"National security and economic development could be in conflict. The dynamics of migration of people that touches upon one country's border like that of Malaysia and Indonesia for the interest of economy could lead to tension of the two countries along the borders. As long history of Indonesian migrant workers coming to Malaysia through West Kalimantan and East Kalimantan , the issue of mutual interest in terms of economy as well as the security are crucial to maintaining bilateral cooperation between Indonesia and Malaysia. The paper is an attempt to make an account of the issue. Using prosperity approach to building security, it is recommended that the economic poverty prevailing in the communities among the Indonesians in the surroundings borders be lifted by way of proper socio-economic development for those communities. "

"ABSTRAK
Migrasi pekerja di Indonesia sudah difomalisasikan. Para calon pekerja migran harus melalui proses perekrutan, pelatihan, dan penempatan yang dilakukan oleh Pelaksana Penempatan Tenaga Kerja Indonesia, salah satu aktor dalam industri migrasi yang mengambil keuntungan dari migrasi pekerja. Pada sisi lain, ruang informalitas di Indonesia tetap ada, sehingga brokers informal hadir untuk menjadi mediator antara PPTKIS dan calon pekerja migran. Melalui penelitian etnografi, tulisan ini mengeksplorasi hubungan keduanya yang berlandaskan trust dan reliance. Trust merupakan rasa percaya yang berlandaskan emosional, sementara reliance muncul dari rasionalitas. Hubungan antara brokers dan CTKI memperlihatkan non-representational knowledge, yaitu ketika brokers memberikan informasi mengenai birokrasi, peraturan, dan gambaran kehidupan TKI di luar negeri kepada CTKI yang kemudian dari sini trust muncul. Trust hanya dapat terjalin antarindividu dan tidak mungkin terjalin antarinstitusi maupun antara individu dan institusi yang juga menjadi alasan mengapa ruang infomalitas masih terus terbuka di Indonesia. Penelitian ini juga menunjukkan bagaimana brokers informal menjadi pihak yang turut melanggengkan fenomena transplantasi pekerja migran di Indonesia

ABSTRAK
Labor migration in Indonesia is formalized, potential migrants have to go through the recruitment, training, and placement process whose task has been delegated by the government to the private labor recruitment agencies, one of the actors in migration industry that profits from worker migrations. On the other hand, there remains room for informality, the informal brokers present as the mediators between PPTKIS and prospective migrant workers. Through ethnographic research, it explores the relationship of both parties based on trust and reliance. Trust is based on the emotional; meanwhile reliance is based on rationality and risk calculation. The relationship between brokers and the prospective migrants shows the non-representational knowledge; when brokers provide information about bureaucracy, regulations, and an overview of the life abroad to prospective migrant works, then trust emerges. Trust can only be established between individuals and may not be established between institutions as well as between individuals and institutions. Thus, informality still remains in Indonesia. The study also showed how informal brokers become parties who perpetuate the phenomenon of transplantation of migrant workers in Indonesi"

"Ide pembentukan Komunitas Politik Keamanan ASEAN APSC pada tahun 2015 merupakan perwujudan salah satu pilar dari Komunitas ASEAN. ASEAN Community Pembentukan komunitas keamanan ini merupakan suatu fenomena yang menarik karena komunitas ini dibentuk dalam suatu kawasan regional yang terdiri dari negara negara dengan kapabilitas militer yang cenderung serupa karena tidak terdapat hegemon regional di kawasan tersebut.
Penelitian ini berfokus untuk menganalisis mengapa proses pematangan APSC diikuti oleh poliferasi senjata ofensif oleh negara negara anggota ASEAN Penelitian ini juga bertujuan untuk menunjukkan keterkaitan antara proses pematangan Komunitas Politik Keamanan ASEAN APSC dengan dinamika persenjataan di Asia Tenggara serta seberapa besar tingkat interaksi antara kedua variabel tersebut.

The idea of the establishment of ASEAN Political Security Community APSC in 2015 is a manifestation of security pillar which is one of the pillars that support ASEAN Community The establishment of this security community is an interesting phenomenon as it is created in a region that consists of states with similar military capabilities as the region does not possess regional hegemon.
This research focuses on the question why the maturation of ASEAN Political Security Community APSC is followed by the arms proliferation of ASEAN member states. It also explains the linkage between the maturation of APSC and the arms dynamics in Southeast Asia as well as the level of interaction among the two variables."

