"[Tesis ini membahas kesiapan sumber daya manusia Direktorat Jenderal Industri Kecil dan Menengah dalam menghadapi restrukturisasi organisasi di Kementerian Perindustrian dan upaya-upaya yang dilakukan organisasi untuk mempersiapkan sumber daya manusia Direktorat Jenderal Industri Kecil dan Menengah menghadapi restrukturisasi organisasi. Teori yang digunakan untuk membahas permasalahan penelitian adalah teori kesiapan individu untuk berubah dari Robert Kriegel dan David Brandt serta teori delapan tahap perubahan organisasi dari John Kotter. Penelitian ini adalah penelitian post positivism dengan desain deskriptif. Hasil penelitian menyarankan agar Direktorat Jenderal Industri Kecil dan Menengah memberikan sosialisasi, membangun komunikasi, memberikan pendidikan dan pelatihan, memperkuat peranan tim khusus restrukturisasi organisasi, memperbaiki sistem dokumentasi, promosi, penempatan pegawai, serta penanaman budaya baik yang dapat mendukung upaya perubahan organisasi Direktorat Jenderal Industri Kecil dan Menengah;This thesis discusses about the readiness of the human resources Directorate General of Small and Medium Industries in facing organizational restructuring at the Ministry of Industry and the efforts which organization undertaken to prepare human resources readiness in facing organizational restructuring. "Perkembangan e-government dan teknologi yang terjadi, mendorong perubahan dalam berbagai aspek, seperti salah satunya dalam pemerintahan. Perubahan yang terjadi seperti berkembangnya hal-hal yang mengarah kepada online atau digital, diantaranya adalah e- catalogue, e-KTP, maupun pemberitaan ataupun penyampaian informasi pemerintah melalui media-media digital. Berkembangnya e­-government dan teknologi ini, berdampak kepada PNS, salah satunya adalah Jabatan Fungsional Pranata Humas (JFPH). Kompetensi atau keahlian yang dimiliki oleh JFPH, belum mencukupi atau mampu untuk menghadapi perkembangan ini. Dibutuhkan pengembangan bagi JFPH untuk meningkatkan kompetensi maupun kecakapan mereka, yaitu hard skills dan soft skills. Apabila tidak dilakukan pengembangan, maka JFPH akan mengalami ketertinggalan yang akan menghambat kinerja mereka. Penelitian ini bertujuan untuk menggambarkan Pengembangan Sumber Daya Manusia pada Jabatan Fungsional Pranata Humas (JFPH) yang dilakukan oleh Kementerian Komunikasi dan Informatika (KemenKOMINFO) dalam menghadapi perkembangan e-government. Penelitian ini menggunakan teori yang dikemukakan oleh Marihot Tua Effendi, yang terbagi menjadi empat (4) dimensi yaitu societal objective, organizational objective, functional objective, dan personal objective. Penelitian ini dilakukan dengan pendekatan post-positivis serta pengumpulan data dilakukan dengan wawancara mendalam serta menggunakan dokumen-dokumennya lainnya dan studi literatur sebagai data sekunder. Hasil dari penelitian ini menunjukkan bahwa pengembangan telah dilakukan dengan berbagai cara, seperti workshop, seminar, diklat, kelas belajar, maupun lainnya. Program yang disusun telah memenuhi kesiapan untuk menghadapi perkembangan walaupun terdapat kelemahan pada diklat yang cenderung teoritis dan tidak up to date. Secara keseluruhan, berdasarkan hal, kegiatan, maupun program yang telah disusun dan dilaksanakan, JFPH telah memenuhi kesiapan akan e-government ini.

The growth of e-government and technology that happening now, driving changes in various aspects, such as one, in the government. Changes that occur are such as the developments of things that lead to online or digital in the government, including e-catalogue, e-KTP, as well as reporting the news or delivery of the government information through digital media. The growth of e-government and technology has an impacts on civil servants, one of which is the Functional Office of Public Relation (JFPH). The competency or expertise possesed by JFPH, has not been sufficient or able to deal with this growth. Development is needed for JFPH to improve their competencies and skill, such as hard skills and soft skills. If there’s no development whis is conducted, then JFPH will be left behind which will hamper their performance. This study aims to describe the Development of Human Resources in the Functional Position of Public Relations Institutions (JFPH) conducted by the Ministry of Communication and Information Technology (KemenKOMINFO) in dealing with the growth of e-government. This study uses a theory proposed by Marihot Tua Effendi, which is divided into four (4) dimensions, namely societal objectives, organizational objectives, functional objectives, and personal objectives. This research was conducted with a post-positivist approach and data collection was done by in-depth interviews and using other documents and literature studies as secondary data. The results of this study indicate that the development has been carried out in various ways, such as workshops, seminars, training, learning classes, and others. The program that has been prepared has met the readiness to deal with developments even though there are weaknesses in the training which tend to be theoretical and not up to date. Overall, based on things, activities, and programs that have been prepared and implemented, JFPH has fulfilled this e-government readiness."

