"ABSTRAK
Dalam proyek apartemen di industri properti komersial, terutama pada pelaksanaan proyek, mayoritas pengetahuan eksplisit berbentuk tercetak dan pengetahuan tacit dalam pikiran pihak pelaksana proyek hilang karena tidak dikelola dengan benar. Proses pengelolaan pengetahuan saat ini hanya sebatas menyimpan pengetahuan, belum ada proses mengadakan pengetahuan, menangkap pengetahuan, menyebarkan dan mengupdate pengetahuan. Tujuan dari penelitian ini adalah membuat usulan perbaikan proses manajemen pengetahuan dengan mengadaptasi sistem yang pernah dikembangkan oleh perusahaan kontraktor lain. Pengambilan data dengan cara wawancara 4 ahli dengan minimal pengalaman masa kerja 20 tahun untuk mengetahui pengetahuan yang sudah dimiliki pelaksana kontraktor.

ABSTRACT
In apartment projects in the commercial property industry, especially on construction phase, the majority of explicit knowledge is paper based and tacit knowledge in the mind of the engineers is lost because it is not properly managed. Knowledge management process is currently limited to storing knowledge, there is no process of knowledge acquisition, knowledge extraction, knowledge sharing and knowledge update. The purpose of this research is to make proposed improvement of knowledge management process with adapting system developed by other contractor company. Writer interviewing 4 experts with minimal 20 years work experience to list the knowledge that already owned by engineers."

"Penelitian ini akan membahas mengenai implementasi sistem manajemen kualitas ISO 9001:2008 Klausul 8 (pengukuran, analisis, dan perbaikan) pada proyek konstruksi yaitu proyek Tamansari Panoramic Apartment PT Wika Realty. Analisis dilakukan dengan melakukan perbandingan antara standar ISO 9001:2008 Klausul 8 dengan implementasinya pada proyek Tamansari Panoramic Apartment PT Wika Realty. Penelitian dilakukan dengan melakukan wawancara, observasi data, dan studi literatur. Penelitian difokuskan pada kesesuaian Klausul 8 (pengukuran, analisis, dan perbaikan) pada dokumen proses yang digunakan sebagai pedoman dalam mencapai keefektifan pelaksanaan proyek. Hasil dari analisis penelitian ini adalah telah diterapkannya sistem manajemen kualitas ISO 9001:2008 Klausul 8 (pengukuran, analisis, dan perbaikan), namun terdapat implementasi yang belum sepenuhnya dilakukan dan secara konsisten diterapkan. Hal tersebut karena adanya pemahaman prosedur yang rendah, terjadi ketidakseimbagan antara jumlah karyawan dengan kompleksitas pekerjaan, serta kurangnya komitmen karyawan dalam melaksanakan prosedur kerja. Sementara untuk faktor kunci keberhasilan, ditemukan bahwa faktor kunci keberhasilan biaya telah memberikan dampak positif pada efisiensi biaya, sedangkan untuk komitmen dan budaya belum dilakukan dengan baik.

This study was conducted to know about the implementation of quality management system ISO 9001: 2008 Clause 8 (measurement, analysis, and improvement) on the construction project, that is Tamansari Panoramic Apartment PT Wika Realty. The analysis of this study was performed by a comparison between the standard of ISO 9001: 2008 Clause 8 with the implementation of the Tamansari Panoramic Apartment PT Wika Realty's project. The process of data collection in this study is done through interviews, observation data, and literature study.The study focused on the suitability of Clause 8 (measurement, analysis and improvement) to the documents which was used as guidance in achieving the effectiveness of project implementation. The results from this study showed that the quality management system ISO 9001: 2008 Clause 8 (measurement, analysis and improvement) has been implemented on Tamansari Panoramic Apartment PT Wika Realty's construction project, however it has not been done completely or comprehensively. This is due to the low understanding of the procedure, imbalance between the number of employees with job complexity, and a lack of employee's commitment in carrying out procedures. As for the key of success factors, this study was found that the success of cost management had a positive impact on the efficiency. While on the other hand, the commitment and work culture has not been implemented properly."

