"Penelitian ini membahas tentang evaluasi pelaksanaan Management Development Program di PT XYZ. Penelitian ini menggunakan penelitian kuantitatif deskriptif. Variabel penelitian adalah evaluasi Management Development Program. Teknik penarikan sampel yang digunakan dalam penelitian ini adalah menggunakan total sampling, yaitu jumlah sampel sama dengan jumlah populasi yang ada di perusahaan, yaitu sebanyak 47 orang responden. Penelitian dilakukan dengan metode kuesioner dan juga wawancara. Berdasarkan hasil pengujian dapat ditarik kesimpulan bahwa evaluasi pelaksanaan Management Development Program di PT XYZ dapat dikatakan baik karena mayoritas responden cenderung memberikan penilaian positif dan baik terhadap pelaksanaan Management Development Program.

This study discusses the evaluation of the implementation of the Management Development Program at PT XYZ. This study used a descriptive quantitative research. Variable evaluation research is the development of the implementation of the Management Development Program. The sampling technique used in this study is the use of total sampling, ie the number of samples equal to the number of populations that exist in the company, as many as 47 respondents. The study was conducted by questionnaire and interview. Based on the test results it can be concluded that the evaluation of the implementation of the Management Development Program at PT XYZ can be said to be good for the majority of respondents tend to give positive and good assessment of the implementation of Management Development Program."

"Perubahan pada Rencana Strategis Kementerian Kesehatan Tahun 2020-2024 yang sesuai dengan arahan Presiden RI berpengaruh terhadap setiap indikator kinerja, salah satunya pada indikator sasaran strategis FKTP Terakreditasi. Pada tahun 2024 ditargetkan FKTP (puskesmas dan klinik) terakreditasi adalah 100%, tetapi pada semester I tahun 2023 jumlah FKTP Terakreditasi masih sebesar 42,7% dan jumlah puskesmas yang sudah terakreditasi tidak mengalami perubahan sejak tahun 2020. Kementerian Kesehatan lalu menyusun regulasi sebagai dasar pelaksanaan akreditasi puskesmas sehingga pemenuhan target RPJMN dapat tercapai. Regulasi tersebut adalah petunjuk teknis yang berpedoman pada Permenkes Nomor 34 Tahun 2022 Tentang Akreditasi Pusat Kesehatan Masyarakat, Klinik, Laboratorium Kesehatan, Unit Transfusi Darah, Tempat Praktik Mandiri Dokter, dan Tempat Praktik Mandiri Dokter Gigi. Dengan adanya regulasi terbaru terkait program akreditasi puskesmas, penyelenggaraan teknis survei akreditasi juga mengalami perubahan sehingga butuh evaluasi yang bisa menilai efektivitas penyelenggaraan program akreditasi puskesmas tersebut. Penelitian ini menggunakan metode penelitian kualitatif berupa wawancara mendalam dan telaah dokumen dengan pendekatan Input, Proses, dan Output. Hasil penelitian menunjukkan bahwa pada aspek input, SDM yang terlibat adalah Tim Kerja MPK Puskesmas sebagai regulator dan LPA sebagai pelaksana survei akreditasi, anggaran yang digunakan adalah APBN, APBD, dana hibah, dan dana cadangan lain, tidak memerlukan sarana dan prasarana tertentu, adanya regulasi Permenkes Nomor 34 Tahun 2022 dan aturan turunannya berupa Kepmenkes, Kepdirjen, dan SE, serta penggunaan SINAF. Pada aspek proses, Kementerian Kesehatan melaksanakan perancanaan berupa perencanaan kebijakan, anggaran, dan sistem informasi, pengorganisasian tugas dengan membagi PIC provinsi, pelaksanaan survei dilakukan oleh LPA sesuai Kepdirjen Nomor HK.02.02/I/3991/2022, dan pengawasan dilakukan dengan metode Binwas berupa validasi. Output pada indikator FKTP Terakreditasi masih di bawah target, yaitu 68,69% dari target 90%. Sementara itu, per April 2024 masih terdapat 1.672 puskesmas yang belum terkareditasi. Kendala pada input berupa kesulitan memastikan kualitas surveior, anggaran terbatas, penyesuaian kebijakan, dan sulit mengakses sistem informasi; kendala pada proses berupa perencanaan cukup lama, dilema etik, sulit menjamin kualitas survei, dan waktu yang singkat untuk menyelesaikan masalah; serta kendala pada output berupa cakupan persentase akreditasi puskesmas yang masih di bawah target.

