"ABSTRAK
Tahap perencanaan dan pengendalian produksi dalam suatu sistem manufaktur merupakan faktor yang menentukan efektivitas suatu perusahaan.
Melalui perencanaan dan pengendalian produksi maka dapat diambil keputusan yang optimum berdasarkan sumber daya yang dimiliki perusahaan dalam memenuhi produk yang dihasilkan. Dengan meramalkan permintaan (demand) dari kendaraan bermotor yang tepat sebagai masukkan utamanya, maka dapat ditentukan perencanaan yang strategis atas permintaan tersebut selama jangka waktu menengah melalui metode perencanaan agregat (aggregate planning). Dari perencanaan jumlah kendaraan yang diramalkan, maka dapat ditentukan jumlah stamping yang dibutuhkan untuk membuat kendaraan tersebut. Dalam peramalan diperhatikan faktor-faktor dan inflasi, suku bunga bank dan juga indeks harga saham , dimana faktor-faktor tersebut akan mempengaruhi peramalan.
Perencanaan agregat yang akan ditentukan adalah pengaruh dari produksi yang tetap dan variasi tenaga kerja (workforce); tenaga kerja konstan, variasi inventors dan stockout; Tenaga kerja rendah konstan dan subkontrak; tenaga kerja konstan dan lembur (overtime), dari keempat perencanaan tersebut ditentukan hasil yang optimum.

ABSTRACT
The Planning And Controlling Production by Using Aggregate Planning Method (Case Study; Stamping Process Inautomotive Production Of Daihatsu In Year 2000)
The phases of planning and controlling production in a manufacture system will be the factor to determine effectivity of a company. By using the planning and controlling production, an optimum decision can be taken based on the resources of the company in fulfilling demand of the products. By using an exact forecast for the demand of the automotive, it will be able to determine the strategic planning on the demand for the middle period by using the aggregate planning methode. From the forecast of the number of the vechicles planned, it will be able to determine number of stamping required to produce the vechicles. In making the forecasting, the factors of inflation, bank's interest, foreign exchange, and share price indeks have to be noticed as these factors will influence the forecast.
The set up of aggregate planning is a result of the exact production and various workforce; constant workforce, various inventory and stockout; the low constant workforce and subcontract; constant workforce and overtime. The optimum result can be established from for planning.

