"The efforts of improving the quality of knowledge, skills and attitudes of human resources within the Ministry of Justice and Human Rights of the Republic of Indonesia through technical training and education programs have so far been implemented. However, there has not been any study on the effectiveness of their implementation, and the perception of participants regarding the curricula, lecturers/facilitators, organizers, training facilities including venues and room accommodation, as well as the benefits of the programs for the participants and their institutions. There has been an impression that training and education programs are conducted as a routine work. Further, it seems that the organizers of training and education programs do not fully realize and understand the weaknesses of the implementation of the programs due to the lack of inputs from the alumni that can be used to improve the implementation of next programs.
This research was based on a positivists paradigm where, according to this school, a research is regarded as an objective observer on the features of the nature on which researchers do not have any influence. Further, this research was conducted in order to find out the perception of the participants of the training and education programs by using a descriptive and quantitative approach. An analysis of descriptive statistics was used to analyze and describe the perception of the participants regarding the implementation of training and education programs including aspects of curricula, lectures/facilitators, organizers, and training facilities.
This research was conducted in the effort to describe and analyze variously relevant features by using a population of 194 alumni of 5 types of training and education programs as the focus of research, including training for civil servant investigators of immigration, training for intelligence officers of corrective institutions, training for senior officials of corrective institutions (2nd level), training on prime and excellent services, and training on the drafting of laws and regulations.
Having analyzed various data and facts, and information in the form of suggestion and inputs, the research can be summarized as follows:
1. Aspect on curricula as the key input factor in the implementation of a training course is valued / regarded by participants adequate but not yet focused.
2. Aspect on lecturers/facilitators as core resources in the implementation of a training course is valued/regarded average/good by participants of training for intelligence officers of corrective institutions, training for senior officials of corrective institutions (2nd level), and training on prime and excellent services. The uses of methods and supporting facilities by lecturers/facilitators are not adequate.
3. Aspect of organizers as the group that has the competency to conduct training and education programs is valued/regarded not adequate by participants of trainings for civil servant investigators of immigration. Meanwhile, participants of training for intelligence officers of corrective institutions, and training on the drafting of laws and regulations valued this aspect adequate. Lastly participants of training for senior officials of corrective institutions (2nd level) had a good evaluation on this aspect.
4. Aspect of learning facilities as means used in obtaining the purposes of training and education programs is valued/regarded not adequate by participants of trainings for civil servant investigators of immigration.
Meanwhile, participants of training for intelligence officers of corrective institutions, training on prime and excellent services and training on the drafting of laws and regulations valued this aspect adequate. Lastly participants of training for senior officials of corrective institutions (2nd level) had a good evaluation on this aspect.
5. Aspect of venue facilities including accommodation as supporting aspect for participants while attending the programs and in relation to physical and spiritual health so that all participants stay fit during the programs is valued/regarded adequate by almost all of participants except participants of trainings for civil servant investigators of immigration, and participants of training for intelligence officers of corrective institutions valued it not adequate.
Based the analysis of these 5 types of training and education programs, the implementation of training and education programs in the future needs better planning and preparation, which includes:
1. Trainings of program planning, curriculum preparation, methods and standards of training and education programs, and training evaluation;
2. Selection of lecturers/facilitators which is based on competency, abilities and talent, and experiences in certain fields, and based on the policies of head of institution;
3. The upgrading of formal education and TOC for the organizers of the training and education programs as well as the repositioning of staff;
4. The upgrading of quality and quantity of learning facilities including libraries, computer and Internet centers, as well as training materials; and,
5. The improvement of food quality and health facilities including doctors as well the upgrading of sport facilities that can accommodate all participants.

"Pusdiklat adalah unsur pelaksana tugas di bidang pendidikan dan pelatihan pegawai mempunyai peranan penting dalam menyiapkan sumber daya manusia agar menjadi aparatur yang professional, berkepribadian dan berdisiplin. Keberhasilan suatu program pelatihan dipengaruhi oleh berbagai aspek. yaitu : kebutuhan diklat, kurikulum, peserta, penyelenggara, widyaiswara serta sarana dan prasarana. Oleh karena itu penelitian ini bertujuan untuk mengkaji efektifitas program pelatihan yang dilakukan oleh Pusdiklat Departemen Kehakiman dan HAM Republik Indonesia.
