"ABSTRAK
Tesis ini membahas Program Pemberdayaan Ekonomi di Kota Cilegon melalui Dana Bergulir kepada Rumah Tangga Sasaran RTS yang di evaluasi secara administratif, yaitu melalui dimensi Process, Effort, Performance, Efficiency, dan Effectiveness. Serta melihat kinerja program dalam mendukung perubahan Kondisi Kemiskinan RTS yang dilihat dari pendekatan kemiskinan moneter dan non moneter. Penelitian ini adalah penelitian kombinasi antara kualitatif dan kuantitatif dengan metode analisis statistik deskriptif. Hasil penelitian menyarankan pelaksana program diberikan akses terhadap data RTS single data , menerapkan sistem informasi dalam melakukan pencatatan penyaluran dana bergulir, serta melakukan evaluasi terhadap kondisi kemiskinan maupun kondisi usaha pemanfaat program sehingga kinerja program dapat terlihat.

ABSTRACT
The focus of this study is community economic empowerment program through revolving fund to Rumah Tangga Sasaran RTS . The program is evaluated using administrative evaluation approach, such as Process, Effort, Performance, Efficiency, and Effectiveness. This study also, verify the performance of the program, using monetary dan non monetary poverty approach. This research is using combination method between quantitative qualitative, and using statictic descriptive analysis techniques. The result of this study recommend the government to use a singgle data source, apply the information system to process the program, and also evaluate the poverty condition to each beneficiary."

"Kemiskinan menjadi masalah dalam pembangunan di Kabupaten Pemalang. Salah satu upaya yang dilakukan pemda untuk menanggulangi kemiskinan adalah merespon dan memberikan dukungan penuh terhadap program pemerintah yaitu PNPM Mandiri Perkotaan. Melalui kegiatan pengembangan ekonomi berupa Pinjaman Bergulir, berusaha mengatasi masalah ekonomi rumah tangga miskin di Kecamatan Petarukan Kabupaten Pemalang yaitu rendahnya pendapatan dan ketiadaan akses ke layanan perbankan. Tetap tingginya tingkat kemiskinan di Kabupaten Pemalang (dari tahun 2005-2009 berkisar di 22-25% dan selalu lebih tinggi dari rata-rata tingkat kemiskinan Provinsi Jawa Tengah) menimbulkan pertanyaan apakah pelaksanaan PNPM Mandiri Perkotaan menghasilkan dampak sesuai yang diharapkan yaitu pengentasan kemiskinan yang diukur dari peningkatan pengeluaran rumah tangga penerima manfaat. Namun evaluasi dampak program selama ini belum pernah dilakukan. Pemerintah Kabupaten Pemalang baru sebatas melakukan monitoring terhadap pelaksanaan program. Oleh sebab itu, evaluasi dampak penting dilakukan untuk mengetahui apakah pelaksanaan program sudah mencapai dampak yang diharapkan sehingga segala sumber daya yang telah digunakan dalam upaya pengentasan kemiskinan dengan PNPM Mandiri Perkotaan tidak sia-sia.
Penelitian ini bertujuan mengidentifikasi masalah ekonomi yang dialami oleh rumah tangga miskin, mengidentifikasikan efektivitas alokasi Dana Bergulir serta melakukan evaluasi dampak kegiatan Pinjaman Bergulir PNPM Mandiri Perkotaan terhadap tingkat konsumsi rumah tangga penerima manfaat di Kecamatan Petarukan Kabupaten Pemalang. Dengan mempertimbangkan Garis Kemiskinan Jawa Tengah tahun 2007 dan 2011 diketahui dampak program terhadap tingkat kemiskinan rumah tangga penerima manfaat.

Poverty has been a problem in development in Pemalang District. One of the efforts of local government to tackle poverty is to respond and give full support to National Program of Urban Self-Empowerment. Through economic development activities in the form of Revolving Loan, trying to overcome the economic problems of poor households in the Petarukan sub-district ie low income and lack access to banking services. The persistence of high levels of poverty in Pemalang (from the 2005-2009 range in the 22-25% and is always higher than average poverty rate in Central Java Province) raises the question whether the implementation of PNPM urban generate the expected impact according to ie alleviation of poverty as measured from increased of beneficiary households?s spending. However program impact evaluation has not been done. Pemalang local governments only monitor the implementation of the program. Therefore, impact evaluation should be conducted to determine whether the implementation of the program is achieving the desired effect so that all resources have been used in efforts to alleviate poverty by PNPM urban was not in vain.
This study aims to identify the economic problems experienced by poor households, identifies the effectiveness of the Revolving Fund allocation and impact evaluation of PNPM Urban Revolving Loan on the level of consumption of beneficiary households in Petarukan sub-district. Taking into account the poverty line of Central Java in 2007 and 2011 known to program impact on the poverty of beneficiary households.