"ABSTRAK
Kemampuan adaptasi merupakan element penting keuanggulan kompetitif dalam lingkungan yang turbulen yang dihasilkan dari inovasi Teknologi yang cepat. Meskipun banyak riset mencakup hal ini, namun riset tentang bagaimana kapabilitas organisasi ini dikembangkan di dalam perusahaan sebagai respon terhadap perubahan masih cukup terbatas. Menggunakan praktik yang ada di industri telekomunikasi di Indonesia, riset ini menguji pengaruh praktik-praktik sumber daya manusia terhadap ambidexterity manajerial dan kapasitas organisasi untuk berubah dan selanjutnya terhadap kemampuan adaptasi. Data diambil dari kepala unit organisasiData dikumpulkan dari 252 kepala unit organisasi dari tiga perusahaan operators terbesar di Induti telekomunikasi di Indonesia. Data yang terkumpul diolah dengan menggunakan structural equation modeling SEM . Hasil empiris menunjukkan bahwa implementasi efektif dari serangkaian praktik sumber daya manusia ndash; terdiri dari praktik-praktik pengembangan sumber daya manusia, praktik-praktik hubungan sosial dan praktik-praktik pengukuran kinerja ndash; berkontribusi pada pengembangan ambidexterity manajerial dan kapasitas organisasi untuk berubah; yang pada akhirnya berkontribusi secara positif terhadap kemampuan adaptasi organisasi. Namun demikian, hasil penelitian tidak menunjukkan hubungan yang signifikan anatara kapasitas organisasi untuk berubah dan ambidexterity manajerial. Penelitian ini memberikan kontribusi kepada literatur manajemen dengan memberikan alternatif penjelasan mengenai bagaimana aksi-aksi spesifik dan mekanisme di internal perusahaan dalam mengembangkan kemampuan adaptasi perusahaan.

ABSTRACT
Adaptability represents an important determinant of competitive advantage in turbulent environment such as generated from high speed technology innovation. Despite intense work in the area, how this organisational capability developed inside firm to respond to the dynamic environment, remains poorly researched. Using the practices in mobile telecommunication firms, this study investigates the impact human resources practices on that capability, in order to enhance organisational capacity for change and in turn to improve managerial ambidexterity for adaptability to environmental change. Data was collected from 252 head of organisational units among three biggest mobile telecommunication operators in Indonesia. The collected data was then analysed using structural equation modeling SEM .The empirical results show that effective implementation of a set of HR practices ndash consisting of human development practices, social relations practices and performance management practices contribute to the establishment of managerial ambidexterity and organisational capacity for change which finally contributes positively to adaptability. The findings, however, do not show significant relationship between organisational capacity for change and managerial ambidexterity. These findings contribute to the literatures by providing alternative explanation on the specific actions and mechanism inside firm to develop adaptability."