Populasi dan sample ini adalah Para peserta diklat yang mengikuti di diklat di Pusdiklat Departemen Kehakiman dan HAM RI yaitu peserta diklat Administrasi Umum dan diklat Pengusutan dan Pengungkapan Kasus pada tahun 2002 yang diharapkan dapat mengungkap pendapat tentang pelaksanaan diklat yang dilakukan oleh Pusdiklat. Responden berjumlah 40 orang peserta diklat Administrasi Umum dan 29 orang peserta diklat Pengusutan dan Pengungkapan Kasus.
Penelitian yang digunakan untuk ini adalah Deskriptif Statistik dengan pengujian data melalui label Distribusi Frekuensi. Hasil Penelitian menunjukkan bahwa pada diklat dan aspek kebutuhan diklat, aspek kurikulum, aspek peserta diklat, aspek penyelenggaraan dinyatakan efektif dan aspek sarana dan prasarana dinyatakan efektif Sedangkan aspek widyaiswara dinyatakan kurang efektif sehingga perlu peningkatan.
Pada diktat Pengusutan dan Pengungkapan Kasus aspek-aspek yang dinyatakan efektif adalah aspek kebutuhan diktat, kurikulum, peserta diktat, penyelenggaraan diktat dan widyaiswara. Sedangkan aspek yang dinyatakan sangat efektif adalah aspek sarana dan prasarana.
Secara umum pelaksanaan diktat Adum dan Pengusutan dan Pengungkapan Kasus dinyatakan efektif."

"Latar belakang pemilihan judul tesis ini didasarkan pada kenyataan yaitu munculnya berbagai masalah di Biro Keuangan, diantaranya yaitu pegawai yang tidak taat pada jam kerja seperti datang terlambat atau pulang lebih awal, meninggalkan ruangan pada jam-jam kerja tanpa alasan yang jelas, lambat dalam menyelesaikan pekerjaan, sering tidak masuk kerja, lebih banyak mengobrol dengan sesama pegawai dari pada menyelesaikan pekerjaan. Dengan kata lain, masih terjadi pelanggaran-pelanggaran terhadap kedisiplinan, dan peraturan kepegawaian oleh para pegawai di lingkungan Biro Keuangan. Fenomena-fenomena tersebut sudah cukup untuk menggambarkan keadaan suatu organisasi pemerintahan yang tidak sehat, dan indikasi penyebabnya adalah proses kepemimpinan, rendahnya tingkat kepuasan kerja, dan buruknya lingkungan kerja. Hal ini dapat membawa dampak kepada rendahnya produktivitas pegawai.
Landasan teori yang dipergunakan dalam penulisan tesis ini adalah teori organisasi dalam konteks pengembangan sumber daya manusia. Dikatakan oleh Simanjuntak ( 1985,41 ), dalam rangka peningkatan produktivitas kerja disuatu organisasi diperlukan pemimpin yang partisipatif dan kreatif. Disinilan peranan yang sangat penting seorang pemimpin dalam meningkatkan produktivitas pegawai. Disamping kepemimpinan yang mempunyai hubungan dengan produktivitas pegawai, terdapat pula faktor lain yang juga berhubungan dengan produktivitas pegawai yaitu kepuasan kerja, dan lingkungan kerja. Dengan demikian terdapat tiga faktor yang berhubungan dengan produktivitas pegawai.
Menurut Munandar ( 1985,51 ), bahwa kepuasan kerja adalah adanya interaksi antar tenaga kerja yang menghasilkan efek positif, sehingga timbul kepuasan kerja. Adanya kepuasan kerja tersebut dapat mempengaruhi produktivitas tenaga kerja. Dengan demikian bahwa kepuasan kerja mempunyai hubungan dengan produktivitas pegawai. Faktor lain yang berhubungan dengan produktivitas pegawai adalah lingkungan kerja. Lingkungan kerja merupakan lingkungan manusia yang didalamnya para pegawai organisasi melakukan pekerjaan. Sagir ( 1985, 38 ), berpendapat bahwa lingkungan kerja yang baik dan nyaman dapat menciptakan produktivitas karyawan yang lebih tinggi dari pada bekerja dalam lingkungan kerja yang tidak menyenangkan. Dengan demikian terdapat hubungan antara lingkungan kerja dengan produktivitas pegawai.