"Penelitian bertujuan untuk: 1 Mendeskripsikan pelaksanaan pendampingan untuk petani penerima dana bergulir Program Desa Mandiri Angggur Merah; 2 Mendeskripsikan peran pendamping yang diberikan kepada petani penerima dana bergulir Program Desa Mandiri Angggur Merah; 3 mendeskripsikan manfaat pendampingan dirasakan oleh petani penerima dana bergulir Program Desa Mandiri Angggur Merah.Penelitian ini menggunakan Pendekatan Kualitatif dengan teknik pemilihan informan secara purposif. Lokasi penelitian Desa Desa Raifatu, Kecamatan Raihat, Kabupaten Belu, dengan fokus pada Koperasi Serba Usaha Wetuda.
Hasil temuan menunjukkan bahwa: 1 Proses pendampingan pada Program Desa Mandiri Angggur Merah di Desa Raifatus dilakukan oleh satu orang PKM Pendamping Kelompok Masyarakat dibantu tiga orang dari pengurus Koperasi Serba Usaha Wetuda. Pendampingan dilakukan secara berkelompok sebulan sekali, dan kunjungan ke lokasi usaha. 2 Peran pendamping kelompok masyarakat terlihat dalam kegiatan mengidentifikasi masalah, memberikan dorongan semangat, memberikan informasi dan pengetahuan baru, memfasilitasi penjualan hasil, menjaga usaha masyarakat, menjelaskan hak dan kewajiban masyarakat, membantu merencanakan usaha, membantu mengatasi jika ada maslah, membantu mengembangkan usaha serta membatun memberi penilaian terhadap usaha masyarakat. 3 Para penerima dana bergulir Program Desa Mandiri Anggur Merah merasakan manfaat pendampingan. Hal itu tergambar dari bertambahnya pengetahuan dan keterampilan mereka dalam berusaha, meningkatnya usaha mereka, bertambahnya tingkat kemandirian, bertambahnya jaringandalam berusaha, serta meningkatnya pendapatan masyarakat.

This research is aims to 1 Describe the implementation of accompaniment for recipient farmers of revolving fund of Desa Mandiri Angggur Merah Program 2 Describe the role of assistant given to the recipient of revolving fund of Desa Mandiri Angggur Merah Program 3 to describe the benefits of accompaniment faced by farmers receiving revolving fund of Mandiri Angggur Merah Village Program.This research uses qualitative approach with purposive informant selection technique. Research location of Raifatus Village, Raihat District, Belu Regency, with focus on Wetuda Serba Usaha Cooperative.
The result shows that 1 The accompaniment process at the Mandiri Angggur Merah Village Program in Raifatus Village was conducted by one PKM Assistant of Community Group assisted by three people from the Serba Usaha Wetuda Cooperative. Accompaniment is done in groups once a month, and visits to business locations. 2 The role of assistant community groups is seen in identifying problems, encouraging, providing new information and knowledge, facilitating the sale of results, maintaining community enterprises, explaining the rights and obligations of the community, helping to plan business, helping to overcome if there are problems, and membatun provide an assessment of community efforts. 3 The recipients of the revolving funds of the Mandiri Merah Desa Independent Villages experience the benefits of accompaniment. This is reflected in their increased knowledge and skills in their endeavors, increased efforts, increased levels of independence, increased networking in business, and increased incomes.

