"Skripsi ini membahas mengenai implementasi sertifikasi guru sekolah dasar negeri di Kecamatan Palmerah, Jakarta Barat. Penelitian ini menggunakan teori analisis implementasi kebijakan dari George Edward III dengan pendekatan kuantitatif. Hasil penelitian menyebutkan bahwa implementasi kebijakan sertifikasi guru telah berjalan dengan baik, namun masih ditemukan hambatanhambatan yaitu : kurangnya dana operasional, pola perekrutan staf diserahkan kepada pimpinan seksi masing-masing sehingga dapat terjadi nepotisme, kompetensi staf honorer yang kurang baik, lokasi yang kurang strategis dan tidak adanya pengawas independen dalam pelaksanaan sertifikasi guru. Dengan melihat hasil yang didapat, maka saran untuk pelaksana kebijakan sertifikasi guru adalah dengan meningkatkan dana operasional, merubah pola perekrutan staf menjadi berdasarkan pada latar belakang pendidikan, memberikan pelatihan untuk meningkatkan kompetensi, memilih lokasi yang strategis dan dibentuknya pengawas independen dalam penlaksanaan sertifikasi guru.

The focus of this study is about the implementation of teacher's certification in state elementary school on Palmerah Area, West Jakarta. This research using theory of implementing public policy from George Edward III and quantitative approach. The result of this research is the implementation of teacher's certification is working well, although there are some obstacles such as insufficient operational fund, recruitment system based on leader of dvision, competence of temporary staff, unstrategic location and there is no legitimate supervisor in implementation of teacher's certification. There are some recomendation for the obstacles like increasing the operational fund, change the recruitment system based on education, increasing the competence of temporary staff by training programs, find more strategic locations and build legitimate supervisor of the implementation teacher's certification."

Grindle yaitu isi kebijakan dan lingkungan kebijakan. Keberperanan faktor-faktor tersebut sangat bermakna bagi implementasi kebijakan. Penelitian ini menggunakan pendekatan post positivis melalui metode kualitatif dengan model studi kasus. Subyek penelitiannya adalah pegawai Dinas Pendidikan Dan Kebudayaan Provinsi
Lampung dan Dinas Pendidikan Pemuda Dan Olahraga Kabupaten Lampung Timur, Pegawai LPMP Provinsi Lampung, LPTK penyelenggara rayon 107 Universitas Lampung, pengawas
sekolah, kepala sekolah, Unit Pelaksana Dinas Kecamatan Sekampung Udik, dan juga guru sekolah dasar negeri di Kecamatan Sekampung Udik. Teknik pengumpulan data yang digunakan adalah wawancara dan studi dokumentasi. Hasil peneltian ini menunjukkan bahwa implementasi kebijakan sertifikasi guru sekolah dasar negeri di Kecamatan Sekampung Udik Kabupaten Lampung Timur Tahun 2014 telah memenuhi sembilan indikator dari unsur implementasi kebijakan publik model Merille S Grindle walaupun belum sempurna. Variabel lingkungan implementasi (cntext of implementation) merupakan
unsur yang paling lemah dalam pelaksanaan kebijakan sertifikasi guru. Peningkatan koordinasi merupakan solusi alternatif untuk permasalah pelaksanaan kebijakan sertifikasi guru di Kecamatan Sekampung Udik.

"Dengan adanya game-game online yang terus berkembang dan bermunculan di Indonesia, maka bermunculan pula bisnis tempat bermainnya. Game center sebagai usaha bidang jasa sangat erat hubungannya dengan konsumen. Kegagalan game center selain karena faktor lokasi, juga dipengaruhi oleh persepsi konsumen terhadap game center. Masalah penelitian yaitu karakteristik lokasi game center bagaimana yang menarik konsumen dalam jumlah besar beserta karakteristik konsumen di tiap kategori game center. Tujuan penelitian untuk mengetahui karakteristik lokasi dan konsumen game center di Kecamatan Palmerah. Penelitian ini bersifat kualitatif dengan analisis keruangan. Hasil yang didapat dari penelitian ini adalah game center jenis waralaba semuanya termasuk dalam kategori game center besar yang terdapat di kelas jalan kolektor, sedangkan game center mandiri terdiri dari berbagai kategori (besar, menengah, dan kecil) yang lokasinya cenderung berada pada kelas jalan kolektor. Jumlah konsumen bertambah seiring dengan semakin besarnya game center, namun jumlah konsumen terbanyak dimiliki oleh game center yang berada pada jalan-jalan kolektor dengan penggunaan tanah permukiman padat penduduk dan dekat dengan fasilitas pendidikan. Perbedaan kategori dan lokasi game center mengakibatkan adanya perbedaan karakteristik konsumen.