Selanjutnya pengertian produktivitas adalah keluaran, dirumuskan sebagai ratio darn apa yang dihasilkan terhadap keseluruhan masukan. Dengan kata lain, produktivitas merupakan ukuran dari kemampuan ( baik individu, kelompok, mapun organisasi ) untuk menghasilkan sesuatu produk! jasa dalam kondisi dan situasi tertentu, demikian pendapat Sagir ( 1985,50 ).
Metode penelitian yang digunakan adalah metode deskriptif kualitatif-kuantitatif dengan jumlah populasi di Biro Keuangan sebanyak 78 orang. Pengambilan data responden dilakukan dengan menggunakan tehnik sensus, berstrata, dan proporsional. Sedangkan prosedur pengumpulan data dengan menggunakan instrumen kuesioner, survey dan wawancara. Penelitian ini dimaksudkan untuk mengetahui hubungan antara kepemimpinan, kepuasan kerja, dan lingkungan kerja dengan produktivitas pegawai baik secara sendiri-sendiri mapun secara bersama-sama.
Dari hasil penelitian dapat diketahui bahwa : (1 ). Terdapat hubungan yang positif dan signifikan antara kepemimpinan, kepuasan kerja, dan lingkungan kerja dengan produktivitas pegawai, yang berarti meningkatnya kepemimpinan, kepuasan kerja, dan lingkungan kerja akan meningkatkan produktivitas pegawai. (2 ). Terdapat hubungan yang positif dan signifikan antara kepemimpinan, kepuasan kerja, dan lingkungan kerja secara bersama-sama dengan produktivitas pegawai, yang berarti meningkatnya kepemimpinan, kepuasan kerja, dan lingkungan kerja secara bersamasama akan meningkatkan produktivitas pegawai.
Disamping itu dari hasil Crosstab variabel kepemimpinan, kepuasan kerja, dan lingkungan kerja terhadap jabatan, golongan, pendidikan dan usia pegawai dapat diketahui persepsi pegawai tentang : (1 ). Kepemimpinan, semakin tinggi jabatan, golongan, pendidikan, dan usia pegawai maka persepsi tentang kepemimpinan semakin baik. (2 ). Kepuasan kerja, semakin tinggi jabatan, golongan, pendidikan, dan usia pegawai maka persepsi tentang kepuasan kerja semakin baik. ( 3 ). Lingkungan kerja, semakin tinggi jabatan, golongan, pendidikan, dan usia pegawai maka persepsi tentang lingkungan kerja semakin baik.
Atas dasar hasil penelitian tersebut, maka saran yang dapat penulis sampaikan adalah hendaknya pimpinan dalam mengusulkan pegawai untuk promosi jabatan dilakukan secara obyektif dan transparan, usul kenaikan pangkatl golongan pegawai agar dilaksanakan tepat waktu, pimpinan dapat merangsang pegawai untuk meningkatkan pengetahuan dan kemampuan baik melalui pendidikan formal maupun informal, serta pimpinan juga perlu memperhatikan kelompok usia pegawai.

The Phenomenon have last for depicting situation and indisposed governance organization, and its cause indication is leadership process, low of mount satisfaction of activity, and environmental obsolesce of activity. This matter can bring impact to lowering of officer productivity.
Basis for theory which is utilized in writing of this thesis is organizational theory in human resource development context. Told by Simanjuntak ( 1985,41 ), in order to make-up of work productivity a[n organization needed by creative and participative leader. Here very important role a leader in improving officer productivity. From other side leadership having relation with officer productivity, there are also other factor which is also relate to officer productivity that is satisfaction of activity, and activity environment. Thereby there are three factor related to officer productivity.
According To Munandar ( 1985,51 ), that satisfaction work is the existence of interaction between labor yielding positive effect, so that arise satisfaction of activity. Existence of satisfaction of the activity can influence labour productivity. Thereby that satisfaction of activity has relation with officer productivity, other related Factor with officer productivity is activity environment. Environmental of activity represent human being environment which in it all organizational officer conduct work. Sagir ( 1985,38 ), having a notion that balmy and good activity environment can create higher level employees productivity from at working inconvenience in the working environment Thereby there are relation between environment work with officer productivity.
