"The Multi Donor Fund for Aceh and Nias (MDF) and the Java Reconstruction Fund (JRF) have played significant roles in the remarkable recovery of Aceh, Nias and Java, following some of the worst disasters in Indonesia in recent years. The MDF and the JRF, which is patterned after it, are each considered a highly successful model for post-disaster reconstruction. This paper discusses the value of a phased approach to post-disaster reconstruction as a successful means to manage short-term expectations while delivering long-lasting, results of high quality. The natural disasters of late 2004 and early 2005 left a trail of human loss and destruction in Aceh and Nias. In such a scenario, capacity building efforts related to individual and community level investments yielded large returns. Aceh and Nias have emerged from the reconstruction experience in a better position to address these challenges as a result of the capacity building achieved through the recovery process."

There was huge pressure on all actors involved in the reconstruction process to act fast and get projects ready for implementation. The MDF adopted a phased approach to the reconstruction. The implementation of nearly all projects in the roads sub-sector was fully satisfactory, with positive economic benefits attributable to the various projects. Most of the projects under the MDF infrastructure portfolio placed significant emphasis on capacity building to enhance the sustainability of assets created. The MDF's experience in implementing its large-scale infrastructure program offers many lessons for future reconstruction efforts in similar contexts in Indonesia elsewhere."

As a country known for its very disaster prone areas, Indonesia has
experienced frequent disasters, either large, medium and small scale ones, which even in the last six months have had at least a fairly large scale natural disaster, one of which is an earthquake occurred in Lombok in late July to mid August 2018. Learning from the experiences of post disasters management that have occurred before, especially after the earthquake and tsunami disaster in Aceh and Nias in 2004, the earthquake in Yogyakarta in 2006, the earthquake in West Sumatra in 2009, and eruption of Mount Merapi in 2010, the post disaster recovery process needs to be carried out in an integrated and comprehensive manner, by involving participation of stakeholders at the national and regional levels, not only the central government, local governments and other government partners. In relation to the post earthquake recovery efforts in Lombok in 2018 which affected seven districts/cities in NTB Province which resulted recovery needs of more than Rp. 11 trillion, despite the issuance of the Presidential Instruction policy framework Number 5 of 2018 on the Acceleration of Post Disaster Rehabilitation and Reconstruction in NTB Province, which
assigns relevant ministries/agencies and Governor and Regents and Mayors whose areas are affected in NTB Province, to be able to accelerate the process of recovering local conditions and disaster affected communities in the affected NTB region, which for implementation still requires operational policies and strategies in the field. For this reason, some best practices in managing the recovery process from previous disasters can be used as input in establishing appropriate and applicable policies and strategies in order to accelerate the rehabilitation and reconstruction of post disaster areas in Lombok further, to realize a recovery to rebuild a better one, safer and more sustainable."

"The Multi Donor Fund for Aceh and Nias (MDF) and the Java Reconstruction Fund (JRF) have played significant roles in the remarkable recovery of Aceh, Nias and Java, following some of the worst disasters in Indonesia in recent years. The MDF and the JRF, which is patterned after it, are each considered a highly successful model for post-disaster reconstruction. This paper presents the lessons from the MDF and JRF's use of large-scale, government-implemented community driven development programs to deliver reconstruction at the village level in Aceh, Nias and Java. It documents how local level recovery using a community driven approach can result in not only cost effective physical outputs, but also empowered communities with greater capacities and more prepared to face future disasters. The MDF and JRF experiences have demonstrated many less tangible social benefits. These include faster social recovery from the impact of disasters and increased confidence and capacities of local actors to engage in local level planning. Most importantly, the community driven approach to reconstruction empowers victims of natural disaster to become key agents in their own recovery. "

