"Program Jakarta Creative Hub merupakan metode baru yang dirancang Pemerintah Provinsi DKI Jakarta guna meningkatkan kualitas pelaku industri kreatif, dengan menggunakan media ruang kerja bersama, yang berpotensi menimbulkan hubungan yang kolaboratif dengan pelaku usaha industri kreatif lainnya. Penelitian ini membahas mengenai pelaksanaan JCH terhadap pelaku usaha industri kreatif di DKI Jakarta. Penelitian ini menggunakan pendekatan post positivis dengan menjadikan dimensi di dalam teori implementasi yang dikemukakan oleh Mazmanian dan Sabatier (1983) sebagai dasar dalam menganalisis. Data primer diperoleh dari field research dan wawancara, sedangkan data sekunder diperoleh dari studi kepustakaan.
Secara umum hasil penelitian ini memperlihatkan bahwa penerapan JCH sebagai wadah untuk mengembangkan pelaku usaha industri kreatif belum dilaksanakan dengan maksimal, dimana pada tahap pelaksanaan, regulasi yang dijadikan sebagai dasar dari jalannya program belum memiliki dasar hukum yang kuat, sehingga mempengaruhi seluruh aktivitas yang terjadi di dalam JCH. Hal tersebut dapat terlihat dari indikator-indikator implementasi yang belum terpenuhi dengan baik. Oleh karena itu, pelaksanaan Program JCH dirasa masih kurang sempurna karena belum menerapkan sistem pembinaan yang baik sebagai acuan dalam menciptakan dan mengembangkan pelaku industri kreatif di DKI Jakarta.

Jakarta Creative Hub Program is new method that designed by the DKI Jakarta Provincial Government to improve the quality of creative industries business actors, which used co-working space media that potentially causing collaborative relationships with other business actors. This study discusses the implementation of JCH for creative industries business actors. This study used a post positivist approach by making the dimensions of Mazmanian and Sabatier implementation theory (1983) for analyzing. The primary data obtained through field research and interviews, and secondary data obtained from the study literature.
In general, the results of this study show that the application of the JCH as a place to develop creative industry business actors has not been carried out maximally, where at the implementation stage, regulations were used as the basis for the program not yet having a strong legal basis, which is affecting all activities that occurred in JCH. This can be seen from the implementation indicators that have not been fulfilled properly. Therefore, the implementation of the JCH Program is still considered imperfect because it has not implemented a good guidance system as a reference in creating and developing creative industry players in DKI Jakarta.

"At the same time he emphasized the 'appalling neglect' of the study of creativity by psychologists. Examining the index of the Psychological Abstracts since its origin, he found that of the approximately 121.000 titles listed in 23 years, only 186 were indexed as definitely bearing on the subject of creativity. The major interest in the creativity disposition and the recognition of its importance for knowledge came from the fields outside of psychology. Large industries recognized the enormous value of new ideas. Various branches of the government are asking for individuals who have inventive potentialities. These needs have found psychology ill prepared.
One of the major conceptual blocks for the study of creativity has been the conception of creativity as an inherited property of the genius (Razik 1967): 'Assumebly ... creativity is where one finds it, and little can be done through education to affect it' (p. 301). Another conceptual block for the 'creativity movement' centered in the measurement instruments commonly used in the schools: the traditional intelligence tests to assess the capacity of students for learning and the achievement tests to judge the progress students make on their way through the school program. Both intelligence and achievement tests were mostly limited to tasks for which there were single, predetermined 'right' answers (convergent thinking). "

