"Indonesia masih menduduki peringkat teratas di Asia Tenggara dalam jumlah AngkaKematian Ibu AKI. Menurut SDKI tahun 2013, AKI berjumlah 309 per 100.000Kelahiran Hidup KH dan Angka Kematian Bayi AKB 32 per 1000 KH, padahaltarget MDGs tahun 2015 yang diharapkan AKI 102 per 100.000 KH dan AKB 23 per1000 KH. Untuk mempercepat pencapaian target MDGs, diperlukan upaya-upayakesehatan yang diselenggarakan secara menyeluruh, terpadu, berkesinambungan dandidukung sistem rujukan yang berfungsi secara mantap. Pemda Provinsi DKI Jakartamembentuk RSUD tipe D melalui PerGub Provinsi DKI Jakarta No. 128/Tahun 2014untuk mengurangi beban kerja RS tipe A, B, dan C, salah satunya RSUD Kemayoran. erlu penilaian lebih lanjut mengenai implikasi kebijakan terhadap kinerja pelayananmaternal di RSUD Kemayoran ini.
Jenis penelitian ini adalah penelitian deskriptifanalitik dengan pendekatan kualitatif yang memberikan pemaparan jelas mengenaikondisi Poliklinik Pelayanan Maternal RSUD Kemayoran ditinjau dari MalcolmBaldrige. Hasil analisis yang didapat menunjukkan hasil skor 218,75 yang masukdalam Early Development. Dengan hasil tersebut, pelayanan maternal di RSUDKemayoran belum optimal. RSUD Kemayoran lebih fokus pada poin akeditasi yaituinput dan proses sedangkan penilaian Malcolm Baldrige memberikan rekomendasilebih jauh berupa input, proses, dan output yang lebih terukur dan optimal.

Indonesia has one of the highest maternal mortality rates MMR in Southeast Asia interms of maternal mortality rate MMR . According to the SKDI in 2013, the MMR is309 per 100.000 live births and Infant Mortality Rate IMR is 32 per 1000 livebirths, whereas the MDGs-MMR and IMR target in 2015 respectively, are 102 per100.000 live births and 23 per 1.000 live births. To accelerate the attainment of the targets, it is necessary that health efforts are held in a comprehensive, integrated,sustainable and supported referral system which works steadily. The Provincial Government of Jakarta has established D type hospitals through Governor Regulation No. 128 Year 2014 to reduce the workload of A, B, and C type hospitals,one of them is Kemayoran Regional Hospital. We need to do further assessment on the implication of the policy regarding maternal services at Kemayoran Regional Hospital.
This research is a descriptive analytic research with qualitative approach which represent the condition of Maternal Services at Maternal Clinic of Kemayoran Regional Hospital based on Malcolm Baldrige Criteria. The result of the analysis showed that the score of 218.75 is in Early Development. With the result, maternal services in Kemayoran Regional Hospital is not yet optimal. Kemayoran Regional Hospitals focuses more on the accreditation points of inputs and processes while Malcolm Baldrige 39 s Criteria provides further recommendations in the form of more measurable and optimal inputs, processes and outputs.

