"Tesis ini membahas tentang analisis beban kerja bidan di Puskesmas dan perhitungan kebutuhan tenaga bidan tersebut dengan menggunakan metode Workload Indicator Staff Needs (WISN) di Puskesmas Wilayah Kerja Dinas Kesehatan Kota Cimahi. Penelitian ini didasari atas permasalahan tenaga kesehatan yang mengalami krisis baik dari segi kuantitas/ jumlah maupun dari segi pendistribusian/ penempatan/ pendayagunaan. Penelitian ini menggunakan metode kuantitatif untuk perhitungan beban kerja dan perhitungan kebutuhan tenaga, serta kualitatif untuk analisis, dan desain studinya adalah analitik deskriptif. Pengumpulan data melalui penelusuran dokumen, wawancara, dan observasi.Hasil penelitian menunjukkan rasio WISN 1 pada bidan Puskesmas Cipageranhal ini berarti bahwa beban kerja dan jumlah dalam keadaan seimbang, sedangkan pada Puskemas Melong Tengah didapatkan rasio WISN 4 yang menunjukkan adanya kelebihan tenaga dibandingkan dengan beban kerja yang ada, begitu juga dengan Puskesmas Cimahi Selatan yang mempunyai rasio WISN 3,6. Bidan melaksanakan kegiatan pokok atau kegiatan pelayanan utama, selain itu juga mengerjakan kegiatan penunjang penting, serta di Puskesmas Cipageran dan Puskesmas Melong Tengah ada bidan yang mendapatkan tugas tambahan menjadi bendahara/ pengelola Jamkesmas/JKN.Dinas Kesehatan selaku regulator dalam penempatan bidan mempunyai kebijakan intern terkait pendistribusian bidan Puskesmas.

This thesis discusses the analysis of the workload of midwives in Community Health Centers and the calculation of midwives needs, using the method of Workload Indicator Staff Needs (WISN) in the Community Health Centers Cimahi work area. The research based on the problems of health workers in crisis in terms of both quantity/ number and in terms of distribution/ placement/utilization. This study uses a quantitative method for the calculation of the workload and the calculation of human resources requirements, and also qualitative analysis and design study is a descriptive analytic. Collecting data through document search, interviews, and observations.

The results showed WISN ratio 1 health center midwife Cipageranhal this means that the workload and the amount in balance, whereas the ratio obtained Puskemas Middle Melong WISN 4 which shows an excess of power compared with existing workloads, as well as health centers that have a South Cimahi WISN ratio of 3.6. Midwives carry out the main activities or main service activities, while also working on the important support activities, meanwhile in Cipagera community health centers and Melong Tengah community health centers, we can find that midwives who obtain additional duties as treasurer.,/ manager JAMKESNAS / Health JKN. "Background: There are many challenges women face to be able to give birth in health facilities in many parts ofIndonesia. This study explores the roles and observations of close-to-community maternal health providers and othercommunity members on potential barriers faced by women to deliver in health facilities in two districts within TheArchipelago. Methods: Employing an explorative qualitative approach, 110 semi-structured interviews and 7 focusgroup discussions were conducted in 8 villages in Southwest Sumba, in the East Nusa Tenggara province, and in 8 villagesin Cianjur, in the West Java province. The participants included village midwives, Posyandu volunteer (village healthvolunteers), traditional birth attendants (TBAs), mothers, men, village heads and district health officials. Results: Themain findings were mostly similar in the two study areas. However, there were some key differences. Preference forTBA care, traditional beliefs, a lack of responsiveness of health providers to local traditions, distance, cost of travel andindirect costs of accompanying family members were all barriers to patients attending health facilities for the birth oftheir child. TBAs were the preferred health providers in most cases due to their close proximity at the time of childbirthand their adherence to traditional practices during pregnancy and delivery. Conclusions: Improving collaborationsbetween midwives and TBAs, and responsiveness to traditional practices within health facilities and effective healthpromotion campaigns about the benefits of giving birth in health facilities may increase the use of health facilities inboth study areas."