"Penelitan ini mengidentifikasi profil dan mengukur kualitas layanan fasilitas fisik dan jasa creative hub yang berada di DKI Jakarta. Kuesioner penelitian dikumpulkan dari 7 creative hub swasta dan 5 creative hub Pemerintah DKI Jakarta serta 44 pelaku industri kreatif yang bekerjasama dengan creative hub tersebut. Fasilitas fisik yang tersedia di creative hub adalah ruang studio kerja, ruang workshop, ruang pembuatan prototype produk, ruang kantor bersama, ruang konferensi, pameran, seminar, cafe atau restoran, ruang display produk. Layanan jasa yang ditawarkan oleh creative hub adalah perluasan jaringan, event dan pemeran, virtual office, bantuan pemasaran. Analisis SERVQUAL digunakan untuk mengetahui gap kualitas layanan creative hub. Terdapat 3 variabel dari 5 variabel fasilitas fisik yang mempunyai nilai positif yaitu (1) ruang workshop, (2) ruang pembuatan prototype produk (3) Ruang Konferensi, pameran, seminar, dan semacamnya. Layanan jasa kreatif secara keseluruhan mempunyai nilai yang dibawah ekspektasi dari pelaku industri kreatif dengan hanya satu variabel yaitu bantuan pemasaran yang mempunyai penilaian diatas ekspektasi pelaku industri kreatif. Uji-t berpasangan dan willcoxon signed rank test untuk mengetahui signifikansi gap layanan creative hub yang dirasakan pelaku industri kreatif. Variabel yang mempunyai nilai signifikan tidak sesuai ekspektasi dari pelaku industri kreatif adalah (1) Know-how, (2) pengembangan bisnis dan komunitas/layanan inkubasi bisnis dan teknologi, (3) Pelatihan (training), (4) ruang virtual.

This research identify the profiles and to measure the quality of creative hub facilities and services in DKI Jakarta. The questionnaires of the research are collected from 7 private creative hubs and 5 creative hubs of DKI Jakarta Government and 44 creative industry actors working with the creative hub. The physical facilities which are available in the creative hub are studio space, workshop space, space to develop the prototype products, shared workspace, conference room, exhibition, seminar, or restaurant, product display room. The services offered by the creative hub are network expansion services, event and actors, virtual office and marketing assistance. SERVQUAL analysis is used to know the gap of the quality of creative hub service. There are 3 variables of 5 variables of physical facilities that have positive values, namely (1) Workshop space, (2) space to develop the prototype products (3) Conference rooms, exhibitions, seminars, and others. The Creative services overall have a value that is below the expectations which only have one variable that is marketing assistance that has the assessment above the expectations. The paired t-test and Wilcoxon signed rank test are used to find out the significance of the gap of creative hubs services perceived by the creative industry actors. The services that have significant value which are not expected by the creative industry actors are (1) Know-how, (2) The business development and community/services of business incubation and Technology, (3) Training, (4) virtual space."

"Industri kreatif adalah salah satu industri di Indonesia yang memiliki potensi besar untuk dikembangkan. Melalui keunikan budaya Indonesia dan keunikan geografisnya, subsektor kerajinan dalam Industri kreatif adalah salah satu sub-sektor yang memiliki peran utama dalam pertumbuhan ekonomi industri kreatif. Namun seiring dengan perkembangan teknologi dan permintaan pasar, pelaku di industri kerajinan masih menghadapi beberapa masalah dalam pengembangan bisnisnya.
Tujuan penelitian ini adalah untuk menganalisis permasalahan dan mencari solusi untuk subsektor kerajinan dalam industri kreatif di Indonesia, melalui pendekatan system dynamics, metode ini akan menganalisis variabel apa yang berperan dalam ekosistem industri kerajinan melalui data primer dan sekunder yang dikumpulkan dari tinjauan pustaka, data statistik dan wawancara mendalam.
Penelitian ini juga mempertimbangkan beberapa skenario yang mungkin dapat meningkatkan perkembangan industri ini, pada akhir tulisan, dapat diketahui bahwa skenario terbaik adalah untuk menurunkan harga bahan baku, pemerintah dapat memberikan semacam subsidi untuk industri melalui harga bahan baku.

The creative industry is one of the industry in Indonesia that has great potential to develop. Through the uniqueness of Indonesia 39 s culture and its geographic uniqueness, Craft subsector in the creative Industry is one of the sub sectors that have main role in economic growth of the creative industry. But along with the development of technology and market demand, actors in the craft industry is still facing some of problems in its business development.
The purpose of this paper to analyze the problems and to find solutions for craft subsector in creative industry in Indonesia, through the system dynamics approach, this method will analyze what variables that play a role in the craft industry ecosystem through primary and secondary data which are collected from literature review, statistic data and in depth interview.
The paper also takes into account some scenarios which possibly can boost up the development of this industry, at the end of this paper, can be known that the best scenario is to lower the raw material price, the government may provide kind of subsidy for this industry through the raw material price.