"Latar Belakang: Rumah Sakit dituntut untuk tetap mampu meningkatkan pelayanan yang lebih bermutu dan terjangkau oleh masyarakat agar terwujud derajat kesehatan yang setinggi-tingginya. Rumah sakit dituntut untuk memberikan pelayanan yang bermutu dan lebih memperhatikan konsumen. Pelayanan kesehatan yang bermutu adalah pelayanan kesehatan yang dapat memuaskan pemakai jasa kesehatan, sesuai tingkat kepuasan rata-rata penduduk. Kinerja rawat inap RSUD Mampang Prapatan belum optimal sehingga diperlukan identifikasi akar permasalahan, agar upaya optimalisasi mutu kinerja RSUD Mampang Prapatan sesuai dengan kebutuhan.
Metode: Penelitian kuantitatif dengan kuisioner oleh 149 responden danpenelitian kualitatif dengan 17 informan, data dikumpulkan menggunakan wawancara mendalam, investigasi dokumen, observasi dan kuisioner yang didasarkan pada 7 kriteria Malcolm Balridge, yaitu kepemimpinan, perencanaan strategis, fokus pada pasien, konsumen lain dan pasar, pengukuran, analisis dan pengetahuan manajemen, fokus staf, manajemenproses dan hasil kinerja organisasi.
Hasil: Hasil analisis mutu kinerja rawat inap di RSUD Mampang Prapatandengan penilaian kriteria Malcolm Balridge adalah 506,5. Nilai tersebutmasuk dalam kisaran nilai 476-575 dengan average value yang dapatdijelaskan melalui organisasi untuk menunjukan pendekatan yang sistematis,efektif dan responsif terhadap persyaratan sub kategori dalam garis besar,tetapi deployment bervariasi dibeberapa bidang atau unit kerja. Variabel yangsudah memenuhi kriteria adalah variabel fokus tenaga kerja SDM danvariabel fokus operasional.
Kesimpulan: Pemahaman teori Malcolm Balridge adalah penting untukmembuat kerangka manajemen organisasi terintegrasi dengan hasil kinerja yang jelas dan terukur. Demi meningkatkan mutu pelayanan kesehatan diperlukan komitmen yang kuat dari pimpinan dan petugas Rumah Sakit agar dapat melakukan perbaikan secara terus menerus dengan melakukan pencarian akar masalah dan menemukan solusi yang tepat.

Background: Hospital is required to remain capable of improving services that aremore qualified and affordable by the community to realize the highest degree of health. Hospital is required to provide a good quality service and more attention to consumers. A good health quality service is the service that can satisfy healthcare users, according to the level of average satisfaction of the community. Inpatient performance of RSUD Mampang Prapatan is not optimal yet that it isnecessary to identify the source of problem, in order to optimize the quality of RSUD Mampang Prapatan performance in accordance with the needs.
Method: Quantitative research with questionnaire by 149 respondents and qualitative research from 17 informants, data collected by in depth interview, document investigation, observation and questionnaire based on 7 criteria ofMalcolm Balridge, namely leadership, strategic planning, focus on patient, otherconsumer and Market, measurement, analysis and knowledge management, staff focus, management process and organizational performance outcomes.
Result: The quality analysis result of inpatient performance at RSUD Mampang Prapatan by the criteria of Malcolm Balridge is 506,5. The value falls within the 476-575 value range with an average value that can be explained through the organization to demonstrate a systematic, effective and responsive approach to sub category requirements in outline, but deployment varies across multiple fieldsor work units. Variables that have met the criteria are employment focus HR andoperational focus variables.
Conclusion: Theory understanding of Malcolm Balridge's is important, to createan integrated organizational management framework to have a clear andmeasurable performance outcomes. A strong commitment from the leaders andofficers of the Hospital is required to improve continuously the quality of healthservice and looking for the source of the problem and find the right solution.

"Pelayanan keperawatan sebagai bagian integral dari pelayanan kesehatan di rumah sakit dituntut memberikan pelayanan yang bermutu sesuai standar. Salah satu standar yang digunakan dalam penilaian pelayanan keperawatan di Indonesia adalah Akreditasi Rumah Sakit Versi 2012 yang menilai pelayanan keperawatan dalam 8 delapan bab standar. Terdapat beberapa model pengukuran mutu yang terbukti efektif dalam manajemen mutu, salah satunya adalah Kriteria Malcolm Baldrige.
Penelitian ini bertujuan menilai mutu pelayanan keperawatan RSUD Pasar Minggu menurut Akreditasi Rumah Sakit Versi 2012 ditinjau dari Kriteria Malcolm Baldrige sebagai persiapan akreditasi dan peningkatan mutu berkelanjutan. Penelitian ini merupakan penelitian deskriptif analitik dengan pendekatan kualitatif, melalui wawancara mendalam informan kunci, telaah dokumen, observasi, dan diskusi kelompok terarah.
Hasil penelitian didapatkan bahwa pelaksanaan pelayanan keperawatan menurut Akreditasi Rumah Sakit Versi 2012 khususnya Bab Hak Pasien dan Keluarga, Bab Pendidikan Pasien dan Keluarga, serta Bab Pencegahan dan Pengendalian Infeksi telah melewati syarat minimal 80 target pencapaian. Posisi skor mutu Bidang Pelayanan Keperawatan RSUD Pasar Minggu menurut Akreditasi RS Versi 2012 ditinjau dari Kriteria Malcolm Baldrige berada pada skor 555,75, dalam jenjang predikat "Good Performance" dengan tingkat mutu "Average". Bidang Pelayanan Keperawatan RSUD Pasar Minggu dapat mengembangkan kesempatan untuk perbaikan pada kriteria kepemimpinan senior, dan pengembangan strategi.

