"Penelitian berbandingan kebijakan bidang transportasi khususnya angkutan kota ini dilakukan dengan menggunakan lima aspek yaitu kebijakan yang unggul, yaitu nilai kecerdasan, nilai kearifan, harapan masa, keberhasilan, dan disposisi serta struktur birokrasi, kemudian aspek sistem transportasi, dan aspek kebijakan itu senditi, khususnya angkutan kota yang ada di Manila dan Jakarta, ditambah satu aspek pembanding utama yaitu dari kebijakan sistem angkutan itu sendiri. Penelitian ini dilakukan dengan menggunakan metode penelitian kualitatif. Sementara teknik pengumpulan data dilakukan melalui wawancara mendalam kepada 15 responden yang tersebar di kedua ibu kota negara. Tidak hanya itu, pengumpulan data juga dilengkapi dengan memanfaatkan sarana audio dan visual, dokumentasi, rekaman dll. Hasil penelitian menunjukkan bahwa dari sisi kebijakan angkutan kota di Manila dikelola oleh Metropolitan Manila Development Authority (MMDA) berdiri sejak 1 Maret 199 dibawah Undang-Undang Republik No. 7924, sementara untuk DKI Jakarta dikelola oleh Dinas Perhubungan DKI Jakarta dan diatur berdasarkan Perda DKI Jakarta Nomor 54 Tahun 2014 Tentang Transportasi. Dari sistem angkutan kota, baik Jakarta maupun Manila mempunyai sistem angkutan kota masing-masing yang tujuannya memberikan pelayanan terbaik kepada masyarakatnya. Untuk nilai keunggulan, dari sub aspek inovasi, pelestarian alam dan lingkungan, kesesuaian struktur birokrasi, serta sub aspek pemberdayaan potensi dan budaya lokal di sektor transportasi, Metropolitan Manila lebih unggul dari pada DKI Jakarta. Namun dari sub aspek keterampilan SDM dalam mengendara, visi dan misi, kondisi ekonomi, dan keinginan untuk berubah, ibu kota DKI Jakarta lebih unggul dibandingkan Metropolitan Manila. Temuan utama mengapa kondisi pengelolaan angkutan kota di Manila ada yang lebih baik karena mereka telah mempunyai lembaga pengelola kawasan Ibu Kota Metropolitan Manila yang bernama MMDA (Metropolitan Manila Development Authority).

This study is a comparison of the policy in the transport sector, especially public transportation, this study used five aspects, merits of public policy, such as the value of intelligence, moral values, expectations of future, success, and disposition and bureaucratic structures, and aspects of the transportation system, and policy aspects, the city transportation in Manila and Jakarta, and one aspect of the main comparison, namely policy transport system. This research was conducted using qualitative research methods. Data collection techniques consist of in-depth interviews with 15 respondents in both the capital city. Not only that, data collection also consists of audio and visual facilities, documentation, recordings etc.

The results showed that, in terms of transport policy in the city of Manila is managed by the Metropolitan Manila Development Authority (MMDA) was established March 1 199 under Republic Act No. 7924, while Jakarta is managed by the Jakarta Transportation Agency, and governed by the Regulation of DKI Jakarta No. 54 Year 2014 About Transportation. Urban transportation system in Jakarta and Manila have city transport system respectively, its purpose is to provide the best service to the community. For values of excellence, innovation, conservation of nature and the environment, disposition and bureaucratic structure, local empowerment and cultural potential in the transport sector, Metropolitan Manila better than Jakarta. But for the human resources skills, vision and mission, economic conditions, and a desire for change, Jakarta is better than the Metropolitan Manila. The reason why the conditions of transport management in the city of Manila is better, because Manila has a management agency Capital region, called MMDA (Metropolitan Manila Development Authority)."
