"Tujuan penelitian ini adalah untuk 1) mengkaji kebijakan madrasah diniyah menurut Perda Kota Serang 1/2010 dan Perwal Kota Serang 17/2013; 2) mengkaji syarat melanjutkan ke SMP/MTs dalam merealisasikan Perda Kota Serang 1/2010; serta 3) mengetahui faktor pendukung dan penghambat implementasi pendidikan madrasah diniyah di Kota Serang. Studi ini menggunakan metode penelitian kualitatif. Data penelitian dikumpulkan dari hasil observasi, wawancara, dan dokumentasi. Objek penelitiannya adalah Perda Kota Serang 1/2010 dan Perwal Kota Serang 17/2013.
Hasil penelitian menunjukkan bahwa: 1) kebijakan wajib belajar pendidikan diniyah diperuntukkan bagi setiap warga Kota Serang Muslim yang akan menempuh jenjang pendidikan SMP/MTs; 2) Setiap siswa muslim yang telah berusia 6 sampai 12 tahun, dan akan melanjutkan pendidikan ke jenjang SMP/MTs, harus dibuktikan dengan kepemilikan Surat Tanda Tamat Belajar Madrasah/Diniyah dalam bentuk syahadah atau sertifikat diniyah; 3) faktor pendukung implementasi Perda Diniyah di Kota Serang yaitu adanya dukungan masyarakat, ilmuwan,akademisi, dan tokoh masyarakat Kota Serang. Faktor penghambatnya yaitu Perda Diniyah belum disosialisasikan secara maksimal, sehingga masyarakat Kota Serang belum mendapat kepastian hukum dengan telah diterbitkannya perda tersebut.
Simpulan kajian ini yaitu pelaksanaan Perda Diniyah membutuhkan peninjauan kembali mengenai rumusan tujuan strategis dan pembenahan mutu pendidikan untuk penyesuaian tuntutan sejalan dengan perkembangan budaya bangsa yang semakin kompleks."

"The education is well-administered in the event that Islamic school as education administration is able to provide a qualified teaching staff with the support of condition of the school environmental and community surrounding the school which in fact lives in order and stability. This condition would be complete if, one of other determining factors, parents' involvement which in this matter is represented by the Islamic School Committee is also able to perform properly its four main functions as advisory agency, supporting agency, antrolling agency, and mediator. This research attempts to measure the effectiveness of performance of Islamic committee by way of observing the extent to which the foregoing functions may be appropriately performed."

"An image of Islamic school as high-quality institution will be meaningless if it cannot be identified and the community cannot gain overall benefit. The irony is even the actors of education in Islamic school are unable to recognize and feel the benefit from such quality, hence the development of Islamic school either in the context of state intervention or community participation is not always directed toward a constructive way. Therefore, the further challenge faced by the education institution of Islamic school is how to make the image of Islamic school as a high-quality institution is recognized by the community. Furthermore, how the image be in line with the mandate of National Education System Law. This paper actually strives for reviewing the extent to which a strategic position in national education may be identified and interpreted into a good image design by the community. In addition, it is also prepared to find strategic which may be elaborated in the context of developing the image of Islamic school so as to be able to give a meaningful contribution to improve the life as nation."

"In this life, the never-ending change is a change itself, including changes in management practices in line with the more complex the organizational problems. Therefore, they need for the adoption, creation and innovation. Total quality management that is one of the original approach to run a business that seeks to maximize profits and competitiveness through the continuous improvement of the product, is now starting to be implemented in many ogled educational institutions, including universities that have the same three elements, namely inputs, processes and outputs are similarly put human resources as a vital component. Human resources as a vital component of the college should get the attention and treatment as required in TQM, for example in a shared vision, cross-functional collaboration, empowerment and involvement, participative management style, availability of training and further education as well as the availability of communication channels effectively, implementation of TQM in fact is an attempt to change the traditional irrational management-towards modern rational management that is one of the elements on decision-making based on facts."

"The results of this research indicate that Islamic schools' preparedness in attaining the minimum education service standards (educators and education personnel according to Education National Standards) is categorized as fair. However, the Islamic schools' preparedness has not either reached ideal condition or maximum level as there are still weaknesses found in several components in terms of educators/teachers, Islamic school principals or supervisors. Teacher competence (at Islamic Elementary School and Islamic Junior High School) is categorized as fair with an average score of 3.9; school principal competence (at Islamic Elementary School and Islamic Junior High School) is categorized as fair with an average score of 3.8; meanwhile, supervisor competence is categorized as fair with an average score of 3.6."