With the online games are constantly evolving and appear in Indonesia, it is also emerging business playground. Game center as business services sector is closely connected with consumers. Failure besides gaming center due to its location, is also influenced by consumers' perceptions of the game center itself. The research problem is how the game center location characteristics that attract consumers in the large numbers along with the characteristics of consumers in each category of game center. Research purposes to determine the site characteristics and consumer game center in the District Palmerah. This is a qualitative study with spatial analysis. The results obtained from this study is Game Center type of franchise are all included in the category of big game center located on collector road class, while the standalone game center consists of various categories (large, medium, and small) which tend to be located on the class of collector roads. The number of consumers increases with the more extensive of the game center, but the number of consumers most owned by gaming center located on collector streets in densely populated residential land use and near to educational facilities. Differences game center category and location results in disparities consumer characteristics."

"Kebijakan sertifikasi guru dalam jabatan di Indonesia dilaksanakan sejak tahun 2007 untuk semua jenjang pendidikan. Pelaksanaan kebijakan ini masih menimbulkan perbedaan tujuan antara pelaksana dengan sasaran kebijakan dan ketiadaan peningkatan mutu guru pascaimplementasi kebijakan. Penelitian ini menggunakan pendekatan positivis dan metode penelitian kualitatif. Peneliti tertarik untuk mengetahui bagaimana implementasi kebijakan sertifikasi guru dalam jabatan tahun 2011 untuk guru SMK di Provinsi DKI Jakarta dikaitkan pada sepuluh indikator implementasi kebijakan publik menurut Hogwood dan Gunn. Dari sepuluh indikator tersebut, delapan indikator dapat dinilai baik, sedangkan dua indikator dapat dinilai tidak baik.

The policy of teacher certification in Indonesia has been being held since 2007 for all levels education The implementation of this policy emerges the difference of purpose between implementor and target of policy and unincreasing the quality of teacher. This research uses positivist approach and qualitative methode. Researcher interests to know how teacher certification policy for vocational teacher was be implemented in 2011 in DKI Jakarta Province by connecting it to ten indicators of public policy implementation according to Hogwood and Gunn. From ten indicators, there are eight indicators classified as good, whereas there are two indicators classified as bad."

Tesis ini membahas implementasi kebijakan sertifikasi guru pada SMA Negeri di
Kecamatan Indramayu Kabupaten Indramayu dan faktor-faktor yang
mempengaruhinya yaitu Komunikasi, Sumber daya, Sikap para pelaksana, Stuktur
Birokrasi organisasi pelaksana, dan Lingkungan sosial ekonomi. Penelitian ini
merupakan penelitian kualitatif dengan desain deskriptif. Hasil penelitian
menyarankan bahwa pihak-pihak yang terkait dalam implementasi kebijakan perlu
lebih peduli pada kelengkapan dan kejelasan dari isi kebijakan sertifikasi guru;
guru perlu memahami maksud dan tujuan sertifikasi sebagai upaya reformasi
pendidikan dengan menjadikan guru sebagai suatu jabatan profesi; perlunya
perencanaan yang matang, koordinasi dan kinerja yang baik dari para pelaksana
yang menangani penyelenggaraan sertifikasi guru.