"ABSTRAK
Tingginya angka penduduk miskin menuntut dilakukannya langkah-langkah konkrit dan mendasar untuk menekan angka tersebut. Penelitian ini di fokuskan untuk mengevaluasi bagaimana efektifitas pelaksanaan program penanggulangan kemiskinan di Kabupaten Sragen yang dilakukan oleh Unit Pelayanan Terpadu Penanggulangan Kemiskinan (UPTPK) bidang sosial ekonomi. Evaluasi dilakukan dari sudut pandang pelayanan yang menganalisis kecepatan layanan, kemudahan persyaratan, dan tingkat kepesertaan di UPTPK dan dari sudut pandang koordinasi antar instansi terkait dengan membandingkan koordinasi program penanggulangan kemiskinan oleh SKPD sebelum dan setelah UPTPK berdiri. Penelitian ini mengunakan desain deskriptif kualitatif dengan metode wawancara mendalam dan Focus Group Discussion (FGD). Hasil penelitian menyarankan kepada pemerintah Kabupaten Sragen untuk melakukan perbaikan pelayanan bagi warga miskin dengan meningkatkan kecepatan layanan dan menambah tempat pelayanan bagi warga miskin sampai ditingkat kecamatan (UPTPK Kecamatan), meningkatkan jumlah penerima manfaat program perbaikan rumah dan program santunan uang duka, memperbaiki koordinasi antar SKPD dalam pelaksanaan program agar penerima program tepat sasaran dengan data tunggal, serta mempertegas dan memperjelas pembagian tugas antar SKPD. Perlu dilakukan kajian dan penelitian tentang pengembangan fungsi dan peran perangkat desa dalam mensukseskan program penanggulangan kemiskinan dan pengembangan struktur organisasi UPTPK menjadi Badan Pelayanan Terpadu Penanggulangan Kemiskinan.

ABSTRACT
The high number of poor people demanded concrete and fundamental steps to suppress that condition. This study focused on evaluating the effectiveness of poverty reduction programs implementation in the regency were conducted by the Poverty Reduction Integrated Services Unit (UPTPK) in socio-economic field wich is Sragen Regency. Evaluation is done from the point of view of service wich analyze the speed of service, ease of requirements, and the level of participation in UPTPK and by point of view coordination among relevant agencies wich compare poverty reduction programs coordination by SKPDs before and after UPTPK established. This research uses qualitative descriptive design with in-depth interviews and focus group discussions (FGD). The results of the study suggest to government to improve Sragen services for the poor by increasing service speed and add a service to the poor through the district level (UPTPK subdistrict), increase the number of beneficiaries of home improvement and mourning compensation programs, improve coordination between Local Government Offices in the implementation of program in order to achieve the target with a single data, and to make assertive and clear tasks division between Local Government Offices. Need to make study and research on the development of the functions and roles of the village officials to success poverty reduction programs and UPTPK organizational structures change to Poverty Reduction Integrated Service Agencies."

"As a developing country Indonesia still faces the acute problem of poverty . The result of survey made by Institute for Development of Economic and Finance (INDEF) forescated the number of poor population, in 2009 was about 40 million (16,8%) . This number of population increases 5 million compared to the result of survey made by Badan Pusat Statistik (BPS) in 2008, which registared the nunber of poor population about 35 million or about 15,4% (Edi Suharso, 2009;20). B7y considering data mentioned above, we can see that the poverty in Indonesia is very urgent to be handled comprehensively and sustainably. It means that the problem of poverty cnnot be handled partially and sector, because by doing that , in fact us face unlucky situation,i.e wrong target, emergency of seeds of social fragmentation , weakening capital social values, (mutual cooperation, consensus, self supporting and so on). By weakening capital social values in turn, it will push the changing of social behavior to be more distant from the spirit of independence, togetherness, and care to handle the problem collectively. Therefore, government in this case, Coordinator Minister of Prosperity, as Chairman of Team for Coping with Poverty has to make policy which could be the National Program for Autonomous Community Empowerment (PNPM) i.e.a national program in form of policy as base /frame to implement activities of handling Poverty based on society empowerment. This program is implement through the harmonization and development of system ,mechanism and program procedure, assistance and simulant fund to push initiative and innovation of society in effort to handle the poverty, sustainably. The approach made by Autonomous PNPM is an empowerment approach to push the creation of Self - Supporting Group (KSM) as a component of the whole process of hndling the poverty in order to increase the capability of existing group , or to create a new group. So, KSM is an association or persons which, voluntarily, assembles them self in kind of group , because of having the same interest and need, so that inside that group there is the same objective to be achieved collectively."

