Road program, especially in China and Indonesia relations as
the basis for their understanding of the business cooperation of the two parties.
Through descriptive-qualitative methods, the author conducted field research and interviewed Chinese ethnic business people in Indonesia and several Chinese business people working in Indonesia to find answers. The concept used to analyze is the concept of cultural conflict. This study found that understanding of OBOR did not affect business interaction between ethnic Chinese and Chinese, also, the differences
in work culture between Indonesia and China made cultural conflicts possible.

"Pelabuhan Pireus. Pertanyaan penelitian yang diajukan dalam skripsi ini adalah “Bagaimana dampak ekonomi dan politik dari kerjasama regional kebijakan OBOR di Yunani dalam investasi Pelabuhan Piraues Tahun 2013-2017?” Teori new regionalism and economic development dari Mistry (2003) digunakan untuk menjawab pertanyaan penelitian skripsi ini.Adapun metode penelitian yang digunakan adalah metode kualitatif dengan menggunakan studi literatur. Temuan dari studi ini memperlihatkan bahwa kebijakan OBOR yang dibentuk oleh RRT merupakan bentuk kerjasama regional baru karena merupakan respon dari arus globalisasi dimana RRT berupaya untuk membentuk pembangunan dunia yang lebih inklusif dan produktif. RRT menggunakan kebijakan OBOR untuk memperdalam kerjasama regional dengan Yunani, di pelabuhan Piraeus. Kebijakan OBOR yang diterapkan di pelabuhan Piraeus memberikan dampak ekonomi dan politik. Dampak ekonominya adalah Yunani harus menyampingkan kepentingan nasional jangka pendek demi kepentingan regional jangka panjang, sedangkan dampak politiknya adalah bahwa pemerintah membentuk kompromi terhadap RRT dalam kerjasama regional kebijakan OBOR di Pelabuhan Piraeus.

This undergraduate thesis analyses the PRC's OBOR policy in Greece through its investment in the Port of Pireus. The research question of this thesis is "How are the economic and political impacts of the OBOR policy regional cooperation in Greece through its investment in Piraeus Port in 2013-2017?" Mistry’s (2003) the new regionalism and economic development theory (2003) is used in this study in finding the answers of this research question. This study employed the qualitative method using literatures studies. The findings of this study show that the OBOR policy established by the PRC is a new form of regionalism: the establishment of OBOR is the response to the globalization, where PRC seeks to shape a more inclusive and productive roles world development. The PRC employed the OBOR policy to deepen regional cooperation with Greece by investing at the port of Piraeus, however, this investment has had economic and political impacts for domestic development as well as for political constellation in Greece. The economic impact is that Greece must de-prioritize its short-term national interests for the sake of its long-term regional interests; while the political impact is that the government has to make various compromises with the PRC government to endure the regional cooperation of OBOR policy at the Port of Piraeus.

Tiongkok merupakan salah satu negara yang merupakan Great Power. Tiongkok saat ini sedang mempopulerkan One Belt One Road, yang merupakan sebuah rencana pembangunan ambisius yang melibatkan banyak kawasan. Beberapa ilmuwan menjelaskan bahwa motif dari One Belt One Road ini adalah ekonomi. Akan tetapi, ada beberapa literatur yang menjelaskan bahwa Tiongkok ternyata pernah memiliki motif geopolitik lewat proyek infrastruktur yang pernah mereka canangkan. Apalagi, proyek ini dijalankan di saat sistem dunia semakin mengarah ke kondisi multipolar. Oleh karena itu, penelitian ini mencoba untuk mengetahui secara lebih dalam, apakah yang menjadi motif utama Tiongkok dalam mencanangkan One Belt One Road. Dengan menggunakan teori commercial liberalism, offensive realism dan mode kekuasaan kapitalisme serta territorialisme, penelitian ini mencoba untuk menganalisis motif dari proyek OBOR. Salah satu yang menjadi bagian dari OBOR tersebut adalah proyek rel kereta api Kunming-Singapura. Proyek ini adalah proyek ambisius. Penelitian ini menjadikan proyek rel kereta api Kunming-Singapura sebagai studi kasus. Hasil dari penelitian ini membuktikan bahwa pembangunan rel kereta api Kunming-Singapura memiliki faktor ekonomi dan geopolitik yang melatarbelakanginya. Faktor ekonomi mendominasi keputusan Tiongkok untuk berinvestasi dalam proyek ini disebabkan karenaperubahan struktur ekonomi domestik dan internasional serta berupaya untuk memaksimalkan kekayaan agar dapat menjadi Great Power.

ABSTRACT
China is one of the Great Powers. Now, China is promoting One Belt One Road, which is a huge development initiative that spawns across many regional areas. In academic discourse, there is a debate of whether One Belt One Road, initiated by China, is mainly driven by economic motives or geopolitical motives. Moreover, the infrastructure project is being realized in the world system which is moving toward multipolar condition. This research will try to figure out the main motive of China`s One Belt One Road using commercial liberalism, offensive realism, and capitalism territoralism power mode as analytical tools. Kunming Singapore railway is an ambitious infrastructure development. It is part of OBOR`s project and it will be used as a study case for this paper. The result of this research is that both economic and geopolitical motive are the main causes of China`s decision to invest for the construction of Singapore Kunming railway. However, economic factor is the dominant cause of China`s decision citing her adaptation toward structural change in international and domestic economy and her aspiration to maximize her wealth for becoming Great Power. "

As a result, Chinas comprehensive national strength has been greatly enhanced. "For Indonesia, which is keen to accelerate its infrastructure development, Belt and Road Initiative (BRI) is seen as an opportunity to tap into China's huge financial resources and technological capability. There has however been no concrete BRI project agreed to between China and Indonesia so far. While China considers all projects, including infrastructure projects and economic interactions as part of BRI, Indonesia only considers those infrastructure projects initiated during the Xi Jinping period as BRI projects. Indonesia has offered several broad areas for cooperation under the BRI framework and carefully selected project locations to minimize political risk for the Joko Widodo government. But no agreements have been signed yet as China requires detailed project proposals from Indonesia, which it has apparently not received. What appears to hamper progress are four key issues: the perception of China's economic domination, the ethnic Chinese issue, the Natuna issue, and the mainland Chinese workers issue."