Hereinafter congeniality of productivity is output, formulated as ratio from what yielded to overall of input. Equally, productivity represent size measure from ability (good of individual, group, and also organization) to yield something product/ service in a condition and certain situation, that way Sagir opinion ( 1985,50 ).
Used by Research method is descriptive method of qualitative - quantitative with amount of population in Monetary Bureau counted 78 people. This research is meant to know relation between leadership, satisfaction of activity, and environment work with officer productivity either through by self and also by together.
From result of research can know that (1). There are [relation/link] which are positive and significant between leadership, satisfaction of activity, and environment work with officer productivity, meaning the increasing of leadership, satisfaction of activity, and activity environment will improve officer productivity (2 ). "Kemampuan dan Motivasi peranannya sangat penting dalam melaksanakan suatu penelitian, karena untuk melaksanakan suatu penelitian disamping harus memiliki mental dan fisik yang memadai, harus juga memiliki kemampuan teknis atau metodologi penelitian, kemampuan manajerial, kemampuan berperilaku atau berkomunikasi, kemampuan konseptual atau kemampuan menvisualisasikan hari depan dan visi organisasi, sehingga dapat menciptakan ketekunan bekerja [application ] dan efektivitas [effectiveness] dalam bekerja atau dengan memiliki kemampuan dan motivasi yang diciptakan maka pegawai akan berusaha dan bekerja sekeras-sekerasnya untuk memenuhi tercapainya sasaran dan tujuan organisasi yang telah ditetapkan.
Penelitian ini berupaya mengungkapkan korelasi antara kemampuan dan motivasi dengan kinerja pegawai Pusat Penelitian dan Pengembangan Departemen Kehakiman Rl, dengan menggunakan metode diskriptis analisis dan mengambil populasi sebagai sampel atau non probalita sampling dengan sampling jenuh/sensus. Instrumen yang digunakan adalah pernyataan menurut skala Liked dengan skor 4,3, 2, 1.
Untuk mempermudah pembahasan, maka pengolahan data menggunakan rumus Spearman rho dan bantuan program SPSS 11.00 for Windows, sehingga penghitungan matematis dalam narasi statistik yang general.
Adapun hasil korelasi yang didapat dalam penelitian ini adalah :
- Hubungan antara variabel kemampuan dengan kinerja terdapat arah hubungn positif [tidak berlawanan arah], dengan tingkat hubungan sangat rendah yaitu 0,087 jauh dibawah angka 0,5%, sedangkan hubungan tersebut tidak signifikan karena probalitas adalah 0,870 [Sig.2 -tailed ] yang di atas angka 005. Oleh karena itu, hubungan tersebut tidak menolak Ho.
- Hubungan antara variabel motivasi dengan kinerja terdapat arah hubungan positif, dengan tingkat hubungan sangat rendah yaitu 0,087 jauh dibawah angka 0,5%, sedangkan hubungan tersebut tidak signifikan karena probalitas adalah 0,870 [Sig. 2-tailed ] yang diatas angka 0,05. Oleh karena itu, hubungan tersebut tidak menolak Ho.
- Hubungan antara variabel Kemampuan dengan Motivasi terdapat arah hubungan positif, dengan tingkat hubungan sangat tinggi yaitu 0,834 jauh diatas angka 0,5%, sedangkan hubungan tersebut signifikan karena probalitas adalah 0,000 [Sig. 2 -tailed ] yang jauh dibawah angka 0,05. 0,003 [Sig. 2-tailed j, sehingga hubungan tersebut menolak Ho.
- Hubungan antara Kemampuan dan Motivasi dengan kinerja pegawai terdapat arah hubungn positif, dengan tingkat hubungan sangat rendah yaitu 0, 118 yang jauh dibawah 0,5% [ 0,000 -0,1999 ], sedangkan hubungan tersebut tidak signifikan, karena probalitas [ sig, 2 tailed] adalah 0,824 yang berada diatas 0,05, sehingga hubungan tersebut tidak dapat menolak Ho. [ tidak terdapat hubungan antara kemampuan dan motivasi dengan kinerja]
Dan jawaban responden dan data sekunder diketahui tingkat kemampuan dan motivasi pegawai sedang dan menghasilkan kinerja yang sedang, Namun, jumlah pegawai harus ditambah dengan kualifikasi pendidikan [ bukan dari lulusan Fakultas Hukum ] yang sesuai dengan bentuk pekerjaan penelitian yang dilakukan dan perlu pengklasifikasian jabatan fungsional peneliti sesuai dengan bidang yang diteliti atau melakukan promosi terhadap pegawai yang selesai mengikuti pendidikan S2, terutama tulusan S2 [ FISIP-Ul - Depkeh dan HAM RI ] pada jabatan yang ada di Puslitbang, terutama jabatan Fungsionaris untuk mendukung pelaksanaan tugas penelitian."

