"ABSTRAKPenelitian ini bertujuan menguji pengaruh pengawasan fungsional, legislatif, dan masyarakat terhadap kinerja penyelenggaraan pemerintahan daerah di Indonesia pada Tahun 2012-2013. Kinerja pemerintah daerah diukur dengan menggunakan skor EKPPD yang dikeluarkan oleh Kementrian Dalam Negeri Republik Indonesia. Pengawasan fungsional diukur dengan jumlah frekuensi audit kinerja dan operasional BPKP, serta monitoring dan evaluasi (monev) BPKP. Pengawasan legislatif diukur dengan ukuran legislatif (jumlah anggota DPRD). Dan pengawasan masyarakat diukur dengan jumlah pers atau media massa di daerah. Hasil penelitian menunjukkan bahwa audit kinerja dan operasional, ukuran legislatif, serta jumlah pers berpengaruh positif terhadap kinerja penyelenggaraan pemerintahan daerah. Di lain sisi, monitoring dan evaluasi BPKP tidak berpengaruh terhadap kinerja pemda.

ABSTRACTThe purpose of this study is to analyze the effect of functional, legislative, and publicmonitoring to the performance of local government in Indonesia for the year of 2012-2013. The local government performance is measured by Local GovernmentPerformance Index released by Ministry of Internal Affairs of Indonesia. Functionalmonitoring is measured by the number of frequency of Performance and OperationalAudits by BPKP, and the number of frequency of monitoring and evaluation byBPKP. "Penelitian ini bertujuan menguji pengaruh pengawasan fungsional dan pengawasan legislatif terhadap kinerja pemerintah daerah di Indonesia tahun 2011-2012. Kinerja pemerintah daerah diukur dengan skor kinerja yang dikeluarkan oleh Kemendagri dalam Laporan Hasil Evaluasi Pemeringkatan Kinerja Penyelenggaraan Pemerintahan Daerah untuk LPPD tahun 2011 dan 2012. Pengawasan fungsional diukur dengan latar belakang profesi kepala daerah, latar belakang pendidikan kepala daerah, motif reelection, dan kompetisi politik. Pengawasan legislatif diukur dengan ukuran legislatif. Penelitian dilakukan dengan metode kuantitatif serta pengujian hipotesis dengan menggunakan metode Ordinary Least Square (OLS). Secara keseluruhan, hasil penelitian menunjukkan bahwa latar belakang profesi kepala daerah dan ukuran legislatif berpengaruh positif terhadap kinerja pemerintah daerah, sedangkan latar belakang pendidikan kepala daerah, motif reelection, dan kompetisi politik tidak berpengaruh terhadap kinerja pemerintah daerah.

This study aims to investigate about the effect of functional and legislative monitoring to the local government performance in Indonesia for the period of 2011-2012. The local government performance is measured by score of Local Government Performance which is released by Ministry of Home Affairs in the form of Local Government Performance Evaluation Report for LPPD 2011 and 2012. Functional monitoring is measured by professional and educational background of local government leader, reelection motive, and political competition and legislative monitoring is measured by size of parliament. Research is conducted with quantitative methods and hypothesis testing using Ordinary Least Square (OLS) method. Overall results reveal that professional background of local government leader and size of parliament positively affect the local government performance. On the other hand, educational background, reelection motive, and political competition do not affect the local government performance."

"Penelitian ini menguji pengaruh opini, temuan audit dan gender serta tingkat kemandirian dan ukuran Pemda terhadap skor kinerja pemerintah daerah kabupaten/kota di Indonesia tahun 2008-2010. Skor kinerja menggunakan skor kinerja Evaluasi Kinerja Penyelenggaraan Pemerintah Daerah (EKPPD) yang sumber utamanya adalah Laporan Penyelenggaraan Pemerintah Daerah (LPPD) tahun 2008-2010. Dengan menggunakan metode uji regresi berganda terhadap 1082 Pemda kabupaten/kota, hasilnya menunjukan bahwa opini audit Wajar Tanpa Pengecualian dan Wajar Dengan Pengecualian berpengaruh terhadap kinerja Pemda. Temuan audit berpengaruh negatif terhadap kinerja Pemda. Sedangkan Pernda dengan pemimpin Wanita ternyata terbukti berpengaruh terhadap skor kinerja Pemda dan kedua variabel kontrol (tingkat kemandirian dan ukuran Pemda) memiliki pengaruh positif terhadap skor kinerja.

This study examined the influence of opinion, audit findings and gender and level of independence and local govemment size to score the performance of local government in Indonesia in 2008-2010. Performance scores using the performance scores Operation Performance Evaluation of Local Government (EKPPD) Which is the main source of Government Implementation Report (LPPD) in 2008-2010. By using the method of multiple regression test against 1082 local government, the result shows that the unqualified audit opinion and qualified opinion affects the performance of local government. Audit findings adversely affect the performance of local govemment. While the government with Women's as the leaders were shown to affect the performance of local government. And the two control variables (level of independence and the size of government) has a positive effect on performance scores."