"This quantitative study in Yemen examined the important relationship between proactive risk management procedures and construction project performance. Partial Least-Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4 software was used to analyze data collected from 171 construction experts through various levels. The study investigates the impact of various key components in the proactive risk management process, which involves early identification, analysis, response, and monitoring. These findings show that an effective risk management strategy has a significant beneficial influence on project performance outcomes. In particular, this study shows early mitigation efforts as the most effective component. The findings serve as a practical guide for Yemeni construction professionals. By implementing a proactive risk management strategy with SmartPLS 4-powered PLS-SEM analysis, organizations can improve the decision-making process, which may lead to improved project performance through reduced delays, cost overruns, and safety incidents. Ultimately, the study contributes to supporting construction risk management practices in Yemen, providing important details for stakeholders looking for ways to improve project performance outcomes.

"Penerapan Sistem Manajemen Mutu, Sistem Manajemen Lingkungan dan Sistem Manajemen Keselamatan dan Kesehatan Kerja pada pengelolaan proyek konstruksi merupakan keniscayaan dan juga harus berorientasi pada peningkatan berkelanjutan. Industri konstruksi menggunakan semua sumber daya ekonomi, sosial, dan lingkungan yang berada pada titik kritis sehingga mereka harus harmonis dan efisiensi. Pengembangan model integrasi proses yang menjadi tujuan penelitian ini diusulkan agar penerapan sistem manajemen yang ada berdampak signifikan pada peningkatan keberlanjutan proyek konstruksi terutama pada aspek penurunan risiko ekonomi, sosial dan lingkungan, penyelenggaraan organisasi yang baik, transparan dan akuntabel, optimalisasi sumber daya, penerapan penghargaan dan hukuman, dan pengembangan inovasi teknologi baru.
Penelitian ini menggunakan metode studi kasus pada penerapan sistem manajemen dalam pengelolaan proyek konstruksi di perusahaan milik negara bidang pekerjaan umum. Proses integrasi sistem manajemen dengan klausul dan sub klausul dalam struktur ISO:2015 mempengaruhi sistem untuk mencapai peningkatan berkelanjutan. Hubungan antar klausul integrasi proses saling mempengaruhi dalam pendekatan PDCA yang merupakan struktur utama standar sistem manajemen. Kepemimpinan, kebijakan dan perencanaan merupakan faktor penting keberhasilan penerapan integrasi proses.

Application of the quality management system, environmental management system and management system of safety and occupational health on the construction project management is a must and should be oriented to the sustainable improvement. Construction industry uses all of economic, social, and environment resource that are at a critical point so that they must be harmonized and efficiency. Development of model integration process into this proposed research objectives in order that the implementation of the management system, there is a significant impact on improving the sustainability of construction project, especially risk reduction of economic, social and environmental, organizing a good organization, transparent and accountable, optimization of resources, application of reward and punishment and development of new innovation technologies.
This research method using case studies on the application of management systems of construction project management in state owned companies in the field of public works. The integration process of management systems with the clauses and sub clauses in the structure of ISO 2015 affects the system to achieve a sustainable improvement. Process integration clause relations interplay in the PDCA approach, which is the main structure of the standard management system. Leadership, policy and planning important factor successes the implementation of the integration process.

"Pembangunan Jalan Tol saat ini sedang gencar dilakukan baik dilakukan oleh Pemerintah maupun oleh pihak swasta. Namun pada pelaksanaannya sering terjadinya keterlambatan penyelesaian pembangunan Jalan Tol. Keterlambatan penyelesaian ini mengakibatkan banyak dampak diantaranya timbulnya potensi klaim, meningkatnya biaya konstruksi yang dapat berimbas kepada meningkatnya biaya investasi hingga merusak image/ citra dari perusahaan dan Pemerintah. Penelitian ini menggunakan pendekatan Project Management Body Of Knowledge (PMBOK) 6th Edition dan PMBOK 7th Edition untuk mengetahui risiko-risiko apa saja yang muncul pada tahap Perencanaan dan Pengendalian Pembangunan Jalan Tol. Studi literatur dilakukan untuk penyusunan variabel, kemudian dilakukan evaluasi pakar, pilot survey, penyebaran kuesioner utama kepada responden, melakukan evaluasi, uji validasi dan reliabilitas, korelasi, analisa faktor. Didapatkan 9 risiko dengan level tertinggi pada tahapan perencanaan dan dan 13 risiko untuk tahapan pengendalian. Dari faktor risiko dominan disusun pengembangan proses berupa penyusunan prosedur sebagai salah satu bentuk mitigasi dari risiko dominan. Penelitian ini melakukan pengembangan terhadap 16 prosedur untuk tahapan perencanaan dan pengendalian. Hasil penelitian ini diharapkan dapat memberikan masukan bagi Operator Jalan Tol dalam melakukan perencanaan dan pengendalian pembagunan jalan tol, sehingga dapat meminimalis terjadinya keterlambatan penyelesaian pembangunan Jalan Tol.