Abstract
The research explained the implementation of certification policy and factors that
influences of it such as Communication, Resource, Attitude or Disposition,
Structure Organization, and Social Economic. The result of the research suggest
that the stakeholders in implementing the policy should be more focus on clearity
of the policy. The teacher need to understand the purpose of teacher certification
as educational reform; accurate planning, coordinating, and good performance
need to be set in implementing the policy of teacher certification."

"ABSTRAK
Praktek Kerja Profesi Apoteker di Puskesmas Palmerah bertujuan untuk memahami peran dan tanggung jawab Apoteker dalam melaksanakan pelayanan kefarmasian di Puskesmas, memahami kegiatan pelayanan kefarmasian yang ada di Puskesmas baik kegiatan manajerial maupun pelayanan farmasi klinis, dan menambah pengetahuan dan keterampilan calon Apoteker dalam melaksanakan pelayanan kefarmasian di Puskesmas. Pelayanan Kefarmasian Puskesmas Palmerah secara garis besar terdiri dari dua kegiatan yaitu manajemen perbekalan farmasi dan kegiatan farmasi klinik. Kegiatan Manajemen perbekalan farmasi di Puskesmas Kecamatan Palmerah secara garis besar sudah berjalan dengan baik sesuai standar pelayanan kefarmasian dari Kementerian Kesehatan Republik Indonesia, hanya saja masih ada kekurangan fasilitas penyimpanan perbekalan farmasi. Kegiatan farmasi klinik di Puskesmas Kecamatan Palmerah terdiri dari penyiapan obat, penyerahan obat, dan pemberian informasi obat. Tugas khusus yang diberikan yaitu berupa pembuatan media pelayanan informasi obat tentang cara penggunaan obat luar. Puskesmas merupakan fasilitas pelayanan kesehatan dasar yang menyelenggarakan upaya kesehatan pemeliharaan, peningkatan kesehatan promotif , pencegahan penyakit preventif , penyembuhan penyakit kuratif , dan pemulihan kesehatan rehabilitatif , yang dilaksanakan secara menyeluruh, terpadu, dan berkesinambungan. Dalam menyelenggarakan upaya kesehatan perorangan dan upaya kesehatan masyarakat, Puskesmas perlu ditunjang dengan pelayanan kefarmasian yang bermutu. Pelayanan kefarmasian merupakan bagian dari sistem pelayanan kesehatan di Puskesmas yang merupakan unit pelaksana teknis dinas kesehatan Kabupaten/Kota. Pelayanan Kefarmasian di Puskesmas meliputi Pengelolaan Sediaan Farmasi dan Bahan Medis Habis Pakai serta Pelayanan Farmasi Klinik. Pengelolaan Sediaan Farmasi dan Bahan Medis Habis Pakai terdiri dari perencanaan, permintaan, penerimaan, penyimpanan, pendistribusian, pengendalian, pencatatan, pelaporan dan pengarsipan. Pelayanan farmasi klinik terdiri dari pengkajian resep, penyerahan obat, dan pemberian informasi obat, pelayanan informasi obat PIO , konseling, ronde / visite pasien, pemantauan dan pelaporan efek samping obat ESO , pemantauan terapi obat PTO , dan evaluasi penggunaan obat EPO . Pelayanan kefarmasian di Puskesmas Kecamatan Palmerah sudah berjalan secara optimal, namun pelayanan farmasi klinik berupa konseling, ronde/visite pasien, pemantauan dan pelaporan efek samping obat, PTO, dan EPO belum dilakukan secara rutin.

ABSTRACT
Puskesmas is a basic health service facility that implement health maintenance, health promotion, prevention, curative disease, and rehabilitation, that implemented thoroughly, integrated and sustainable. individual health efforts and public health efforts, Puskesmas need to be supported by quality pharmaceutical services. Pharmaceutical service is part of the health service system at the Puskesmas which is the technical implementation unit of the Regency City health office. Pharmaceutical care at Puskesmas includes Management of Pharmaceutical Products, Medical Devices, Medical Materials and Consumables and clinical pharmacy services. Management of Pharmaceutical Products, Medical Devices, Medical Materials and Consumables consist of the planning, requesting, receiving, storing, distributing, controlling, recording, reporting and filing. Clinical pharmacy services consist of prescription assessment, drug delivery and drug information service, drug information services PIO , counseling, patient visit, monitoring and reporting of drug side effects ESO , drug therapy monitoring PTO , and evaluation of drug use EPO . Pharmacy services at Puskesmas Palmerah have been running optimally, but clinical pharmacy services in the form of counseling, patient 39 s round visite, monitoring and reporting of drug side effects, PTO, and EPO have not been done routinely."

