"ABSTRAK
Tesis ini bertujuan untuk mengetahui gambaran trust pegawai pada deputi III
Lemsaneg, dan melakukan intervensi untuk meningkatkan trust pegawai.
Dari data dan fakta yang ada peneliti berasumsi bahwa tidak terjadi sharing
pegawai pada Deputi III Lemsaneg, dan faktor terpenting yang
mempengaruhinya adalah trust.
Penelitian ini adalah penelitian kuantitatif dengan desain deskriptif di mana data
dikumpulkan dengan instrumen kuesioner. Alat ukur yang digunakan adalah
measuring trust in organization (paine, 2003), alat ukur ini mengukur trust
individu dan organisasi. Hasil penelitian adalah Trust di antara pegawai pada
Deputi III Lemsaneg dapat digambarkan pada dimensi openness dan honesty
tergolong rendah, sedangkan trust pegawai terhadap organisasi digambarkan
pada semua dimensi tergolong rendah. Intervensi yang digunakan untuk
meningkatkan trust pegawai dengan menggunakan metode action research.

ABSTRACT
This research is about trust in a governmental institution in Indonesia. The
objective of this research is to increase employee’s trust, since trust is proved to
be one of the strongest variables to influence knowledge sharing behavior
amongst the employees. This research employs 51 respondents, all o f which are
the population of employees in Deputi III Lemsaneg. Instrument used is
Measuring Trust in Organization Questionnaire by Paine (2003). Result of this
research indicates that there is a low trust of the employees to the organization
in all dimensions, and the lowest dimension is Openness and Honesty
dimension. Among the three intervension methods considered to enhance trust,
we use action research method."

"Sistem Pemasyarakatan memiliki karakteristik di dalam penegakan hukum dibandingkan dengan sistem penegakan hukum lainnya, seperti penyidik (Kepolisian), penuntut umum (Kejaksaan), serta penyidangan (Pengadilan). Oleh karena itu sistem pemasyarakatan menyangkut misi pemulihan karakteristik dan kehidupan warga binaan pemasyarakatan yang kesemuanya terdapat dalam Undang-undang No. 12 Tahun 1995 Tentang Pemasyarakatan.
Dan proses pemulihan atau mengembalikan terpidana ke dalam masyarakat kembali memerlukan suatu pengorganisasian yang memadai sehingga dari proses perlakuan terpidana memerlukan beberapa, komponen pembinaan antara, lain waktu yang sesuai, sarana pembinaan, biaya yang seimbang, adanya disiplin ilmu yang diberikan, kemampuan dari personil petugas sebagai pembina serta, yang dibina, Oleh karena itu untuk menuju kompetensi dari suatu kinerja Lembaga Pemasyarakatan secara keseluruhan diperlukan suatu manajemen dalam pengelolaan sumberdaya yang ada pada organisasi, agar tujuan dari organisasi tersebut dapat tercapai secara optimal.
Arti penting Lembaga Pemasyarakatan tersebut, belum dapat diimbangi dengan kinerja Lembaga Pemasyarakatan secara optimal, hal itu terlihat dengan masih banyaknva kasus kerusuhan, pemilikan senjata tajam, transaksi dan penggunaan obat-obat terlarang, pelolosan diri Warga Binaan Pemasyarakatan. Sebagai sarana evaluasi dan solusi secara terpadu terhadap berbagai permasalahan Sistem Pemasyarakatan, sehingga dapat dicapai kinerja Lembaga Pemasyarakatan yang lebih baik, maka dalam penulisan ini penulis ingin memberikan gambaran tentang hubungan Kompetensi Sumber Daya Manusia Dengan Pembinaan Narapidana Terhadap Kinerja Lembaga Pemasyarakatan Kelas I Semarang.
Pendekatan penelitian ini dilakukan dengan mempergunakan metode survey eksploratif yakni berusaha menggambarkan serta mengetahui berbagai data yang menyangkut masalah kompetensi sumber daya manusia petugas dalam memberikan kontribusi terhadap pencapaian kinerja Lapas Kelas I Semarang dalam pembinaan narapidana.
Berdasarkan hasil penelitian tersebut, ada hubungan yang positif dan signifikan dengan nilai koefesien korelasi r = 0,269 antara kompetensi pegawai dengan kinerja Lapas Kelas I Semarang. Hal ini berarti bahwa dalam mencapai kinerja Lapas Kelas I Semarang diperlukan suatu kompetensi petugas yang sesuai dengan tugas pokok dan fungsi kedalam program pelaksanaan pembinaan bagi narapidana yang disesuaikan dengan kebutuhan dalam suatu organisasi.
Ada hubungan yang positif dan signifikan dengan nilai koefesien korelasi r = 0,295 antara pembinaan narapidana dengan kinerja Lapas Kelas I Semarang, Hal ini berarti bahwa pelaksanaan pembinaan yang telah diprogramkan pada Lapas Kelas I Semarang, harus dilaksanakan sesuai dengan bidang ketrampilan yang ada serta didukung oleh sarana dan prasarana yang memadai.
Ada hubungan yang positif dan signifikan antara kompetensi pegawai dengan pembinaan narapidana terhadap kinerja Lapas Kelas I Semarang. Hal ini menunjukkan bahwa kompetensi petugas merupakan bagian yang diperlukan dalam pelaksanaan program pembinaan narapidana untuk mewujudkan kinerja Lapas Kelas I Semarang yang optimal. Demikian sebaliknya untuk melaksanakan program pembinaan narapidana diperlukan kompetensi petugas yang sesuai dengan bidang tugas pokok dan fungsinya, sehingga akan tercapai kinerja yang optimal pada Lapas Klas I Semarang.