"Penelitian ini bertujuan untuk menganalisis hubungan modal sosial (kebiasaan gotong royong, keberadaan kegiatan olah raga, jumlah kegiatan yang dilakukan Badan Permusyawaratan Desa) terhadap proses pemulihan bencana gempa bumi yang diikuti tsunami dan likuifaksi yang terjadi di Sulawesi Tengah pada 26 Septetmber 2018. Dengan menggunakan intensitas cahaya malam hari (data Suomi National Polar Partnership Visible Infrared Imaging Radiometer Suite-SNPP VIIRS) dalam menilai waktu proses pemulihan aktivitas ekonomi dan PODES 2018, dilakukan analisis survival. Hasil analisis menunjukkan desa yang memiliki modal sosial yang lebih tinggi membutuhkan waktu yang lebih cepat untuk mencapai kondisi sebelum bencana terjadi/pulih.  Peluang desa terdampak bencana yang memiliki kegiatan olah raga lebih cepat 13,046 kali dibandingkan desa yang tidak memiliki kegiatan olah raga. Penelitian ini juga mengindikasikan adanya peran positif institusi dan infrastruktur desa dalam mempercepat proses pemulihan desa terdampak bencana.

This study aims to analyze the relations of social capital ("gotong royong", the existence of sporting activities, the number of activities carried out by the Badan Permusyawaratan Desa) on the earthquake followed by tsunami and liquefaction disaster recovery process that occurred in Central Sulawesi on September, 26th 2018. By using the intensity of the night light (Suomi National Polar Partnership Visible Infrared Imaging Radiometer Suite-SNPP VIIRS data) in assessing the time for recovery of economic activity and PODES 2018, a survival analysis was performed. The analysis shows that villages with higher social capital need a shorter time to reach their pre-disaster recovery. The chances of a village affected by the disaster having sports activities were 13,046 times faster than that of villages without sports activities. This research also indicates the positive role of village institutions and infrastructure in accelerating the recovery process of villages affected by disasters."

"Kejadian bencana alam di Indonesia yang terjadi setiap tahunnya mengakibatkan masifnya kerusakan rumah masyarakat, hal tersebut membutuhkan strategi pelaksanaan rekonstruksi perumahan pascabencana yang cepat dan tepat. Salah satu kontributor terpenting adalah perusahaan konstruksi atau kontraktor, dalam keadaan pascabencana kontraktor harus bekerja di lingkungan proyek yang jauh lebih rumit daripada proyek konvensional, hal ini sering mengakibatkan buruknya kinerja kontraktor. Untuk menyelesaikan masalah tersebut, sebuah penelitian dilakukan dengan mengajukan alternatif solusi untuk meningkatkan kinerja kontraktor pada proyek rekonstruksi perumahan pascabencana. Penelitian ini bertujuan untuk melihat pengaruh impementasi bean Construction dan Building Information Modelling (BIM) terhadap peningkatan kinerja kontraktor. Survey kuesioner yang divalidasi menggunakan PLS-SEM dipilih sebagai metode penelitian, dengan sampel responden anggota tim kontraktor yang mengerjakan proyek rekonstruksi perumahan pascabencana. Penelitian ini menyajikan evaluasi dari hubungan antara faktor-faktor Lean Construction dan BIM yang mempengaruhi secara signifikan meningkatnya kinerja kontraktor pada proyek rekonstruksi perumahan pascabencana di Indonesia.

The occurrence of natural disasters in Indonesia every year results in massive damage to people's homes, this requires a strategy for implementing post-disaster housing reconstruction that is fast and precise. One of the most important contributors is a construction company or contractor, in post-disaster situations, contractors have to work in a project environment that is much more complicated than conventional projects, and this often results in poor contractor performance. To solve this problem, a study was conducted by proposing alternative solutions to improve contractor performance in post-disaster housing reconstruction projects. This study aims to see the effect of Lean Construction and Building Information Modeling (BIM) implementation on improving contractor performance. A validated questionnaire survey using PLS-SEM was chosen as the research method, with a sample of respondents belonging to a contractor team working on a post-disaster housing reconstruction project. This study presents an evaluation of the relationship between Lean Construction and BIM factors that significantly influence contractor performance improvements in post-disaster housing reconstruction projects in Indonesia."

