"Intra Kominfo adalah sistem informasi terintegrasi berbasis web yang dikelola oleh Pusat Data dan Sarana Informatika (PDSI). Intra Kominfo disediakan untuk seluruh satuan kerja (satker) dan sivitas Kementerian Komunikasi dan Informatika. Sayangnya dari banyaknya pengguna yang terdaftar dalam Intra Kominfo, hanya 1% saja yang aktif menggunakan, karenanya melalui penelitian ini peneliti akan mencari faktor-faktor apa saja yang mempengaruhi para pegawai Kementerian Komunikasi dan Informatika dalam menggunakan Intra Kominfo. Peneliti menjawab permasalahan yang ada dengan menggunakan teori pemodelan yang mengintegrasikan model Unified Theory of Acceptance and Use of Technology (UTAUT) dan Task Technology Fit (TTF), dan untuk teknik analisis data menggunakan Partial Least Square (PLS). Hasil uji hipotesis penelitian ini memperlihatkan konstruk Performance Expectancy, Effort Expectancy, Peer Influence, Facilitating Condition, Behavioral Intention, Task Technology Fit, Performance Impact, Technology Characteristics, Task Characteristics dan Actual Usage mempunyai pengaruh yang signifikan terhadap penggunaan Intra Kominfo oleh para pegawai Kementerian Komunikasi dan Informatika.

Intra Kominfo is a web based integrated information system that is managed by the Data Center and Facility Information (PDSI). Intra Kominfo is used for all work units and civitas Ministry of Communication and Information. Unfortunately, the number of registered users in Intra Kominfo, only 1% actively use. Therefore, the purpose of this study is to identify all influence factors on employees of Ministry of Communication and Information who will use Intra Kominfo. To solve the problem, researcher will use integrated model between Unified Theory of Acceptance and Use of Technology (UTAUT) and Task Technology Fit (TTF), and for analyze data will use Partial Least Square (PLS). The results of this hypothesis test shows that contruct Performance Expectancy, Effort Expectancy, Peer Influence, Facilitating Condition, Behavioral Intention, Task Technology Fit, Performance Impacts, Technology Characteristics, Task Characteristics and Actual Usage have a significant effect on using of Intra Kominfo by the employees of the Ministry of Communication and Information."

"Sistem Manajemen Pengetahuan Knowledge Management System merupakan salah satu layanan teknologi informasi yang ada di Kementerian Komunikasi dan Informatika sebagai sarana berbagi data, informasi dan pengetahuan antar pegawai di internal Kementerian. Sistem mulai digunakan pada awal tahun 2014, hingga tahun 2016 target jumlah pengguna sistem masih belum tercapai.
Penelitian ini ingin mengetahui faktor-faktor yang memengaruhi penerimaan pengguna sistem dengan menggunakan model penerimaan UTAUT2 yang dimodifikasi sesuai kondisi subyek penelitian. Model penerimaan terdiri atas 6 variabel independen yaitu performance expectancy, effort expectancy, social influence, habit, system quality, information quality dan 2 variabel dependen yaitu behavioral intention dan use behavior serta 3 variabel moderator yaitu age, gender dan experience.
Pengumpulan data dilakukan dengan menggunakan kuesioner yang disebar ke 260 orang pegawai Kementerian Kominfo yang terdaftar sebagai kontributor serta 61 orang pegawai Kementerian Kominfo yang pernah mengikuti sosialisasi penggunaan KMS.
Metode pengolahan dan analisis data menggunakan Partial Least Square Structural Equation Model PLS-SEM. Aplikasi yang digunakan untuk membantu pengolahan data adalah Microsoft Excel dan SmartPLS versi 3.2.7.
Hasil penelitian menunjukkan bahwa habit menjadi salah satu faktor yang mendorong penggunaan KMS oleh user. System quality dan Information Quality menjadi faktor yang mendorong niat user untuk menggunakan KMS, dimana faktor System Quality menjadi faktor pendorong terkuat.

Method of processing and data analysis using Partial Least Square Structure Equation Model PLS SEM. Microsoft Excel and SmartPLS version 3.2.7 are used to assist data processing.
The results show the habit to be one of the factors that encourage the use of KMS by the user. System and Information quality are the factors that drive users to use KMS, where the System Quality factor is the strongest driving factor.