"Pemberdayaan sumber daya manusia merupakan strategi yang harus diputuskan Instansi yang mempunyai pegawai yang relatif banyak seperti Sekretariat Jenderal Departemen Kehakiman dan Hak Asasi Manusia, karena melalui pemberdayaan sumber daya manusia akan diperoleh sumber daya manusia yang berkualitas yang mampu memenuhi kebutuhan organisasi dimasa yang akan datang. Menurut Prof. Dr. Azhar Kasim, Pemberdayaan pegawai negeri sipil adalah pemberian wewenang dan tanggung jawab yang seimbang serta pelatihan dan pengembangan pegawai agar mereka mampu melaksanakan fungsi dan tugasnya secara lebih mandiri. Upaya ini terkait dengan pembelajaran individu (individual learning) yang dapat mendukung pengembangan karir masing-masing pegawai negeri sipil dan kebutuhan organisasi, tidak hanya melalui pendidikan formal tetapi juga melalui pendidikan informal selagi bekerja. Sedangkan menurut Fandy Tjiptono pemberdayaan adalah upaya untuk meningkatkan motivasi dan produktifitas karyawan, melalui konsep ini karyawan diserahi wewenang dan tanggung jawab yang lebih besar dalam pengambilan keputusan.
Kualitas dan profesional sumber daya manusia ditentukan oleh pembinaan pegawai yang dilakukan oleh manajemen sumber daya manusia. Manajemen karir menurut Prof. Dr. Prasetia Irawan dkk. adalah proses pengelolaan karir pegawai yang meliputi tahapan kegiatan perencanaan karir, pengembangan dan konseting karir serta pengambilan keputusan karir. Manajemen karir melibatkan semua pihak termasuk pegawai yang bersangkutan dengan unit tempat sipegawai bekerja, dan organisasi secara keseluruhan. Dalam pembinaan pegawai salah satu unsur panting adaiah pengembangan karir, karena apabila pengembangan karir direncanakan dan dilaksanakan dengan baik akan memberikan keuntungan kepada pegawai yang termotivasi untuk mengembangkan kemampuan, semangat kerja dan profesionalisme serta keuntungan kepada organisasi.berupa meningkatnya kinerja organisasi.
Melalui penelitian ini akan dijelaskan bagaimana pemberdayaan sumber daya manusia dilaksanakan dan faktor-faktor apa yang mempengaruhi pemberdayaan sumber daya manusia. Tujuan penelitian ini untuk mengetahui bagaimana pelaksanaan pemberdayaan SDM pada Sekretariat Jenderal dilaksanakan serta untuk mengetahui ada tidaknya hubungan faktor-faktor pemberdayaan sumber daya manusia (pendelegasian wewenang, pelatihan dan motivasi) dengan pengembangan karir.
Penelitian dilakukan pada Kantor Sekretariat Jenderal Departemen Kehakiman dan Hak Asasi Manusia dengan mengambil sampel sebanyak 79 orang responden yang masing-masing mewakili enam Unit/Biro yang ada dilingkungan Sekretariat Jenderal Departemen Kehakiman dan Hak Asasi Manusia, Penelitian ini bersifat deskriptif maka untuk menganalisis data penulis menggunakan cara mendiskripsikan atau menggambarkan data yang telah terkumpul sebagaimana adanya tanpa bermaksud membuat kesimpulan untuk umum atau generalisasi.
Hasil penelitian menunjukkan bahwa temyata terdapat hubungan yang cukup kuat antara faktor-faktor pemberdayaan sumber daya manusia, pendelegasian wewenang, pelatihan dan motivasi) dengan pengembangan karir pegawai. Dad ketiga faktor yang mempengaruhi pengembangan karir tersebut ternyata tidak ada faktor yang paling dominan, rata-rata mempunyai hubungan yang sama yaitu "cukup kuat", kecuali variabel pelatihan yang mempunyai tingkat korelasi "rendah".
Hasil penelitian ini untuk jajaran Sekretariat Jenderal Departemen Kehakiman dan Hak Asasi Manusia dapat dijadikan bahan referensilkajian dalam melakukan penelitian lanjutan serta diharapkan puia dapat dijadikan masukan bagi pengelola sumber daya manusia dalam kebijakan pengembangan karir di Sekretariat Jenderal Departemen Kehakiman dan Hak Asasi Manusia.