"Negara Indonesia yang secara geografis terletak di wilayah ring of fire menjadikan wilayah yang tidak dapat dipisahkan dari fenomena alam gempa bumi dan aktivitas gunung berapi. Apalagi didukung dengan teknologi bangunan yang digunakan pada bangunan di Indonesia yang belum tahan gempa. Oleh karena itu, sangat penting untuk menerapkan pengetahuan konstruksi tahan gempa pada bangunan untuk meminimalkan kerugian dan memberikan keamanan lebih bagi penghuninya.
Tulisan ini mencoba untuk mengetahui konstruksi yang digunakan di Kepulauan Nias dalam menghadapi gempa. Kepulauan Nias berada di daerah rawan gempa karena berada pada pertemuan 2 lempeng yaitu lempeng Indo- Australia dan lempeng Eurasia. Metode yang digunakan adalah membuktikan bahwa konstruksi yang digunakan pada arsitektur tradisional Kepulauan Nias mengikuti prinsip konstruksi tahan gempa berdasarkan pedoman Dinas Pekerjaan Umum SNI 03-1726-2002, Tata Cara Perencanaan Ketahanan Gempa untuk Bangunan Gedung, dan RSNI T – 02 - 2003, Metode Perencanaan Konstruksi Kayu Indonesia adalah denah sederhana dan simetris, bahan bangunan harus seringan mungkin, sistem konstruksi yang memadai.
Hasil yang ditemukan dalam tulisan ini adalah arsitektur tradisional Kepulauan Nias menggunakan sambungan tanpa paku dan pondasi umpak sehingga memiliki kelenturan terhadap gempa. Selain itu, denah persegi dan lonjong yang sederhana dan simetris, bahan ringan terdiri dari dinding kayu dan atap daun sagu, serta sistem konstruksi asli dan unik, yaitu kayu diagonal yang dikenal sebagai ndriwa, yang mengikat pilar vertikal dari rumah panggung agar lebih kokoh. Kesimpulannya, arsitektur tradisional di Kepulauan Nias telah memenuhi standar untuk dijadikan contoh konstruksi tahan gempa yang dapat meningkatkan ketahanan bangunan atau perumahan saat ini.

The country of Indonesia, which is geographically located in the ring of fire, makes it an area that cannot be separated from natural phenomena of earthquakes and volcanic activity. Moreover, it is supported by the building technology used in Indonesian buildings that cannot yet withstand earthquakes. Therefore, it is very important to apply knowledge of earthquake-resistant construction in buildings to minimize losses and provide more security for the occupants.
This paper tries to find out the construction used in the Nias Islands in the face of earthquakes. The Nias Islands are located in an earthquake-prone area because they are located at the confluence of 2 plates, namely the Indo-Australian and the Eurasian plate. The method used is to prove that the construction used in the traditional architecture of the Nias Islands is following the principles of earthquake-resistant construction based on the guidelines of the Public Works Service SNI 03-1726-2002, Procedures for Planning Earthquake Resistance for Buildings, and RSNI T – 02 - 2003, Indonesian Timber Construction Planning Methods are simple and symmetrical plans, building materials must be as light as possible, adequate construction systems.
The results found in this paper are that the traditional architecture of the Nias Islands uses joints without nails and pedestal foundations (umpak) so that they have flexibility against earthquakes. In addition, the simple and symmetrical square and oval plans, the lightweight materials consist of wooden walls and sago leaf roofs, as well as the original and unique construction system, namely diagonal wood (bracing) known as ndriwa, which binds the vertical pillars of the stilt house to make it sturdier. In conclusion, traditional architecture in Nias Islands has met the standards to be used as examples of earthquake-resistant construction that can improve the resilience of current buildings or housing.