"The main duties and functions of Employee's Education and Training Center (ETC) of Department Justice and Human Rights are to conduct, to coordinate and to organize especially related with the field of employee's education and training center to all human resources of Department Justice and Human Rights which divided in to 10 units of Echelon I, 59 Echelon II, 203 Echelon III, 549 Echelon IV, also 30 provincial office with total employees consists of 52.188 people.
The factual problems is the existence of phenomenon that the performance level of employees of Education and Training Center isn't optimal. Meanwhile the conceptual problems is if the employees have high quality, so the performance level is also high.
Davis (1993: 227) explain that one's performance is influenced by competence and motivation one has, the competence is influenced by knowledge and skill, meanwhile motivation is influenced by attitude and situation, next the performance of employee and resource will influence the organization's achievements.
The objective of this research is to know and to prove how strong is the performance of employee. This research uses survey sampling or "census" by taking population of all employees of ETC at Department Justice and Human Right especially those who are at staff level consists of 80 people. Meanwhile the instrument that is used to collect variable data of competence is using statement essay form questioner which consists of 17 questions, meanwhile the statement for work motivation variable consists of 9 questions, each score uses liken scale 1 to 5.
Meanwhile performance variable data collecting is by direct scoring to staff performance by each direct superior (Head of subsection or head of sub field). Around 95 % of all performance evaluation at low and mid level of organization is conducted by direct superior of that employee (Robbins, 2001: 260), the scoring instrument that is used is the evaluation design model which developed by James E. Neal (2004 : 25 - 51) with scoring scale 1 to 5.
The data analysis technique uses correlation analysis Spearman rho, the result of finding in the research shows:
1. There is positive and significant relations between competence variable and performance variable, with correlation coefficient (r) is 0.430 with significance level is 0.027, and this relations means that the higher the competence level one has, so the higher the performance level.
2. There is positive and significant relations between work motivation variable and performance variable, with correlation coefficient (r) is 0.445 and significance level is 0.021, and this relations means that the higher an employee is motivated, the higher the performance level.
In order to deal. with Reform Era Nowadays which result a lot of implication especially about strong demand of community to public organization performance especially with changing is service sector, so it is urgent to be balanced with the improvement of human resource quality through education and training way so the knowledge improvements, because along with the improvement of human resource quality will also increase the individual performance, and so on will also influence the organization performance. Result of this research will show that the competence and work motivation of employee has positive and significant relations with employee's performance. So the two factors have big advantage to employee individually.
The performance improvement of employee will be better and will give bigger advantage if started with increasing employees work motivation first, then followed by improving employee competence, because based on result of statistical test, work motivation variable, shows the relation which stronger if compared with the competence variable even the score differences is not too big. The policy directs to the improvement of employee work motivation should orient the valent factor, hope and instrumentality. Meanwhile, the improvement of employee's competence should be by giving education and training based on competence which is suited organizational needs."

"As a valuable asset, employee have very important role in the growth and development of organization. This is parallel to Todaro (1997: 5) that human resources of a nation is the most determining factor for character, social development speed and economy of a nation. Only with certain characteristic of human resources can fulfill the organizational aim. The assumed characteristic to be possessed by each human resource in order to the best performance for the organization is competence.
Various definition of competence developed with the progress of science, in particular the human resources management. But the main theme of these various definition of competence lead to two point of views, the first view focused on examinable behavior and the second one is the fundamental individual characteristic which determined the behavior. In this research, competence is behavioral, attitude and certain characteristic dimensions possessed by employees in conducting various works to produce effective, outstanding or superior output or performance. In order to determine employees' competence, one of the methods used is questioners with questions on competence dimensions. Employees are asked for self-appraisal based on proficient or competence degree in conducting a task as mentioned in the questions.