Empowerment of Human Resources is a strategic that has to be decided by an institution with a lot of employees like in Secretary General of Department of Justice and Human Rights, because through empowerment of human resources, we could get the human resources who have quality and capability to fulfill the needs of organization in the future. According to Prof. Dr. Azhar Kasim, empowerment of civil servant is distribution of balanced authority and responsibility, training and developing employee, so they are able to do their duty effectively. This effort has relation to individual learning that support the career development of civil servant and the needs of organization, not only through formal education but also through informal education while they are working.
According to Fandy Tjiptono, empowerment is the effort to increase motivation and productivity of employee. Through this concept, the employee is given the authority and responsibility more in making decision.
The quality professional of Human Resources determined by establishment of employee has done by management of Human Resources. Career management according to Prof. Dr. Pi and friends; is employee career process including the step of career decision-making. Career management involve all sides, including the employee himself and the unit where he works and the organization itself. in establishing employee, one of the important thing is career developing, because if it is planned and done well, it will give the advantage for the employee who are motivated to develop their ability and support them to work . And for the organization, the advantage is the increasing of organization performance.
Through this survey, explained how empowerment of Human Resources is done and what factors influence the empowerment of Human Resources. The goal or aim of the survey is for knowing how the implementation empowerment of Human Resources in Secretary General and there is any relation of the factors (authority, training and motivation ) with career developing.
The survey is located in Secretary General using sample amount 79 respondents represents 6 bureau in Secretary General. The survey is descriptive. It means that to analyze data, the writer describes data without making conclusion or generalize it. The result of survey indicates that there is tight correlation 1 relation between empowerment of Human Resources, authority distribution, training and motivation with employee career development. From the three factors, factors have the same "strength" except training variable which has low correlation.
This result could be used for referent material in further survey and as suggestion in policy making of career developing in Secretary General of Department of Justice and Human Rights.

"Pengembangan organisasi dalam suatu organisasi sangat penting untuk dilakukan dikarenakan apabila suatu organisasi tidak melakukan gerakan perubahan maka organisasi tersebut akan tetap diam ditempat tanpa adanya kemajuan. Pengembangan organisasi merupakan salah satu panduan bagi organisasi untuk melakukan perkembangan sesuai dengan perubahan dan perkembangan zaman yang kian selalu berkembang. Penelitian ini mengkaji tentang pengembangan organisasi yang bertujuan untuk meningkatkan kinerja sumber daya manusia di instansi pemerintahan daerah tepatnya di Badan Perencanaan, Penelitian dan Pengembangan Daerah Kabupaten Sumbawa yang ditinjau melalui model human resource interventions. Penelitian ini menggunakan metode penelitian dengan pendekatan kualitatif dan kuantitatif dengan analisis data mixed method dengan teknik pengumpulan data survei, kuesioner dan wawancara mendalam kepada sampel yang ada di Badan Perencanaan, Penelitian dan Pengembangan Daerah Kabupaten Sumbawa, Nusa Tenggara Barat. Hasil penelitian ini menunjukkan bahwa pengembangan organisasi dalam upaya meningkatkan kinerja sumber daya manusia di Badan Perencanaan, Penelitian dan Pengembangan Daerah Kabupaten Sumbawa yang ditinjau melalui model human resource interventions tergolong baik yang dibuktikan dengan data yakni sebesar 67,7 persen atau sekitar 21 responden mendukung pernyataan tersebut. Sementara, sebanyak 25,8 persen atau setara dengan 8 responden merasa sangat baik. Serta 6,5 persen atau setara dengan 2 responden merasa kurang baik. Oleh karena itu, dapat disimpulkan bahwa pernyataan terkait “Pengembangan Organisasi dalam upaya Meningkatkan Kinerja Sumber Daya Manusia di Instansi BAPPEDA Kabupaten Sumbawa yang ditinjau melalui model Human Resource Interventions kurang baik” itu tidak terbukti.

Organizational development in an organization is very important to do because if an organization does not carry out a change movement, the organization will remain in place without any progress. Organizational development is one of the guidelines for organizations to carry out developments in accordance with the changes and developments of the times that are always developing. This research examines organizational development that aims to improve the performance of human resources in local government agencies, specifically in the Regional Planning, Research and Development Agency of Sumbawa Regency which is reviewed through the human resource interventions model. This study uses research methods with qualitative and quantitative approaches with mixed method data analysis with survey data collection techniques, questionnaires and in-depth interviews with samples in the Regional Planning, Research and Development Agency, Sumbawa Regency, West Nusa Tenggara. The results of this study indicate that organizational development in an effort to improve the performance of human resources in the Regional Planning, Research and Development Board of Sumbawa Regency which is reviewed through the human resource interventions model is classified as good as evidenced by the data, namely 67.7 percent or around 21 respondents support this statement. . Meanwhile, as many as 25.8 percent or the equivalent of 8 respondents felt very good. And 6.5 percent or the equivalent of 2 respondents is not good. Thus it can be concluded that the statement regarding "Organizational Development in Efforts to Improve the Performance of Human Resources of the Sumbawa Regency BAPPEDA Agency which is reviewed through the Human Resources Intervention model is not good enough" is not proven."