"Sebagai bentuk implementasi hasil dari evaluasi pelaksanaan Reformasi Birokrasi Tahun 2017 di Lingkungan Kementerian Sekretariat Negara oleh Kemenpan RB yaitu dengan memanfaatkan hasil informasi capaian kinerja individu sebagai dasar pemberian tunjangan kinerja. Kementerian Sekretariat Negara melalui Biro Sumber Daya Manusia telah membangun dan mengimplementasikan Sistem Manajemen Kinerja yaitu Portal Informasi Kinerja Pegawai (PIAWAI) sejak tahun 2018 untuk mengukur capaian kinerja pegawai dan pejabat di lingkungan Kementerian Sekretariat Negara. Namun dalam pelaksanaan-nya, dilihat persentase pengguna PIAWAI melalui fitur pelaporan kinerja harian hanya 18% dari target yang diharapkan. Berdasarkan permasalahan tersebut, maka penelitian ini melakukan analisis lebih lanjut untuk mengetahui faktor- faktor yang memengaruhi kepuasan dan penerimaan pengguna terhadap PIAWAI. Pengumpulan data menggunakan kuesioner dengan menyebarkan kuesioner online ke pegawai di Kementerian Sekretariat Negara yang menggunakan PIAWAI dan pengelolaan data serta penarikan kesimpulan menggunakan Structural Equation Modeling dan Partial Least Square untuk melakukan analisis data. Analisis dilakukan terhadap 96 data responden atau 7,1% dari jumlah pengguna PIAWAI dengan sebaran data responden pada 3 Unit Kerja atau 30% dari jumlah Unit Kerja di Kementerian Sekretariat Negara. Hasil dari penelitian ini menunjukkan bahwa dari 9 hipotesis terdapat 6 hipotesis yang diterima dan 3 hipotesis yang ditolak. Faktor- faktor yang memengaruhi penerimaan pengguna terhadap PIAWAI yaitu faktor Perceived Usefulness, Perceived Ease of Use, Information Quality, Commitment from Leadership, User Satisfaction. Selanjutnya diharapkan penyedia Biro Sumber Daya Manusia dapat menyederhanakan aplikasi PIAWAI dengan dibuat versi mobile baik android/IOS serta penambahan fitur reminder pada tiap harinya.

As a form of implementation of the evaluation of the performance of the 2017 Bureaucratic Reform in the Ministry of State Secretariat by the Ministry of Administrative and Bureaucratic Reform, namely by utilizing the results of the information on individual performance achievements as the basis for providing performance allowances, through the Bureau of Human Resources, the Ministry of State Secretariat has built and implemented a Performance Management System, namely the Employee Performance Information Portal (PIAWAI) since 2018 to measure the performance achievements of employees and officials within the Ministry of State Secretariat. However, in its implementation, the percentage of PIAWAI users through the daily performance reporting feature is only 18% of the expected target. Based on these problems, this study conducts further analysis to determine the factors that influence user satisfaction and acceptance of PIAWAI—collecting data using questionnaires by distributing online questionnaires to employees at the Ministry of State Secretariat using PIAWAI. Data management and drawing conclusions using Structural Equation Modeling and Partial Least Square to perform data analysis. The analysis was carried out on 96 respondent data or 7.1% of the number of PIAWAI users with the distribution of respondent data in 3 work units or 30% of the number of work units in the Ministry of State Secretariat. This study indicates that of the 9 hypotheses, there are 6 accepted hypotheses and 3 rejected hypotheses. The factors that influence user acceptance of PIAWAI are Perceived Usefulness, Perceived Ease of Use, Information Quality, Commitment from Leadership, and User Satisfaction. Furthermore, the Human Resources Bureau provider can simplify the PIAWAI application by making a mobile version of both android/IOS and adding a reminder feature every day."