From this point of view, the writer is interested to conduct a research on employees' competence in supporting effective performance for organization. Competence variable in used refer to Loma's framework variable. Dimensions in this variable assumed can describe employees' competence, comprised of seven dimensions and developed into sixteen indicators. These dimensions are interaction skill, work orientation, self management skill, and openness to new experience, cognitive abilities, perceptual abilities and business knowledge.
To gain a more concrete picture of employees' competence, descriptive analysis is used based on quantitative data acquired from respondents. Instrument in use to collect data from respondents is questioners on competence variable dimensions comprised of 42 questions. After going through validity test using Product Moment Pearson test, only 40 questions are valid to standard with correlation score 0.3. While through reliability test of Alpha Cronbach a reliability coefficient of 0.939 is reached which fulfill the reliability requirement of minimum 0.70.
The score distribution of respondents show the existence of unequal distribution of scoring given by respondents to questions of competence which given stratified choices. This also describe there is different varied position of respondents (staffs and officers) and there is difference in knowledge, skill and work experience level. Generally, respondents give quite important, important and very important scoring to competence dimensions. However, there are still respondents giving score of unimportant or less than important to certain items in competence dimensions. This grading shows the mapping of employees competence position which rated to be in a quite high level as the mean score show >3.17 to 4.36.
From these seven competence dimensions, 108 respondents grade orientation dimension to work as important dimension and very important in supporting effective performance or about 71% or total respondents. The business knowledge dimension was graded to be important by the lowest percentage of respondents, about 46%.
Through factor analysis, the item stated to have loading factor score >0.5 formed ten factors which can explain 75.056% variation out of 40 competence questions. While the items with loading factor score <0.5 cannot be classified to any factor formed, these items are questions numbered 2, 12. 13, 14, 16 and 22. The rest are included in 10 factors formed."

"Sekretariat Jenderal Departemen Hukum dan Hak Asasi Manusia adalah sebuah organisasi publik yang bertugas melaksanakan koordinasi pelaksanaan tugas serta pembinaan dan pemberian dukungan administrasi Departemen. Di dalam pelaksanaan tugasnya, diperlukan aparatur negara sebagai sumber daya manusia yang bercirikan profesional, kompeten dan akuntabel. Aparatur Negara sebagai sumber daya manusia merupakan modal dasar pembangunan nasional, oleh karena itu maka kinerja sumber daya manusia senantiasa harus ditingkatkan dan diarahkan agar bisa mencapai tujuan yang diharapkan. Kesadaran akan perlunya sumber daya manusia yang berkualitas, perlu ditindaklanjuti dengan strategi yang dapat meningkatkan kinerja pegawai. Strategi yang dapat dilakukan disini adalah mengimplementasikan sistem remunerasi pegawai yang mencerminkan keadilan dan kelayakan baik secara internal maupun eksternal. Untuk dapat mengimplementasikan sistem remunerasi pegawai, maka diperlukan analisis sistem remunerasi berdasarkan karakteristik dan nilai jabatan yang harus dikembangkan sebagai bahan masukan penyempurnaan sistem penggajian yang berlaku saat ini. Jumlah sampel yang diambil yaitu semua pejabat eselon II (Kepala Biro) sebanyak 6 orang ditambah dengan kelompok pegawai sebanyak 80 pegawai, sehingga total sampel sebanyak 86 pegawai. Tehnik pengambilan sampel pada unit kerja kerja di Sekretariat Jenderal Departemen Hukum dan Hak Asasi Manusia dilakukan dengan Simple Random Sampling dan Cluster Sampling. Metode penelitian yang digunakan adalah deskriptif analitis yang bersifat kualitatif dan kuantitatif.