"Tidak adanya pemerataan mutu pendidikan di Indonesia menyebabkan tidak meratanya kualitas pendidikan yang diterima masyarakat di setiap daerah. Dengan kondisi yang demikian maka pemerintah membuat kebijakan Standar Nasional Pendidikan yang merupakan kriteria minimal dalam hal penyelenggaraan pendidikan dan berfungsi sebagai penjamin dari pemerataan mutu pendidikan. DKI Jakarta sebagai ibu kota Negara seharusnya dapat menjadi contoh bagi daerah-daerah lain dalam pelaksanaan Standar Nasional Pendidikan.
Karena itu penelitian ini bertujuan untuk menganalisis bagaimana implementasi kebijakan Standar Nasional Pendidikan di DKI Jakarta dengan mengambil kasus pada Sekolah Menengah Pertama Negeri di Kotamadya Jakarta Barat. Metode pengumpulan data yang digunakan dalam penelitian ini adalah metode kualitatif melalui wawancara mendalam dan juga studi dokumen.
Hasil penelitian ini membuktikan bahwa pelaksanaan kebijakan Standar Nasional Pendidikan di Sekolah Menengah Pertama Negeri di Jakarta Barat belum berjalan dengan baik. Hal ini dapat dilihat dari masih banyaknya kesulitan-kesulitan teknis yang dihadapi sekolah, rendahnya pengawasan, dan juga kurang optimalnya pengalokasian dana.

The lack of equity of educational quality in Indonesia cause differences in quality of education that Indonesian society receive. With that condition, the government makes a policy about National Education Standard which is the minimum criteria of education and as assurance of equity in education quality. DKI Jakarta as a capital city of Indonesia should be an example for other province for the implementation of National Education Standard.
Therefore, the goals of this research is to analyze how the implementation of the National Education Standard policy by taking case in Public Junior High School in West Jakarta. The methods of data collection in this research is using qualitative methods by deep interview and document study.
The conclusion of this research prove that the implementation of National Education Standard policy in Public Junior High School in West Jakarta hasn’t been going quite well viewed by many technical difficulties that school faces, lack of supervision, and the lack of optimality in budget allocation.

"ABSTRAK
Penelitian ini membahas penguatan kapasitas guru dalam implementasi program literasi sekolah. Penelitian ini adalah penelitian kualitatif yang disajikan secara deskriptif dengan mengumpulkan informasi mengenai pemahaman guru tentang definisi, manfaat, tujuan, dan praktik literasi dalam konteks pendidikan di SDN Rorotan 05 Pagi Jakarta Utara, hasil temua tersebut kemudian dikaitkan dengan kebijakan program sebagai upaya untuk meningkatkan kapasitas literasi bagi guru. Hasil penelitian ini memperlihatan bahwa kebijakan penguatan kapasitas guru sangat perlu dilakukan agar program literasi di sekolah dapat berjalan. Selain itu, kebijakan penguatan kapasitas guru juga harus mendapat dukungan dari semua stakeholder.

ABSTRACT
This study discusses about developing teacher rsquo s capacity on the literacy program implementation. This research is qualitative study which is presented in descriptive by describing the teacher rsquo s comprehension about literacy rsquo s definition, purpose, impact and practice in term of education context in Rorotan 05 Pagi Elementary School North Jakarta. Furthermore, it rsquo s also related with literacy rsquo s policy to develop teacher rsquo s capacity. The result of the study shows program for developing teacher rsquo s capacity is necessary in order to the program successful. However, literacy rsquo s program also need to be supported by all the stakeholders. "