Changes to the Ministry of Health's 2020-2024 Strategic Plan by the direction of the President of the Republic of Indonesia affect every performance indicator, one of which is the strategic target indicator for Accredited Primary Health Care. In 2024, the target for accredited primary health care (community health centers and clinics) is 100%, but in the first semester of 2023 the number of accredited primary health care is still 42.7% and the number of accredited community health centers has not changed since 2020. The Ministry of Health then drafted regulations as a basis for implementing accreditation of community health centers so that fulfillment of RPJMN targets can be achieved. These regulations are technical instructions that are guided by Minister of Health Regulation Number 34 of 2022 concerning Accreditation of Community Health Centers, Clinics, Health Laboratories, Blood Transfusion Units, Doctors' Independent Practices, and Dentists' Independent Practices. With the latest regulations regarding the community health center accreditation program, the technical implementation of the accreditation survey has also changed so that an evaluation is needed that can assess the effectiveness of the implementation of the community health center accreditation program. This research uses qualitative research methods in the form of in-depth interviews and document review with an Input, Process, and Output approach. The results of the research show that in the input aspect, the human resources involved are the Puskesmas Health Service Quality Work Team as the regulator and the LPA as the implementer of the accreditation survey, the budget used is APBN, APBD, grant funds, and other reserve funds, does not require certain facilities and infrastructure, there is regulation of Minister of Health No. 34 of 2022 and its derivative regulations in the form of Kepmenkes, Kepdirjen, and SE, as well as the use of SINAF. In the process aspect, the Ministry of Health carries out planning in the form of planning policies, budgets, and information systems, organizing tasks by dividing provincial PICs, carrying out surveys carried out by LPA by the Director General's Decree Number HK.02.02/I/3991/2022, and supervision is carried out using the monitoring method in the form of validation. The output on the Accredited FKTP indicator is still below the target, namely 68.69% of the target of 90%. Meanwhile, as of April 2024 there are still 1,672 community health centers that have not been accredited. Input constraints include difficulty in ensuring the quality of surveyors, limited budget, policy adjustments, and difficulty accessing information systems; process constraints include long planning, ethical dilemmas, difficulty in ensuring survey quality, and short time to resolve problems; and output constraints include the percentage coverage of puskesmas accreditation that is still below the target."

"Penelitian ini bertujuan untuk melakukan evaluasi pelaksanaan program Posbindu PTM di wilayah kerja Puskesmas Kecamatan Cempaka Putih Jakarta Pusat tahun 2018. Jenis penelitian ini adalah kualitatif deskriptif dengan metode pengumpulan data berupa wawancara mendalam, observasi, dan telaah dokumen. Hasil penelitian ini menunjukkan bahwa pelaksanaan program Posbindu PTM di wilayah kerja Puskesmas Kecamatan Cempaka Putih belum optimal. Pada variabel input, kemampuan dan keterampilan kader Posbindu PTM masih perlu ditingkatkan terutama dalam perhitungan IMT, belum sepenuhnya masyarakat bersedia membayar biaya pemeriksaan faktor risiko PTM, dan ketersediaan sarana dan peralatan yang belum lengkap. Pada variabel proses, tahapan wawancara, pengukuran lingkar perut, dan perhitungan IMT belum dilaksanakan secara rutin di beberapa Posbindu PTM. Pada variabel output, cakupan kegiatan pemeriksaan faktor risiko tekanan darah pada bulan Oktober-Desember tahun 2017 masing-masing sebesar 0,68, 0,58, 0,48 termasuk kategori merah 26. Saran dari penelitian ini antara lain memberikan bimbingan teknis kepada kader, meningkatkan sosialisasi dan advokasi, mengembangkan Posbindu PTM bergerak, melakukan penilaian secara berkala, dan menjalin kemitraan dan kerjasama lintas sektor.

The objective of this research was to evaluate the implementation of NCDs Integrated Development Post program in Cempaka Putih subdistrict Community Health Center in 2018. This research used qualitative descriptive method with in depth interview, observation, and literature review to collect the data. The result of this research shows that the implementation of NCDs Integrated Development Post program in Cempaka Putih subdistrict Community Health Center has not yet been optimized. In the input variables, skills of NCDs Integrated Development Post rsquo s cadres still need to be improved especially in BMI calculation, willingness to fully pay NCDs risk factor examination fee, and availability of incomplete equipment. In the process variables, interview, measurement of abdominal circumference, and calculation of BMI have not been conducted regularly in some NCDs Integrated Development Post. In the output variables, the scopes of examination of risk factor of blood pressure from October to December 2017 were 0.68, 0.58 and 0.48 included in red category 26. The writer suggests conducting technical guidance, improving socialization and advocacy, developing mobile NCDs Integrated Development Post, monitoring of periodic evaluation, and establishing partnership and cross sector collaboration."

"Evaluation on Management of Nutrition Program Implementation on Health Center in Bogor, 1999Health Center gives health service to whole people in Indonesia. Its aim to prevent nutrition problems and to improve nutrition status. In Health Center, there are several employee like nutritionist, nurse, midwife, and others. Bogor was located on West Java and near Capital of Indonesia. Total population on 1999 approximately 680.541 people. Bogor has 23 Health Centers, 31 sub districts, and 37 villages. All of Health Centers implement nutrition program, but it was low targets for DIS, NIS, and PEM, except in 1999/2000.
At the present time, management is one of important instrument on health development So, it has to efficient and effective. The study was aimed to get information about evaluation on input (human resource, cost, and facility), process (planning, leadership, and controlling), and output (D/S, NIS, PEM) in implementation of nutrition program. The study was conducted at 6 Health Centers. Data collecting was got from in depth interview and focus group discussion by questionnaire to input and process variable, where as output use secondary data from annual report at Dinkes, 1999. Data analysis use triangulation and was compared between interview result and theory.
The result of this study show that input (human resource, cost, and facility) was less and process (planning, organization, leadership, controlling) always exist. The target (NIS, KIS) was increased. Organization gives support to achieve the program. Leader is determinant to moving his staff on implement the program. On the other hand, report monthly was needed to do controlling. Result of under five years (balita) weighing in Bogor show that poor nutrition (medium PEM) are 3,3% (2047 children) and children that weighing are 100%. To intervention poor nutrition, there are fund from APBD II and other from Social Safety Network for Health. Where, it implementation by giving adding food to recovery. On this study, community involvement is necessary and we need one policy about Pozi (Pojok Gizi) Program."

