"Artikel ini menyajikan hasil evaluasi pelaksanaan Tutorial Tatap Muka (TTM) di Kabupaten Seram Bagian Barat, Provinsi Maluku mengenai pelaksanaan dan faktor-faktor penghambat pelaksanaan TTM. Pengumpulan data di lapangan dilakukan dengan menggunakan teknik wawancara dan kuesioner. Data dianalisis secara deskriptif yaitu memberikan makna pada setiap data yang dikumpulkan, serta disajikan dalam bentuk persentase dan grafik. Hasil yang diperoleh menunjukkan bahwa pelaksanaan kegiatan TTM yang terdiri atas kegiatan awal, kegiatan inti dan kegiatan akhir terlaksana dengan baik sesuai dengan ketentuan yang ditetapkan oleh UT. Sedangkan faktor-faktor penghambat dalam pelaksanaan tutorial adalah jarak, transportasi, sumber daya manusia (tutor), dan keterbatasan sarana komunikasi."

"Face-to-face tutorial is a type of student services provided by Universitas Terbuka at each regiional central center. Factors which influence the effectiveness of face-to-face tutorial in Banda Aceh regional center were discussed.The research method was descriptive-corelational. There were 66 tutors as respondents filled the questionnaire. Data collection was carried out from april until june 2010. In analyzing the data, correlation test of rank spearman was used. The result showed thet (1) the effectiveness of face-to-face tutorial was at medium level; (2) factors which influence the effectiveness of face-to-face tutorial were the infrastructure, the contribution of regional center and the quantity of face-to-face tutorial.

"ABSTRAK
Fokus utama dalam penelitian ini adalah menganalisis peran faktor ekonomi, sosial, dan demografis dalam mempengaruhi permintaan terhadap pendidikan tinggi. Model yang dipilih untuk analisis ini adalah model binomial logit. Dengan menggunakan data dari Survei Sosial Ekonomi Nasional (SUSENAS) 2012, penelitian ini menemukan bagaimana pengaruh biaya langsung, pendapatan yang dikorbankan, dan karakteristik sosial-ekonomi rumah tangga (pendapatan rumah tangga dan tingkat pendidikan orang tua), yang dikontrol dengan variabel kemampuan nonkognitif, lokasi tempat tinggal, dan gender, terhadap keputusan individu untuk berpartisipasi di pendidikan tinggi. Biaya langsung dan pendapatan yang dikorbankan terbukti menurunkan probabilitas individu berpartisipasi di pendidikan tinggi secara signifikan, sedangkan karakteristik sosial-ekonomi rumah tangga memiliki pengaruh yang positif terhadap keputusan berpartisipasi di pendidikan tinggi.

ABSTRACT
The main focus of this study is to analyze the role of economic, social, and demographic in influencing the demand for higher education. The model selected for this analysis is a binomial logit model. Using data from Survei Sosial Ekonomi Nasional (SUSENAS) 2012, this study found how the influence of direct costs, forgone earnings, and households? socio-economic characteristics (household income and education level of parents), which are controlled by noncognitive ability, location, and gender, on individual's decision to participate in higher education. The direct costs and forgone earnings have significantly lower the likelihood of participation in higher education, while households? socio-economic characteristics have a positive effect on higher educational choice."

"[ABSTRAK
Penelitian ini bertujuan mempelajari determinan yang mempengaruhi pemilihan
tipe institusi pendidikan tinggi dengan menggunakan data Susenas tahun 2012.
Variabel jenjang, beasiswa, memiliki akses internet, rasio biaya pendidikan
terhadap pengeluaran rumah tangga dan biaya transportasi mempengaruhi secara
signifikan partisipan dalam memilih tipe institusi pendidikan tinggi. Hasil
penelitian menunjukkan bahwa partisipan yang memiliki akses internet, penerima
beasiswa, memiliki rasio biaya pendidikan terhadap pengeluaran rumah tangga
dan biaya transportasi lebih tinggi serta berjenjang Diploma memiliki
kecenderungan untuk memilih Perguruan Tinggi Swasta (PTS).

the household expenses and transportation costs significantly influence
participants of high education in selecting the type of higher education. The
results showed that participants with internet access, receives scholarship, has a
ratio of the cost of education on household spending and higher transportation

"The structure of higher education organizations always reflect the belief of those who develop the institutions. This article discusses some impacts of goverment's intervention regarding university organizations in newly drafted higher education regulation. The author believes that higher education paradigm shift only occurs when a university essentially adopts a bundle of new modes of of thinking in dealing with economic, political, social, and cultural phenomena. The shift should not be intervened by any other parties outside the university including by the government through certain regulation. Such intervention will only harm the heterogenous scientific thinking among Indonesian academic communities."