A Context Between Human Resources's Competence and Developing Convicts to the Performance of First Grade Correctional Institution SemarangCorrectional system has a special characteristic of law enforcement instead the other system, such as the investigator (police department), public prosecutor (Prosecution counsel), and also the judicial (Judiciary). Therefore, correctional system is arranged from a characteristically and life recovery of the developed community in the correctional institution, mentioned on the Law act number 12 Year of 1995, its contents about correctional.
In a recovery process or reverting the convicts to the community, we need a qualified organizing. From this process, they need some mediated developing components, an appropriate time, developing tools, an equal cost, sciences, skill and ability of the officers as mediation of developing process. Therefore, in order to reach the competence and performance of a correctional institution as a whole, a management in managing the existing resources on an organization is needed, so that the purposes and aims of the organization can be materialized.
The important meaning of those correctional institutions has not been balanced yet by their performance. It is showed by the quantity of disturbance cases, weapon ownership, drugs transaction and utilizing, the running away prisoners from the institution. As evaluation system and solution of all the problems in the correctional system in order to reach a better performance, writer has a deep willing in giving an appropriate description about the relationship between human resources competence and the convicts developing to the performance of first grade correctional institution Semarang.
The approach of this research is done by using an explorative survey method, in which trying to describe and also detect various data?s connected to the problem of officer resources competence in contributing on process reaching the performance first grade correctional institution Semarang in developing the prisoners.
Based on the result, there is a positive and significant relationship with corelation coefficient r = 0,269, between officer's competence to the performance of first grade correctional institution Semarang. It shows that in reaching a better performance of first grade correctional institution Semarang we need a high competence of officers appropriate with the basic task and function to the implementation program of developing process to the prisoners balanced to the necessity in an organization.
There is a positive and significant relationship with correlation coefficient r -- 0,295 between developing process of the prisoners to the performance of first grade correctional institution Semarang. It shows that the implementation of the developing process programmed by the first grade correctional institution Semarang must be appropriate with each skill sectors and also must be supported by qualified medium, tool, and infrastructure.
There is also a positive and significant relationship between officer's competence and prisoner's developing process to the performance of first grade correctional institution Semarang. It shows that officer's competence is an important part in implementing the developing program to bring an optimal performance of first grade correctional institution Semarang. In contrary, to implement the developing program we need an appropriate officer's competence balanced to the basic task and function, so that an optimal performance will be reached in the first grade correctional institution Semarang.

"The bureaucratic reform agenda during the first year will be expanded to 8 in 2009, a term of SBY presidency has only given priority to limited number of departements and agencies, 1 in 2008, expanded to 3 and cover three areas; administrative efficiency , administrative structures and human resources management. As an incentive to futher reform, the government through the MInistry of Finance is rewarding agencies which can demontrate performance improvement with an additional performance budget, given to staff as performance bonuses. These reform initiatives are seen as the first of a three phase approach to bureaucratic reform with the second phase the 2010 - 14 presidential term and the last phase being completed by 2020-2024. The second phase of Indonesia's bureaucratic reform needs to go beyond the three areas and the limited approach. To build a professional, a-political and high performance Indonesia's civil service the reform initiatives should focus on the following areas : a)Develop position based human resource management system, b) creating an independent authority for Indonesia's civil service, c)Develop multi - category civil service, d) Lunch salary and pension reforms."