The nursing services as an integral part of health services in hospitals are required to provide quality services according to standards. One of the standards used in the assessment of nursing services in Indonesia is Hospital Accreditation Version 2012 which assessess nursing service in 8 eight standard chapters There are several quality measurement models proven effective in quality management, one of which is the Malcolm Baldrige Criteria.
This research aims to assess the quality of nursing services at RSUD Pasar Minggu according to Hospital Accreditation Version 2012 reviewed from Malcolm Baldrige Criteria as preparation for accreditation and continuous quality improvement. This research is descriptive analytic research with qualitative approach, through indepth interview of key informants, document review, observation, and focus group discussion.
The results found that the implementation of nursing service standards according to the Hospital Accreditation Version 2012, especially the Patient and Family Chapter, the Patient and Family Education Chapter, and the Infection Prevention and Control Chapter have passed the minimum requirement of 80 achievement targets. Position Quality Score of Nursing Services Division at RSUD Pasar Minggu according to Hospital Accreditation Version 2012 reviewed from Malcolm Baldrige Criteria is on score 555,75, which is in "Good Performance" predicate, indicating "Average" quality level. The Nursing Services Division at RSUD Pasar Minggu can develop opportunities for improvement on senior leadership and strategy development criterias.

"Rumah sakit adalah suatu institusi penyelenggara pelayanan kesehatan yang merupakan bagian integral dari sistem pelayanan kesehatan yang memberikan pelayanan kuratif serta menyelenggarakan pelayanan rawat jalan dan rawat inap serta perawatan dirumah, untuk menjadikan unit rawat jalan yang sesuai visi dan misi Rumah Sakit, diperlukan kinerja rumah sakit yang baik yang akan menuntun pada suatu kerangka kerja strategis yang tepat dan dapat memicu keunggulan berkompetisi secara sehat di era globalisasi ini, sehubungan dengan hal tersebut rumah sakit harus dapat memberikan perhatian yang memadai untuk beberapa komponen utama rumah sakit.
Penelitian ini ingin menganalisis kinerja pelayanan unit rawat jalan. Penelitian ini adalah penelitian gabungan antara kuantitatif dan kualitatif dengan desain cross sectional, penelitian kualitatif dilakukan dengan wawancara mendalam dengan informan kunci.
Hasil penelitian yang didapatkan bahwa Posisi skor kinerja pelayanan unit rawat jalan RS St Carolus Summarecon Serpong ditinjau dari kriteria Malcolm Baldrige 2018 berada pada skor 552 dalam jenjang predikat 'Good Performance' dengan tingkat kinerja 'Average'. Kinerja pelayanan unit rawat jalan RS St Carolus Summarecon Serpong dapat mengembangkan kesempatan untuk perbaikan pada kriteria Kepemimpinan, fokus pada staf dan hasil kinerja organisasi.

The hospital is an institution of health service provider which is an integral part of the health service system that provides curative services as well as providing outpatient and inpatient services as well as home care, to make the outpatient unit in accordance with the vision and mission of the hospital, both of which will lead to an appropriate strategic framework and can lead to a healthy competitive advantage in this era of globalization, in which case hospitals should be able to give adequate attention to some of the key components of the organization.
This study wanted to analyze the performance of outpatient service unit. This research is a combination of quantitative and qualitative research with cross sectional design, qualitative research is conducted by in depth interviews with key informants.
The result of the research shows that the position score of outpatient service of St Carolus Summarecon Serpong Hospital in terms of the criteria ofMalcolm Baldrige 2018 is at score 552 in Good Performance with Average performance level.Outpatient services St Carolus Summarecon Serpong Hospital can develop opportunities for improvement on leadership criteria, staff focus and organizational performance outcomes.

