"Studi ini mencoba menjelaskan mengapa organisasi kehumasan pemerintah belum dapat berfungsi secara optimal untuk meningkatkan kepercayaan dan dukungan publik terhadap pemerintah. Bahkan, organisasi kehumasan pemerintah masih lekat dengan aktivitas kehumasan yang ‘itu-itu saja’, seperti juru foto, penyusun kliping, juru ketik berita dan pembuat stiker. Teori strukturasi digunakan peneliti untuk memberi gambaran secara mendalam bahwa pengulangan tindakan yang dilakukan oleh para agen di dalam organisasi berdasarkan struktur yang berlaku dapat melanggengkan struktur organisasi humas seperti yang terlihat saat ini. Hasil penelitian memperlihatkan bahwa terdapat multilevel strukturasi di dalam organisasi kehumasan dan para agen cenderung menggunakan aliran komunikasi organisasi tertutup ketika berinteraksi.

This study attempts to explain why the government public relations organizations have not been able to function optimally to increase public support and expectation on government performance. Moreover, government public relations organizations constantly ascribe to their routine activities such as a photographer, a journalist, typist, clip-based person and a sticker maker. Structuration theory is used in this research to provide a thick description that repetition of actions based on the existing structures implemented by agents inside the organization, will perpetuate organizational structure as it appears today. This study showed that there is multilevel structuration in government public relations and agents tend to communicate in a closed network when interacting to one another."