Toll road construction is currently being intensively carried out by both the government and the private sector. However, in practice there are often delays in completing the construction of toll roads. This delay in completion results in many impacts, including the emergence of potential claims, increased construction costs which can result in increased investment costs and even damage to the image of the company and the Government. This research uses the Project Management Body of Knowledge (PMBOK) 6th Edition and PMBOK 7th Edition approaches to find out what risks arise at the Toll Road Development Planning and Control stage. Literature studies were carried out to prepare variables, then expert evaluation was carried out, pilot surveys were carried out, distribution of the main questionnaire to respondents, evaluation, validation and reliability tests, correlation and factor analysis. There were 9 risks with the highest level at the planning stage and 13 risks for the control stage. From the dominant risk factors, process development is developed in the form of procedures as a form of mitigation of the dominant risk. This research developed 16 procedures for the planning and control stages. It is hoped that the results of this research can provide input for Toll Road Operators in planning and controlling toll road construction, so as to minimize delays in completing toll road construction."

"ABSTRAK
Penerapan sistem pengadaan yang baru dapat menimbulkan kekhawatiran atas
munculnya kendala-kendala, sehingga penerapannya tidak berhasil. Penelitian ini
bertujuan untuk mengidentifikasi hambatan-hambatan serta faktor-faktor
penunjang penerapan sistem pengadaan rancang bangun pada proyek konstruksi
Pemerintah Provinsi DKI Jakarta dengan metode Delphi, yang akan digunakan
untuk pengembangan model kerangka kerja dengan pendekatan Interpretive
Structural Modeling agar didapat hubungan antara faktor-faktor tersebut serta
hirarkinya. Dua puluh dua faktor penunjang yang juga dapat mengatasi hambatan
penerapan telah diidentifikasi dan dikembangkan dalam pemodelan dengan delapan
tingkatan hirarki. Model tersebut dapat dijadikan kerangka kerja untuk menerapkan
rancang bangun pada proyek konstruksi Pemerintah Provisi DKI Jakarta lainnya

ABSTRACT
The implementation of a new procurement system can raise concern about the
appearance of some obstacles, which will cause failure in the implementation. This
study aims to identify obstacles and supporting factors of design and built delivery
system implementation in Provincial Governments of DKI Jakarta construction
project with Delphi method, which will be used to develop a framework model with
Interpretive Structural Modelling approach in order to obtain the relationship
between the factors as well as their hierarchies. Twenty two supporting factors
which can overcome the implementation obstacles had been identified and had been
developed in eight level hirarchy modelling. The model can be used as a framework
to implement the other design and build in Provincial Governments of DKI Jakarta
construction project"

"Prakiraan sampah di Pelayanan Terpadu Satu Pintu (TPST) Bantargebang saat ini dengan angka sebesar 23.336.869 m3 dengan ketinggian zona aktif hampir mencapai 50 meter. Apabila ketinggian/beban landfill terus ditambah, dikhawatirkan mengakibatkan permasalahan geoteknik seperti terangkatnya (uplift) jalan operasional, drainase, dan infrastruktur pendukung lainnya. Merespon permasalahan sosial dan lingkungan di atas, pemerintah daerah DKI Jakarta mengubah konsep pengelolaan TPST menjadi bernilai ekonomi dan bernilai tambah.Pengolahan sampah dengan pembangunan fasilitas LM (Landfill Mining) dan RDF (Refused Derived Fuel) Plant merupakan salah satu solusi terkait pengolahan sampah yang bernilai ekonomi dan bernilai tambah. Tujuan penelitian ini adalah memperoleh kinerja waktu dan biaya. Menggunakan metoda Earned Value (EV) untuk mengukur waktu dan biaya akhir. Hasil analisis yang diperoleh terhadap kinerja biaya dan waktu pada Proyek Pembangunan Fasilitas Pengolahan Sampah Landfill Mining & RDF Plant berdasarkan data minggu ke-1 sampai dengan minggu ke-43 adalah Nilai Indeks Kinerja Jadwal (SPI) = 0,973901373 < 1, Nilai Indeks Kinerja Biaya (CPI) = 1,110709951. Perkiraan Biaya Penyelesaian Proyek adalah sebesar Rp 699.845.994.062,13 Akan tetapi Syarat serah terima pekerjaan menjadi lebih kompleks yang menekankan hasil output daripada proses dan inputan. Berdampak perkiraan keterlambatan (TE) sebesar 9 hari dengan pengurangan biaya signifikan dikarenakan denda keterlambatan dan biaya umum sekitar Rp706.841.927.250,41 dari perkiraan biaya akhir proyek (EAC) yang berarti biaya penyelesaian proyek mengalami penghematan sebesar 6,63 % dari anggaran yang direncanakan.

