"Keberadaan pangkalan militer Amerika Serikat di Okinawa menuai pro dan kontra pada tingkat domestik ataupun internasional. Relokasi Marine Corps Air Station atau MCAS Futenma dari kota Ginowan ke kota Nago di Henoko. Relokasi MCAS Futenma yang telah disepakati sejak tahun 1996 oleh Jepang dan Amerika Serikat hingga kini masih belum sepenuhnya disetujui oleh masyarakat Okinawa. Masyarakat Okinawa tidak ingin pangkalan militer tersebut direlokasi ke kota Nago, karena mereka ingin agar pangkalan militer Amerika Serikat dapat dipindahkan sepenuhnya dari Okinawa. Penelitian ini akan menganalisis mengenai kebijakan Perdana Menteri Shinzo Abe dalam menangani isu relokasi pangkalan militer AS di Okinawa MCAS Futenma . Dalam menjawab pertanyaan penelitian, penulis akan menggunakan teori proses pengambilan keputusan decision making process yang dikemukakan oleh William D. Coplin. Hasil penelitian ini menunjukkan bahwa Perdana Menteri Shinzo Abe tetap melanjutkan usaha-usaha untuk merelokasi pangkalan militer AS di Okinawa, yaitu MCAS Futenma ke Henoko dengan melihat berbagai faktor-faktor penentu kebijakan. Faktor-faktor yang melahirkan strategi kebijakan yang dikeluarkan oleh Shinzo Abe ialah faktor domestik Jepang, kapabilitas ekonomi dan militer, dan konteks internasional.Kata kunci: MCAS Futenma; Okinawa; Relokasi; Shinzo Abe.
The existence of US military bases in Okinawa reaped pros and cons at the domestic and international level to relocate Marine Corps Air Station or MCAS Futenma from Ginowan city to Nago city in Henoko. The relocation of MCAS Futenma that has been agreed since 1996 by Japan and the United States was still not fully approved by Okinawa people. The Okinawa people do not want the military base to be relocated to Nago city, because they wanted the US military base to be completely removed from Okinawa. This research will analyze the policy of Prime Minister Shinzo Abe in addressing the issue of relocation of US military base in Okinawa MCAS Futenma . This research used theory of decision making process proposed by William D. Coplin. The results of this study indicated that Prime Minister Shinzo Abe continue efforts to relocate the US military base in Okinawa, namely MCAS Futenma to Henoko by looking at various policy determinants. The factors that boost Shinzo Abe 39 s policy were Japanese domestic factors, economic and military capabilities,including the international context. "

"Turnover dapat dialami oleh organisasi di sektor swasta maupun sektor publik. Salah satunya adalah Polri. Beberapa tahun terakhir penerbang di Direktorat Kepolisian Udara melakukan turnover. Turnover penerbang berdampak terhadap Direktorat Kepolisian Udara, salah satunya adalah biaya pelatihan yang cukup besar. Untuk mencegah terjadinya turnover organisasi perlu melakukan retensi karyawan. Retensi karyawan adalah strategi organisasi untuk mempertahankan karyawan yang potensial dimiliki oleh organisasi untuk tetap loyal kepada organisasi. Penelitian ini bertujuan untuk menganalisis faktor penyebab terjadinya turnover penerbang di Direktorat Kepolisian Udara dan mendeskripsikan strategi Korps Kepolisian Perairan dan Udara dalam mencegah turnover penerbang di Direktorat Kepolisian Udara. Penulisan artikel ini menggunakan metode kualitatif deskriptif. Teknik pengumpulan data yang digunakan wawancara dan penelitian dokumen.
Hasil penelitian menunjukkan faktor yang mempengaruhi turnover penerbang adalah faktor karakteristik individu (variabel usia, lama kerja & status perkawinan), faktor pendorong (variabel kepuasan gaji dan kesempatan promosi & pendidikan) dan faktor penarik (variabel permintaan eksternal). Strategi yang dilakukan untuk mencegah terjadinya turnover adalah dengan melakukan MoU kerja sama operasi dengan operator penerbangan sipil. MoU kerja sama ini dibuat dengan tujuan untuk memelihara dan meningkatkan kemampuan serta meningkatkan kesejahteraan penerbang.
Turnover can be experienced by organizations in the private and public sectors. One of them is the Indonesian National Police. In recent years pilots in the Air Police Directorate have conducted turnovers. Pilots turnover has an impact on the Air Police Directorate, one of which is the substantial training costs. To prevent turnover, organizations need to retain employees. Employee retention is the organization's strategy to maintain the potential employees of the organization to remain loyal to the organization. This study aims to analyze the causes of pilot turnover at the Air Police Directorate and describe the strategy of the Marine and Air Police Corps in preventing pilot turnover at the Air Police Directorate. The writing of this article uses descriptive qualitative methods. Data collection techniques used interviews and document research.
The results showed that factors influencing pilot turnover were individual characteristic factors (variable age, length of work & marital status), driving factors (variable salary satisfaction and promotion & education opportunities) and attractor factors (external demand variables). The strategy taken to prevent turnover is to conduct a MoU in cooperation with civil aviation operators. This MoU was made with the aim of maintaining and enhancing capabilities and improving the welfare of pilots."

"While nuclear stalemate has prevented the outbreak of a new effectively world war and provides a tacit consent for limited conventional wars launched by the most modern and well trained armed forces, neverthleless a series of new, desperate, and suicidal tactics of fanatical insurgents, equipped with modern technology, have neutralized the effectiveness of limited conventional wars, and opened a new era of a more sophisticated non conventional warfare. Lessons learnt from the successes and failures of various conventional and non conventional warfare all over the world undeniably reaffirm the crucial and decisive role of the People and the civil population. Those parties who succeeded in securing their confidence and support will in the end win, and those who fail will be defeated. Those confidence and support can never be taken for granted. Albeit unintendedly activities of all parties intended to win such confidence and support either in war or in peace will help further the role of nation-states, good governance, democracy and human rights. In the meantime, new forms of informal yet highly effective network of profit- oriented and well-funded international non-state actors using the so-called soft-power not only undermined the role of nation-states but also put the People and the civil population at their mercy Both governments and armed orces are helpless against the activities of these international non-state actors Therefore there is an urgent need for a fresh and more comprehensive interpreta tion on the correlation between various forms of warfare, the nation-state, and the position of the People and the civil population, both in war and in peace."