"ABSTRAK
Penelitian ini membahas proses penyusunan, pelaksanaan, dan evaluasi anggaran
pada program dana hibah Australian Development Scholarship (ADS) Fase IIIB
dengan Australian Department of Foreign Affair and Trade (DFAT) sebagai
lembaga donor. Pelaksanaan program ADS Fase IIIB sebagian dikelola oleh
perusahaan konsultan pengelola program yang berorientasi profit. Berdasarkan
pendekatan penyusunan anggaran ADS Fase IIIB menggunakan Planning,
Programming, Budgeting System (PPBS). Seluruh siklus anggaran telah terpenuhi
dalam proses pengganggaran program ADS. Fungsi anggaran berjalan dengan
baik pada program ADS, kecuali pada fungsi penilaian kinerja. Meskipun sistem
pelaporan sudah dilaksanakan sesuai dengan karakteristik idealnya, namun masih
terdapat beberapa kekurangan pada proses evaluasi baik dari sisi keuangan
maupun non-keuangan. Beberapa saran kemudian disajikan penulis dalam
penelitian ini.

ABSTRACT
This study illustrates and discusses the budget formulation, implementation, and
evaluation of grant program, Australian Development Scholarship (ADS) Phase
IIIB with the Australian Department of Foreign Affairs and Trade (DFAT) as
donors. ADS Phase IIIB is partly managed by the profit-oriented managing
consultant company. ADS Phase IIIB used Planning, Programming, Budgeting
System (PPBS) as the budget formulation approach. The entire budget cycle has
been fulfilled in the budgeting process. The function of the budget goes well on
the ADS program, except in the performance assessment function. Although the
reporting system has been implemented in accordance with the ideal
characteristics, there are still some shortcomings in the evaluation process both in
terms of financial and non-financial. Some suggestions are then presented by the
author."

Komunikasi adalah faktor penting dalam keberhasilan implementasi
kebijakan dan program pemerintah. Untuk itu peneliti akan menganalisis
formulasi kebijakan komunikasi dalam mendukung pelaksanaan program
pembangunan kesehatan di Indonesia. Beberapa temuan dari riset nasional seperti
Survei Demografi Kesehatan Indonesia (SDKI) tahun 2012, dan Riset Kesehatan
Dasar 2013, diperkuat dengan sejumlah penelitian lainnya serta pemberitaan di
media yang menunjukkan bahwa masih terdapat kebijakan dan program kesehatan
yang belum berhasil mencapai target yang antara lain disebabkan tidak
berjalannya fungsi komunikasi secara optimal sehingga masyarakat belum bisa
memahami dan mendukung kebijakan dan program kesehatan pemerintah.
Penelitian ini menggunakan metodologi kualitatif dengan jenis deskriptif,
pengumpulan data dilakukan melalui wawancara mendalam, focus group
discussion (FGD) dan telaah dokumen. Hasil penelitian ini menemukan fakta
bahwa fungsi komunikasi yang dijalankan unit hubungan masyarakat di
Kementerian Kesehatan belum berjalan optimal oleh karena belum adanya
pedoman yang mengatur fungsi komunikasi secara terintegrasi dan komprehensif
dalam hal kelembagaan, kegiatan, tata laksana kerja dan sumber daya. Peneliti
menyarankan kepada sejumlah pihak terkait terutama Pusat Komunikasi Publik
Kementerian Kesehatan agar segera menyusun pedoman komunikasi atau
kehumasan yang dapat mengatur seluruh aspek komunikasi yang diperlukan
dalam meningkatkan pelaksanaan tugas dan fungsi selaku hubungan masyarakat,
selain itu juga memperkuat sumber daya agar lebih memadai. Peneliti juga
merekomendasikan kepada Kementerian Komunikasi dan Informatika dan
Kementerian PAN dan Reformasi Birokrasi agar menyiapkan berbagai upaya
untuk memperkuat posisi dan peranan hubungan masyarakat dalam pembangunan
nasional.

immediately formulate guidelines for communications or public relations to
regulate all aspects of communication required in advancing the implementation
of tasks and functions as public relations, and also strengthens the resources to be
more adequate. Researchers also recommend to the Ministry of Communications
and Informatics and the Ministry of Empowerment of State Apparaturs and
bureaucracy reform to prepare a variety of efforts to strengthen the position and