The current estimate of waste at the Integrated One-Door Service (TPST) Bantargebang is 23,336,869 m3 with the active zone height approaching 50 meters. If the height/load of the landfill continues to increase, there is a concern that it may result in geotechnical issues such as the uplift of operational roads, drainage, and other supporting infrastructure. In response to the social and environmental challenges mentioned above, the local government of DKI Jakarta has transformed the management concept of TPST to be economically and value-added oriented.Waste processing through the construction of Landfill Mining (LM) and Refused Derived Fuel (RDF) Plant facilities is one of the solutions related to economically and value-added waste management. The objective of this research is to obtain time and cost performance. The Earned Value (EV) method is used to measure the final time and cost. The analysis results obtained for cost and time performance on the Landfill Mining & RDF Plant Waste Processing Facility Construction Project based on data from week 1 to week 43 are Schedule Performance Index (SPI) = 0.973901373 < 1, Cost Performance Index (CPI) = 1.110709951. The Estimated Project Completion Cost is IDR 699,845,994,062.13. However, the handover conditions have become more complex, emphasizing output results over processes and inputs. This has led to an estimated delay (TE) of 9 days with a significant cost reduction due to late penalties and general costs amounting to IDR 706,841,927,250.41 from the Estimated Project Completion Cost (EAC), which means a 6.63% savings from the planned budget."

"ABSTRAK
Tesis ini adalah hasil analisa resiko konstruksi dan model pengaruh kinerja pelaksanaan proyek konstruksi nasional akibat diberlakukannya Keputusan Presiden Republik Indonesia Nomor 80 Tahun 2003 (Keppres 80/2003) Tentang Pedoman Pelaksana Pengadaan Barang dan Jasa Pemerintah Indonesia. Studi diawali dengan melakukan identifikasi resiko melalui proses studi literatur penyusunan perkiraan daftar resiko. Karena referensi kebanyakan hanya menyajikan talcs peraturan dan beberapa pembahasan mengenai Keppres no. 80 Tabun 2003 secara umum maka selanjutnya dilakukan survei ahli untuk menetapkan daftar resiko. Daftar resiko tersebut akan dijadikan dasar masukan penentuan pertanyaan wawancara selanjutnya dan penyusunan kuesioner yang akan disebarkan pada praktisi jasa konstruksi.
Hasil penelitian menunjukkan bahwa faktor-faktor resiko yang paling dominan bagi kontraktor akibat penerapan Keppres 80 Tahun 2003 terhadap kinerja total proyek konstruksi adalah faktor resiko finansial, seperti: kecenderungan terjadinya iklim yang tidak sehat dengan memaksakan harga penawaran dibanting serendah mungkin sehingga cenderung mengganggu cash flow pelaksanaan biaya proyek. Hal tersebut terjadi karena umumnya kontraktor mendapat tekanan besar sebagai akibat penerapan Keppres 80 Tahun 2003 yang cenderung menyebabkan adanya perilaku penawaran harga terlalu rendah, adanya tekanan akibat semakin sedikitnya jumlah proyek semenjak terjadinya krisis moneter/multi dimensi 1998/1999, adanya tekanan akibat kebutuhan menjaga kontinuitas pengalaman perusahaan sesuai tuntutan pada penerapan Keppres 80 Tabun 2003, adanya tekanan perilaku dimungkinkannya kecenderungan banting harga merugikan komunitas industri konstruksi yang didukung oleh penerapan Keppres 80 Tabun 2003, adanya tekanan kebutuhan mendapatkan proyek agar karyawan perusahaan tidak menganggur (idle) (efek multiflikasi dari resiko kejadian krisis moneter/multi dimensi 1998/1999).
Studi dilaksanakan dengan menggunakan pengolahan data metode statistik terhadap kinerja total konstruksi, yang dilakukan berdasarkan hasil studi resiko pemberlakuan Keppres 80/2003. Hasilnya menunjukan bahwa kontraktor di Indonesia kebanyakan mengalami lost financial, berupa kerugian material (peluang nilai keuangan) akibat berbagai tekanan-tekanan yang dialaminya, yang pada gilirannya dapat menimbulkan efek multiflikasi yang dapat menghancurkan industri konstruksi nasional masa ke depan ini.