"Penelitian ini menguji pengaruh aspek keuangan (rasio desentralisasi fiskal, rasio efektivitas PAD, rasio aktivitas, dan rasio pertumbuhan) terhadap skor kinerja penyelenggaraan pemerintah daerah kabupaten/kota di Indonesia. Skor kinerja menggunakan skor kinerja Evaluasi Kinerja Penyelenggaraan Pemerintah Daerah (EKPPD) tahun 2008 ? 2010 yang sumber utamanya adalah Laporan Penyelenggaraan Pemerintah Daerah (LPPD) tahun 2008 - 2010. Dengan menggunakan uji regresi berganda terhadap 800 sampel hasilnya menunjukkan bahwa rasio desentralisasi fiskal berpengaruh positif, sedangkan rasio aktivitas dan rasio pertumbuhan berpengaruh negatif terhadap skor kinerja penyelenggaraan pemerintah daerah. Hanya rasio efektivitas PAD yang tidak berpengaruh terhadap skor kinerja penyelenggaraan pemerintah daerah.

This research tested the effect of financial aspect (fiscal decentralization ratio, effectiveness of PAD ratio, activity ratio, growth ratio) towards the performance scores of the local government implementation in Indonesian district/cities. Performance scores used in this research is the performance score of EKPPD which the main sources are LPPD budget year 2008 - 2010. By using the multiple regression of 800 sample showed that fiscal decentralization ratio have positive effect, while activity ratio and growth ratio have negative effect to performance score of local government implementation. Only effectiveness of PAD ratio did not have effect on performance score of local government implementation."

"Koalisi dan oposisi sebagai bagian pemerintahan di Indonesia dapat memiliki hubungan dengan kinerja keuangan. Tujuan dari penelitian ini adalah untuk menguji secara empiris mengenai peran koalisi dan oposisi politik di pemerintahan yaitu Kota/ Kabupaten. Jumlah sampel yang diambil adalah 429 Kota/ Kabupaten selama 2 tahun (2015-2016). Total observasi adalah 858. Semua sampel dari Indonesia. Pengukuran penelitian menggunakan regresi (panel data). Kinerja Keuangan diukur dari proporsi Pendapatan Asli Daerah (PAD) dibagi dengan total aset. Koalisi politik diukur dari jumlah anggota koalisi DPRD (berasal dari partai yang sama dengan Bupati/ Walikota) dibagi total anggota DPRD. Oposisi adalah pemenang dari partai kedua (oposisi) dibagi dengan jumlah anggota DPRD. Penelitian ini menggunakan koalisi dan oposisi politik yang ditinjau dari Dewan Perwakilan Rakyat Daerah (DPRD). Data penelitian dari LKPD, KPU, Jariungu dan BPS 2015-2016.Hasil penelitian menunjukkan bahwa koalisi politik tidak berpengaruh terhadap kinerja keuangan. Hal ini dapat diartikan bahwa, DPRD berusaha tetap menjalankan kegiatannya sesuai dengan aturan Undang-Undang. Koalisi DPRD menjalankan kegiatannya sesuai dengan aturan dan tidak hanya mementingkan posisinya di partai saja, hal ini terbukti pada beberapa kota di Indonesia yang tetap memiliki kinerja keuangan yang baik walaupun dikuasai koalisi. Penelitian ini juga menemukan bahwa oposisi tidak berpengaruh terhadap kinerja keuangan. Hal ini dapat disebabkan oleh jumlah oposisi yang relatif lebih sedikit dibandingkan jumlah koalisi. Ini menunjukkan bahwa struktur DPRD tidak secara langsung memiliki hubungan dengan kinerja keuangan pemerintah daerah.

Coalition and opposition as part of government in Indonesia can have a relationship with financial performance. The purpose of this study is to empirically examine the role of coalition and political opposition in government, namely the City/Regency. The number of samples taken was 429 cities/districts for 2 years (2015-2016). Total observations were 858. All samples were from Indonesia. Measurement of research using regression (panel data). Financial Performance is measured by the proportion of Local Own Revenue (PAD) divided by total assets. Political coalitions are measured by the number of DPRD coalition members (from the same party as the Bupati/Walikota) divided by the total DPRD members. The opposition is the winner of the second party (the opposition) divided by the number of DPRD members. This study uses a coalition and political opposition in terms of the Regional House of Representatives (DPRD). Research data from LKPD, KPU, Jariungu and BPS 2015-2016.

The results showed that political coalition had no effect on financial performance. This can be interpreted that the DPRD is trying to keep running its activities in accordance with the provisions of the Act. The DPRD Coalition carries out its activities according to the rules and not only prioritizes its position in the party, this is evident in several cities in Indonesia that still have good financial performance even though controlled by the coalition. This study also found that opposition had no effect on financial performance. This can be caused by the relatively smaller amount of opposition compared to the number of coalitions. The results of this study indicate that the structure of the DPRD does not directly have a relationship with the financial performance of local governments."