"Tesis ini akan memfokuskan pada implikasi kebijakan suaka atau keimigrasian Perdana Menteri John Howard dan Tony Abbott yang berasal dari Partai Liberal di Australia terhadap Indonesia. Penulisan ini bertujuan untuk memahami variabel dominan yang mempengaruhi proses perumusan dan pelaksanaan kebijakan suaka atau keimigrasian di Australia, kecenderungan umum perilaku politik keimigrasian di negeri kangguru tersebut, dan implikasinya terhadap hubungan bilateral dengan Indonesia dalam kurun waktu pemerintahan kedua Perdana Menteri diatas melalui beberapa kasus politik, yaitu Tampa (2001), Papua (2006), dan Operasi Kedaulatan Perbatasan (2013-sekarang). Berbicara masalah politik keimigrasian di Australia, terdapat beberapa variabel terkait masalah tersebut. Bob Birrell (2001), salah satu pakar terkemuka mengenai masalah politik keimigrasian di Australia mengatakan bahwa setidaknya ada 3 (tiga) unsur utama yang harus diperhatikan, yaitu masalah kepentingan, masalah hak-hak migran dan masalah kekuasaan negara. Ketiganya merupakan variabel dominan yang dapat digunakan untuk memahami politik keimigrasian diAustralia. Isu keimigrasian di Australia sangat rentan terhadap masalah politisasi, khususnya kepentingan politik domestik di negara tersebut. Politik internasional merupakan kelanjutan dari politik domestik. Politik domestik menjadi latar belakang kebijakan luar negeri suatu negara. Salah satu aspek politik domestik yang sering terkait dengan kasus internasional adalah dinamika berupa pertarungan atau konflik politik. Penanganan kasus Tampa dan Papua oleh John Howard, maupun kasus kebijakan Operasi Kedaulatan Perbatasannya Tony Abbott adalah contoh konkrit hasil dinamika politik domestik Australia tersebut. Politik keimigrasian di Australia adalah kombinasi antara kepentingan politik domestik serta kepentingan Internasional yang dituangkan dalam peraturan perundang-undangan keimigrasian atau Migration Act 1958 dengan beberapa amandemen parsialnya. Selain itu, momentum pemilihan umum kiranya dapat menjadi faktor determinan dalam melihat konsistensi kepemimpinan liberal Howard atau Abbott dalam menerapkan kebijakan keimigrasian atau suaka melalui referensi beberapa kasus diatas, serta implikasinya terhadap Indonesia. Australia cenderung melihat lingkungan sekitarnya dengan mata orang asing, merasa superioritas dan melihat negara-tetangga di kawasannya dengan ketakutan dan kecurigaan. Sebaliknya negara-negara sekitarnya memandang Australia bertindak seperti kekuatan kolonial. Peningkatan hubungan baik dengan Indonesia sangat diperlukan karena pada dasarnya setiap negara saling membutuhkan meskipun dalam kondisi konflik.

This thesis will focus on the policy implications of asylum or immigration Prime Minister John Howard and Tony Abbott from the Liberal Party in Australia against Indonesia. This research aims to understand the dominant variables that affect the process of formulation and implementation of asylum or immigration policies in Australia, general trend of political behavior immigration in the kangaroo country, and the implications for bilateral relations with the Indonesian government within both the Prime Minister on through several political cases, the Tampa (2001), Papua (2006), Operation Sovereignty and Border (2013-present). Talking about immigration politics in Australia, there are several variables related to the problem. Bob Birrell (2001), one of the leading experts on the issue of immigration politics in Australia said that there are at least three (3) main elements that must be considered, that is a matter of interest, issues of migrant rights and issues of state power. All three are the dominant variables that can be used to understand the politics of immigration in Australia's immigration Australia. The issues highly vulnerable to politicization, particularly domestic political interests in the country. International politics is a continuation of domestic politics. Domestic politics into the background of a country's foreign policy. One aspect that is often related to domestic politics with international cases is the dynamic form of battle or political conflict. Handling cases of Tampa and Papua by John Howard, as well as the case of Operation Sovereignty borders policy Tony Abbott is a concrete example of the results of the Australian domestic political dynamics. Immigration politics in Australia is a combination of domestic political interests and international interests outlined in the legislation on immigration or the Migration Act 1958 with some amendments partial.