"Rabies merupakan zoonosis penting yang dapat menular dari hewan kepada manusia, disamping case fatality rate-nya 100% juga mengurangi pemasukan devisa negara di bidang pariwisata sebab rabies merupakan penyakit yang ditakuti oleh wisatawan mancanegara setelah malaria. Sampai akhir tahun 1999, kasus rabies pada manusia tertinggi di Indonesia adalah di Pulau Sulawesi kemudian diikuti oleh Pulau Sumatera dengan kasus rabies yang tertinggi terjadi di Propinsi Sumatera Barat. Di Sumatera Barat kasus rabies pada manusia sampai akhir tahun 1999,yang tertinggi terdapat di Kabupaten Tanah Datar dimana terdapat 7 kematian akibat rabies di kabupaten ini atau 39 % dari seluruh kematian akibat rabies di Propinsi Sumatera Barat.
Program pemberantasan rabies bertujuan untuk menurunkan kasus rabies baik pada manusia maupun pada hewan sehingga seluruh Indonesia pada tahun 2005 terbebas rabies, dimana salah satu kegiatan utama program pemberantasan rabies adalah memberikan vaksin anti rabies kepada anjing. Di Kabupaten Tanah Datar pencapaian vaksinasi rabies bagi anjing tersebut masih rendah yang sampai pada akhir tahun 1999 rata-rata hanya 26,8% dari target 70% populasi anjing di kabupaten ini.
Penelitian ini bertujuan untuk memperoleh informasi penyebab rendahnya perilaku pemberian vaksin anti rabies bagi anjing oleh masyarakat pemiliknya di Kabupaten Tanah Datar yang dihubungkan dengan pengetahuan, persepsi dari sikap masyarakat terhadap cara-cara memelihara anjing, rabies serta terhadap manfaat vaksin anti rabies bagi anjing. Juga untuk memperoleh informasi tentang nilai-nilai yang terkandung dalam memelihara anjing pemburu oleh masyarakat pemburu di daerah ini,serta mendapatkan informasi baik tentang faktor pemungkin maupun faktor penguat yang dapat mempengaruhi untuk tetap berlangsungnya pemberian vaksinasi anti rabies bagi anjing oleh pemiliknya di daerah ini.
Penelitian dilakukan di Kecamatan Tanjung Emas, Lintau Buo dan X Koto, Kabupaten Tanah Datar, Propinsi Sumatera Barat. Pengumpulan data dimulai bulan November 2000 sampai Pebruari 2001. Desain penelitian adalah metode kualitatif dengan teknik diskusi kelompok terarah dan wawancara mendalam.
Hasil penelitian menunjukkan bahwa masih rendahnya perilaku masyarakat dalam pemberian vaksin anti rabies bagi anjing terutama oleh masyarakat pemburu pemilik anjing, hal ini disebabkan karena rendahnya pengetahuan masyarakat tentang cara-cara memelihara anjing dan pengetahuan tentang penyebab rabies serta kegunaan vaksin anti rabies bagi anjing, yang menyebabkan timbulnya persepsi yang salah baik terhadap penyebab rabies maupun terhadap manfaat vaksin anti rabies untuk anjing, Persepsi yang salah ini ternyata menimbulkan sikap negatif terhadap pemberian vaksin anti rabies untuk anjing oleh masyarakat pemiliknya di daerah ini.
Dalam penelitian ini juga terungkap anjing pemburu mempunyai nilai tinggi bagi pemburu di daerah ini, namun tidak ditemui hubungan antara nilai tersebut dengan rendahnya pemberian vaksin anti rabies untuk anjing oleh masyarakat pemilik anjing pemburu di daerah ini. Selanjutnya dalam penelitian ini juga terungkap bahwa target pemberian vaksin anti rabies untuk anjing ditentukan berdasarkan ketersediaan vaksin, bukan berdasarkan jumlah anjing yang harus di vaksinasi per tahun, serta waktu pelaksanaan pemberian vaksinasi tersebut hanya sekali setahun dan ketua kelompok pemburu belum memberi dorongan kepada pemburu untuk selalu memberikan vaksin anti rabies bagi anjingnya. Semuanya itu berkemungkinan juga menjadi penyebab rendahnya perilaku masyarakat untuk memberi vaksin anti rabies kepada anjing.

Analysis to the Respond of People Having Dogs to Anti Rabies Vaccination in Tanah Datar District Year 2000
Rabies is an important zoonotic disease transmissible from animal to human, with case fatality rate of 100% and has a potency to reduce the Country Foreign Exchange from tourism. Rabies is the most frightening disease to tourist after malaria. By the end of 1999, the highest member of rabies to human in Indonesia is in Sulawesi followed by Sumatera. West Sumatera has the highest record where Tanah Datar District has the most significant with 7 deaths over 39% of Rabies Deaths within West Sumatera.
Rabies Elimination program is aimed to reduce rabies case on human as well as animals until Indonesia is deemed free from rabies by the year 2005. The main activity of the program is to vaccinatie pet dogs. In Tanah Datar by the year 1999, the vaccination coverage is very low with oney 26.8% from 70% of target dogs in the community.
This research is to collect information of why people are reluctant to give anti rabies vaccination to their dogs in Tanah Datar in relation to their knowledge, perception and their good care of dogs, of rabies and anti rabies vaccination as well as its worth. It is furthermore aimed to know the norms of how hunters take care of their hunting dogs and to analyze enabling and reinforcing factors which could possibly encourage people within the district to vaccinate their dogs with anti rabies vaccination.
The research took place in Tanjung Mas Sub District, Lintau Buo and X.Koto Tang' Datar District, West Sumatera Province. Data collection started in November 2000 up to February 2001. The research is done using a qualitative method with focus group discussion techniques and in depth interview.
Result indicates that the reluctance in giving anti rabies vaccination were due to insufficient knowledge about good care of dogs and rabies and about the anti rabies vaccination is worth to dogs. The insufficient knowledge lead to misunderstanding on rabies and the effect of vaccination that causes negative respond to the vaccination program.
The research also revealed that hunters esteem their dogs highly, but there is no correlation between the value and the low respond to vaccination. The research result indicates that the target of vaccination depends on the vaccination availability and not on the number of dogs to be vaccinated per year. The vaccination only conducted once a year. The Chief Hunter did not encourage the hunting members to vaccinate their dogs. Currently there is District Regulation to control dogs entering form other regions. All these cause the low respond of the community to vaccinate their dogs.