"Permasalahan kemiskinan merupakan suatu fenomena sosial yang dihadapi oleh seluruh negara didunia, termasuk Indonesia. Data menunjukkan bahwa upaya yang dilakukan oleh Pemerintah Kabupaten Paser untuk mengatasi kemiskinan belum mencapai hasil yang optimal. Peningkatan alokasi anggaran tidak berdampak signifikan terhadap pengurangan angka kemiskinan. Penelitian ini menggunakan berbagai metode, baik secara kualitatif maupun kuantitatif untuk menganalisis faktor penyebab kemiskinan masyarakat di Kabupaten Paser, alternatif kegiatan pemberdayaan masyarakat, dan strategi pemberdayaan masyarakat yang tepat untuk diterapkan.
Hasil penelitian menunjukkan bahwa dari sembilan faktor, hanya delapan faktor yang relevan menjadi penyebab kemiskinan bagi masyarakat di Kabupaten Paser. Kegiatan pemberdayaan masyarakat yang tepat untuk dilaksanakan adalah melalui kegiatan peningkatan keterampilan dan strategi yang tepat adalah dengan mengantisipasi kelemahan yang ada dan mengatasi ancaman yang muncul dari kegiatan pemberdayaan masyarakat. Hasil akhir yang diharapkan adalah melalui penerapan kegiatan dan strategi yang tepat, maka dapat meningkatkan ketahanan ekonomi masyarakat dan mengurangi angka kemiskinan secara signifikan.

Poverty problem is social phenomenon that become concern for every nation in the world, included Indonesia. Data indicates that efforts from Paser government to deduct poverty rate has not reach optimal result. The raising of budget allocation not giving significant impact toward poverty rate. This research using multi method, as qualitative and quantitative to analyze the factor that cause society?s poverty, alternative of society empowerment?s activity, and strategy for empowernment.
The result of research shows that from nine factors, there are 8 relevant factor that become factor for society?s poverty at Paser Regency. The appropriate empowernment activity is by increase skill of society and the appropriate strategy are anticipate weakness and to contend with threat from activity of empowernment. The expectation from appropriate implementation of activity and strategy of empowernment, it could increase economic resilience and deduct poverty rate significantly."

Tesis ini membahas tentang tujuan jangka menengah PNPM Mandiri
Pariwisata di Desa Nampar Macing. Pendekatan penelitian yang digunakan ialah
kualitatif-deskriptif dengan penekanan pada evaluasi sumatif. Hasil penelitian
menunjukkan bahwa pada umumnya tujuan jangka menengah PNPM Mandiri
Pariwisata di Desa Nampar Macing telah tercapai. Pencapaian itu tidak terlepas
dari beberapa faktor pendukung dan juga faktor penghambat. Oleh karena itu,
perlu memanfaatkan faktor pendukung dan meminimalkan faktor penghambat
agar pembangunan desa wisata tetap berkelanjutan.

in Rural Tourism Nampar Macing. The study used a qualitative-descriptive
approach with emphasis on summative evaluation. The results showed the
medium-term objective of PNPM Mandiri Pariwisata in Nampar Macing Village
has been achieved. The achievement can not be separated from the supporting and
inhibiting factors. Therefore, needs to take advantage of the supporting factors
and minimize the inhibiting factors so that rural tourism development remain

"Tujuan penelitian ini adalah utuk menganalisis pengaruh pengeluaran pemerintah daerah untuk infrastruktur terhadap tingkat kemiskinan di Kabupaten/Kota Provinsi Jawa Timur. Penelitian ini menggunakan pendekatan kuantitatif dengan regresi data panel dengan metode fixed effect. Hasilnya menunjukkan bahwa pengeluaran pemerintah daerah untuk infrastruktur memiliki pengaruh dalam mengurangi kemiskinan di kabupaten/kota di Jawa Timur pada periode penelitian tahun 2008-2010. Hal ini ditunjukkan dengan adanya koefisien pengeluaran pemerintah daerah untuk infrastruktur sebagai variabel bebas yang bertanda negatif. Pengeluaran untuk gedung dan bangunan tidak memiliki pengaruh yang signifikan dalam mengurangi kemiskinan. Sedangkan pengeluaran untuk jalan, irigasi, dan jaringan memiliki pengaruh yang signifikan dalam mengurangi penduduk miskin. Adanya variasi intersep antar kabupaten/kota yang ada dalam model persamaan yang digunakan menunjukkan bahwa masing-masing kabupaten/kota di Provinsi Jawa Timur memiliki karakteristik kemiskinan yang berbeda-beda.

The purpose of this study is to analyze the effect of local government expenditures for infrastructure to the poverty level in the districts/cities in East Java Province. The study uses quantitative approach with panel data regression with fixed effect methods. The results show that local government expenditures for infrastructure have an effect in reducing poverty in the districts/cities in East Java in period 2008-2010. This is indicated by the coefficient of local government expenditures for infrastructure as the independent variable that have negative sign to the poverty level as the dependent variable. Expenditures for the buildings have no significant effect in reducing poverty level. Whereas expenditures for the road, irrigation, and network have a significant effect in reducing poverty level. The existence of intercepts variation between the districts/cities in the model indicates that the respective districts/cities in East Java Province have different characteristics of poverty.