"Penelitian ini bertujuan untuk menganalisis pengaruh belanja urusan pendidikan dan belanja urusan kesehatan terhadap kinerja penyelenggaraan pemerintahan daerah yang diukur dengan skor Evaluasi Kinerja Penyelenggaraan Pemerintahan Daerah. Objek penelitian adalah pemerintah daerah Kabupaten dan Kota periode tahun 2011-2013 dengan sampel 813 pemerintah Kabupaten dan Kota. Penelitian ini menggunakan data sekunder yang diperoleh dari Kementerian Dalam Negeri, Direktorat Jenderal Perimbangan Keuangan, Laporan Keuangan Pemerintah Daerah, Ikhtisar Hasil Pemeriksaaan, laman Badan Pusat Statitisk, dan website pemerintah daerah. Penelitian ini menggunakan metode Analisis Regresi Berganda. Hasil penelitian menunjukkan bahwa belanja urusan pendidikan dan belanja urusan kesehatan berpengaruh positif terhadap kinerja penyelenggaraan pemerintahan daerah. Belanja urusan pendidikan dan urusan kesehatan yang semakin meningkat akan meningkatkan kinerja penyelenggaraan pemerintahan daerah. Namun, ada juga pemerintah yang mampu melakukan efisiensi dapat memperoleh kinerja penyelenggaraan pemerintah daerah yang tinggi dengan biaya paling minimum. Pemerintah daerah tersebut diantaranya melakukan perbaikan kapasitas dan kualitas sumber daya aparatur dan perbaikan sistem kerja.

The purpose of this research is to analyze the influence of educational expenditure and health expenditure to the performance of local government.The object of this research is the local government of the cities and the municipalities from 2011 2013 with a sample of 813 cities and municipalities. This research is using secondary data gained from Ministry of Internal Affairs, Directorate General of Fiscal Balance, Financial Statement of the local government, the Resume of the Examination Result, Central Bureau of Statistic website, and local government website. This research is using multiple regression analysis.

The result of this research shows that the educational expenditure and health expenditure have positive effect on the performance of local government. Increase in educational expenditure and health expenditure can stimulate the performance of local government. There are local government achieving better performance using minimum expenditures by improving procedures and educating better human resources."

"Skripsi ini mencoba membuktikan faktor-faktor lain yang mempengaruhi opini audit LKPD. Parameter yang digunakan adalah temuan kelemahan sistem pengendalian internal, temuan ketidakpatuhan perundang-undangan, tingkat penyimpangan, rasio tindak lanjut jumlah dan nominal rekomendasi, tingkat kemenangan kepala daerah dan proporsi pihak oposisi di DPRD. Penelitian ini merupakan penelitian kuantitatif. Hasil penelitian menunjukkan bahwa temuan kelemahan sistem pengendalian internal dan temuan ketidakpatuhan perundangundangan berpengaruh negatif terhadap opini audit. Sementara tindak lanjut jumlah rekomendasi oleh pemerintah daerah dan tingkat kemenangan kepala daerah berpengaruh positif terhadap opini audit.

This thesis tried to prove there is another factors that influence audit opinion on local government financial reports in Indonesia for the period of 2010-2011. Parameters used are internal control system weakness finding, non-compliance to regulations finding, degree of deviation, the ratio of post-audit rectification number, the ratio of post-audit rectification nominal, victory level of regional head and the opposition proportion in legislative. Research is conducted with quantitative methods.

The results reveal that internal control system weakness findings and non-compliance to regulations findings negatively affect audit opinion, while the ratio of post audit rectification number and victory level of regional head positively affect the audit opinion."

Skor kinerja menggunakan skor kinerja Evaluasi Kinerja Penyelenggaraan Pemerintah Daerah (EKPPD) yang sumber utamanya adalah Laporan Penyelenggaraan Pemerintah Daerah (LPPD) tahun 2007-2010. Dengan menggunakan metode uji regresi berganda terhadap 93 sampel, hasilnya menunjukkan bahwa hanya kinerja kesehatan yang berpengaruh positif sedangkan variabel yang lain tidak memiliki pengaruh terhadap skor kinerja pemprov.

This research test the influence of the financial aspects (activity ratio and effectiveness ratio) and non financial aspects (the performance of health, the performance of housing) from the score of the performance of province in Indonesia years 2007-2010. Performance score using the performance scores of Regional Government Performance Evaluation (EKPPD) the main source is the Report of Local Government Orgranization (LPPD) in 2007-2010. The result of multiple regression of 93 sample showed that only the performance of health have positive impact while other variables have no influence to performance scores."

Dengan menggunakan metode censored regression terhadap 232 pemerintah daerah tahun 2010, hasilnya adalah pengungkapan informasi keuangan pada website pemda dan penerapan e procurement berpengaruh positif terhadap kinerja penyelenggaraan pemerintah daerah sedangkan fitur website pemda tidak berpengaruh terhadap kinerja penyelenggaraan pemerintah daerah.

This research uses theratio of change in LAKIP and LPPD evaluation result to measure performanceaccountability and government effectiveness from 2014 to 2015.