"Penelitian ini membahas pelayanan registrasi dan identifikasi (Regident) BPKB & STNK kendaraan bermotor pada Direktorat Lalulintas Polda Metro Jaya. Tujuan penelitian untuk mencari postur ideal kualitas sumber daya manusia (SDM) dalam menghadapi ancaman degradasi di era digitalisasi. Landasan teori terdiri dari teori kompetensi SDM, public service, new public service, service excellence, dan public trust. Sedangkan metode penelitian menggunakan pendekatan kualitatif dengan desain kualitatif eksplanatori. Melalui analisis penalaran induktif, penelitian menemukan pentingnya faktor kunci untuk membangun postur ideal dalam menghadapi transformasi digital. Untuk faktor kunci meliputi komposisi dan kompetensi SDM, dan sarana prasarana digital berkaitan dengan efisiensi mekanisme pelayanan. Adapun postur ideal untuk menghadapi ancaman degradasi era digital, penelitian mensyaratkan adanya kesesuaian kompetensi dengan bidang kerja, motivasi kerja tinggi, budaya kerja yang mendukung, bersikap proaktif, serta memiliki komunikasi dan negosiasi yang baik. Hal yang harus dilakukan untuk membangun postur ideal SDM, diperlukan peningkatan kompetensi melalui: (1) pendidikan dan pelatihan; (2) pendidikan kejuruan; (3) pendidikan pengembangan spesial; (4) transfer pengetahuan; dan (5) sertifikasi teknologi dan informasi komputer. Penelitian menyimpulkan bahwa dengan memiliki postur ideal SDM, maka pelayanan Regident BPKB dan STNK pada Direktorat Lalu Lintas Polda Metro Jaya tidak saja mampu menghadapi ancaman degradasi pelayanan digital, namun juga dapat berperan sebagai agen perubahan dalam meningkatkan kualitas pelayanan dan kepuasan masyarakat untuk menuju Smart Public Service.

This research discusses the registration and identification service (Regident) of BPKB & STNK motor vehicles at the Directorate of Traffic Polda Metro Jaya. The purpose of the research is to find the ideal posture of human resource (HR) quality in facing the threat of degradation in the digitalization era. The theoretical foundation consists of HR competency theory, public service, new public service, service excellence, and public trust. Meanwhile, the research method uses a qualitative approach with an explanatory qualitative design. Through inductive reasoning analysis, the research found the importance of key factors in building an ideal posture in facing digital transformation. For key factors include the composition and competence of HR, and digital infrastructure related to service mechanism efficiency. As for the ideal posture to face the threat of digital era degradation, the research requires the competence to match the field of work, high work motivation, a supportive work culture, being proactive, and having good communication and negotiation. What needs to be done to build an ideal HR posture, competency improvement is needed through: (1) education and training; (2) vocational education; (3) special development education; (4) knowledge transfer; and (5) computer technology and information certification. The research concludes that by having an ideal HR posture, the Regident BPKB and STNK service at the Directorate of Traffic Polda Metro Jaya is not only able to face the threat of digital service degradation, but can also act as an agent of change in improving service quality and public satisfaction towards Smart Public Service."