"Kebijakan pendistribusian Raskin yang telah ditetapkan pemerintah di tingkat nasional kenyataannya mengalami perubahan di tingkat lokal. Penelitian ini bertujuan untuk menjelaskan dinamika pendistribusian raskin di tingkat lokal, dampak pendistribusian Raskin di tingkat lokal dalam upaya pemenuhan kebutuhan pokok RTS dan implikasi pendistribusian raskin di tingkat lokal terhadap aspek keadilan distributifnya.
Hasil penelitian kualitatif ini menunjukkan bahwa dinamika yang terjadi dapat dilihat dari munculnya berbagai aturan yang mengatur pendistribusian raskin di tingkat lokal. Selanjutnya, pendistribusian raskin di tingkat lokal berdampak pada upaya pemenuhan kebutuhan pokok yang belum optimal. Selain itu, pendistribusian raskin di tingkat lokal berimplikasi pada belum terwujudnya keadilan distributif.

The distribution policy of the raskin (subsidized rice) program set by the central government changes at the local level. This study aims to explain the dynamics of raskin distribution at the local level, its impact on fulfilling the basic needs for target households (RTS), and its implication on distributive justice. This research employs qualitative approach.
The results show that the dynamics can be observed from the various rules in managing the raskin distribution at the local level. Furthermore, the local distribution seems to reduce the program?s potential to fulfill the basic needs of RTS and to improve distributive justice."

"Kemiskinan di Indonesia sudah ada sejak zaman penjajahan. Pentingnya pengentasan kemiskinan di Indonesia secara eksplisit tercantum dalam Pembukaan UUD Republik Indonesia tahun 1945. Pemerintah melalui Kementerian Sosial membuat pendekatan baru dalam rangka mengatasi kemiskinan, yaitu dengan pendekatan pemberdayaan kelompok. Program Kelompok Usaha Bersama (KUBE) merupakan program pengentasan kemiskinan dengan pendekatan pemberdayaan kelompok. Saat ini, Program KUBE yang dijalankan di Kecamatan Tenjolaya, Kabupaten Bogor sudah sangat berkembang. Namun, jumlah penduduk miskin di kecamatan tersebut masih cukup banyak. Skripsi ini membahas dampak program KUBE di Kecamatan Tenjolaya, Kabupaten Bogor. Dengan menggunakan metode penelitian kuantitatif, dilakukan survey kepada 80 orang responden yang terdiri dari 40 orang responden kelompok sasaran dan 40 orang responden non kelompok sasaran. Teori yang digunakan dalam penelitian ini adalah teori dimensi-dimensi dampak program oleh Anderson (1984). Terdapat 7 dimensi dari dampak program yang dikemukakan oleh Anderson. Hasil yang didapat dari penelitian yang dilakukan adalah bahwa dari 7 dimensi dampak program yang ada, 4 dimensi bernilai positif, 2 dimensi bernilai negatif, dan 1 dimensi memiliki nilai yang seimbang antara positif dan negatif. Dari penelitian ini dapat disimpulkan bahwa Program KUBE di Kecamatan Tenjolaya, Kabupaten Bogor memberikan dampak positif terhadap masyarakat penerima program.

Poverty in Indonesia has been existed since colonial times. Therefore, the importance of poverty alleviation is explicitly included in the preamble of The Constitution of The Republic of Indonesia. The Government through The Ministry of Social Affairs makes a new approach in order to overcome its poverty, namely the empowerment group approach. Joint Business Group is poverty reduction program using the empowerment group approach. Currently, Joint Business Group program in Tenjolaya, Bogor sub district highly developed. However, the poor people in the sub district are still quite a lot. This script describes the impact of Joint Business Group Program in Tenjolaya, Bogor sub district. By using quantitative research methods, the research conducted a survey to 80 respondents consisting of 40 people target group and 40 people non-target group. Theory of dimensions of program impact by Anderson (1984) is used in this study. There are seven dimensions of program impact proposed by Anderson, and the results obtained from this study are four dimensions has a positive value, two dimensions has a negative value, and one dimension has a value balance between positive and negative. From this study, it can be concluded that Joint Business Group program in Tenjolaya, Bogor sub district has a positive impact on the beneficiaries of the program."
