"Salah satu aset dari rumah sakit yang berperan selama 24 jam yaitu tenaga paramedis perawatan, tentunya memerlukan perhatian khusus. Tenaga paramedis perawatan yang bekerja di rumah sakit mempunyai kekhususannya sendiri, teristimewa dalam hal perencanaan tenaga tersebut. Telah dilakukan penelitian pada 5 ruang rawat inap, tentang perencanaan perhitungan tenaga paramedis perawatan dari 22 ruangan perawatan, dengan mempertimbangkan beberapa faktor yang menjadi perhatian dalam perencanaan tersebut. Faktor-faktor yang berperan antara lain jumlah tempat tidur, B.O.R, produktivitas dan "turn over" yang sangat berperan pada manajemen keperawatan, lebih khusus lagi proses asuhan keperawatan.Penelitian ini memperlihatkan kedekatan dari faktor-faktor teasebut diataa dengan perencanaan perhitungan kebutuhan tenaga paramedis perawatan di lima ruang rawat inap ( R. ICU. R Muarai I, R.Murai II, R. Kenari I dan R.Cempaka II) Rumah Sakit P.T. Pelni "Petamburan" Jakarta. Beberapa hasil dari penelitian ini memperlihatkan pada ruangan dengan jumlah tempat tidur relatif sedikit, memperlihatkan produktifitas yang tinggi, sedangkan B.D.R. relatif tidak tinggi. Juga ada ruangan dengan. jumlah tempat tidur relative banyak, memperlibatkan produktiftas relatif rendah, begitu juga B.D.R. relatif tidak tinggi.Selanjutnya penelitian ini juga memperlihatkan jumlah "turn over" bervariasi antara 10% sampai dengan 11%. Hal ini sangat berpengaruh pada proses asuhan keperawatan, meskipun tidak disadari bahwa dengan adanya "turn over" yang semula hanya mencerminkan kekurangan tenaga secara kuantitatif, bila dihubungkan dengan proses asuhan keperawatan metode penugasan "team" akan mempengaruhi kualifas pelayanan, keadaan ini menggambarkan kekurangan tenaga secara kualitatif. Sehingga perencanaan perhitungan kebutuban tenaga paramedis perawatan di rumah sakit harus memasukkan faktor-faktor seperti jumlah tempat tidur, B.Q.R., produktifitas dan. "turn over" didalam perhitungan. Meskipun masih banyak faktor-faktor diluar rumah sakit yang mempengaruhi perencaan tenaga paramedis perawatan yang diluar jangkauan, dengan memperhitungkan faktor-faktor tersebut akan lebih mencerminkan kedekatan pada kebutuhan tenaga yang nyata.

One asset of a 24-hour aperated hospital is paramedics / nurse human resources who certainly deserve a particular attention. This paramedics / nurse human resources have a specified matter to be observed, specially in planning their resources . It has been observed on 5 paramedics I nurse service complexes for their calculation of amount to be hired for 22 paramedics 1 nurse rooms within its consideration of several factors to be focused on that planning_ These factors include amount of bed, B.O.R, productivity and turn over which effect on nursery management, further on nursery process.

This observation shows loser relationship of the factor abover with the planning of amount needed to be heired in the 5 paramedics I nurse service complexes (R.ICU, R Murai I, R. Murai II, R. Kenari I and R Cempaka II) in rumah Sakit PT. Pelni "Petamburan" Jakarta. Several matters of this observation bring about the fact that a space within relatively less amount of bed shows high productivity but less B.O.R. and this also shows a space within relatively more bed has less productivity either less B.O. R.

Further, this observation also shows various amount of turn over 10% up to 11% mainly, this effects on nursery process as it is unaware, eventhouth, that the turn over which previously reflects less quantity of paramedics I nurse human resources, whether concerned with the process of the team=work method of nursery, this will effect on service's quality, say, this reflects less quality of paramedics I nurse human resources.

As a conclusion, this planning of calculation of paramedics 1 nurse human resources needed in hospital must concern any factors ; amount of bed, B.Q.R, productivity an turn over. There are still many other factors externally out of hospital's environment which also effects on this planning of paramedics /nurse human resources, although at less these factors above will reflect closer figure on real paramedics I nurse human resources."

Lalu bagaimana media massa Jepang memaknai kedatangan tenaga kerja Indonesia ini? Melalui teori semiotika Roland Barthes penelitian ini berusaha menangkap representasi identitas para calon perawat dan care worker Indonesia dalam artikel-artikel berita pada salah satu media massa Jepang, The Asahi Shimbun Digital. Dengan analisis makna konotasi terhadap unsur kebahasaan dalam artikel berita The Asahi Shimbun Digital, penelitian ini menemukan bahwa representasi-representasi identitas yang ditampilkan melanggengkan ideologi-ideologi tertentu.

The sending of Indonesian nurse and care worker candidates since 2008 through the framework of Japan Indonesia Economic Partnership Agreement is a new chapter in the relations between the two countries. The question is how Japanese mass media interpret the migration of Indonesian labor to their country? By using Roland Barthes semiotics theory, this research captured the representation of identity of Indonesian nurse and care worker candidates identity in the news articles on one of the Japanese mass media, The Asahi Shimbun Digital. Through the analysis of connotative meanings of linguistic elements in the news articles, this research found that representations of identity perpetuate certain ideologies."
