"ABSTRAKSkripsi ini membahas mengenai pemeriksaan khusus yang dilakukan olehDirektorat Jenderal Pajak pada tahun 2013 ini. Sesuai dengan SE No.11/PJ/2013,upaya yang dilakukan melalui Pemeriksaan Khusus ini dengan tujuan untukmenggali potensi penerimaan pajak dari industri sektoral, terutama industri realestate dan juga sebagai deterrent effect. Namun di dalam perumusan danimplementasi kebijakannya menimbulkan permasalahan. Penelitian ini adalahpenelitian kualitatif deskriptif. Penelitian ini menganalisis latar belakangDirektorat Jenderal Pajak melakukan pemeriksaan khusus di sektor real estate danmenganalisis efektifitas pemeriksaan khusus tersebut dari Kerangka 7-SMcKinsey, dan ditinjau dari pendekatan Ex Ante. Hasil dari penelitian inimenunjukkan bahwa pemeriksaan khusus pada industri real estate belum efektif.Dari pendekatan Ex-Ante, dapat diketahui kendala terutama dari segi waktu danSumber Daya Manusia. Sedangkan dari segi manfaatnya, sistem pemeriksaan TopDown yang digunakan lebih baik di masa yang akan datang.

ABSTRACTThis undergraduate thesis discusses the special audit conducted by the DirectorateGeneral of Taxation in 2013's. In accordance to SE No.11/PJ/2013, the effortsmade by Special Audit the aim to explore the potential tax revenue from theindustrial sector, especially to real estate industries and it is also as a deterrenteffect. However, these formulation and implementation of the policies had aproblems. This thesis is a descriptive qualitative research. This research analyzethat background of the Directorate General of Taxation conduct a special audit inreal estate sector and analyze the effectiveness of the special audit with 7-SMcKinsey’s Framework, and be review through Ex-Ante approach. The results ofthis research indicate that a special audit in the real estate industry has not beeneffective. On Ex Ante approach, it seems primarily in terms of time contraintsand human resources. In terms of it benefits, the Top Down audit system usedbetter in the future."