"As a valuable asset, employee have very important role in the growth and development of organization. This is parallel to Todaro (1997: 5) that human resources of a nation is the most determining factor for character, social development speed and economy of a nation. Only with certain characteristic of human resources can fulfill the organizational aim. The assumed characteristic to be possessed by each human resource in order to the best performance for the organization is competence.
Various definition of competence developed with the progress of science, in particular the human resources management. But the main theme of these various definition of competence lead to two point of views, the first view focused on examinable behavior and the second one is the fundamental individual characteristic which determined the behavior. In this research, competence is behavioral, attitude and certain characteristic dimensions possessed by employees in conducting various works to produce effective, outstanding or superior output or performance. In order to determine employees' competence, one of the methods used is questioners with questions on competence dimensions. Employees are asked for self-appraisal based on proficient or competence degree in conducting a task as mentioned in the questions.
From this point of view, the writer is interested to conduct a research on employees' competence in supporting effective performance for organization. Competence variable in used refer to Loma's framework variable. Dimensions in this variable assumed can describe employees' competence, comprised of seven dimensions and developed into sixteen indicators. These dimensions are interaction skill, work orientation, self management skill, and openness to new experience, cognitive abilities, perceptual abilities and business knowledge.
To gain a more concrete picture of employees' competence, descriptive analysis is used based on quantitative data acquired from respondents. Instrument in use to collect data from respondents is questioners on competence variable dimensions comprised of 42 questions. After going through validity test using Product Moment Pearson test, only 40 questions are valid to standard with correlation score 0.3. While through reliability test of Alpha Cronbach a reliability coefficient of 0.939 is reached which fulfill the reliability requirement of minimum 0.70.
The score distribution of respondents show the existence of unequal distribution of scoring given by respondents to questions of competence which given stratified choices. This also describe there is different varied position of respondents (staffs and officers) and there is difference in knowledge, skill and work experience level. Generally, respondents give quite important, important and very important scoring to competence dimensions. However, there are still respondents giving score of unimportant or less than important to certain items in competence dimensions. This grading shows the mapping of employees competence position which rated to be in a quite high level as the mean score show >3.17 to 4.36.
From these seven competence dimensions, 108 respondents grade orientation dimension to work as important dimension and very important in supporting effective performance or about 71% or total respondents. The business knowledge dimension was graded to be important by the lowest percentage of respondents, about 46%.
Through factor analysis, the item stated to have loading factor score >0.5 formed ten factors which can explain 75.056% variation out of 40 competence questions. While the items with loading factor score <0.5 cannot be classified to any factor formed, these items are questions numbered 2, 12. 13, 14, 16 and 22. The rest are included in 10 factors formed."

"Persandian adalah kegiatan terkait pengamanan informasi yang sejak lama digunakan dalam konteks pertahanan dan keamanan negara. Seiring perkembangan teknologi, keamanan siber muncul sebagai bagian dari keamanan nasional. Berdasarkan Perpres No. 53 Tahun 2017, Badan Siber dan Sandi Negara (BSSN) adalah lembaga yang mempunyai fungsi menyelenggarakan persandian dalam konteks keamanan siber di Indonesia. Menurut UU No. 23 Tahun 2014, urusan pertahanan dan keamanan negara merupakan urusan pemerintahan absolut yang sepenuhnya menjadi kewenangan pemerintah pusat. Di sisi lain, UU No. 23 Tahun 2014 mengatur penyelenggaraan persandian tidak dilakukan secara nasional oleh pemerintah pusat, melainkan diserahkan kepada pemerintah daerah sebagai urusan pemerintahan wajib daerah yang tidak berkaitan dengan pelayanan dasar. Permasalahan yang diteliti dalam skripsi ini antara lain mengenai kewenangan persandian yang ada pada BSSN, kewenangan persandian yang ada pada pemerintah daerah, serta hubungan antara BSSN dengan pemerintah daerah dalam melaksanakan urusan persandian di Indonesia. Adapun penelitian ini dilakukan dengan metode penelitian hukum yuridis normatif. Penelitian ini menyimpulkan bahwa terjadi tumpang tindih kewenangan antara BSSN dengan pemerintah daerah dalam penyelenggaraan kegiatan persandian di Indonesia. Saran yang dapat diberikan melalui penelitian ini adalah perlunya pengaturan yang lebih jelas dan terang terhadap pengaturan penyelenggaraan persandian di Indonesia, khususnya melalui instrumen undang-undang.

Coding is an activity related to securing information and has long been used in the context of state defense and security. As technology develops, cyber security emerges as part of the national security. Based on Presidential Regulation Number 53 of 2017, the State Code and Cyber Agency (BSSN) is an institution that has the function to administer the affair of coding in the context of cyber security in Indonesia. According to Act Number 23 of 2014, the affairs of state defense and security are absolute government affairs that are entirely belong to the authority of the central government. On the other hand, Act Number 23 of 2014 regulates the affair of coding is not administered nationally by the central government, rather submitted to the regional government as a mandatory regional governmental affair that is not related to basic services. This thesis will examine the authority of the affair of coding in the BSSN, the authority of the affair of coding in the regional government, and the connection between BSSN and the regional government in administering the affair of coding in Indonesia. This thesis is carried out using normative juridical legal research methods. This thesis concludes that there is an authority overlap between the BSSN and the regional government in administering the affair of coding in Indonesia. The advice that can be given through this thesis is the need for clearer regulation for the affair of coding in Indonesia, especially by an act."