"Keberadaan green hospital sangat diperlukan untuk mengatasi perubahan iklim yang dapat menyebabkan gangguan kesehatan manusia dan lingkungan, karena rumah sakit merupakan salah satu penyumbang polusi. RSUD R. Syamsudin, SH menjadi anggota Global Green and Healthy Hospital serta berkomitmen untuk melaksanakan sepuluh agenda yaitu kepemimpinan, bahan kimia, limbah, energi, air, transportasi, makanan, farmasi, gedung, dan pembelian. Penelitian ini bertujuan untuk menganalisis implementasi green hospital dengan Kriteria Kerangka Kinerja Ekselen Malcolm Baldrige. Kerangka Kinerja Ekselen Malcolm Baldrige mengevaluasi berdasarkan tujuh kriteria yaitu kepemimpinan, strategi, pelanggan, pengukuran, analisis, dan manajemen pengetahuan, tenaga kerja, operasi serta hasil. Desain penelitian ini adalah kualitatif dengan mengumpulkan informasi melalui wawancara mendalam, kuesioner, dan telaah dokumen.
Berdasarkan hasil penelitian, pelaksanaan green hospital RSUD R. Syamsudin, SH mendapatkan skor 620.1 dari 1000 (skor maksimal) sehingga diposisikan pada emerging industry leader. Kriteria Kepemimpinan mendapatkan poin tertinggi, sedangkan poin terendah adalah Kriteria Pelanggan. Dapat disimpulkan, RSUD R. Syamsudin, SH berada di posisi menengah dalam implementasi green hospital, artinya sudah memiliki beberapa keunggulan tetapi masih ada beberapa faktor yang dapat ditingkatkan lagi agar pelaksanaan green hospital dapat lebih optimal. Untuk itu, direkomendasikan kepada RSUD R. Syamsudin, SH agar melakukan evaluasi rutin, mempromosikan green hospital lebih gencar, melakukan optimalisasi SIM RS, serta penguatan anggaran agar pencapaian sepuluh agenda lebih optimal.

RSUD R. Syamsudin, SH became a member of the Global Green and Healthy Hospital and is committed to implementing ten agendas, namely leadership, chemicals, waste, energy, water, transportation, food, pharmacy, buildings, and purchasing. Aim of this study is to analyze the implementation of green hospital with the Malcolm Baldrige Criteria Framework for Excellence Performance. Malcolm Baldrige Criteria evaluates based on seven criteria which isleadership, strategy, customer, measurement, analysis, and management of knowledge, labor, operations and results. The design of this study is qualitative by gathering information through in-depth interviews, questionnaires, and document review.

"Tim Casemix rumah sakit akan menjadi penggerak membantu melakukan sosialisasi,monitoring dan evaluasi implementasi INA-CBGs di rumah sakit. Pada awal mulainyamenjalankan program JKN/BPJS rumah sakit ini mengalami peningkatan jumlahkunjungan pasien yang cukup signifikan, namun semakin ke depan terdapat penurunanjumlah pasien dan semakin tingginya beban biaya rumah sakit berkenaan denganbanyaknya klaim biaya yang tertunda/ditolak pembayarannya. Penelitian ini untuk melakukan penilaian kinerja Tim Casemix RSU UKI Berdasarkan Malcolm BaldrigeCriteria for Performance Excellence untuk mendapatkan gambaran rencana perbaikankinerja manajemen rumah sakit.
Metode yang digunakan adalah metode penelitiankombinasi menggunakan Analisis data kuantitatif dan kualitatif, dimana penelitimelakukan pengumpulan data dengan menggunakan kuesioner diikuti dengan wawancaramendalam informan kunci, telaah dokumen, observasi, dan diskusi kelompok terarah.Hasil penelitian didapatkan Tim Casemix RSU UKI Jakarta memiliki aspek kesempatanuntuk peningkatan Opportunity For Improvement /OFI di semua kriteria selain sistemkerja, dimana pada kriteria-kriteria tersebut penilaian masih di bawah 50 dari nilaikesempurnaan MBCfPE. Total skor kriteria Malcolm Baldrige pada Analisis Kinerja TimCasemix berdasarkan Malcolm Baldrige Criteria for Performance Excellence RSU UKIJakarta tahun 2018 adalah 376,31, yang artinya tim casemix mencapai predikat kinerja "Early Improvement" dengan tingkatan mutu "Average"

