"Abstrak
The development policy in Maluku Province cannot separate from the small islands that dominate the areas. Its central potentials are in the field of fisheries, agriculture, and mining. This research aims to analyze the potentials of the leading sector and to formulate policy priorities for regional development in Maluku Province. The research used in this research is Location Quotient (LQ), Growth-Ratio Model (MRP), Overlay, SWOT and Analytic Network Process (ANP). The results showed that in Maluku Province there are eight economic categories that have base sectors. The result of Growth-Ratio Model (MRP) shows that the sector with the highest average the ratio of growth in the study area (RPs) is mining and quarrying sector. Furthermore, Overlay analysis shows that government administration, defense, social security sectors are obliged to contribute to and the highest growth. The result of SWOT-ANP shows that policy priority in regional development is the acceleration of infrastructure development."

"The study about the relationship between climate and economy is essential because it's understanding is the key to formulate the effective economic policy. El Nino is one of the climate phenomena's that directly impact Indonesia, so it is necessary to analyze its effect on the macroeconomic condition such as inflation. This study aims to analyze the impact of El Nino as an external factor and the impact of another relevant economic factor on the macroeconomic condition such as inflation at the regional level (province) in Indonesia. The method used is a spatial panel method to capture the effect of inter-regional spatial interactions. The results show that El Nino has a positive effect on inflation in the southern Indonesian provinces that are affected by El Nino, but no effect in northern Indonesia. The other significant determinants of regional inflation are minimum wage, local revenue, local government spending, and infrastructure. There is significant spatial dependence on regional inflation in Indonesia, indicating that the inflations of its neighboring provinces influence the inflation of a province."

"Undang-undang 22/0 dan 25/99 telab merubah pola hubungan pusat-daerah di Indoensia dari pola sentralistik menjadi desentralisis yang efektif berlaku sejak bulan Januari 2001. Lebih jauh pemerintah juga mengeluarkan Peraturan Pemerintah (PP) yang mengatur lebih detail tentang kewajiban dan kewenangan daerah, hutang daerah dan hal lainnya, selain beberapa sektor penting seperti sistem peradilan, agama, keamanan dan hal lain yang masih dibawah tanggung jawab dan kewenangan pemerintah pusat.
Konsekuensi langsung dari perubahan ini adalah pemerintah harus mengatur pemerataan dan sustainabilitas anggaran antar daerah. Mengingat karakteristik antar daerah sangat bervariasi dalam hal kandungan sumber daya alam, dan sumber daya manusia, dan juga selepas krisis yang menerpa Indonesia, maka permasalahan yang dihadapi pemerintah pusat dalam menjalankan proses desentralisasi ini, menjadi tidak ringan.
Satu hal yang jelas, implementasi proses desentralisasi ini, akan mengurangi penerimaan pemerintah pusat secara langsung sementara agenda peningkatan kesejahteraan, penurunan kesenjangan dan upaya peningkatan pertumbuhan lintas wilayah, sudah didepan mata."

"Indonesia is a diverse country with uneven resource endowment across its provinces. This study examines the effects of human capital investment policies on the promotion of more equitable income growth across provinces. First, the rate of return to education is estimated for each province using the 1976 and 1989 Indonesian National Labor Force Surveys (SAKERNAS). Then, regional economic indicators are used to explain differences in the rates of return to education among provinces and to develop and test hypotheses regarding the contribution of investment in education to personal income growth in different regions in Indonesia.
The study finds large differences in the rates of return to education among provinces with the highest rates of return in the poorest provinces. A model of segmented regional labor markets is advanced to explain why wage differences across provinces may exist. The estimates suggest that labor market segmentation was more pronounced for un- or low-educated workers because inter-provincial differences in wages were greater among this group than among more educated workers. Education may reduce regional labor market segmentation. More educated workers may be better able to compete for jobs in other provinces, and therefore more mobile, because they possess the needed language and market skills.
Thus, it appears that education not only enhances personal (and national) income, but also promotes greater equity across provinces. Equitable investment in education across provinces is compatible with both equity and efficiency goals in regional economic development."

"Abstract
Indonesia has been still experiencing regional economic disparity problems, including in labour productivity. This study employs dynamic panel approach to analyze convergence and to identify determinants of regional labour productivity during the period of 1987-2011. The System Generalized Method of Moments (Sys-GMM) estimation results show that regional convergence process occurs with speed of convergence of 0.06518 per year. Physical capital stock, human capital stock, total trade, and real wage give positive impacts. Therefore, government should prioritize in overcoming labour productivity disparity in Eastern Indonesia in which are more unequal than in Western Indonesia where interventions should be greater for provinces with lower labour productivity.
Abstrak
Indonesia masih mengalami masalah terkait dengan disparitas perekonomian regional, termasuk dalam hal produktivitas tenaga kerja. Studi ini menggunakan pendekatan panel dinamis untuk menganalisis konvergensi dan mengidentikasi determinan produktivitas tenaga kerja regional selama periode 1987-2011. Model estimasi System Generalized Method of Moments (Sys-GMM) menunjukkan bahwa proses konvergensi regional terjadi dengan kecepatan konvergensi 0,06518 per tahun. Stok modal fisik, stok modal manusia, total perdagangan, dan upah riil ditemukan memberikan pengaruh positif. Pemerintah harus lebih memprioritaskan untuk mengatasi masalah disparitas produktivitas tenaga kerja di Kawasan Timur Indonesia (KTI) yang lebih timpang dibandingkan Kawasan Barat Indonesia (KBI) di mana intervensi harus lebih fokus terhadap provinsi-provinsi dengan tingkat produktivitas tenaga kerja yang lebih rendah."

"Kebijakan moneter telah memainkan peranan yang penting dalam struktur perekonomian Indonesia, deregulasi moneter telah memberikan porsi yang lebih besar terhadap sektor moneter karena adanya efek perbankan yang sangat besar terhadap pertumbuhan ekonomi.
Teori standar makroekonomi menyatakan bahwa kebijakan moneter sangat berpengaruh terhadap pertumbuhan ekonomi, dan kebijakan moneter memiliki efek yang merata secara nasional, hal ini dalam praktek seringkali tidak terjadi. Suatu negara pada umumnya memiliki daerah dengan karakteristik yang berbeda-beda sehingga efek kebijakan moneter tidak selalu seragam dan cenderung memiliki efek yang berbeda antar daerah.
Hipotesis yang dikembangkan dalam tulisan ini adalah transmisi kebijakan moneter daerah dapat berbeda-beda dalam merespon kebijakan moneter tunggal dikarenakan oleh faktor spesifik daerah tersebut dan karena adanya faktor interaksi antar daerah. Tulisan ini membuktikan adanya efek yang berbeda antar daerah dan kebjakan moneter di Pulau Sumatera dan Jawa. Transmisi kebijakan moneter diukur dengan menggunakan metode VAR (Vector Auto Regression) dan dalam menganalisa faktor determinan transmisi moneter daerah dianalisa dengan metode cross section."

"Combining regional growth model and integration of financial institution model, this paper evaluates whether intermediary development influences growth in Indonesia. Recent research has proved that not only banks development influence economic growth positively but also its exogenous components.
However, there are several different assumptions during adopt this model in Indonesia. Especially regional approach is differing than national approach in growth model. The point is the existence of intermediary integration across region whit causes the economic agent move freely within a nation.
The data show that integration of financial intermediation was not always associated with economic growth. Only four of twenty six provinces which proved strong influence of financial intermediation on economic growth. Labor condition and average annual wages are not exogenous variables which explain growth due to financial intermediation in Indonesia. At least during 1987-1998."