"Pengembangan sumber daya manusia merupakan salah satu bagian dari manajemen sumber daya manusia yang harus dilaksanakan oleh organisasi. dalam organisasi publik, Pengembangan SDM dilakukan untuk meningkatkan knowledge, skill dan abilities PNS di maksud. Di dalam Peraturan Pemerintah Nomor 11 Tahun 2017 tentang Manajemen PNS yang menyatakan bahwa setiap PNS memiliki hak untuk memperoleh pengembangan kompetensi selama dua puluh jam pelajaran dalam satu tahun. Pengembangan kompetensi dilakukan untuk meningkatkan kompetensi setiap PNS melalui berbagai kegiatan, salah satunya dengan melaksanakan pendidikan dan pelatihan (Diklat). Diklat dapat dilaksanakan dengan berbagai metode baik secara klasikal maupun non-klasikal. Penelitian ini dilakukan dengan pendekatan kualitatif yang bersifat deskriptif dengan jenis penelitian terapan yang bertujuan untuk memberikan solusi terhadap strategi pengembangan SDM yang di lakukan oleh Kementerian Hukum dan Hak Asasi Manusia melalui Badan Pengembangan Sumber Daya Manusia Hukum dan HAM dan Balai Pendidikan dan Pelatihan Hukum dan HAM. Teknik pengumpulan data dalam penelitian ini dilakukan melalui wawancara terhadap informan internal dan eksternal yang berjumlah sebanyak sepuluh informan. Informan internal di antaranya Sekretaris Badan, Kepala Bidang Program di Pusat Pengembangan Diklat Teknis dan Kepemimpinan dan Pusat Pengembangan Diklat Fungsional dan HAM serta Kepala Pusat Penilaian Kompetensi. Sedangkan, informan eksternal BPSDM Hukum dan HAM di antaranya, Kepala Kantor Wilayah, Kepala Divisi Administrasi dan Kepala Bagian Pengembangan Karir di Biro Kepegawaian. BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM memiliki tugas dan fungsi untuk melaksanakan pengembangan SDM terhadap seluruh PNS di lingkungan Kementerian Hukum dan Hak Asasi Manusia. BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM saat ini menyelenggarakan pengembangan SDM dengan melaksanakan pendidikan dan pelatihan (Diklat) melalui daring dengan metode Pembelajaran Jarak Jauh (PJJ) dan e-learning. Diklat dilaksanakan sesuai dengan sasaran strategis BPSDM Hukum dan HAM yang berpedoman pada rencana strategis Kementerian Hukum dan HAM. Dalam pengembangan SDM yang dilakukan oleh BPSDM dan Balai Diklat Hukum dan HAM terdapat faktor penghambat, sehingga perlu adanya strategi pengembangan SDM yang sesuai dan dapat dilaksanakan oleh BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM. Data collection techniques in this study were conducted through interviews with internal and external informants totaling ten informants. Internal informants include the Secretary of the Agency, The Head of Program Affairs at the Center for Technical and Leadership Training Development and the Center for The Development of Functional and Human Rights Training and the Head of the Competency Assessment Center. Meanwhile, external informants include, Head of Regional Office, Head of Administration Division and Head of Career Development Department at Staffing Bureau. The Human Resources Development Agency of Law and Human Rights and The Education and Training Center of Law and Human Rights have the task and function to carry out human resources development to all civil servants within the Ministry of Law and Human Rights. Merjer dan akuisisi (M&A) adalah suatu cara untuk memacu pertumbuhan perusahaan secara lebih cepat walaupun hal tersebut merupakan proses yang rumit dan beresiko. Dalam situasi yang hanya bisa berhasil atau gagal semacam itu adalah sangat penting untuk memperhatikan semua detail yang mungkin mempengaruhi sukses tidaknya perusahaan dalam merealisasikan keuntungan dari M&A. Faktor budaya dan sumber daya manusia merupakan faktor yang seringkali terlewatkan.Tesis ini akan memberikan gambaran apakah faktor tersebut memang juga terlewatkan dalam M&A di Indonesia, terutama di industri perbankan, dengan menelaah tiga studi kasus M&A yang terjadi belakangan ini.

ABSTRACT
Merger and acquisition (M&A) is one way to make a company grows faster although it is a very risky and complex process. In such situation of make or break it is important to pay attention to every detail that has potential to determine success or failure of reaping the benefit of the M&A. HR and cultural factors are often overlooked. This thesis will provide insight whether such factors have also been overlooked in M&As in Indonesia, especially banking industry, by reviewing three cases of recent M&A.

"Skripsi ini membahas bagaimana kesiapan Badan Layanan Umum Transjakarta untuk menjadi Badan Usaha Milik Daerah PT Transjakarta dari aspek sumber daya manusia dan kinerja keuangan. Penelitian ini dilakukan dengan menggunakan pendekatan post-positivist melalu studi lapangan dan studi kepustakaan. Hasil penelitian menunjukan bahwa Transjakarta dari aspek sumber daya manusia siap untuk menjadi Badan Usaha Milik Daerah sementara jika dari aspek kinerja keuangan Transjakarta tidak siap untuk menjadi Badan Usaha Milik Daerah.

This thesis discusses how the readiness of public service agency Transjakarta to be a local owned enterprise through human resources and financial performance aspects. This research was conducted by using post-positivist approach through field research and document research. The result show that Transjakarta is ready to be a state owned enterprise through its human resources aspect. But Transjakarta is not ready to be state owned enterprise through its financial performance."
