"Although the last decade has seen steady progress towards wider acceptance of lesbian, gay, bisexual, transgendered, and queer (LGBTQ) individuals, LGBTQ residential and commercial areas have come under increasing pressure from gentrification and redevelopment initiatives. As a result many of these neighborhoods are losing their special character as safe havens for sexual and gender minorities. Urban planners and municipal officials have sometimes ignored the transformation of these neighborhoods and at other times been complicit in these changes. Planning and LGBTQ Communities brings together experienced planners, administrators, and researchers in the fields of planning and geography to reflect on the evolution of urban neighborhoods in which LGBTQ populations live, work, and play. The authors examine a variety of LGBTQ residential and commercial areas to highlight policy and planning links to the development of these neighborhoods. Each chapter explores a particular urban context and asks how the field of planning has enabled, facilitated, and/​or neglected the specialized and diverse needs of the LGBTQ population.A central theme of this book is that urban planners need to think "beyond queer space" because LGBTQ populations are more diverse and dispersed than the white gay male populations that created many of the most visible gayborhoods. "ABSTRAK
Kebijakan publik adalah ranah yang tepat untuk dibicarakan ketika kita akan membahas tentang diskursus kesetaraan dan keadilan. Kebijakan publik bukan dibuat secara cuma-cuma, melainkan ada dasar moralitas yang membentuknya. Kebijakan publik kerap kali menghasilkan produk yang diskriminatif terhadap kaum minoritas khususnya perempuan. Oleh karena itu, dalam setiap pembentukan kebijakan perlu adanya beberapa ukuran atau standard yang dapat mempromosikan kepentingan semua orang khususnya mempromosikan kapabilitas tiap manusia. hal ini penting untuk dilakukan, agar apapun moralitas di balik sebuah kebijakan publik, kebijakan yang dibuat tidak terjebak pada diskriminasi suatu kaum. Kemudian, teori kapabilitas central human functional capabilities dari Martha Nussbaum akan menjadi standard bagaimana sebuah kebijakan publik seharusnya dibuat.

ABSTRACT
Public policy is the precise zone to talk about equality and justice discourse. Public policy have the basis of morality that stand behind them. Public policy often going to be discriminate some people or community. Therefore, the basis of morality in discriminative public policy i.e. cultural relativism would be a discussion on this research. Capabilities approach central human functional capabilities from Martha Nussbaum will be standard to empower women rights and also promoting non discriminative public policy."

Dalam kapaitalisme lanjut, media merupakan obyek konsumsi yang menyita perhatian banyak pihak. Ironisnya, media sebagai obyek konsumsi justru menghampiri subyeknya dengan kelimpahruahan bentuk dan isinya. Media telah mengambil peran penting dalam kehidupan sosial sehingga siapapun tidak kuasa untuk menghindarinya. Bahkan dalam pandangan hegemonian, media merupakan intellectual organic yang memberikan pengaruh dan menindas klas-klas yang sudordinat termasuk kelas buruh di dalamnya.
Kelas buruh merupakan entitas yang identik dengan ketertindasan dan penghisapan secara terus menerus dalam kehidupannya. Proses pemiskinan intelektual kelas buruh dengan banyaknya beban pekerjaan yang ditanggungnya dan pemanfaatan waktu luang yang tidak signifikan dalam menumbuhkan kesadaran kelas menjadikan buruh hanya sebagai alat produksi yang melanggengkan kuasa kapitalisme yang seharusnya diperanginya.
Tesis ini berangkat dari asumsi bahwa setiap buruh mengkonsumsi media, dan disela sifat-sifat kerjanya, praktik konsumsi media sebagai bagian dari budaya konsumsi media pada kelas buruh menunjukkan kekhasan yang menarik untuk dicermati Tesis ini bermaksud mengkritisi budaya konsumsi klas buruh terhadap media dalam sistem yang kapitalistik. Tesis ini tidak bermaksud mengukur dan mencari dampak tertentu dari penggunaan media pada kelas buruh, tetapi hanya memberikan deskripsi sederhana dari budaya mengkonsumsi media dari buruh yang penulis amati.
Untuk tujuan tersebut maka tesis ini menggunakan metode etnografi yang tidak saja melibatkan peneliti dalam keseharian kelas buruh tetapi juga melakukan wawancara untuk melengkapi pengetahuan peneliti tentang budaya konsumsi media pada klas buruh. Dari studi etnografi yang dilakukan, ditemui bahwa kelas buruh tidak benar-benar secara sadar dalam mengkonsumsi media. Konsumsi buruh terhadap media lebih menyerupai transaksi dimana buruh menukarkan waktu luangnya dengan kesenangan-kesenangan yang dikomodifikasi media untuk dapat mengurangi kepenatannya dalam berkerja.
Media yang paling mendapat perhatian dari kelas buruh adalah media penyiaran yaitu televisi dan radio. Sementara surat kabar dan majalah tidak banyak mendapatkan perhatian. Kelas buruh hampir tidak mengkonsumsi buku, film serta tidak menggunakan komputer dalam kesehariannya. Alih-alih praktik penggunaan media itu dapat menumbuhkan kesadaran kelas buruh sebaliknya justru memalingkan kelas buruh dari kondisi-kondisi actual yang menindas mereka."
