"ABSTRAKTata kelola pemerintahan yang baik (good governance) dewasa ini menjadi tuntutan yang berkembang dari masyarakat. Pemerintah sebagai pelayan masyarakat memiliki kewajiban untuk mewujudkan harapan masyarakat tersebut. Salah satu bentuk upaya pemerintah untuk meningkatkan pelayanan kepada masyarakat dan mewujudkan tata kelola pemerintahan yang baik adalah dengan memanfaatkan teknologi informasi dalam proses penyelenggaraan pemerintahan atau yang dikenal dengan e-government yang kemudian diatur dalam peraturan presiden RI sebagai Sistem Pemerintahan Berbasis Elektronik (SPBE). Dalam pengembangan SPBE tersebut diperlukan suatu perencanaan dan kebijakan strategis yang tepat agar manfaatnya betul-betul efektif dan mampu mendukung serta meningkatkan kinerja pemerintah di tengah berbagai kebijakan yang menuntut efisiensi dan transparansi anggaran. Penelitian ini bertujuan untuk menyusun perencanaan strategis sistem informasi (PSSI) untuk Badan Kepegawaian, Pendidikan dan Pelatihan Daerah (BKPPD) Kota Cirebon menggunakan metodologi Peppard dan Ward dengan mengkombinasikan beberapa alat analisis seperti Critical Success Factor, Value Chain Analysis dan SWOT untuk menghasilkan usulan rancangan strategis sistem informasi yang terdiri dari strategi SI, strategi TI, dan strategi manajemen SI/TI, sehingga pengembangan SI/TI bukan lagi sebagai cost center tetapi diposisikan sebagai pemungkin (enabler) yang memberikan nilai dan manfaat (value center) bagi organisasi dan pemerintah daerah. Dengan adanya PSSI ini diharapkan mampu memberikan solusi atas permasalahan yang dihadapi organisasi dalam menjalankan aktivitas bisnisnya.

ABSTRACTGood governance today is a growing demand from the community. The government as a public servant has an obligation to realize the expectations of the community. One form of government efforts to improve service to the community and realize good governance is by utilizing information technology in the process of administering government, known as e-government, which is then regulated in the presidential regulation of Indonesia as an Electronic-Based Government System. In developing the Electronic-Based Government System, it is necessary to have appropriate strategic planning and policies so that the benefits are truly effective and able to support and improve government performance amid policies that demand budget efficiency and transparency. This study aims to develop an Information System Strategic Planning for Regional Civil Service and Training Agency of Cirebon using the Peppard and Ward methodology by combining several analytical tools such as the Critical Success Factor, Value Chain Analysis and SWOT to produce strategic design proposals information system consisting of IS strategies, IT strategies, and IS / IT management strategies, so that the development of IS / IT is no longer a cost center but is positioned as an enabler that provides value and benefit to organizations and local governments.
