Tesis ini membahas ciri publik dalam Perpustakaan Umum Indonesia dengan menggunakan perspektif ruang publik Jürgen Habermas yang mengedepankan independensi, kesetaraan, kebebasan, aksesibilitas dan diskursus.Tesis ini merupakan studi pustaka, dengan menggunakan pendekatan hermeneutika Jürgen Habermas. Temuan dari studi ini adalah adanya potensi ciri kepublikan Perpustakaan Umum Indonesia yang perlu dieksplisitkan sebagai usaha untuk meningkatkan peran Perpustakaan Umum Indonesia didalam memberikan pencerahan kepada masyarakat dan menjadikan dirinya sebagai sarana belajar sepanjang hayat bagi masyarakat yang dilayaninya. Perpustakaan Umum Indonesia perlu dikelola dengan mengedepankan pengguna perpustakaan sebagai unsur sentral, pengadaan koleksi yang dibuat seimbang dan diusahakan tidak terjebak pada urusan teknis belaka, sekaligus lebih mendorong ciri emansipatoris.

In the dialog framework between philosophy and library science, and the closeness between public sphere and public library, this thesis puts forward the idea of Jürgen Habermas public sphere in the effort of using the perspective in examining Indonesian public libraries. This thesis is library study, using Jürgen Habermas hermeneutics. The result of the study is the potentiality of publicness in the Indonesian public libraries that needs to be practised explicitly to minimize the gap between the ideals and realities in library practices. The Indonesian public libraries need to be managed in such a way, putting forward library users as a central element. Public libraries management should be balanced and is to free from technical matter domination, and in the same time enhancing more on emancipatory nature."
