"ABSTRAK
Skripsi ini membahas mengenai implementasi kebijakan tentang kewenangan mediator dalam penyelesaian perselisihan hubungan industrial di Kementerian Ketenagakerjaan Republik Indonesia dengan menganalisis faktor-faktor yang berpengaruh didalamnya. Mediator Kementerian Ketenagakerjaan merupakan representasi pemerintah pusat yang bertanggung jawab merumuskan kebijakan, memberikan pembinaan hubungan industrial pada pengusaha dan pekerja di Indonesia, serta melakukan supervisi, monitoring dan bantuan teknis kepada mediator daerah. Oleh sebab itu, mediator Kementerian Ketenagakerjaan seharusnya dapat menjadi panutan dalam pelaksanaan kebijakan yang sesuai dengan peraturan yang berlaku. Namun, proses implementasi kebijakan terkait kewenangan mediator di Kementerian Ketenagakerjaan belum berjalan seperti yang diharapkan. Penelitian ini menggunakan pendekatan post positivist dengan desain deskriptif. Hasil penelitian menunjukkan bahwa implementasi kebijakan tentang kewenangan mediator dalam penyelesaian perselisihan hubungan industrial di Kementerian Ketenagakerjaan dipengaruhi oleh faktor-faktor berikut, yaitu faktor kurangnya kejelasan komunikasi, terbatasnya kualitas dan pemberdayaan kuantitas sumber daya manusia, sanksi yang belum diterapkan, pimpinan yang kurang berperan, dan koordinasi dengan masyarakat khususnya pengusaha dan pekerja yang belum efektif.

ABSTRACT
This thesis discusses about the implementation of policies regarding the authority of mediator in the settlement of industrial disputes in the Ministry of Labour of the Republic of Indonesia. This study tries to analyze factors that influence the implementation of the policy. Each mediator in the Ministry of Labour is a representation of the central government that responsible for formulating policies, providing industrial relations guidance to employers and workers in Indonesia, as well as supervision, monitoring and technical assistance to regional mediator. Therefore, the mediator in the Ministry of Labour should be a role model in the implementation of policies in accordance with applicable regulations. However, the process of policy implementation in the Ministry of Labour has not run as expected. This research uses post-positivist approach with descriptive design. Results of this study shows that the implementation of the policies regarding the authority of mediators in the settlement of industrial disputes in the Ministry of Labour is affected by the following factors: lack of clarity of communication, lack of quality and quantity of human resources, ineffective sanctions, lack of leadership role, and ineffective coordination with the public, especially employers and workers."

"Based on comprehensive regression analysis, the authors find that weak wage growth and a smaller labour share of national income significantly reduce labour productivity growth. They conclude that supply-side labour market reforms have contributed to reducing labour productivity growth: this cannot be explained by a deregulation-induced inflow of low-productivity labour as proposed by OECD researchers. They also discuss why deregulation, easier firing and higher labour turnover may damage learning and knowledge accumulation in companies, notably by weakening the functioning of the “routinized” innovation model (“Schumpeter II”). Finally, their findings raise doubts about the relevance of Baumol's law and Verdoorn's law."

"ABSTRAK
Tesis ini membahas mengenai bagaimana penyelesaian perselisihan Pemutusan Hubungan Kerja (PHK) dan dihubungkan dengan Undang-Undang Nomor 2 Tahun 2004 Tentang Penyelesaian Perselisihan Hubungan Industrial. Penelitian ini merupakan penelitian yang bersifat deskriptif dan apabila dilihat dari tujuannya termasuk penelitian hukum normatif atau penelitian doktrinal. Lokasi penelitian di perpustakaan dengan melakukan studi kepustakaan. Jenis data yang dipergunakan adalah data sekunder. Teknik pengumpulan data yang dipergunakan yaitu teknik Penelitian Kepustakaan. Analisis data menggunakan analisis kualitatif dengan studi kasus Putusan Perkara Nomor : 87 K/PDT.SUS/2012. Hasil penelitian menyarankan Berdasarkan penelitian ini diperoleh hasil bahwa penyelesaian perselisihan hubungan industrial pada Pengadilan Hubungan Industrial menurut UU No. 2 Tahun 2004 lebih mengakomodasi dan mengikuti perkembangan jaman dibandingkan dengan penyelesaian perselisihan pada Panitia Penyelesaian Perselisihan Perburuhan (P4) menurut UU No. 22 Tahun 1957. Mekanisme penyelesaian perselisihannya menganut asas cepat, tepat, adil, dan murah, serta sifat putusannya yang memberikan kepastian hukum. UU No. 2 Tahun 2004 mencoba menjawab segala kekurangan dan kelebihan yang terdapat dalam UU No. 22 Tahun 1957, namun, undang-undang ini pun memiliki kekurangan-kekurangan dan perlu dilakukan amandemen.

ABSTRACT
This thesis discusses about how the dispute settlement Termination of Employment and connected by Act No.2 of 2004 on Industrial Relations Dispute Settlement. This research is a descriptive study and when seen from the research objectives include normative legal or doctrinal research. Research location conducted in the library based on the library research. Using secondary data as th type of data. Data collection techniques used are engineering library research. Analyzed using a qualitative case study Decision on Case No. : 87K/PDT.SUS/2012. Based on the research results of this study suggests that the results obtained in the settlement of industrial disputes under the Industrial Relation Court of Law Number 2 In 2004 more accommodating and follow the development of time compared to the settlement of disputes in Labour Disputes Resolution Comittee according to Law. 2 In 2004 more accommodating and follow the development of time compared to the settlement of disputes in Labour Disputes Resolution Committee according to Law no. 22 of 1957. Adheres to the principles of mechanism rapid resolution accurate, fair, and inexpensive, as well as the nature of the decision which provides legal certainty Law Number 2 of 2004 trying to answer all the deficiencies and advantages contained in the Law Number 22 In 1957, however, this Law also has deficiencies and needs amendment.

"In Argentina, one third of all employed women, but only 3 per cent of all employed men, are care workers. Their relative pay and working conditions depend not only on applicable labour market regulations (and enforcement) but also, crucially, on the organization of care service provision, including the degree of public-sector engagement in the provision of particular services, the different care providers, and the locus of care provision (institutional vs. other contexts, e.g. households).