The research is to conduct aperformance analysis of UKI Hospital Casemix Team based on Malcolm BaldrigeCriteria for Performance Excellence to get an overview of performance improvementplan of hospital management.
The method used is a combination of research methodsusing quantitative and qualitative data analysis, where the researchers doing datacollection using the questionnaire followed by in depth key informant interviews,document review, observation, and discussion groups. The Research Team obtainedCasemix RSU UKI Jakarta has the opportunity for improvement Opportunity ForImprovement OFI on all criteria in addition to the working system, where in the criteriaof assessment is still under 50 of the value MBCfPE perfection. "Rumah sakit merupakan tempat layanan kesehatan untuk meningkatkan derajat kesehatan masyarakat, sedangkan dewasa ini rumah sakit terus bertambah untuk memenuhi kebutuhan masyarakat, sehingga sangat penting bagi rumah sakit untuk memberikan pelayanan yang berkualitas. Oleh karena itu penilaian kinerja rumah sakit sangat dibutuhkan agar dapat memberikan pelayanan yang maksimal dan dapat bersaing. Penelitian ini dilakukan dengan tujuan mengetahui analisis kinerja rumah sakit menggunakan pendekatan Malcolm Baldrige di rumah sakit Tzu Chi Hospital tahun 2023. Metode penelitian menggunakan pendekatan metode campuran serentak, dimana penelitian kuantitatif dan kualitatif dilakukan pada waktu yang sama untuk mendapatkan persepsi penilaian kinerja dari sudut karyawan dan pimpinan. Sampel penelitian kuantitatif didapatkan dengan cara propotional stratified random sampling dengan jumlah 283 responden dan penelitian kualitatif dengan sampel 8 orang dengan purposive sampling yang terdiri dari pimpinan rumah sakit. Hasil penelitian menunjukkan kinerja kepemimpinan mendapatkan nilai 71,47 (60%), Perencanaan strategis 45,64 (54%), Fokus pelanggan 52,13 (61%), pengukuran, analisis, dan manajemen pengetahuan 50,15 (56%), Tenaga kerja 49,43 (58%), Operasional 49,52 (59%), Hasil 256,73 (57%), dengan total nilai 565,7 (56,7%) yang artinya kinerja rumah sakit pada tingkat good performance. Masing-masing kategori dimensi proses memiliki hubungan dengan dimensi hasil (p-value 0,001), dengan kategori fokus tenaga kerja yang memiliki hubungan paling kuat dengan hasil (r  0,713).

The hospital is a place for health services to improve the health status of the community, while today the number of hospitals continues to grow to meet the needs of the community, so it is very important for hospitals to provide quality services. Therefore, hospital performance appraisal is needed in order to provide maximum service and be competitive. This research was conducted with the aim of knowing the analysis of hospital performance using the Malcolm Baldrige approach at Tzu Chi Hospital in 2023. The research method uses a simultaneous mixed methods approach, where quantitative and qualitative research is carried out at the same time to get perceptions of performance appraisal from the point of view of employees and leader. Quantitative research samples were obtained by means of proportional stratified random sampling with a total of 283 respondents and qualitative research with a sample of 8 people with purposive sampling consisting of hospital leaders. The results showed that leadership performance scored 71.47 (60%), strategic planning 45.64 (54%), customer focus 52.13 (61%), measurement, analysis and knowledge management 50.15 (56%). Workforce 49.43 (58%), Operations 49.52 (59%), Results 256.73 (57%), with a total score of 565.7 (56.7%) which means the hospital's performance is at a good performance level. Each category of process dimension has a relationship with the results dimension (p-value 0.001), with the workforce category having the strongest relationship with results (r 0.713)."

