"Sejak tahun 1949, Republik Rakyat Tiongkok (RRT) dan Republik Tiongkok (RT) menganut prinsip "Satu Tiongkok" yaitu di dunia ini hanya ada satu negara yang menggunakan nama "Tiongkok", namun siapa yang diakui sebagai Tiongkok, hal itu kembali kepada interprestasi masing-masing. Prinsip ini terus dipegang oleh kedua belah pihak sampai akhir tahun 1999. Kemenangan Chen Shuibian dan Partai Progresif Demokratik (PPD) yang memperjuangkan kemerdekaan Taiwan menimbulkan sebuah permasalahan besar dalam hubungan Tiongkok - Taiwan maupun bagi perkembangan sosial politik di dalam negeri masing-masing. Melalui pendekatan historis yang digunakan dalam penelitian ini terungkap fakta tentang ide atau cita-cita Chen Shuibian dalam memperjuangkan kemerdekaan Taiwan.

Since 1949, People`s Republic of China (PRC) and Republic of China (ROC) supports the "One China" policy/ principle. Based on this policy, there is only one state called "China", but each side has their own interpretation. Both side keep adhere to the policy until the end of 1999. After Chen Shuibian and his Democratic Progressive Party`s victory in Taiwan has created new problem to China Taiwan`s relationship and to domestic politic`s development in each state. The historical approach that used in this research has revealed some facts about Chen's idea or ambition of Taiwan`s independence."

"Tesis ini membahas tentang ironi respon Taiwan di bawah Pemerintahan Presiden Chen Shui-bian pada 2000-2008, terhadap dampak peningkatan kapabilitas militer China. Pada periode tersebut, strategi militer China bertransformasi menjadi menyerang, namun Taiwan justru tidak meningkatkan, dan bahkan menurunkan, kapabilitas militernya. Dalam penelitian kualitatif dengan disain deskriptif ini, penyusun menjelaskan faktor-faktor yang mempengaruhi respon Taiwan terhadap kpeningkatan kapabilitas militer China di tengah-tengah dilema keamanan yang mereka alami. This Thesis is about the ironic of Taiwan;s respond in the period of President Chen Shui-bian (2000-2008) towards the China;s military capability building. In that period of time, China's military strategy transform into attacking format, while Taiwan tend not to increasing it's military capability, but seem to downgrading it;s military capability.
