"Penelitian ini bertujuan untuk mengetahui bagaimana budaya yang ada dalam masyarakat Aceh berimplikasi terhadap pemenuhan hak ndash; hak pengungsi anak etnis Rohingya di Aceh ndash; Indonesia. Masyarakat Aceh memiliki budaya yang biasa dikenal dengan budaya peumulia jamee atau dalam bahasa Indonesia dapat diartikan sebagai budaya memuliakan tamu. Penelitian ini dilakukan dalam bentuk normatif. Bahan yang akan digunakan adalah bahan primer, sekunder, dan tersier yang diperoleh dari observasi lapangan, wawancara dengan informan di lokasi penelitian, dan kajian kepustakaan. Hasil penelitian ini akan menjelaskan bagaimana budaya peumulia jamee yang sudah terbentuk sejak lama dalam masyarakat dapat memenuhi hak - hak pengungsi anak. Dengan melihat teori norma tingkah laku conflict of conduct norm dari Sellin, penelitian ini akan menejelaskan bagaimana perbedaan budaya antara penggungsi etnis rohingya dengan budaya penduduk lokal berdampak pada pemenuhan hak anak pengungsi. Pemenuhan hak pengungsi anak etnis rohingnya seperti pemenuhan hak untuk keberlangsungan hidup survival right , pemehuhan hak perlindungan protection right , dan pemenuhan hak tumbuh kembang development right terpenuhi dengan adanya budaya peumulia jamee yang dipraktekkan oleh penduduk Desa Bayeun, Kecamatan Rantau Selamat, Aceh Timur.

This research aims to describe how Acehnese local culture implicate to the fulfillment of child refugee`s rights in Aceh Indonesia. The people of Aceh have a local culture commonly referred as peumulia jamee, which means a form of honor in Indonesian language. This normative research puts emphasis on fulfillment of child refugee`s rights for Rohingya child refugees in shelter camps. The study collected primary, secondary, and tertiary data from literature review. Results of this research explain how the ancient local culture can provide protection for refugee children and help fulfill their basic human rights. Looking at Sellin 39 s conflict of conduct norm theory, this study will explain how cultural differences between Rohingya refugee`s culture and local cultures influence the fulfillment of the rights of child refugee. The fulfillment of Rohingya child refugee`s right such the survival right, protection right, and development rights fulfilled by the peumulia jamee culture which is practiced by the villagers of Desa Bayeun, Kecamatan Rantau, East Aceh."

"This thesis discusses about the perfonmmce of security officers and negative behaviour of inmates in Tegal Prison, also the relationship in between based on that matter, the objective of this theses is to find out and ana1ize the perfonnance of security officer and inmates behaviour, also the relationship in between in Tegal Prison. This thesis uses Qualitative method with juridic managerial approach data collected through observation I serveitance, interview and documentation study. The observations carried out by direct observation of acth-ity and accasion accured in the field. Interview" carried out through the informats such as main infum1a11t namely the warden, important informant namely the inmates and security officers, also additional informant namely the officers related with the sludy, Furthermore documentation study is learning the documents such as book, journa1, codes, previous research and other ducuments related.The result is a description about the condition accured in the field. Thus, after being analyzed by theory and interview "'ith the informants, there are conclusions about the perfonnants of security officers in Tegai Prison and the obstacles encomentered in order of improvement, the negative behaviour of inmates in Tega1 Prison and the factors why it occoured, and also symbiotic relation bel:\veen the performance of security officers and inmates behaviour."