Berdasarkan analisis hasil penelitian, dengan menggunakan metode sistem poin dapat diindikasikan bahwa kondisi sistem remunerasi pegawai yang ada di lingkungan Sekretariat Jenderal Departemen Hukum dan Hak Asasi Manusia sudah cukup baik. Hal ini terlihat bahwa sebagian besar gaji yang diterima oleh pegawai berada pada posisi in paid. Bila dihubungkan dengan perumusan masalah, bagaimanakah sistem remunerasi pegawai yang adil dan layak, ternyata sistem penggajian yang berlaku saat ini sudah sesuai dengan beban kerja dan tanggung jawabnya masing-masing. Akan tetapi dalam mengimplementasikan sistem remunerasi diperlukan strategi untuk penetapan standar kinerja Pegawai Negeri Sipil melalui analisis jabatan dan evaluasi jabatan yang sesuai dengan kebutuhan. Sehingga memudahkan dalam perhitungan bobot kerja sebagai dasar dalam perhitungan gaji yang sesuai dengan beban kerjanya masing-masing. Struktur gaji yang layak bersifat relatif, karena setiap orang memiliki pandangan yang berbeda, namun bila dilihat dari rasio gaji yang sekarang dengan harga kebutuhan pokok, dapat dilihat bahwa standar gaji Pegawai Negeri Sipil belum dapat dikatakan layak. Oleh karena itu, maka perlu adanya penyempurnaan sistem penggajian pegawai, dengan menaikan gaji melalui pertimbangan adanya penyesuaian besaran gaji pokok dan tunjangan yang disesuaikan dengan kondisi pasar yang berlaku saat ini. Strategi implementasi sistem remunerasi pegawai di lingkungan Sekretariat Jenderal Departemen Hukum dan HAM ini dapat dijadikan bahan referensi/kajian dalam melakukan penelitian lanjutan serta diharapkan dapat pula dijadikan masukan bagi pengelola sumber daya manusia sebagai pemegang kebijakan.

Secretary General Department of Law and Human Rights is a public organization which has a duty to coordinate duty implementation, founding and giving administration support of the department. In the implementation of its duties, it is needful of state apparatus as human resources which professional, competent and accountable. State apparatus as human resources is an asset of national development, because of that the human resources performance must be upgraded and directed in order to achieve the objective Conscious thought to needfulness of high grade human resources, it is necessary to be followed up with strategies which could increase the employee?s performance. The strategy is to implement employee?s remuneration system which reflects fairness and proper which in internal and external manner. To implement employee?s remuneration system than it is needful of an analysis of remuneration system base on characteristic and position value which must be developed as an input to action of perfection remuneration system as occur this moment. The numbers of samples which are taken are all echelon II position (Head of Bureau) plus group of employees who are 80 employees, so the total sample is 86 employees. The technique of sample interpretation in work unit of Secretary General Department of Law and Human Rights is done by Cluster Sampling and Simple Random Sampling. The research method which is used is an analytical descriptive which have characteristic qualitative and quantitative.
Base on the result analysis of research, using point system method, could be indicated that employee?s remuneration system which in fieldwork of Secretary General Department of Law and Human Rights is already good enough. This matter can be seen that most of salaries which are received by the employees are ?in paid? position. If related with the issue of formulation, how is the remuneration system which is fair and proper, the employee remuneration system which occur this moment is already turn out to be appropriate with the their work load and responsibilities. But in the implementation of remuneration system, it needs strategy to determine state employee standard performance through position analysis and position evaluation which suitable with current needs. So it facilitate in work load calculation as base in remuneration calculation which is appropriate with each work load. Remuneration structure which proper is relative because each person has different view, however if it is seen from current remuneration ratio compare with basic need price, it could be seen that state employee standard remuneration cannot be determined as proper. Because of that, it needs existence of perfection remuneration system, with upgrading the remuneration through consideration of adjustment of basic salary and allowance which is accord with the market condition which occurs this moment. Implementation strategy of remuneration system in Secretary General Department of Law and Human rights can be used as reference / knowledge in implementing continuation of research and could be used as inputs to human recourses manager as policy holder.

"Salah satu usaha untuk meningkatkan pelaksanaan pengawasan adalah dengan melakukan pemeriksaan komprehensif sebagaimana yang telah diterapkan oleh pihak Badan Pengawasan Keuangan dan Pembangunan (BPKP) selaku koordinator Aparat Pengawasan Fungsional Pemerintah mulai tahun anggaran 1995/1996. Dan hal ini oleh Pimpinan Inspektorat Jenderal Departemen Kehakiman telah mulai diterapkan secara bertahap pada tahun Anggaran 1997/1998 di lingkungan jajaran Departemen Kehakiman yang pada akhirnya berlaku penuh pada tahun 2000 sejak diberlakukannya jabatan fungsional.