Untuk mencapai tujuan tersebut, hal ini dapat dilakukan melalui manajemen karir. Persoalan yang ada di dalam bidang manajemen karir SDM Polri selanjutnnya yang tidak bisa dihindarkan adalah adanya kecenderungan antara individu dan organisasi yang memiliki posisi kekuasaan tertentu memiliki kecenderungan untuk menyalahgunakannya, yang mana hal ini terlihat pada kasus penyalahgunaan kewenangan jabatannya, yang mana hal ini dapat diamati pada kasus Irjen FS yang berupaya mengintervensi dan mengendalikan semua anggotanya untuk memanipulasi hasil penyidikan atas kematian Brigadir J. Pola pembinaan karir menuju SDM Polri yang Presisi ini juga penting digunakan untuk mengatasi adanya budaya code of silence, mengatasi masalah nepotisme dan mewujudkan model pembinaan karir SDM Polri yang ideal, khususnya yang pada pada proses penempatan SDM Polri yang lebih transparan, akuntabel agar mampu mencetak SDM Polri yang profesional.
Metode yang digunakan yaitu menggunakan pendekatan kualitatif. Teori dalam penelitian ini menggunakan konsep pembinaan karir, konsep presisi, konsep akuntabel, dan konsep profesional. Pola pembinaan karir pada SDM Polri yang telah menempuh studi di Luar Negeri tidak hanya didasarkan pada program pendidikan yang telah ditempuh semasa bangku pendidikan. Upaya menciptakan pola karir SDM Polri yang akuntabel dan profesional dapat dilakukan dengan merit system yang didasarkan pada penilaian standar komptensi dan indikator di organisasi Polri, dan diintegrasikan dengan teknnologi big data, untuk membuat sistem menciptakan pola karir SDM Polri yang Presisi dan menjadi lebih transparan Hasil penelitian ini menunjukkan bahwa pola pembinaan karir pada SDM Polri yang telah menempuh studi di Luar Negeri tidak hanya didasarkan pada program pendidikan yang telah ditempuh semasa bangku pendidikan, tetapi cenderung berdasarkan pada komptensi dan dan indikator yang ditentukan oleh organisasi Polri seperti yang tertuang di dalam Perkap No. 5 Tahun 2016 Tentang Penyelenggaraan Assesment Center. Saran yang diberikan untuk mewujdukanSDM Polri yang Presisi adalah menerapkan merit system yang terintegrasi denganbig data dan membuat regulasi yang tetap terkait prosedur pelaksanaan pembinaankarir tersebut.

Career development is the key in improving performance. This is because in essence, the coordination and management of organizational human resources is very important. To achieve this goal, this can be done through career management. The next problem in the field of Polri HR career management that cannot be avoided is that there is a tendency between individuals and organizationswho have certain positions of power to have a tendency to abuse it, which can be seen in cases of abuse of authority in their positions, which can be observed in thecase of Inspector General FS who attempted to intervene and control all of its members to manipulate the results of the investigation into the death of Brigadier J. This pattern of career development towards precise Polri HR is also important to be used to overcome the existence of a culture of code of silence, overcome the problem of nepotism and create a career development model for Polri HR that is ideal, especially in the process of placing Polri human resources which is more transparent and accountable so that they are able to produce professional Polri human resources. The method used is using a qualitative approach. The theory in this study uses the concept of career development, the concept of precision, the concept of accountability, and the concept of professionalism. The pattern of career development for Polri human resources who have studied abroad is not only based on educational programs that have been taken during their studies. Efforts to create an accountable and professional Polri HR career pattern can be carried out with a merit system based on an assessment of competency standards and indicators within the Polri organization, and integrated with big data technology, to create a system for creating a career pattern for Polri HR that is precise and becomes more transparent.
The results of this study indicate that the pattern of career development for Polri human resources who have studied abroad is not only based on educational programs that have been taken during their studies, but tends to be based on competencies and indicators determined by the Polri organization as stipulated in the Perkap No. 5 of 2016 concerning Implementation of the Assessment Center. The advice given to create precise Polri human resources is to implement a merit system that is integrated with big data and make permanent regulations related to the procedure for implementing career development.
