"Proses reformasi birokrasi dengan metode e-Bureaucracy di Kabupaten Jembrana memunculkan satu asumsi bahwa modernisasi birokrasi dapat tertunjang oleh sistem kemasyarakatan berbasis pada nilai budaya. Secara normatif, ada asumsi bahwa penerapan e-Bureaucracy sejak masa Bupati I Gede Winesa mampu mereformasi birokrasi Kabupaten Jembrana. Namun, hasil penelitian terbaru pada masa Bupati Putu Artha menunjukkan bahwa ada anomali potensi kegagalan e-Bureaucracy, mulai dari penurunan fungsi menara J-Net, tidak berfungsinya Kantor Internet Desa, hingga pelayanan birokrasi secara manual. Hasil penelitian menunjukkan bahwa ada dua masalah dasar dalam implementasi e- Bureaucracy. Pertama, lemahnya reformasi internal birokrasi Kabupaten Jembrana. Kondisi tersebut dipengaruhi oleh euforia masa lalu dan lemahnya daya inovasi aparat birokrasi Jembrana. Lemahnya inovasi disebabkan oleh belum optimalnya prinsip pendelegasian dalam struktur birokrasi di Jembrana. Kedua, belum optimalnya partisipasi masyarakat sebagai basis reformasi eksternal. Penyebabnya adalah kuatnya pendekatan top-down pemerintah kabupaten kepada sistem kemasyarakatan yang ada dan masih belum optimalnya prinsip pemberdayaan masyarakat oleh LSM lokal. Penelitian menggunakan pendekatan kualitatif dengan menerapkan studi literatur, wawancara mendalam, dan focus group discussions (FGD).

This condition is caused by the euphoria with the past government and by the lack of innovation by the Jembrana bureaucratic apparatus. This situation is caused by the limited delegation of power in the bureaucratic structure in Jembrana. Secondly, community participation is not really being optimized as the basis of external reform. The lack of community participation is caused by the strong top-down approach from government and the lack of empowerment building by local NGO. The study uses a qualitative approach supplemented with literature study, in-depth interviews, and focus group discussions (FGD)."

"Kota Tangerang Selatan merupakan kota termuda yang tergabung dengan wilayah Jabodetabek yang merupakan pemekaran dari Kabupaten Tangerang. Penelitian ini bertujuan untuk mengetahui tentang strategi percepatan pelaksanaan reformasi birokrasi terutama dalam bidang pelayanan perijinan di Badan Pelayanan Perijinan Terpadu (BP2T) Kota Tangerang Selatan.
Metode yang digunakan dalam penelitian ini adalah deskriptif analitis, yaitu mengumpulkan informasi mengenai status gejala yang ada, yaitu keadaan gejala menurut apa adanya saat penelitian dilakukan.
Disimpulkan bahwa pelaksanaan reformasi birokrasi belum dilaksanakan secara formal, karena dokumen roadmap reformasi birokrasi belum disahkan oleh Walikota Tangerang Selatan. Namun strategi percepatan reformasi birokrasi sudah dilakukan melalui inovasi pelayanan perijinan pada Badan Pelayanan Perijinan Terpadu (BP2T) Kota Tangerang Selatan.

South Tangerang is the youngest city incorporated into Jabodetabek area which is the expansion of the Tangerang Regency. This study aims to find out about accelerated strategies of bureaucratic reform, especially in the field of licensing service in the Integrated Licensing Service Agency (BP2T) of South Tangerang City.
The method used in this study is a descriptive analysis, which collects information about the status of existing symptoms, i.e. bureacratic reform which is the symptom whenthe study was conducted.
The study found that the implementation of the reform of the bureaucracy has not been formally implemented, due to the bureaucratic reform roadmap document that has not been approved by the Mayor of South Tangerang. But the acceleration strategies of bureaucratic reform has been carried out through the innovation licensing service on the Integrated Licensing Service Agency (BP2T) of The South Tangerang City.

"Penelitian ini bertujuan untuk menganalisis pengaruh leader-member exchange (LMX), partisipasi, dan informasi terhadap commitment to change yang dimediasi oleh employee perceptions of justice. Penelitian ini dilakukan di Kementerian Sekretariat Negara yang mulai tahun 2005 mengalami proses perubahan organisasi melalui pelaksanaan reformasi birokrasi. Pengumpulan data dilakukan dengan menggunakan metode survei kuesioner. Jumlah responden dalam penelitian ini sebanyak 372 orang. Analisis data dilakukan dengan menggunakan metode Structural Equation Model (SEM).
Hasil penelitian menunjukkan bahwa leader-member exchange (LMX) tidak memiliki pengaruh positif langsung terhadap commitment to change, sedangkan partisipasi dan informasi memiliki pengaruh positif langsung terhadap commitment to change. Selain itu, leadermember exchange (LMX), partisipasi, dan informasi memiliki pengaruh positif langsung terhadap employee perceptions of justice.
Penelitian ini juga membuktikan bahwa employee perceptions of justice memediasi secara penuh pengaruh leader-member exchange (LMX) terhadap commitment to change. Di sisi lain, employee perceptions of justice memediasi secara parsial pengaruh partisipasi dan informasi terhadap commitment to change.

This research aimed to analyze the influence of leader-member exchange (LMX), participation and information toward commitment to change mediated by employee perception of justice. This research was conducted in the Ministry of State Secretariat of the Republic of Indonesia. In addition, the Ministry of State Secretariat had bureaucratic reformation in 2005, resulting in the changes of its organization. The data were collected from questionnaires. The participants of the questionnaires were 372 people. The data were analyzed by using Structural Equation Model (SEM).
The result showed that leader-member exchange (LMX) did not has positive effect directly toward commitment to change, while participation and information have positive effect directly toward commitment to change. Moreover, leader-member exchange (LMX), participation, and information have positive effect directly toward employee perceptions of justice.
This research also proved that employee perceptions of justice fully mediate the effect leader-member exchange (LMX) toward commitment to change. On the other hand, employee perceptions of justice partially mediate the effect participation and information toward commitment to change.
