" ABSTRAK Skripsi ini membahas tentang penerapan kebijakan muatan lokal bahasa Jawa Serang di Kota Serang sebagai salah satu bentuk perencanaan bahasa daerah. Penelitian ini merupakan penelitian kualitatif analisis. Tujuan dari penelitian ini adalah bagaimana penerapan kebijakan muatan lokal sebagai usaha perencanaan bahasa daerah di Kota Serang. Penerapan kebijakan tersebut sesuai dengan karakteristik budaya di Kota Serang. Namun, kebijakan tersebut bertumpang tindih dengan Undang-Undang Nomor 24 tahun 2009. Selain itu, kebijakan tersebut juga mengalami kendala disebabkan adanya dua desa di Kota Serang yang bahasanya berbeda. Untuk itu, diperlukan perencanaan bahasa yang komprehensif di daerah agar perencanaan bahasa daerah dapat berjalan efektif.

ABSTRACT This thesis discusses the implementation of local content policy of Java language in Serang city as a part of language planning. This research uses qualitative analysis method. The purpose of this study is to explain the process of applying local content policy as a regional language planning efforts in the city of Serang. The implementation of these policies is in accordance with the cultural characteristics in Serang city. However, these policies overlap with regulation has been set in UU No. 24 Tahun 2009. In other case, the policy also has problems because there are two areas in Serang city which have different language. Therefore, comprehensive language planning is required especially in regional areas in order to run language planning effectively."
