"It is well known that the extensive emission of greenhouse gases(GHG) such as
CO2 gas and freon gas during a long period up to the present society after the industri-
al revolution in the 18th century is a fundamental reason causing the global warming
and the climate change on our globe as reported in a lot of references”. In such a cir-
cumstance, the average temperature during an entire year at the surface of the globe
has been elevated about ldeg.C comparing the corresponding temperature at the in-
dustrial revolution. Thus, mitigation or reduction of the global warming is one of the
most important subject to keep the continuous development of human beings.
On the other hand, drying up of energy resources as fossil fuels is another serious
problem to realize the sustainable development of our industrial society and our daily
lives. Nuclear power would be a clean energy, since the fossil fuel is not used and CO2
gas is not emitted during the generation of the power. "

"In recent years, as a supplement for conventional large-scale power generation system,
gas distributed generation has got much comprehensive attention. This study reviews the cur-
rent status, incentive policies and barriers of gas distributed generation in Shanghai. Currently,
the gas distributed energy development in Shanghai is facing grim situations: on the one hand,
most of the prime movers are imported from abroad with relaitvely high initial cost, and the
natural gas price increases gradually, which lead to the poor economic performance; on the
other hand, the relevant institution, mechanism and policy frameworks are imperfect, making
gas distributed energy system difficult to fully enjoy its energy saving advantages. However,
considering the huge market potential in Shanghai and successful experiences in some foreign
countries, it is believed that gas distributed generation will be paid more and more attention,
and support the low-carbon transition of the electric power industry in Shanghai."

"To solve the global climate change problem, countries require more than efforts at local
level: multilateral cooperation and climate policy integration are essential for realizing a
wide-area low-carbon society. Realizing a low-carbon society is not a simple action that addresses global warming while ignoring the quality of human life, but is a process to achieve
harmonious sustainable development of economy, environment and society while solving the
problem of global warming simultaneously. According to the principle of “Common but Differentiated Responsibilities", China should stick to the consistent pathway towards emission reduction. Energy saving, followed by fuel transformation and renewable energy utilization, is the most efficient technology China will promote to achieve the emission reduction, In addition, Carbon Capture and Storage (CCS) technologies will play an important role after 2050. China's CO2 emissions are likely to peak around 2040 (550pprn) or even earlier in about 2030 (450ppn1) with great efforts. No single energy source is going to be the solution to global warming Development of alternative power sources is the only way towards sustainable development. As a developing country, China's pathway to a lowcarbon economy is absolutely a n0-regret approach with recognizing the uncertainty of climate change Nevertheless, the low-carbon economy is just one of the necessary conditions for achieving sustainable development. In this study, firstly we discussed the future direction and technology strategies for realizing a low-carbon society in the Post-Kyoto climate policy framework. "

"Sejak dibentuk pada 1996, forum Asia-Europe meeting (ASEM) telah sukses menjembatani hubungan antara negara-negara anggota Uni Eropa dengan Asia Timur. Kendati demikian, tulisan ini menunjukkan bahwa peran ASEM tidak sekadar sebagai forum dialog antarkawasan. Forum ini secara potensial menbawa dampak-dampak yang positif bagi negara-negara partisipan dari Asia Timur (East Asian Community). Sebenarnya suda ada smbidi yang luar biasa di Asia Timur untuk membentuk kelompok masyarakat tersebut. Namun belum ada suatu rancangan yang kuat untuk membangunnya oleh karena masih adanya perbedaan di antara negara-negara di kawasan tersebut. Oleh karena itu, ASEM dapat membawa dukungan yang berarti dalam mmerumuskan pembentukan East Asian Community melalui tiga pendekatan. Yaitu menginfestasikan dialog antar kawasan antara Uni Eropa dan Asia Timur dalam proses ASEM, mendukung kemitraan Uni Eropa -ASEAN dan ASEAn+3 dan melibatkan partisipasi aktor-aktor non-negara."

