"Skripsi ini membahas tentang kebijakan politik perkotaan di DKI Jakarta, dengan studi kasus penertiban dan relokasi Pedagang Kaki Lima (PKL) Pasar Tanah Abang pada masa Pemerintahan Joko Widodo (2012-2014) dan Basuki Tjahaja Purnama (2014-2017). Tujuannya adalah untuk mengetahui proses penertiban dan relokasi PKL di Tanah Abang, dimana terjadi konflik kepentingan di dalamnya. Penelitian ini adalah penelitian kualitatif, dengan pengumpulan data melalui wawancara dan studi kepustakaan. Untuk mencari solusi yang dapat disetujui bersama, pemerintah DKI Jakarta di bawah kepemimpinan Jokowi dan Ahok mencoba membangun hubungan bisnis dengan PKL dengan membentuk koalisi. Sesuai dengan teori Growth Machine, koalisi yang dibangun disebut sebagai progrowth coalition. Namun, solusi tersebut tidak dapat menyelesaikan permasalahan tentang PKL, karena pemerintah DKI Jakarta yang tidak bisa menjaga komitmennya sebagai syarat keberlangsungan koalisi tersebut.

This paper explains about the Urban Policy of Jakarta with case study the control and relocation of PKL in Tanah Abang under Jokowi (2012-2014) and Basuki Tjahaja Purnama (2014-2017) regime. The purpose of this study is to understand the process behind the relocation in Tanah Abang, where there has been conflict of interest underneath. This study is a qualitative research, the data were gathered by in depth interview and conducting library research. To come up with acceptable agreement between all stakeholders, the government under Jokowi and Ahok has tried to build a business relation with PKL by forming a coalition. By using Growth Machine theoretical framework, the coalition, that the government tried to establish, is called pro-growth coalition. However, this solution cannot completely solve the problems about PKL because the government of DKI Jakarta cannot keep their commitment which is required to sustain the coalition."