This study analyzes the employee's perception of the performance of the
Directorate General of Legislation by using the Malcolm Baldrige Criteria which
include eight criteria: Leadership, Planning Performance, Organization, Human
Resource Management, Performance Based Budgeting, Measurement, Analysis
and Performance Information Management, Management Process and Achieving
Results. The method used is a mixture of quantitative and qualitative. The
population in this study were employees of the Directorate General of Legislation
in total 198 people, as the sample is 67 people with the technique of random
sampling techniques. Semi-structured interviews conducted with some employees
in the Directorate General of Legislation made for the purpose of deepening.
Results of the study concluded that the grade performance of the Directorate
General of Legislation is sufficient. Leadership criteria assessed by the most
prominent with the greatest score and the grade si good. Instead the grade of
Human Resource Management criteria is the worst. For other criterias such as
Planning Performance, Performance-Based Budgeting, Measurement, Analysis
and Performance Information Management, Management process and Achieving
Results, the score is sufficient. Improving performance of the Directorate General
of Legislation needs to be done by refine the practices based on the principles of
good governance and management functions that obey the principle of
performance-based and sustainability.

"Suatu organisasi yang menghasilkan suatu produk seperti jasa, memerlukan suatu evaluasi berupa penilaian mandiri (self assessment) yang dapat meningkatkan kualitas pelayanan secara terus-menerus (continous improvement) sehingga didapatkan kualitas pelayanan yang tinggi dan sesuai dengan tuntutan zaman dengan tetap mengikuti peraturan yang berlaku. Gambaran mutu suatu organisasi dapat dilihat dengan pendekatan Malcolm Baldrige yang terdiri dari kepemimpinan (leadership), perencanaan strategis (strategic planning), fokus pada pelanggan/pasar (costumers focus), pengukuran, analisa dan manajemen pengetahuan (measurement, analysis and knowledge management), fokus pada staf/tim (workforce focus), fokus pada proses (operation focus), dan hasil-hasil kinerja organisasi (result). Terkait hal tersebut, tesis ini akan membahas mengenai Analisis Mutu Pelayanan Rumah Sakit Umum Pusat Fatmawati Yang Terakreditasi Versi 2012 Berdasarkan Kriteria Malcolm Baldrige Tahun 2014.
Hasil penelitian menunjukkan ada hubungan antara variabel kepemimpinan dengan hasil-hasil kinerja Rumah Sakit Umum Pusat Fatmawati sebesar 19,32%, ada hubungan antara variabel perencanaan strategis dengan hasil-hasil kinerja Rumah Sakit Umum Pusat Fatmawati sebesar 10,35%, ada hubungan variabel fokus pada pelanggan/pasien dengan hasil-hasil kinerja Rumah Sakit Umum Pusat Fatmawati sebesar 18,75%, ada hubungan antara manajemen pengukuran analisis dan pengetahuan dengan hasil-hasil kinerja Rumah Sakit Umum Pusat Fatmawati sebesar 4,75%, ada hubungan antara fokus pada tim/staf dengan hasil-hasil kinerja Rumah Sakit Umum Pusat Fatmawati 36%, ada hubungan antara manajemen proses dengan hasil-hasil kinerja Rumah Sakit Umum Pusat Fatmawati sebesar 13,33%.
Manajemen Rumah Sakit Umum Pusat Fatmawati untuk selalu memperhatikan kebutuhan staf/tim terutama dalam peningkatan kompetensi staf/tim, serta kepada pihak Kementerian Kesehatan agar membuat kebijakan berupa penyusunan instrument monitoring dan evaluasi pasca akreditasi sebagai suatu alat untuk menilai rumah sakit yang telah terakreditasi sehingga diharapkan mutu pelayanan Rumah Sakit Umum Pusat Fatmawati yang terakreditasi dapat tetap dipertahankan bahkan semakin meningkat.