"PenelitiPenelitian ini melihat bagaimana proses translasi yang terjadi ketika inovasi teknologi portal intranet diterapkan di Kementerian Kominfo.Konsep difusi inovasi dan actor network theory digunakan dalam penelitian ini. Pendekatannya adalah kualitatif, dengan metode studi kasus. Unit analisis yang diteliti berupa aktor manusia dan non-manusia. Aktor manusia yaitu inisiator dan beberapa pengguna portal intranet, kemudian aktor non-manusia antara lain aplikasi intranet dan forum diskusi yang berada di portal intranet.
Hasil penelitian menunjukkan proses translasi terjadi melalui tahap problematisasi di mana inisiator menawarkan inovasi intranet pada aktor-aktor. Dilanjutkan dengan tahap interressement di mana portal intranet didesain inisiator sebagai single gateway bagi aplikasi e-government. Enrollment berupa pembelokkan akses untuk mengakses internet dengan cara login terlebih dahulu menuju portal intranet dan terakhir adalah mobilisasi yang terjadi ketika portal intranet Kominfo digunakan sebagai wadah untuk berbagi ilmu dan forum diskusi. ANT sebagai teori yang dapat mengungkap relasi persoalan antar aktor, menekankan pada translasi dalam proses terbentuknya jaringan (network).

This research is explain how translation process occured when internet portal technology innovation is implemented in the Ministry of Communication and Information. Diffusion innovation and Actor Network Theory concept are used in this research. Qualitative approach with study case method is used for this research. The object of analyst to be examined are human actors and non-human. The human actor is an initiator and several internet portal users and the non-human such us internet application and discussion forum which is on the internet portal.
The research result shows translational process occurs through the problematization phase where the initiator offers intranet innovation to the actors. Followed by interessement phase where the intranet portal designed by initiator as a single gateway for e-government applications. Enrollment is in the form of diverting the internet access by logging on to the intranet portal and mobilization that occurs when Kominfo intranet portal is used as a place for sharing knowledge and discussion forums. ANT as a theory which can reveal the relationship problems between actors, emphasizing the translation in the formation process of the network.

"Untuk meningkatkan jumlah penduduk Indonesia yang melek Internet, diperlukan pemerataan akses internet. The Global Partnership on Output-based Aid (GPOBA) - Extending Telecommunication in Rural Indonesia adalah Pilot Project dari World Bank yang bertujuan memfasilitasi pemerataan jangkauan akses internet, telekomunikasi dan transaksi data lain melalui model "Community Access Points" (CAP 2.0) dalam bentuk Warung Internet Pedesaan (Wardes). Wardes, singkatan dari warung internet perdesaan adalah tempat yang menyediakan keperluan akses internet dan layanan konten digital.
Berdasarkan data dari kegiatan Monitoring dan Evaluasi Direktorat Pemberdayaan Informatika saat ini terdapat 112 Wardes di Jawa Barat dan Banten dan 110 Wardes di Lampung telah dibangun, namun terdapat 20 Wardes di Jawa Barat dan Banten dan 46 Wardes di Lampung tutup. Kurangnya penerimaan teknologi oleh masyarakat bisa menjadi salah satu penyebab tutupnya Wardes.
Penelitian ini dilakukan untuk mengetahui faktor - faktor apa saja yang mempengaruhi penerimaan Wardes oleh masyarakat dengan menggunakan Model Penerimaan Teknologi Unified Theory of Acceptance and Use of Technology 2 (UTAUT2) dan dianalisa dengan konsep Structural Equation Modeling (SEM). Hasil penelitian ini menunjukkan bahwa penerimaan program Wardes-GPOBA oleh masyarakat dipengaruhi oleh variabel Performance Expectancy, Effort Expectancy, Price Value dan Habit.

To increase the number of Internet-literate population in Indonesia, it is required equity of access to internet. The Global Partnership on Output-based aid (GPOBA) - Extending Telecommunications in Rural Indonesia is a Pilot Project from World Bank that aims to facilitate equitable access to reach the internet, telecommunications and other data transactions through the model of "Community Access Point" (CAP 2.0) in the form of Rural Internet Cafe called Wardes. Wardes, short for rural internet cafes are places that provide Internet access and service needs of digital content.
Based on data obtained from monitoring and evaluation activities by the Directorate of Informatics Empowerment, there has been 112 Wardes in West Java and Banten Province and 110 Wardes in Lampung Province have been built, but there are 20 Wardes in West Java and Banten Province and 46 Wardes in Lampung Province closed. Lack of acceptance on technology by the community could be the reason Wardes closed.
This study was conducted to determine the factors that influence the acceptance of Wardes using Technology Acceptance Model of Theory of Acceptance and Use of Technology 2 (UTAUT2) and then analyzed with Structural Equation Modeling (SEM) concept. The result of this research shows that influence factors of Wardes-GPOBA Program Acceptance by community is Performance Expectancy, Effort Expectancy, Prive Value and Habit.

