"Pemenuhan hak buruh yang sesuai dengan undang-undang ketenagakerjaan merupakan kewajiban perusahaan. Pemenuhan hak buruh oleh perusahaan belum sesuai harapan, sehingga perlu dibantu oleh peran serikat pekerja dan partisipasi pekerja dalam memperjuangkan haknya. Untuk memahami hal tersebut di tingkat empirik, penelitian ini dilakukan dengan mengambil sample di salah satu serikat pekerja, Serbuk Karawang. Penelitian ini menggunakan metode kuantitatif membahas bagaimana peran serikat pekerja dan tingkat partisipasi pekerja dalam memperjuangkan haknya berdasarkan undang-undang ketenagakerjaan.
Dalam penelitian ini, semakin positif peran serikat pekerja dan partisipasi pekerja dalam memperjuangkan haknya semakin tinggi pemenuhan hak buruh. Semakin negatif peran serikat pekerja dan partisipasi pekerja dalam memperjuangkan haknya semakin rendah pemenuhan hak buruh.

Fulfillment of workers rights in accordance with the labor law is an obligation of the company. Fulfillment of labor rights by the company does not meet the expectations that need to be assisted by the role of trade unions and workers' participation in the fight for their rights. To understand the empirical level, the study was conducted by taking sample in one union, Serbuk Karawang. This study use a quantitative method, where the study discusses how the relationship between the role of labor union and the level of participation of workers in the fight for their rights under the labor laws.
In this study, the more positive the role of trade unions and workers' participation in the fight for their rights, the higher the fulfillment of labor rights. The more negative the role of trade unions and workers' participation in the fight for their rights as well the lower the fulfillment of the rights of workers.

"As industrialisation expands at a rapid pace with emphasis on profit maximisation, conflict between management and workers is inevitably on the rise. And for workers who have no control over means of production, collective bargaining has always played the key strategy in safeguarding the workers' interest as versus to that of management In many developing countries especially where industrialisation takes place, the countries' mode of production carries similar features to the United States?so called Fordism, neo-Fordism and post-Fordism. Such approaches emerged out of the scientific management theory known as Taylorism. The aim of this paper is to discussthe role of trade unionism under Fordism, neo-Fordism, and post-Fordism. It attempts to provide clarifications on the paradigms, the labour process and more importantly, the role of trade unions under each paradigm.
Under Fordism, trade unions are more concerned with defending interest of the members, unions are perceived as confrontative forces in their attempts to protect jobs, as well as to ensure improvement of working conditions and substantial increase in wages. Under neo fordism, there are two dimensions of union role: One is that trade unions remain the defensive rote as that under Fordism. Not understanding, if trade unions facing challenges brought by technological change, and instead of trying to resist the change but perceiving the positive side of it, then they play the co-operative role. Contrasted to that suggested by Fordism and neo-Fordism, the post-Fordists see no other ways out for trade unions to remain their influence unless they completely change their view and belief concerning the struggle against the bosses, and that they adopt the new technology, and impose a certain kind of work organisation. The post-Fordists argue that with this method, the common interests between unions and management can be protected.
It is worth noting that the Fordist, neo-Fordist and post-Foidist paradigms co-exist, and sometimes even in the same product market. The shift from Fordism to neo-Fordism and post-Fordism imposes greater challenges to trade unions as labour relations is forged to transform itself; and hence, challenges and obstacles facing trade unions are even greater and more difficult to tackle once they enter into post-Fordism paradigm.