Sebelum diterapkannya konsep pemeriksaan komprehensif pemeriksaan dilakukan dengan konsep pemeriksaan parsial yakni hanya menyangkut aspek sesuai perbidang. Dengan perubahan konsep pemeriksaan parsial menjadi konsep pemeriksaan komprehensif dalam pelaksanaannya membutuhkan waktu yang cukup panjang bagi Auditor untuk dapat memahami berbagai bidang substansi yang ada. Untuk itu kesiapan Auditor dituntut untuk meningkatkan kemampuan operasionalnya dalam melaksanakan tugas pengawasan, karena mau tidak mau harus memahami seluruh aspek administratif maupun teknis substansi dimana sebelumnya hanya memahami salah satu bidang aspek saja.
Penelitian deskriptif ini dirancang dengan bertujuan untuk memperoleh gambaran dan menjelaskan masalah pokok yang akan diteliti yaitu sejauh mana kesesuaian kompetensi Auditor Inspektorat Jenderal Departemen Kehakiman dan HAM RI dalam melaksanakan pemeriksaan komprehensif.
Kesiapan Auditor dikembangkan dalam kerangka konsepsi pemeriksaan komprehensif sebagai audit kinerja (Performance Auditing). Menurut Herbert dalam Klarifikasi Istilah Teknis Auditing (Puslitbang Siswas BPKP 2001:27), Audit Kinerja adalah gabungan dari Audit Manajemen dengan Audit atas Program. Tujuan Audit Manajemen adalah untuk mengevaluasi apakah penggunaan sumber daya dalam operasi telah dilakukan sesuai dengan aturan dan dikelola secara efisien dan ekonomis. Sedangkan Audit atas Program mengkonsentrasikan pada hasil akhir dari suatu perusahaan/organisasi. Hasil akhir tersebut berhubungan dengan tujuan atau hasil yang akan dicapai. Tujuan Audit atas Program adalah untuk menilai efektivitas dari pencapaian program sesuai dengan standar yang diterapkan. Sementara di dalam PF.401 Pedoman Pelaksanaan Pemeriksaan Komprehensif (BPKP 1995:28) dijelaskan bahwa pemeriksaan komprehensif ditujukan untuk menilai kinerja instansi pemerintah dengan cara melakukan audit terpadu dan menyeluruh pada semua aspek meliputi tugas pokok dan fungsi, termasuk aspek pendukung yaitu aspek keuangan, sumber daya manusia, sarana dan prasarana, dan metode kerja. Karena secara esensial pemeriksaan komprehensif ditujukan untuk menilai kinerja suatu instansi, untuk itu kemampuan Auditor dituntut untuk dapat mengidentifikasi dan memilah serta menilai standar/indikator kinerja Auditan (obyek pemeriksaan).
Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif yaitu penelitian yang bertujuan mendiskripsikan atau menjelaskan sesuatu hal seperti adanya. Untuk dapat menghasilkan informasi data yang refresentatif, obyek yang dipilih adalah seluruh pejabat fungsional dan HAM RI (Auditor) Inspektorat Jenderal Departemen Kehakiman RI sebanyak 57 orang (sampel jenuh / sensus). Analisis dilakukan dengan menggunakan pendekatan kualitatif dan kuantitatif berdasarkan hasil data kualitatif yang diangkakan (dikuantitatifkan) dari jawaban responden dan mengolahnya dengan skala Likert kemudian disajikan dalam tabel distribusi frekuensi.
Berdasarkan hasil penelitian bahwa responden dengan skor 42% sampai dengan 45% menyatakan belum sepenuhnya memiliki kemampuan untuk melakukan identifikasi, memilah, dan menilai kinerja. Selain itu responden dengan skor 31 % sampai dengan 38% ,menyatakan bahwa ukuran kinerja atau indikator kinerja Auditan tidak tersedia dan kebanyakan bersifat teknis.
Dapat disimpulkan bahwa Konsep Pemeriksaan Komprehensif sementara ini kurang efektif untuk diterapkan mengingat kesiapan ataupun kompetensi Auditor untuk memenuhi maksud atau hakekat dari konsep pemeriksaan komprehensif tersebut belum sepenuhnya dapat diharapkan. Untuk itu pemeriksaan per bidang (parsial) dapat dijadikan suatu solusi sebagai sarana profesionalisme Auditor yang kompeten."