"[Meningkatnya pemanfaatan teknologi infomasi dan komunikasi TIK di lingkungan Kementerian Komunikasi dan Informatika Kemkominfo menuntut ketersediaan layanan TIK yang diberikan seperti aplikasi persuratan dan aplikasi perkantoran Untuk itu Kemkominfo harus semakin menyadari akan pentingnya fungsi TIK sebagai salah satu aset penting yang harus dijaga keberlangsungannya. Salah satu cara yang dapat dilakukan adalah dengan menyusun Disaster Recovery Planning DRP. DRP diperlukan untuk meminimalkan dampak risiko dan mengoptimalkan proses pemulihan bila terjadi sesuatu yang menyebabkan TIK tidak berfungsi sebagaimana mestinya.
Penelitian ini bertujuan menyusun rencana kontingensi untuk Kemkominfo dengan menggunakan standar yang dikeluarkan NIST. NIST SP 800 34 Rev 1 Framework ini mempunyai beberapa tahapan yang harus dilakukan hingga menghasilkan rencana kontingensi yang sesuai dengan kondisi organisasi. Dalam membuat rencana kontingensi perlu melakukan dampak analisis bisnnis sehingga dari sana dapat ditentukan tingkat kritikal sistem informasi yang ada Hasil yang didapat dari penelitian ini berupa usulan rencana kontingensi sebagai masukan untuk Kemkominfo.

Therefore Kemkominfo should be aware with the importance of ICT functions as one of the most important assets that must be kept maintained especially to overcome the effects of disasters which possibly occur in Indonesia. Therefore MCIT needs to establish a solid Disaster Recovery Planning DRP. DRP is important to minimize the impact of risk and to optimize the recovery process if something cause ICT not to work properly.
The purpose of this research is to develop a contingency plan for Kemkominfo using standards issued by NIST NIST SP 800 34 Rev 1 This framework has several steps that should be done to produce a contingency plan that appropriate with the conditions of the organization In the making of contingency plan it is needed to perform business impact analysis so that we can determine the priority level of critical information systems The results of this research is a proposed contingency plan to Kemkominfo.

"Pandemi COVID-19 telah mengubah cara orang berinteraksi dengan teknologi dan melakukan transaksi. Seiring dengan meningkatnya pentingnya transaksi non-tunai, aplikasi pembayaran digital mengalami peningkatan penggunaan yang signifikan di seluruh dunia. Tujuan dari penelitian ini adalah untuk mengidentifikasi faktor-faktor yang memengaruhi penerimaan pengguna terhadap aplikasi fintech di Indonesia menggunakan UTAUT (Unified Theory of Acceptance and Use of Technology) dan ITM (Initial Trust Model). Temuan penelitian menunjukkan bahwa kegunaan, kemudahan penggunaan, kontrol diri yang dirasakan, dan kepercayaan yang dirasakan memiliki dampak positif dan signifikan terhadap niat pengguna untuk menggunakan aplikasi fintech. Namun, keamanan yang dirasakan tidak tampak memiliki pengaruh yang signifikan terhadap niat pengguna untuk menggunakan aplikasi fintech. Data dikumpulkan dari pengguna aktif aplikasi pembayaran digital. Temuan menunjukkan bahwa pengalaman pengguna aplikasi menghasilkan kegunaan, kemudahan penggunaan, kontrol diri yang dirasakan, dan kepercayaan yang dirasakan di kalangan pengguna aktif aplikasi tersebut. Penelitian ini memberikan kontribusi berharga dalam memahami faktor-faktor yang mempengaruhi penerimaan dan penggunaan aplikasi fintech di Indonesia. Bagi bisnis fintech, penelitian ini dapat membantu pengembang aplikasi fintech dalam meningkatkan fitur dan fungsionalitas aplikasi untuk lebih sesuai dengan kebutuhan dan preferensi pengguna.