"ABSTRACT
Mekanisme pencatatan serikat pekerja/serikat buruh telah diatur dalam Keputusan Menteri Tenaga Kerja dan Transmigrasi Nomor : Kep.16/Men/2001 tentang Tata Cara Pencatatan Serikat Pekerja/Serikat Buruh. Namun demikian, terdapat kesenjangan antara pengaturan tersebut dengan pelaksanaan pencatatan serikat pekerja/serikat buruh. Akibatnya, dengan banyaknya jumlah serikat pekerja/serikat buruh yang telah tercatat malah melemahkan gerakan pekerja/buruh dalam perannya. Penelitian dilakukan terhadap proses pencatatan Serikat Pekerja Pengelola dan Pekerja Pedagang Kaki Lima Alun-Alun Kebumen (SP4KLA Kebumen) pada Dinas Tenaga Kerja dan Koperasi, Usaha Kecil dan Menengah Kabupaten Kebumen (Disnakerkukm). Metode Penelitian yang digunakan dalam penelitian ini adalah penelitian hukum yuridis normatif yang dilakukan dengan cara studi kepustakaan terhadap data sekunder, dilengkapi dengan wawancara terhadap informan. Hasil penelitian menunjukkan bahwa Kepmenaker tentang Tata Cara Pencatatan Serikat Pekerja/Serikat Buruh belum mengatur secara rinci tahapan pencatatan serikat pekerja/serikat buruh pada tahap pemberitahuan pencatatan dan tahap penelitian kelengkapan administrasi. Bahkan,  dalam tahap verifikasi lapangan belum terdapat pengaturannya dalam peraturan tersebut. Oleh karena itu,  secara umum, diperlukan pengaturan yang lebih rinci dan tegas dalam tahap pemberitahuan pencatatan dan penelitian kelengkapan administasi serta secara khusus, diperlukan pengaturan yang mengatur pelaksanaan tahap verifikasi lapangan.

ABSTRACT
The mechanism of trade union registration is regulated in the Decree of the Minister of Manpower and Transmigration Number. Kep.16/ Men/2001 about procedures for registration of trade union. However, there are several discrepancies between the regulation and the registration of union. As a result, the large number of unions that have been registered has weakened the labor movement in its role.This research is conducted toward the registration process of  Serikat Pekerja Pengelola and Pekerja Pedagang Kaki Lima Alun-Alun Kebumen (SP4KLA Kebumen) to the Minister of Manpower Local Office, District of Kebumen (Disnakerkukm). The research method used is normative judiricial law conducted with literature study of secondary data and completed by conducting an interview. The result of the study indicates that the Ministry of Manpower and Transmigration regulation about the procedure of registration of  union has not been regulated in detail for the stages of registration of trade union, specifically in the stage of registrastration notification and in the stage of administration completeness. Moreover, in the field verification stage  there is also no specific regulation about it. Therefore, generally, more detailed and clear regulation is needed in stage of registration notification and administration completeness, and specifically, the implementation regulation is nedeed in stage of field verification."

"Undang-Undang Nomor 13 tahun 2003 tentang Ketenagakerjaan, Undang-Undang Nomor 21 Tahun 2000 tentang Serikat Pekerja/Serikat Buruh mengatur mengenai Serikat Pekerja, namun tidak sepenuhnya berjalan dengan baik karena sering terjadi ketidakjelasan pengaturan. Skripsi ini membahas mengenai pengertian Serikat Pekerja, tujuan dan peran dari Serikat Pekerja, dan implementasi Serikat Pekerja dalam penyusunan Perjanjian Kerja Bersama dan peran Serikat Pekerja dalam Lembaga Kerja Sama Tripartit. Peran Serikat Pekerja dalam pembahasan upah minimum terkait dengan upah minimum DKI Jakarta, sedangkan peran serikat pekerja dalam lembaga Kerja Sama Tripartit nasional masuk dalam pembahasan Peraturan menteri Nomor 19 Tahun 2012. Peran Serikat Pekerja dalan Penyusunan Perjanjian Kerja Bersama dalam kasus PT PLN. Simpulan yang didapat dalam penelitian ini adalah bahwa peran Serikat Pekerja dapat meningkatkan kualitas hubungan kerja bagi pekerja.

This thesis deals with the notion of unions, the purpose and role of unions, and the implementation of trade unions in the preparation of a joint Working Agreement and the role of unions in Tripartite Cooperation Institutions. The role of unions in the discussions related to the minimum wage the minimum wage Jakarta, while the role of unions in the National Tripartite Cooperation institutions in the deliberations of the Ministerial Regulation number 19 in 2012. The role of labor unions in the drafting of the agreement work together in the case of pt pln. Drawing conclusions obtained in this research is that the role of the union can improve the quality of a working relationship for workers."