ABSTRAK
This thesis is a research on risk analysis of the outcome of Presidential Decree number 80 year 2003 [Keppres 80/2003] towards Performance of National construction project between year 2004 to 2006 concerning Guidance on Execution of Procurement in Indonesia for all Government Services and Goods. The research began by identifying risk through literature study compilation process of risk factors. Because reference most only presenting regulation text and some solutions concerning Keppres 8012003 in general, hence hereinafter done by expert survey for specifying risk list. Enlist the risk will be made by input base determination of question of interview hereinafter and compilation of questionnaire which will be propagated at practitioner of role of construction.
Research result indicate that very risk factors dominant for contractor as result of applying of Keppres 80/2003 to total performance of project of construction is risk factor financial, like: trend the happening of indisposed climate by forcing bid price is lambasted as low as possible causing tending to bother cash flow execution of expense of project. The mentioned happened because generally contractor get big pressure as effect of applying of Keppres 80/2003 tending to cause existence of behavior of offer of too low price, existence of pressure as result of progressively at least amount of project of since the happening of monetary crisis and or multi dimension crisis of 193811999, existence of pressure as result of requirement take care of continuity of experience of company of according to demand at applying of Keppres 80/2003, existence of behavior pressure possible by him(it tendency of trading down harm industrial community of construction supported by applying of Keppres 80/2003, existence of requirement pressure get project so that employees of company is not be out of job ( idle) ( effect multiplication from risk of occurrences of crisis monetary/multi dimension of 1998/1999). Study executed by using statistical methods data processing to construction total performance, what is done based on risk study result application of Keppres 80/2003. The result shown that contractor in Indonesia mostly experiences lost financial, in the form of loss of material ( monetary value opportunity) after table various the natural dividing valves, what in turn can generate effect multiplications available for breaking is industrial of national construction a period of to the fore this.

"Pada perencanaan suatu pekerjaan konstruksi, penguraian pekerjaan ke dalam beberapa elemen merupakan suatu faktor penting yang dapat mempengaruhi efisiensi dan efektivitas waktu dan biaya. Suatu kesalahan yang terjadi dapat menyebabkan kerugian dalam hal keterlambatan waktu proyek maupun pembengkakan biaya. Kurangnya standarisasi pekerjaan menyebabkan keterlambatan waktu dan biaya menjadi tidak terkendali akibat penambahan waktu pekerjaan. Penelitian ini membahas perencanaan sumber daya dari pekerjaan interior dan pekerjaan lansekap pada bangunan apartemen dengan menggunakan WBS Work Breakdown Structure sehingga dapat meminimalisir kesalahan dan kerugian pada saat tahap konstruksi dengan menggunakan metode penelitian Teknik Delphi melalui validasi pakar yang berpengalaman pada pekerjaan gedung konstruksi. Hasil dari penelitian ini merupakan paket pekerjaan dan alternatif desain pada pekerjaan interior dan lansekap, serta sumber daya yang terindentifikasi dibuthkan setiap paket pekerjaannya.

In the planning of a construction work, decomposing work into several elements is an important factor that can affect efficiency and cost. An error that could result in a loss in terms of time delay and cost swelling. Lack of standardization of work causes the delay of time and expense uncontrolled due to the addition of time work. This study discusses the resource planning of interior work and landscape work in apartment building using WBS Work Breakdown Structure so as to minimize error and loss during construction phase by using Delphi technique method through expert validation experienced on construction work. The results of this study is a package of work and alternative designs on interior and landscape work, as well as the resources that are identified in every work package.