The COVID-19 pandemic has transformed the way people interact with technology and conduct transactions. As cashless transactions become increasingly important, digital payment applications have experienced a significant surge in usage worldwide. The objective of this study is to identify the factors that influence user acceptance of fintech applications in Indonesia using UTAUT and ITM. The findings indicate that usability, ease of use, perceived self-control, and perceived trust have a positive and significant impact on users' intention to use fintech applications. However, perceived security does not appear to have a significant influence on users' intention to use fintech applications. Data were collected from active users of digital payment app. Findings indicate that app experiences generate usability, ease of use, perceived self-control, and perceived trust among active users of the app. This research provides a valuable contribution to understanding the factors that affect the acceptance and use of fintech applications in Indonesia. For fintech businesses, this research may assist fintech application developers in enhancing application features and functionality to better suit user needs and preferences."

Direktorat Jenderal Aplikasi Informatika sebagai instansi pemerintah wajib menjalankan amanat Peraturan Pemerintah Nomor 82 Tahun 2012 Pasal 23 yaitu setiap penyelenggara sistem informasi harus memastikan interoperabilitas sistem informasi yang dikelolanya dengan sistem informasi lain yang terkait Jaminan interoperabilitas dapat dipenuhi jika tersedia mekanisme evaluasi interoperabilitas untuk sistem informasi Penelitian ini menggunakan kerangka kerja Information Systems Interoperability Maturity Model dengan pendekatan kualitatif untuk mengevaluasi penerapan interoperabilitas di lingkungan organisasi Hasil penelitian ini menunjukkan bahwa rata rata interoperabilitas sistem informasi di dalam organisasi berada pada Level 1 Manual dibutuhkan perbaikan agar interoperabilitas mencapai level yang diharapkan.

Directorate General of Informatics Applications as a government agency shall execute the mandate of the Government Regulation No 82 of 2012 Article 23 that every information system operators must ensure interoperability between their information systems and the other related information systems The guarantee of interoperability can be met if there is available a mechanisms to evaluate the interoperability of information systems This study using Information Systems Interoperability Maturity Model with a qualitative approach to evaluate the implementation of interoperability within the organization The result of this study showed that the average level of information systems interoperability in organization is at Level 1 Manual needed improvement to achieve interoperability at the desired level.

Sebagai salah satu bentuk tanggung jawab dan pelayanan pemerintah kepada masyarakat melalui implementasi e Government Kementerian Komunikasi dan Informatika Kominfo mengembangkan website sebagai salah satu langkah menuju good governance Harapannya adalah peningkatan efisiensi kenyamanan dan kemudahan aksesibilitas pelayanan kepada masyarakat Selain itu untuk mencapai tujuan akuntabilitas dan transparansi terhadap informasi yang seharusnya disampaikan kepada masyarakat Penelitian ini dilakukan untuk menilai kualitas website Kominfo menggunakan framework dimensi e GovQual sebagai best practice Dimensi e GovQual spesifik untuk website pemerintah yang memuat aspek harapan masyarakat kepada pemerintah sebagai pelayan masyarakat Tujuannya untuk mendapatkan prioritas pengembangan website Kominfo mengingat keterbatasan sumber daya manusia waktu dan biaya untuk pengembangan website Kominfo Penelitian ini termasuk penelitian kuantitatif dengan melibatkan sejumlah responden untuk disurvei Pertanyaan penelitian ini berdasarkan dimensi e GovQual yang disusun menggunakan skala likert Sebanyak 21 pertanyaan mewakili atribut dari masing masing dimensi e GovQual untuk menilai kualitas website Kominfo Pertanyaan tersebut harus lolos uji validasi menggunakan Cronbach rsquo s Proses pengolahan datanya mengunakan analisis faktor konfirmatori untuk mendapatkan faktor faktor utama yang mempengaruhi masing masing dimensi e GovQual Hasil dari penelitian ini diharapkan akan mendapatkan prioritas untuk pengembangan website Kominfo yang sesuai dengan penilaian masyarakat sebagai pengguna layanan Prioritas ini sebagai rekomendasi bagi Kominfo untuk pengembangan layanan e Governement ke depan
