"ABSTRAKSkripsi ini membahas mengenai Peran National Farmers Federation dalam perkembangan landcare movement di Australia di Bawah Kepemerintahan Bob Hawke pada periode tahun 1986 ndash; 1991. Analisis skripsi ini melihat adanya temuan ndash; temuan bahwa NFF sebagai federasi merupakan bagian dari landcare movement yang memiliki peran penting dalam mengembangkan gerakan ini menjadi program konservasi lahan berskala nasional. NFF dilihat memiiki pengaruh besar pada kepemerintahan Bob Hawke dan memiliki andil penting dalam proses pembentukan kebijakan agrikultur di Australia sehingga dapat mengembangkan gerakan konservasi lahan menjadi program landcare berskala nasional. ABSTRACTThis thesis discusses the role of the National Farmers Federation in the development of land movement movement in Australia under the Bob Hawke Administration in the period 1986 1991. This thesis analysis sees NFF findings as a federation as part of a ground care movement that has an important role in the development of the movement This became a national soil conservation program. The NFF is seen as having a major influence on Bob Hawke 39 s government and has played an important role in the process of shaping agricultural policy in Australia so as to develop a land conservation movement into a nationwide land care program. "Skripsi ini membahas mengenai proses ratifikasi perjanjian Protokol Kyoto di Australia yang berlangsung dari tahun 1998-2007. Protokol Kyoto merupakan perjanjian internasional yang mengatur pengurangan gas rumah kaca untuk negara-negara maju yang bertujuan untuk mengatasi permasalahan perubahan iklim global. Proses ratifikasi Protokol Kyoto yang berlangsung lama disebabkan oleh perdebatan politik pro dan kontra antara pemerintahan koalisi liberal-nasional dan pihak oposisi yang terdiri dari Partai Buruh, Partai Hijau dan Partai Demokrat Australia di Parlemen. Penelitian ini menggunakan teori two-level game yang dikemukakan oleh Robert Putnam untuk menjelaskan bahwa dalam proses pengambilan keputusan ada dua tingkat negosiasi yang terjadi, yaitu negosiasi di tingkat I (Internasional) dan di tingkat II (domestik). Two level game juga menjelaskan tentang win-set yang memiliki peran besar untuk menetukan kesepakatan dalam suatu perjanjian. Berdasarkan temuan penelitian, negosiasi yang berlangsung di Parlemen Australia mengahasilkan bahwa pemerintahan John Howard tetap menolak ratifikasi namun pemerintah memiliki komitmen membuat kebijakan-kebijakan untuk pengurangan gas rumah kaca yang mendekati target Protokol Kyoto. Temuan lainnya pada penelitian ini yakni tingkat kesepakatan untuk meratifikasi dilakukan setelah pergantian pemerintahan di tahun 2007 dimana ratifikasi tersebut dilaksanakan oleh Kevin Rudd sebagai Perdana Menteri yang baru terpilih.

This thesis discusses the ratification process of the Kyoto Protocol agreement in Australia that lasted from 1998-2007. The Kyoto Protocol is an international treaty which regulated the reduction of greenhouse gases for developed countries that aimed to tackle the problem of global climate change. The ratification process of Kyoto Protocol which lasted a long time was due to the political debate of the pros and cons between the government which are the Coalition of Liberal-National parties and the Opposite parties which include the Australia Labor Party, the Greens, and the Australian Democrats in Parliament of Australia. The theory used in this this qualitative research is the two level-game theory by Robert Putnam, and it is used to explained that there are two levels of negotiation that occur during the decision making proccess, namely negotiation level I( International) and Level II (domestic). Two level game theory is also explains about win-set which have a major role to determine decision in the process of ratification in a treaty. Based on the findings of this research, the negotiations conducted in the Parliament of Australia resulted in the refusal of John Howard’s Government on the ratification. Nonetheless, the government still showed their commitment to make policies for the reduction of greenhouse gases which approached the target of the Kyoto Protocol. Another finding of this research is that agreement on the ratification was carried out after the government transition in 2007 and was spesifically carried out by Kevin Rudd as the newly elected Prime Minister."

"ABSTRAKSkripsi ini meneliti proses legislasi dari Australia Act 1986 cth. No. 142 of 1985 yang dibahas dan disahkan pada tahun 1985 di masa pemerintahan partai buruh pimpinan Perdana Menteri Robert Hawke. Penelitian ini menjabarkan secara kualitatif proses legislasi yang terjadi di parlemen Commonwealth di tahun 1985 dengan mengacu kepada kerangka konsep republikanisme dan kerangka teori sistem Washminster di Australia. Ditemukan bahwa peranan pemerintahan partai buruh pimpinan Perdana Menteri Robert Hawke ini dapat dikategorikan dalam dua hal, yaitu peranan prosedural dan peranan substansial. Peranan prosedural ini menggambarkan sistem politik Australia yang mendukung adanya dominasi eksekutif dalam melancarkan sebuah proses legislasi. Peranan substansial ini menggambarkan situasi republikanisme yang terkait dengan tradisi aliran republikanisme yang memiliki kekhasan tersendiri di Australia.

ABSTRACTThis undergraduate thesis examines the legislation process of Australia Act 1986 cth. No. 142 of 1985 which was addressed and was ratified at 1985 under the leadership of Prime Minister Robert Hawke rsquo s Labor government. This research will qualitatively examine the legislation process that took place at the Commonwealth Parliament in 1985 by utilizing the conceptual framework of republicanism and theoretical framework of Washminster system in Australia. It is found that role of Hawke labor government can be classified onto two different categories procedural role and substantial role. For the procedural role, it describes Australian political system that encourages executive dominance in particularly of performing legislation business. For the substantial role, it narrates the Australian republican situation that forms its links with the distinctively Australian republicanism."