"ABSTRAK
Tesis ini membahas mengenai tinjauan yuridis atas pemberdayaan MBR dalam mengkases perumahan yang mendapatkan dukungan dari kerjasama pemerintah dan swasta (KPS) dengan fasilitas Pemerintah melalui Fasilitas Likuiditas Pembiayaan Perumahan (FLPP) terhadap KPR Sejahtera. Metode penelitian dalam tesis ini adalah metode penelitian hukum normatif yang mengacu pada norma-norma hukum yang terdapat pada peraturan perundang-undangan yang bersifat penelitian deskriptif dan dengan menggunakan pendekatan konseptual yang merujuk pada prinsip-prinsip hukum yang ditemukan dalam perundang-undangan, pendapat sarjana maupun doktrin hukum. Hasil penelitian ini menyimpulkan bahwa permasalahan mendasar bagi masyarakat khususnya masyarakat berpenghasilan rendah untuk memiliki atau membeli rumah adalah masalah keterjangkauan terutama dalam masalah panjangnya prosedur yang harus dipenuhi oleh MBR. Kemampuan atau daya beli sebagian besar masyarakat Indonesia masih sangat terbatas. Sedangkan harga lahan dan harga bahan bangunan semakin lama semakin meningkat. Di samping itu, keterbatasan dana Anggaran Pendapatan dan Belanja Negara (APBN) yang dialokasikan untuk pembiayaan perumahan belum seimbang dengan besarnya kebutuhan. Di sisi lain, kebijakan bantuan pembiayaan (subsidi) perumahan yang selama ini diterapkan sifatnya tidak bergulir. Oleh karena itu, diperlukan upaya dan inisiatif lain agar dana APBN yang terbatas dapat lebih dioptimalkan untuk keperluan pembiayaan
perumahan. Ada beberapa hal yang dimuat dalam UU PKP ini yang dibiarkan sebagai pernyataaan saja sedang pengaturannya harus ditafsirkan sendiri dari pasal-pasal yang ada. Ini memang memberi harapan tetapi mungkin juga menimbulkan kekhawatiran yang masih tersembunyi atau telah termanifes. Walaupun demikian bukan mustahil ada yang khawatir bahwa amanat UU tidak mampu dilaksanakan oleh institusi yang ada. Kebijakan FLPP sebagai kebijakan di bidang pembiayaan perumahan yang bersifat bergulir dan diharapkan semakin lama akan tidak membebani dana APBN lagi-yang saat ini semakin terbatas.
Secara umum, terdapat dua prosedur pengikutsertaan pihak swasta yaitu: pertana, tender terbuka secara kompetitif negosiasi langsung. Apapun bentuk prosedur yang dipilih, proses ini harus dapat menjamin bahwa keikutsertaan swasta dapat meningkatkan kondisi sarana prasaranaa dan pelayanannya, menghasilkan suatu inovasi dan kreatifitas yang berharga serta terlepas dari korupsi. Salah satu cara untuk mencapai inovasi dan kreatifitas yaitu dengan meminimasi persyaratan yang
spesifik dalam dokumen tender, dan lebih menekankan pada tujuan utama dari suatu proyek, dengan melibatkan ide pihak swasta; dan kedua peran masyarakat tetap menjadi penting khususnya dalam pengadaan perumahan dan permukiman, dapat dilakukan melalui pengembangan masyarakat (community development).

ABSTRACT
This thesis discusses the review of the legal aspects of the empowerment of low-income people in housing mengkases get support from the government and private partnership (PPP) with the Government through the Housing Finance Liquidity Facility (FLPP) against Prosperity Mortgage. The research method in this thesis is a research method that refers to the normative legal norms contained in laws that are descriptive and the conceptual approach which refers to the principles of law found in legislation, scholars and opinion legal doctrine. Results of this study concluded that the fundamental problem for people, especially lowincome people to own or buy a home is a matter of affordability, especially in matters of procedure length that must be met by the MBR. Ability or the
purchasing power of the maj ority of Indonesian people are still very limited. While the price of land and the price of building materials progressively increased. In addition, limited funds Budget and Expenditure (Budget) allocated for housing finance has not been balanced by the magnitude of the need. On the other hand, financial aid policies (subsidized) housing that has been applied nature are not rolling. Therefore, the required efforts and other initiatives in order to fund a limited budget can be optimized for the purpose of housing finance. There are a few things contained in the law that allowed the PFM as pernyataaan only are the settings must be interpreted itself from existing chapters.
It does give hope but may also give rise to concerns that they have hidden or manifestation. However it is not impossible there are worries that the mandate of the Act can not be implemented by existing institutions. FLPP policy as a policy in the field of housing finance is expected to roll and the longer it will not burden the state budget again-which is increasingly limited. In general, there are two procedures that inclusion of the private sector: 1) a competitive open tender basis of direct negotiations. Whatever the form of the procedure chosen, this process should ensure that private participation can improve the condition of facilities and services prasaranaa, producing a valuable innovation and creativity and in spite of the corruption. One way to achieve the innovation and creativity that is by minimizing the specific requirements in the tender documents, and more emphasis on the primary purpose of the project, with the idea of involving the private sector; 2) Community remains an important role especially in the procurement of housing and settlements, can be done through community development (community development)."
